Public Comment Sought on Reorganization of Fisheries Agencies S! tate officials are looking for ideas from the public! on how three different agencies can cooperatively provide more efficient, productive and enjoyable uses of the state's fisheries resources. The N.C. Marine Fisheries Commission will accept comments on this subject at its August meeting in Raleigh on behalf of the N.C. Division of Marine Fisheries, N.C. Wildlife Resources Commission and N.C. Department of Agriculture and Consumer Services. Raleigh (August 2) Legislation passed and signed into law this summer directs these agencies to study the current organization of the stateʼs fisheries management agencies and whether these agencies should be reorganized. Currently, the N.C. Division of Marine Fisheries manages coastal fish species while the N.C. Wildlife Resources Commission manages inland fish species. The commission will take public comment at 6 p.m. Aug. 22 and 9 a.m. Aug. 23 at the Brownstone Hilton DoubleTree Hotel, 1707 Hillsborough St., Raleigh. The chairman will allow each commenter to speak for five minutes during the Aug. 22 session and three minutes during the Aug. 23 session. Due to time constraints, those making comments will be asked to speak only once, either at the Aug. 22 or Aug. 23 sessions. Individuals will not be allowed to speak during both public comment periods. The Wildlife Resources Commission will also receive public comment on these issues during its Aug. 29 committee meetings at the Wildlife Resources Commission Headquarters Conference Room, 1751 Varsity Drive, N.C. State University Centennial Campus, Raleigh. Additionally, the agencies will hold two joint meetings in coastal areas for the sole purpose of taking comments on this issue. The meetings are scheduled for: 6 p.m., Sept. 5, Craven County Cooperative Extension Office, 300 Industrial Drive, New Bern 6 p.m., Sept 6, Dare County Administration Building, Commissioners Meeting Room, 954 Marshall C. 2 Al Troth May 30, 1930 ~ August 3, 2012 Alfred Carl Troth, 82, of Dillon passed away Aug. 3, 2012, at Parkview Acres Care and Rehabilitation Center after a lengthy battle with Parkin-son s disease and dementia. Al was born May 30, 1930, in Monessen, Pa., to Anna (Grusva) and Alfred J. Troth. He graduated from Monessen High School and worked at the Pittsburgh Steel Co., before joining the Navy. He was stationed in San Diego for four years. After discharge, he resumed working as a metallurgist for Pittsburgh Steel while attending California State Teachers College (California, Pa). Al spent many years in the Montana National Guard where he distinguished himself as a marksman, medaling all the way up to the All-Army Championships. Al coached the junior shooting team in Dillon for a number of years along with the late Doc Seidensticker. He was also a longtime instructor in the Montana Hunter Safety Program During college, Al met and married Martha Manandise of Charleroi, Pa. The couple moved to the Williamsport area of northcentral Pennsylvania where Al taught Industrial Arts for 15 years at the Montgomery Area High School. He was a mechanical genius and instructed everything from foundry and leather-craft to woodworking, drafting, small engines and machine shop. He was a strong positive influence on the lives of many of his students. After years of summer fishing trips to Montana, Al and Martha, along with their son, Eric, moved to Dillon permanently in Al went into business as a guide and fly tier while also manufacturing a portable tree stand for hunters. Al Troth was probably best known as the innovator of many popular trout fishing flies. His Elk Hair Caddis, developed in 1957, has become an international standard. Al has been featured in numerous books and was three times on the cover of Fly Fisherman magazine. Known for the creativity and excellence of his work, he produced beautiful fly displays in the latter part of his career. He also attracted many loyal clients in his parallel profession as fly fishing outfitter on the rivers of southwestern Montana. Al retired from guiding in 1996 with the onset of Parkinson s while his son, Eric, continued with the family business. He was an accomplished photographer with dozens of his images appearing in prominent fishing magazines and books along with a varied mix of wildlife photos in Montana Outdoors. He wrote and illustrated instructional materials on fly tying and produced articles and book chapters for a number of fishing publications. Photo by Eric Troth He had a lifelong love of jazz music. In his younger years, Al played the saxophone in a dance band. His music brought great comfort in the later years of his illness. He is survived by his devoted wife of 55 years, Martha; son, Eric, also of Dillon; aunts, Mary Ann Simkamich and Mildred Gibson, and cousins, Tom Yonek and Harold Kearns, all of Pennsylvania; along with numerous other cousins. 4 Did You Know? Disturbing and moving rocks to form channels and rock dams is illegal in the Great Smoky Mountains National Park! Moving rocks is harmful to both fish and aquatic insects that live in the streams. Many fish species that live in the park spawn between April and August. Some of these fish build their nests in small cavities under rocks and even guard the nest. When people move the rock, the nest is destroyed and the eggs and/or young fish die. Aquatic insects need rocks for cover as well. Some aquatic insects can drift off or move when disturbed, but many species attach themselves to the rock and cannot move. When a rock is moved, aquatic insects fall, are crushed by the movement, or dry out and die when the rock is placed out of water. One of the fundamental policies of the National Park Service is to preserve natural resources in an unaltered state. Consequently, it is against the law to move rocks in the stream. Please abide by these rules so that future generations may enjoy the park as well. UPCOMING EVENTS Sept. 6 Editor s Cast T! he August meeting offered up a very interesting! program by fellow chapter member and Past President Milt Wofford. For some time Milt had been searching for a wading staff that would provide the weight and accessibility he was looking for at a price that he would deem reasonable. The current commercial offerings didnʼt quite suit and he couldnʼt help but think that there must be an alternative out there that could be easily constructed by the fisherman. He finally hit on the idea of making a staff from an old golf club that he obtained at a yard sale. he cut off the head of the club and attached a spring-loaded retriever that he purchased at Wal-Mart and he was in business. Everyone at the meeting agreed that the idea had a lot of merit and I wonʼt be surprised to learn that there will soon be a lot of golf clubs purchased at local yard sales. The staff Milt constructed at the meeting was won in a drawing by Craig Green. The Grub Committee outdid themselves at the August meeting! Lee Ewart brought a grill and cooked hamburgers. We had baked beans and potato chips along with lettuce, tomato and onions for the burgers. It was a simple feast and Lee, Carl and Dick made a lot of members happy with such a simple, great meal for a Tuesday evening in August! President Sellers reminded members about the TU Annual Meeting that will be held in Asheville in September. He is planning to attend to represent the chapter and encouraged others to register and attend along with him. The September program promises to be a very interesting one. President Sellers will speak on the topic of Bluelines. What are bluelines you ask? Weʼve all looked at the various maps of the Smokies and western NC. On those maps are various blue lines that designate all of the streams. Many are un-named or at least they are so small that they only have locally recognized names and arenʼt deemed significant enough to be labeled on the map. Forward Cast Tuck Chapterʼs September 4 th meeting will feature a presentation by President Dick Sellers about Bluelines. Itʼs these Bluelines that Dick will be speaking about. These are the lesser known streams of the park and our area. He promises to not give away too many secrets, but just enough to make things interesting. Donʼt miss it! September 2012 Page 6

8 2012 Rivercourse TU Summer Camp By Giff Hampton The 2012 Rivercourse was the 11th year of the camp, a one week Fly Fishing camp for boys and girls age A typical day starts at 6:30 with half the campers fishing and the other half tying. After breakfast, we reverse the schedule and the rest of the morning is spent in a classroom environment listening to expert speakers. After lunch, its swimming in the lake or kickball, (you can't fish all the time!) more fly tying, and a class or two. After dinner, everyone fishes! Lights out at 10:30. At weekend we ask the kids to rate the camp and the biggest complaint is they can't come back for a second year! We started a Foundation a few years ago and we hope that we can supply future campers with the equipment they need to continue fly fishing after camp ends. Thanks to the Tuck chapter for their continuing support! We had a great group of 17 kids this summer. About half were familiar with fly fishing and several were flytyers. By the end of the week, everyone had caught a trout, tied several flies, learned to cast and tie knots. The camp has always been held at Lake Logan, near Waynesville, and provides us with a river and classrooms. The camp is called Rivercourse and sponsored by all Trout Unlimited chapters under the umbrella of the N.C. T/U Council. Rivercourse was one of the first camps (there are now about 20 states sponsoring camps) and we helped Georgia start their camp and currently are working with S.C. and Tenn. to start their camps. We charge the campers $590 and it costs us $1,000 per camper. All of the N.C. chapters provide either scholarships or financial help (or both) and the Tuck chapter has paid for a camper for the last 5 years. September 2012 Page 8

Their charge is to manage farm commodities and assist farmers, of which they do a very good job. No efficiency or economy could be gained by involving NCDA&CS in any of the fishery programs, except aquaculture, which they already handle. In fact, delegating reporting harvest statistics and monitoring fishery catches through NCDA&CS would add an element of uncertainty and additional bureaucracy to the current process, which is working quite well. There are elements of redundancy and overlap of responsibilities between WRC and DMF that, if eliminated, would improve delivery of services, law enforcement, and management of fisheries resources and would save significant overlapping funding requirements through consolidation of those functions. The present evaluation should focus on items that would improve efficiency and cut redundancy and include recommendations for change to eliminate overlapping activities. Finally, the WRC has a total of 19 members and the Marine Fisheries Commission has 9 members. As close as the missions of these two agencies are, it seems plausible that policy making and regulatory duties of the two Commissions could be consolidated and reduced in a way that would preserve the unique focus on marine and inland fisheries and save a lot of unnecessary administrative costs in the process. If you agree, pass these ideas for savings and efficiency along to the agencies for their consideration in their deliberations. September 2012 Page 9

11 Will s Wet Sedge Fly of the Month Tied By Willie Cope T! his has been a great little pattern for me during the coming months as the autumn sedge,! typically called October caddis begins to make it's debut for the fall season. This fly works well drifted along the bottom and suspended under a Dry (hopper dropper) rig. Yeah. I know pink. "Pink is my favorite color." Maybe we should call this Will's Sexy Caddis. Perhaps pink will find it's way into your fly box and you will find yourself whistling the tune "Pink is my favorite color" too... Till the next cast - Big Browns, slippery rocks and broken tippets... - Willie Recipe Hook: TMC 1120 or 1130 curved nymph hook #12-16 Bead: Rainbow Pink 5/32 glass bead Thread: Brown 8/0 or 6/0 Tail: Stripped hen back fibers (You will use the rest for a collar) Rib: Surgical glove (the round rib up by the wrist of the glove) Abdomen: A mix or rust colored and Golden haretron dubbing Antennae: 2 Moose mane hairs (you can use deer hair) Thorax: Peacock dubbing Or you can use peacock herl. Lures and natural baits are restricted to one single hook. The minimum length limit is seven inches, and the daily creel limit is four trout. These streams are marked with brown-and-gold signs. D! elayed-harvest Trout Waters trout waters, excluding! tributaries except as noted, may be fished only with artificial lures with one single hook. No natural bait may be possessed, and no trout may be harvested or possessed while fishing these waters between Oct. 1, 2011 and 30 minutes after sunset on June 1, These waters are closed to fishing between 30 minutes after sunset on June 1 and 6 a.m. on June 2. At 6 a.m. on June 2, 2012, these waters open to fishing for youths under 16 years old under Hatchery-Supported regulations no bait restriction, no minimum length limit and seven-trout- per-day creel limit.
