3 VALCOUSTICS CANADA LTD Guelph Line/Burlington Noise File: Page 1 Environmental Noise Impact Study 2025 Guelph Line Proposed Retail/Commercial Development City of Burlington EXECUTIVE SUMMARY Valcoustics Canada Ltd. (VCL) was retained by CP REIT Ontario Properties Ltd. (CP REIT) to prepare an Environmental Noise Impact Study as part of the Zoning By-law Amendment (ZBA) application for the proposed development at 2025 Guelph Line in the City of Burlington. This study considers the noise impact from four retail/commercial buildings (Buildings C to F). Noise impact from the other existing retail uses in the vicinity have not been included in the assessment. The primary noise sources are the rooftop mechanical equipment and vehicle movements. The receptors of concern are the existing residential dwellings to the east. The Ministry of the Environment and Climate Change (MOE) minimum exclusion limits for a Class 1 Area define the noise guidelines at all receptors. The analysis concludes that the applicable guideline limits will be met at all receptors without additional mitigation measures. Note, the assessment is based on assumptions for tenant operations and rooftop mechanical equipment specifications for Buildings C to F and therefore, should be reviewed once specific information regarding these aspects is determined. 1.0 THE PROJECT 1.1 INTRODUCTION VCL was retained by CP REIT to prepare an Environmental Noise Impact Study as part of the ZBA application for the proposed retail/commercial development located at 2025 Guelph Line in the City of Burlington. The proposed development consists of four retail/commercial buildings (Buildings C to F) to be added to the existing commercial plaza. Buildings C and E will be restaurants. Buildings D and F will be retail uses. This study considers only the noise impact from Buildings C to F. Noise impact from the existing Fortinos food store (Building A) and multi-tent commercial buildings (Buildings B1 and B2) have not been included in the assessment. 30 Wertheim Court, Unit 25, Richmond Hill, Ontario L4B 1B9 Tel: / solutions@valcoustics.com

4 VALCOUSTICS CANADA LTD Guelph Line/Burlington Noise File: Page 2 The predicted sound exposures at the nearby noise sensitive receptors (existing residential dwellings), due to the operations at the proposed development site, have been compared to the applicable guideline limits of the MOE. Where excesses above these guideline limits occur, mitigation measures have been recommended. 1.2 SITE DESCRIPTION The site is bounded by: an existing parking lot, Fortino s food store and multi-tenant commercial buildings to the north; Upland Drive, with existing detached residential dwellings beyond, to the east; Upper Middle Road, with existing commercial uses beyond, to the south; and an existing parking lot and seasonal outdoor garden centre, with Guelph Line beyond, to the west. Figure 1 shows the Key Plan. This report is based on the Site Plan prepared by Turner Fleischer Architects Inc., last revised November 9, Figure 2 shows the Site Plan. 2.0 NOISE SENSITIVE RECEPTORS Six (6) receptor locations, representing both plane of window (POW) receptors and outdoor point of reception (OPOR) receptors, were used to assess the noise impact on the surrounding environment by the proposed site. The receptors are described as: R01, R03 and R05 representing POW receptors at the existing two-storey residential dwelling to the east of the site; and R02, R04 and R06 representing OPOR receptors at the existing two-storey residential dwelling to the east of the site. All assessment receptors are on the east side of Upton Road. Figures 4 to 7 show the location of the assessment receptors. The existing commercial uses in the vicinty are not considered noise sensitive relative to noise from the proposed development. Therefore, these uses have not been considered further in the noise assessment. 3.0 ENVIRONMENTAL NOISE GUIDELINES 3.1 MOE NOISE GUIDELINES The MOE Publication NPC-300 noise guideline (released October 21, 2013 but dated August 2013) has replaced four existing noise guidelines in Ontario (Publications LU-131, NPC-205 and NPC 232, as well as Noise Assessment Criteria in Land Use Planning: Requirements, Procedures 30 Wertheim Court, Unit 25, Richmond Hill, Ontario L4B 1B9 Tel: / solutions@valcoustics.com

NPC-300 is the currently applicable noise guideline for use in development applications for both stationary sources and sensitive land uses Sound Level Criteria The site and area are Class 1 Urban; i.e., an area where the ambient sound environment is dominated by urban hum, primarily traffic noise. This is due to the proximity to the area road network. The MOE requires a worst case one-hour operating scenario be analysed. This would typically occur when the background ambient sound level is at a minimum and the noise generated from the stationary noise sources is at a maximum. The guideline limits apply to the outdoor plane of window of habitable spaces such as living/dining/family rooms and sleep areas as well at locations amenable for use outdoors. No indoor sound exposure guidelines are provided for stationary sources. MOE Publication NPC-300 states that the guideline limits shall be defined by the higher of the ambient sound level, due to road traffic noise, or the minimum exclusion limits listed in Table 1, in any hour of the day. Sound exposures are assessed using one-hour L eq (dba), the energy equivalent continuous sound level. The sound level limits apply at a noise sensitive plane of window (at all times) or at an outdoor point of reception in the daytime and evening only. The sound level limits do not apply to outdoor points of reception at night Applicable Guideline Limits In this case, the minimum exclusion limits have been taken to apply. This is considered conservative. 4.0 SOUND SOURCES AND SCENARIOS 4.1 SOUND SOURCES The noise sources at the proposed development are the rooftop mechanical equipment at all buildings and the drive-thru activities at Building E. It is assumed that the drive-thru operate 24-hours per day with reduced usage in the evening and nighttime hours. Figure 3 shows the ID s and locations of the sources Rooftop Mechanical Equipment In order to estimate the potential for noise impacts associated with the rooftop mechanical equipment, assumptions regarding the size of the rooftop HVAC units were necessary. The size of the rooftop HVAC units were determined based on the assumed total cooling requirement of the building divided by the number of rooftop mechanical equipment. The total cooling capacity in tons was determined based on the approximate (generic) relationship of one-ton of cooling per 350 ft² of floor area. 30 Wertheim Court, Unit 25, Richmond Hill, Ontario L4B 1B9 Tel: / solutions@valcoustics.com

Sound data for the exhaust fans were based on measurements done by VCL at similar facilities. Based on the above assumptions, the rooftop units included in the assessment are: Building C three 4-ton HVAC units (Source ID s: RTU01 to RTU03); two kitchen exhaust fans (Source ID s: KEF01 and KEF02). Building D two 4-ton HVAC units (Source ID s: RTU04 and RTU05). Building E two 5-ton HVAC units (Source ID s: RTU06 and RTU07); three kitchen exhaust fans (Source ID s: KEF03 to KEF05). Building F three 4-ton HVAC units (Source ID s: RTU08 to RTU10). Figure 3 shows locations of the rooftop HVAC and condenser units. The HVAC units were assumed to be Lennox brand units (model LGH048 for the 4-ton units and model LGH060 for the 5-ton units). Manufacturer s sound data was used to model these sources. The tops of the 4-ton units were assumed to be 1.6 m above the top of the roof and were modelled using a sound power level of 75 dba. The tops of the 5-ton units were assumed to be 1.8 m above the top of the roof and were modelled using a sound power level of 80 dba. The kitchen exhaust fans were assumed to be similar to exhaust fans measured by VCL staff at similar restaurants with and without drive-thru windows. At Building C, the tops of the exhaust fans were taken to be 1.8 m above the top of roof and were modelled with a sound power level of 73 dba. At Building E, the tops of the exhaust fans were taken to be 1.5 m above the top of the roof and were modelled with a sound power level of 79 dba Building E Drive-thru Window Sound sources at the drive-thru window of Building E consist of: Order Board Sound emanating from loudspeakers and customers ordering. The car were taken at a height of 0.6 m above grade and modelled using a sound power level of 80 dba. 4.2 OPERATING SCENARIOS The drive-thru operations are generally related to vehicle activity on Guelph Line and Upper Middle Road. Typically, these type of facilities becomes busy in the early morning hours (0600 to 0700) and would normally reach peak capacity in the hours around 0700 to At other hours, usage is expected to be less. For the noise assessment, the two worst case scenarios were assessed. The scenarios considered reflect operating conditions beyond that which would be expected to occur on a regular basis, and perhaps occur only occasionally. In practice, it is expected that actual operating activities will be less than considered in this report, making the analysis conservative. The two operating scenarios analysed are: Peak Nighttime Hour ( ): Queue full (10 cars) for the full hour, up to the drive-thru window, with 120 orders/hour; All rooftop HVAC units on 50% of the time; and All kitchen exhaust fans on 100% of the time. Peak Daytime Hour ( ): Queue full (10 cars) for the full hour, up to the drive-thru window, with 140 orders/hour; and All rooftop HVAC units and kitchen exhaust fans on 100% of the time. 5.0 NOISE IMPACT ASSESSMENT 5.1 ANALYSIS A 3-D acoustic model of the proposed development, as shown in Figures 4 and 5, was developed using CadnaA V4.4 environmental noise modelling software, which follows the protocol of ISO Standard , Acoustics Attenuation of Sound During Propagation Outdoors, to predict sound exposures at each of the receptor locations. Accounting for distance, atmospheric absorption and ground attenuation, the sound exposure from all the relevant noise sources (hourly L ) was determined for each receptor position, for each of the operating scenarios. eq Based on the Floor Plans and Elevations drawings, prepared by Turner Fleischer Architects Inc., last revised November 5, 2015, the top of steel deck at all buildings will be 5.2 m above grade. The buildings were assumed to have a 3 inch roof membrane. 8 VALCOUSTICS CANADA LTD Guelph Line/Burlington Noise File: Page 6 The elevation drawings indicate that there will be parapets of two different heights around the perimeter of the roofs. Based on the elevation drawings, the high parapet and low parapet were taken to be 1.8 m and 0.8 m, respectively, above the tops of the roofs. It should also be noted that the site is elevated relative to Upland Drive and Upper Middle Road. Site grading was based on the General Grading Plan, prepared by Odan/Detech Consulting Engineers, received November 6, UNMITIGATED SOUND EXPOSURE ASSESSMENT Table 2 and Figures 4 and 5 summarize the predicted sound levels at the assessment receptors, together with the applicable guideline limits. As shown on Table 2 and Figures 4 and 5, the applicable MOE noise guidelines are predicted to be met at the assessment receptors during the worst case scenarios. Thus, additional noise mitigation measures are not required for noise control purposes. Note, the assessment is based on assumptions for tenant operations and rooftop mechanical equipment specifications and therefore, should be reviewed once specific information regarding these aspects is determined. 6.0 CONCLUSIONS The resulting sound exposures from the proposed commercial development are expected to comply with MOE noise guidelines under worst case maximum capacity operation conditions and the potential for adverse noise impact from the proposed commercial development will be negligible. Thus, additional noise mitigation measures are not required for noise control purposes. The analysis should be reviewed once the detailed designs of Buildings C to F become available. This is usually done as a condition of obtaining a building permit for each of these buildings. 7.0 REFERENCES 1.
