2 Kupu Whakataki Introduction Kia ora nga mihi o te ra kia koutou. Thank you for coming to our commemoration of what is regarded in Tauranga as being the signal event that led to the birth of the city. You will hear many stories today of the battle that occurred on this place 150 years ago. You will be amongst people Māori and Pākehā - who trace their descents from those who took part in the battle and who look back on their ancestor s involvement with a mixture of pride and regret. Pride at the way in which their ancestors conducted themselves during the battle itself but regret that it had to happen at all. It has been my privilege and honour to have had a part in the organisation of this commemoration. It has been even more humbling to have had such strong community support for the event from our three Councils and their staff, from iwi organisations, from philanthropic and community groups, from local businesses and business people who have stepped forward with sponsorship and in kind provision of services and lastly from friendly volunteers prepared to give up their time to do what they can to ensure this commemoration is the success it deserves to be. More than any other comparable event that I know of this one seems to have had the ability to cross cultural and age lines and bring a sense of community participation not often seen. Lastly I just want to remark on the wonderful response we have had from children and students who have displayed a keen interest in the events of It has been inspirational to see our kids take such an interest in this foundation event and bodes well for our city that we should have so many of its young citizens knowledgeable and proud of our shared heritage. 4 1. DATE EXPLANATORY NOTES The 150th Commemoration on Tuesday 29 April will run from 6am to approximately 5pm. It is a commemoration to remember the legendary battle of Gate Pa/Pukehinahina and the fallen Maori warriors and British soldiers and sailors. This is an event of national historical significance. Having the Governor General His Excellency Lt General Sir Jerry Mateparae, Te Arikinui Kingi Tuheitia, Ministers, defence staff representatives of the United Kingdom Defence Force, foreign dignitaries, mayors and councillors, iwi, community leaders from across the country, and Maori and Pakeha descendants of those who took part in the battle attend the day, adds to its importance as a national heritage event. 2. PREPARATION It is important if you are attending that you put some thought into preparing yourself. Consider your transport, accommodation, dress code, critical timings, child care, medication and so on. Please prepare adequately and give yourself time, as this will help you have a positive experience. 3. HEALTH AND SAFETY All manuwhiri (guests) are asked to check the weather forecast before and ensure you are prepared for all types of weather. If you are on medication please ensure you are prepared and able to manage yourself, make sure those travelling with you are aware of your condition. Managing your health is your personal responsibility and sometimes people overlook this. Good health management is important to ensure that you have an enjoyable event. With this said, an ambulance service will be on site in the event of emergency. Appropriate footwear is required for both men and women. For instance, tidy comfortable shoes (rather than high heels) are more suitable as the site is a reserve and not flat. There is no need to wear gumboots unless the weather is going to be wet. Personal drink bottles are both acceptable and encouraged. 4. ATTENDANCE There is no charge to attend the commemoration and it is an open event, anyone may attend. 5. SITE ACCESS AND ARRIVAL - DEPARTURE TIMINGS The event day is Tuesday 29 April. It is a full day of commemoration activities and proceedings. Part of Cameron Road, which is the main access route through Tauranga city, will be closed from 05:00hrs to 18:00. Only emergency vehicles, some buses and official commemoration vehicles will have access. If driving you will be required to park your vehicle at the designated parking area at the Tauranga Racecourse and take the free park and ride from 11:00 to the Gate Pa Reserve. This car park will be manned and secured by Māori Wardens throughout the day. Page 4
5 Buses will shuttle you from the parking area to the Battle site proper. Coaches will start running at 11:00 through to Tuesday and will depart the Tauranga Racecourse car park about every minutes. On arrival, you will disembark from your bus and make your way to a designated waiting area outside of the Reserve until the first official pōwhiri. The last of the buses will arrive on site around 13:45 and this will conclude the first run for the day. Tauranga Moana iwi will issue a Pōwhiri to Ngã Iwi O Te Motu at 12.00pm. Speechmaking will be followed by lunch after 13:00. The service begins at 14:00. There will also be shuttle services bringing members of local and regional councils, corporate entities, schools (intermediate, secondary and kura) NZDF and kaumatua to the site for the pōwhiri at 12:00. If you need to return to your private vehicles for emergency reasons please go to the Tauranga City Council information tent on the Reserve, otherwise you will need to wait until the afternoon shuttle service returns you to the car park. The final shuttle run for the day will commence returning visitors to their cars at 17:00 and conclude at 18:00. No private cars will be allowed to park at or near the site. Page 5
6 6. KAWA AND TIKANGA (CUSTOMARY LAWS, USAGES AND PROTOCOL) The battle site is not a Marae and as such the strict protocols which govern Marae do not apply. Kawa and tikanga can be practiced on the site. This being the reality, there is some scope for flexibility in terms of protocols and how we organise the day. Our intention is to create a day, which is a balance or blend of both formal and informal protocols creating a safe space for everyone. The only strict part of the day is during the pōwhiri which will adhere to the local kawa. 7. TANGATA WHENUA HOST PAEPAE SPEAKERS The commemorations paepae at Gate Pa/Pukehinahina have a history of being a shared paepae between host speakers. There are two pōwhiri on the day. The first is where Tauranga Moana iwi and the host organisation (Pukehinahina Charitable Trust) will welcome iwi and hapū from across the country at 12:00. The host speakers for the second pōwhiri to the Crown, international dignitaries and general public are pre-determined well in advance of the day and unfortunately there is no room for impromptu speakers. The second pōwhiri will happen at 14:00. Page 6

KAPA HAKA PĀ HAKA It is acknowledged that many haka were performed during the siege of Gate Pa/Pukehinahina and in the years following, there will probably be a lot of interest in taking part in haka pōwhiri etc on this special day. The actual commemoration site is confined and quite small. Anyone or any group wanting to take part in these activities on the day please contact Awanui Black (awanui.black@gmail.com) who will direct you to who is responsible for Pōwhiri. The ground and space will determine what can be done on the day. 9. PŪTĀTARA PŪKAEA Kapa haka at Commemoration Launch 29 April 2013 For those who have pūtātara and pūkaea you are most welcome to bring these along and sound them during the pōwhiri and parekawakawa wreath laying portion of the day which will occur as part of the dawn pou blessing ceremony at 6am. 10. PHOTOGRAPHS AND VIDEOS Taking photos and videos has become an important part of any significant event. To ensure there is discipline we are restricting when and where the public can take photos and videos. In previous years we have had problems with people taking photos inappropriately. There will be an official photographer for the event who will have unimpeded access to the grounds and will be taking many photographs. These images will be made available to the public on our website ( in the weeks following the event. The media will be formally briefed prior to the event and will be restricted to specific areas. During the two official pōwhiri, the unveiling, and laying of wreaths and parekawakawa attendees are strictly prohibited from taking photos. During these times, if any member of the public is seen on the battle site taking photographs or videos they will promptly be asked to leave the property. We do not want people rushing around the site with cameras or cell phones in hand disturbing the view of others and essentially being disrespectful. However, outside of these times, you are welcome to take photographs or videos. 11. OFFICIAL LANGUAGES We will ensure everyone who attends can understand the meaning of what is being said during the day. English and Te Reo will be the official languages of the commemoration. 12. TENTAGE AND SHELTER We are unsure of numbers attending and can only plan on what is known. On that basis if numbers escalate over what we have been advised, people will be required to sit on the grass without shelter. So Page 7
8 please come prepared for the day. Check the forecast the day ahead and bring a small back pack bag with hat, sunscreen and water bottle or raincoat and umbrella and cushion just in case. 13. POLITICAL PARTIES, HECKLERS AND PROTESTERS This 150 th remembrance day is a solemn and respectful occasion, one that happens only once. Using the day to promote political agendas and views is unwelcome and is not acceptable. Anyone who seeks to disrupt the proceedings and who breaches common courtesy and accepted good behavior will respectfully be escorted off the property. Please respect the kaupapa of this historic day and leave your politics at home. 14. FLAGS FLAG POLE Three flags will be flown from the official flagpole New Zealand, Gate Pa/Pukehinahina, and British. 15. DRESS Dress with the weather in mind and to be comfortable. If a warm clear day is forecast, wear light but formal wear. Men, suits and jackets are in order. If you are an ex-serviceman or still serving, medals can be worn. Ladies, dresses and suits are acceptable. The paepae standard of dress remains unchanged. If the weather forecast indicates that it will be a wet day make sure you have a good rain coat and suitable footwear. We would if possible, like kaumātua and iwi leaders to wear traditional kākahu, these should be worn during the pōwhiri, laying of wreaths and official photo sessions. In between these times they can be folded away. Remember this is a once in a lifetime anniversary. By the time the 200 th memorial comes around most of us adults will be too frail to attend. 16. FOOD There will be a breakfast served near the site after the 06:00 dawn blessing of the pou and flagpole. A lunch will be served after the 12:00 powhiri. Breakfast and lunch packs will be provided for attendees and VIP s served from a designated area at the battle site. Any surplus food will be shared with the general public. Water will also be available at the site. There is also a variety of food vendors near the site in the Gate Pa Shopping Centre. Teachers and parents are responsible for ensuring students bring lunches and drinks if attending the day. 17. FORMAL DINNER (BLACK TIE) A formal dinner and entertainment evening is planned for the evening prior to the Commemoration on Monday 28 April. This will be held at Trinity Wharf in Tauranga. Bookings for this dinner have sold out. 18. MARAE ACCOMMODATION For groups travelling distances we invite you to make overnight sleeping arrangements with several Marae in the area who would be more than willing to provide support.
