Photography by highway4photography.com Photo by Courtney Kuhlen 2 3 FRONT COVER: Looking back on accomplishments of 2016 Living in Highlands Ranch for more than 30 years, as I have, each year seems to fly by faster than the last. Here we are at the beginning of 2017, reflecting on events of the last year. The year 2016 marked the 35 th anniversary of our community. We commemorated the milestone last summer with a time capsule that will be opened in 2031, at the 50th anniversary of Highlands Ranch. The year was marked by a number of accomplishments by the Metro District, including an upgrade to community monuments to give a fresh look to the entrances. We also replaced 11,300 lineal feet of fence along S. Broadway. The renewal of our first park, Northridge Park kicked off its first phase last year, and phase two is scheduled for this year. The upcoming work includes the addition of a drop off area, new retaining walls as well as field and irrigation improvements, trail widening and fencing. Medians on both University and Broadway are being renovated and new trees and plants will be going in this year. Diamond K Park received great new playground structures that also made it more accessible to visitors. I m proud of the enhancements we continue to make to our community so that you and your family members enjoy living here and are proud to call Highlands Ranch home. Jim Worley Chair, Highlands Ranch Metro District Board of Directors Leveraging our resources for community benefit In addition to the accomplishments Jim mentions above, I d like to tell you how our ongoing partnerships have resulted in successful projects over the last year. Working with our partners at Littleton Fire Rescue, we adopted the Littleton Fire Rescue Master Plan, with the number one priority to reduce response times. This means adding equipment and personnel, which began last year. Future years will include increased funding for this, the board s top priority. Through a funding partnership with the Douglas County School District, we were able to complete the synthetic turf replacement at Shea Stadium. Collaborating with Douglas County, we made electrical improvements to the front lawn of the Mansion, added courtyard pavers, built Marian s Garden, and made a number of improvements to the Chum Howe/Young House, located west of the Mansion. We also collaborated with Shea Homes on utility planning and development of the remaining land in the Highlands Ranch Business Park. We look forward to that development taking shape throughout We partnered with CDOT and Douglas County on transportation projects that will enhance our community s infrastructure and connectivity. There is a new historic treasure at the Highlands Ranch Mansion these days thanks to a gift from Katie Vagliano, the great-granddaughter of former Mansion owner, Frank Kistler. Last August, Katie donated an antique trunk featuring the Diamond K logo, which is seen throughout the Mansion. The trunk was given to Katie by her father, who was Florence Kistler s son. Florence Kistler was the daughter of Frank Kistler and his first wife, Florence. The Kistler couple had four children, a son and three daughters. The trunk has an identification tag attached to it and the name Florence Kistler lightly appears on the tag. When the trunk was opened by Mansion staff, it revealed a beautiful maroon vintage dress with luxurious velvet details. The historic trunk and vintage dress are featured in the historic bedroom display on the second floor of the Mansion. Mark your calendar and visit the Mansion If you love to visit the historic Highlands Ranch Mansion, or if you ve never experienced this special journey back in time, there are plenty of opportunities for you and your family to experience this elegant western estate or to get involved as a volunteer. Valentine s at the Mansion This popular annual event will be Tuesday, Feb. 14 from 11 a.m. to 2 p.m. Presented by the Metro District, this free event includes sweet treats, coffee, tea, and music and dancing in the beautiful Great Hall. Guests are also welcome to tour the Mansion on their own, or with a knowledgeable docent. Mansion docent training Docents, our volunteer tour guides, bring the history of the Mansion to life during open hours and special event tours throughout the year. Docents receive training before beginning their volunteer shifts. The first training session is Wednesday, Jan. 18. The Mansion is located at 9950 E. Gateway Drive. Photo credit highway4photography.com Open Budget tool provides new financial view The Metro District recently launched a new online tool to provide easy access to financial data in a user-friendly format. The new tool, Highlands Ranch Open Budget, can be found at Highlands Ranch acquired financial transparency software, which makes it easy for governments large and small to publish budget and expenditure data quickly, economically, and in a taxpayer-friendly way. Information is presented through colorful graphs, charts and tables. It gives you a birds-eye view of information, or allows you to drill down to individual details. Start with a look at the Metro District s capital improvement projects. Click further and see a detailed list of projects, approved budget, expenditures to date, and a brief description of the work. Packaging and publishing data in this online format allows us to make specific government data which is already public information more accessible, useful, and personally relevant to the citizens and businesses in Highlands Ranch, said Allen Dreher, Highlands Ranch Metro District board member and treasurer. Those who wish to review the Metro District s 2017 budget in its entirety can visit the finance section of the Metro District s website at highlandsranch.org. Lifestyle is the new medicine Is 70 the new 60, or 80 the new 70? Each year older adults are challenging the status quo, pushing the envelope and living longer, healthier, more active and engaged lives. Just look at the growing older adult population in Douglas County. By the year 2030, one in four people living in Douglas County will be 60 or older. In 2008, the Metro District and Douglas County partnered to start Highlands Ranch Senior Outreach to provide information and resources to older adults, their families and caregivers. Eight years later the program is thriving and has evolved into providing a variety of adult programming and educational seminars. The shift, says Senior Outreach Coordinator Jodie McCann, is the change in mindset or attitude that lifestyle is the new medicine. Adults are looking for things to do, ways to get involved, perhaps delaying retirement or redefining what their retirement looks like. Adults are more interested than ever in how to live a full and active life well into and through conventional retirement age. And lifestyle is the key, McCann said. McCann has invited executive healthcare recruiter and career coach Gary Foster to host a three-part series beginning in January titled Roadmap to Positive and Purposeful Aging. Foster will tackle how to steer one s aging experience toward health and vitality. He will address the idea head on that lifestyle is the new medicine and he ll challenge participants to kick their fear of aging to the curb. Open space home to utilities, easements, more The Metro District preserves more than 2,200 acres of open space areas that meander throughout the community. These are undeveloped natural areas managed as a mixed grass prairie. They are home to a variety of wildlife, birds and native plants. The open space is also intended to be used for utilities including water, sewer, gas and electric. These natural areas serve as an important drainage system managed by Metro District staff to prevent erosion. Utility easements that predate the development of Highlands Ranch run throughout the open space and provide necessary services to Highlands Ranch as well as surrounding communities. More than 4,000 homes back to open space areas in Highlands Ranch. Visit the Open Space Information Center at highlandranch.org/osic to learn about a variety of open space-related topics ranging from wildland fire management to snakes, mosquitoes and preventing conflicts with wildlife. 4 Public Safety Messenger Winter 17 CodeRED emergency notification system Sign up for CodeRED to receive emergency notifications via phone, and text. The system allows public safety personnel to send messages directly to residents and provides instructions on what to do to protect yourself or your property. The system works by sending out pre-recorded voic s to your phone and . Examples of emergency notifications may include police activity in your area, lost children, wildfires, evacuation notices and more. It s free to register and all information is kept confidential. Register online at DouglasCountyCodeRed.com. Please encourage friends, family members, neighbors and co-workers to register. Businesses are also encouraged to sign up. Do you move over? Are you aware of Colorado Revised Statute , Colorado s Move Over law? Despite this law, there are needless crashes across the state. Every year, several first MOVE OVER responders and other road safety personnel are seriously injured, some fatally, because motorists simply refuse to move over. Colorado s law is clear, requiring motorists to move over at least one lane whenever they approach an emergency vehicle with its lights flashing. If a motorist is unable to move over, on a two-lane road or when heavy traffic is present, they are required to greatly reduce their speed. This law also protects road maintenance and tow truck operations. By moving over, motorists provide a buffer zone for the personnel directing their attention to the situation on the road. Unfortunately, the daily experiences of our first responders and road safety personnel has provided us with the knowledge that a large amount of Colorado motorists are either unaware of the law or simply refuse to obey it. Regardless, this failure to move over can result in severe consequences for the first responders and the people who crash into them. Thank you to the Douglas County Sheriff s Office for this safety information. C-470 Express Lanes construction ramping up The C-470 Express Lanes project will increase mobility and user choice along 12.5 miles of C-470 between I-25 and Wadsworth Boulevard. The $276 million project includes the following improvements: Mobility Improvements: In the westbound direction: two additional express lanes constructed from I-25 to Colorado Boulevard and one additional express lane from Colorado Boulevard to Wadsworth. In the eastbound direction: one additional express lane built along the length of the project between Wadsworth Boulevard and I-25. Additional safety and infrastructure improvements: Full reconstruction of existing pavement New auxiliary lanes at selected locations On- and off-ramp improvements Realignment of substandard curves Widening of existing bridges Replacing the bridges over the South Platte River The project is funded by $110.6 million in combined state and federal funding and $10 million from Douglas County. The remainder will be funded through a loan repaid by toll revenues from the express lanes. For more information and project updates, please visit cdot.gov and search C-470 Express Lanes. Steer clear of icy ponds this winter Icy ponds are not safe in the winter. Not for people or for pets. Each year, people and animals fall through ice, and sometimes the results are tragic. Ice coverig ponds and streams can give a false sense of security. The constant freezing and thawing cycle creates unstable ice conditions that can quickly change. Keep these points in mind this winter: Always supervise children around open water sources Keep pets on a leash around bodies of water In the case of an accident, call immediately Do not follow a victim onto the ice From the shore, try to reach a victim with a ladder, stick, pole or rope or throw them something that floats Did you know? The Metro District inspects its 22 playgrounds weekly during the busy season, checking for any hazards or normal wear and tear. Safety is our top priority, and five staff members are Certified Playground Safety Inspectors. This nationally recognized certification ensures staff members have the most up-to-date training on playground safety issues including hazard identification, equipment specifications, surfacing requirements and risk management methods. If you spot anything unsafe in one of our parks, please call to report it. 6 7 Caution: Equipment may be hot! Use equipment for ages specified This past fall, three members of the Metro District s forestry section had the chance to honor veterans and save trees by volunteering their time and expertise. Brandon Jones, Stephen Looney and Caleb Palmer joined about 70 other arborists on Sept. 21, 2016 to volunteer for Saluting Branches at Fort Logan National Cemetery in Denver. Saluting Branches is a national event that helps provide much needed arboricultural services to military cemeteries. Volunteers fanned out across the 214-acre cemetery and pruned trees for structure and safety, chipped branches and removed failing trees. They spent the day in large, old trees working to improve the appearance of the cemetery grounds for visitors. Volunteering was a great way to show respect to the families of veterans and to the historic cemetery, Jones said. Nationally, more than 1,400 volunteers from more than 300 companies and organizations put in an estimated 11,200 hours in one day. More than $1.4 million dollars in arboriculture services was donated by arborists. We re looking forward to doing it again next year, Looney said. Employee spotlight on Roxie Fox The Highlands Ranch Veterans Monument is a special place in Highlands Ranch. There are 561 dedication tiles gracing the monument. The tiles tell stories of men and women who have served in wars and during times of peace each connected in one way or another to Highlands Ranch. As residents take the step to purchase a dedication tile honoring a loved one, they get to work with Roxie Fox. Roxie is the administrative assistant for the Metro District s finance director, finance manager and manager of revenue and assets. She also has the great distinction of managing the purchase and placement of dedication tiles at the Highlands Ranch Veterans Monument. Adult supervision recommended Roxie is the perfect person for the job because she has a personal connection with the military. Roxie herself has purchased three dedication tiles honoring members of her family, Arnold Fox, Dennis Fox and Martin Howard Fox. Residents can be assured the process to purchase a dedication tile will be done with the care and respect the recipients deserve. If managing the Veterans Monument dedication tiles wasn t enough to convince you Roxie has a big heart, consider this: Every year Roxie spearheads the Metro District s turkey donation drive at Thanksgiving when employees donate dozens of turkeys to the Denver Rescue Mission. And in December, Roxie encourages employees to donate to a hat and mitten tree so Centennial Water and Metro District staff can collect hats, mittens, toiletries, and other needed items for the Douglas/Elbert Task Force. 5 Green Highlands Ranch The Green Page Tips for winter watering A cold, dry, arid climate is characteristic of fall and winter in Colorado. The question posed as winter approaches each year is how to keep your landscape looking good while using your allocated water budget from Centennial Water & Sanitation District. How do we maintain the beautiful trees, turf and flower beds so they flourish come spring? Some practices to consider during times of minimal precipitation include: Add mulch around the base of trees and expand mulch beds to group trees together Hand water trees and shrubs during prolonged periods of no or little moisture Water only when temperatures are above freezing and water mid-day when the water has a chance to soak in before temperatures dip overnight and there is no snow cover Prolonged dry periods during winter months, from November through March, can cause permanent damage to the landscape if supplemental watering is not applied. The winter water budget includes 1,000 gallons bi-monthly for supplemental watering. Keep an eye on the weather forecast to help you determine if you need to water, in turn helping to ensure your landscape flourishes when spring arrives. Snowpack Colorado s largest water storage reservoir You ve likely heard meteorologists and reporters use the term snowpack to describe snow levels around Colorado, but how is snowpack important to you? Considered by those in the water industry as the state s largest water storage reservoir, snowpack is the primary source of water for all of our streams originating above 8,000 feet, said Water Resources Administrator Swithin Dick, who works for Centennial Water & Sanitation District, which serves Highlands Ranch. It s the main source of springtime water flow. Runoff from snowpack typically occurs in April through July each year. The months of June through October is the time of greatest water use, as homeowners, businesses, and towns water landscaping and farmers irrigate crops during the warmest months of the year. Storage reservoirs are used to help bridge the timing mismatch between available supply and demand for water. For water supply, snowpack is not measured by the depth of snow, rather by the snow water equivalent (SWE). The SWE is the water content in the snow, or when melted, the amount of water produced. Rule of thumb is, 10 inches of snow equals one inch of water. Snow from spring storms usually has a higher moisture content. Each year, May 1 is a key reporting date for snowpack levels to gauge what can be expected from surface water sources for the upcoming season. This is a key date that gives an idea of what the water supply will be for the year and how we plan for that, said Swithin. It is his job to plan how the community s water will be supplied, given the conditions at that key point. For more information about snowpack around Colorado, please visit centennialwater.org. Brush up on bird-watching basics You don t have to be a bird-watching expert to enjoy hitting the trails and open space this year to look for interesting feathery finds. Birding is a great hobby and a fun way to stay active while appreciating nature. Best of all, it requires little equipment to get started and can be enjoyed by all ages. There are a nice variety of birds in Highlands Ranch, said Rich Cuellar, Metro District open space technician. Cuellar said some of his favorite local birding spots are Cheese Ranch Historic & Natural Area, Spring Gulch Pond and along the High Line Canal trail. Areas in Highlands Ranch s open space where two habitat types meet, such as prairie grass next to tall trees, will have the greatest variety of birds. To get started as a bird-watcher, arm yourself with a field guide and a pair of binoculars. For the best success, venture out in the morning when birds are most active. Look for movement, shapes and color contrasts in the trees or grass. You should also consider the weather and take note of the season. Birds aren t as active during the winter as they conserve energy, but become more conspicuous during the spring as they build nests. As with any kind of wildlife viewing, make sure to keep a safe distance away and do not disturb any birds. Raptors are among the easiest birds to see in our area, both because of their size and year-round presence. These include American Highland Heritage Regional Park has been undergoing a facelift during the past several months. The park is a regional park managed by Douglas County. It is located at 9651 S. Quebec, at the corner of Quebec Street and University Boulevard. More than a year ago, Grand Golf closed in the northwest corner of the park and construction crews have been busy moving dirt and adding new park amenities. Two synthetic multi-use fields have been added for a total of 191,000 square feet. One field will be used exclusively for soccer, and the other field will be used for football and lacrosse. Permanent lines have been installed for the respective sports. kestrels, red-tailed hawks, and Cooper s hawks. Other species of birds common in our area include Woodhouse s scrub-jays, house finches, mourning doves, Northern flickers, owls, red-winged blackbirds, robins and magpies. During warmer months tree swallows, mountain bluebirds, Bullock s orioles, and great blue herons can be spotted. If you want to practice your birding skills even closer to home, you can participate in the 2017 Great Backyard Bird Count from Feb According to the Great Backyard Bird Count s website, participants are asked to count birds for as little as 15 minutes on one or more days of the four-day event and report their sightings online. Anyone can take part, from beginning bird-watchers to experts. Last year, more than 160,000 participants submitted their bird observations online, creating one of the largest instantaneous snapshots of global bird populations ever recorded. New turf fields added to Highland Heritage Regional Park The fields are separated by black, chain-link fences to prevent balls from entering other fields of play and rolling into adjacent drainage areas. The public is welcome to use the fields any time they do not see organized practice or games taking place. New amenities at the site also include three new picnic shelters, 180 parking stalls and landscape improvements that include trees, shrubs and bluegrass. The project was completed in December. A formal public dedication of the park will be held in the spring. 6 Messenger Winter 17 Around the Ranch Stormwater and water rates increase; remain lowest among region The Highlands Ranch stormwater fee, established in 2011, and based on capital and operational needs, has remained unchanged since its inception. The fee provides opportunities for the Metro District to leverage funds by partnering with the Urban Drainage and Flood Control District (UDFCD). The partnership has resulted in improved stormwater channels, erosion control, water quality enhancements and meeting water quality regulations. Over the next four years, the stormwater fee will be increased gradually by five percent per year. On the east side of Highlands Ranch, the Corn Cob at Cheese Ranch Historic and Natural Area offers 32 plots, and the Potato Patch at Dad Clark Park offers 20 plots. On the west side of Highlands Ranch, the 46-plot garden, Farmers Fields, is located just east of Foothills Park. These gardens have amended soil, a water source, trash receptacle, an organic waste bin, and a fenced area in which to grow fruits, flowers and vegetables from May 1 through Oct. 30 each year. Horseback Riding Lessons Ride at the Ranch All lessons will be held at Stockton s Plum Creek Stables, 7479 W. Titan Road. The registration deadline is one week prior to the class start date. Required Equipment and Clothing: Helmets are mandatory. Stockton s provides ASTM/SEI approved riding helmets in all sizes. Wear jeans (pants), close-toed shoes or boots to protect feet from hooves. Bring a water bottle, weather-appropriate jacket, sunscreen and bug spray. Liability and Emergency Release Forms Stockton s requires a parent/guardian to complete a liability release and emergency contact form. Please arrive 15 minutes early on the first day in order to complete these forms. Saturday Intro to Horses Ages 10 Adult This is a great introductory class for those new to the horse world. Each day students will get a demonstration of grooming, saddling and bridling and will finish the day with a riding lesson. RTD s Southeast Rail Extension extends the existing Southeast Line 2.3 miles from Lincoln Station to RidgeGate Parkway in Lone Tree. The addition of three new stations will serve not only Lone Tree residents, but those living in surrounding communities such as Highlands Ranch. The result will connect those in the rapidly growing southern part of metro Denver with the rest of the region, including Denver International Airport. The three new stations include: Sky Ridge Avenue The future Lone Tree City Center RidgeGate Parkway Construction on the rail extension began in May Visible signs of the project can be seen when visiting Sky Ridge Hospital, or driving the I-25 corridor through Lone Tree. Construction of the parking garage at the RidgeGate Parkway stop began in mid-september, and construction on two of the three bridges is underway. Progress will continue through the winter months with periodic overnight closure on RidgeGate Parkway during bridge girder installation. Median work will continue and the Lincoln light rail bridge construction will begin in March. Would it be an even better resource if you could access it from your smartphone or desktop computer? Such a tool is now available. Douglas County created the NearMeDC cone zone notification tool to serve as a travel-planning solution. NearMeDC s cone zone tool allows users to identify one or more areas within Douglas County, subscribe to it, and then receive a cone zone notification specific to the areas chosen. When a cone zone occurs in your area of interest, a notification via or text is delivered. Along the journey to improved road surfaces and creating more capacity on the road, construction is unavoidable, said Douglas County Commissioner and board chair Dave Weaver. It is our hope that NearMeDC will become a popular travel-planning tool and make life easier during the road construction season and all year long, he said. We are grateful for this and the many other ways we partner with local governments to improve road surfaces and increase road capacity throughout the county, Weaver said. In addition to road construction information, users may also search for or subscribe to receive notifications of building permits and senior services or other community services in their area of choice in Douglas County using NearMeDC. Douglas County will continue to work with its government colleagues, as well as the private sector, to update NearMeDC, as well as other datasets within its Open Data Portal. Public input from the residential and business community regarding recommendations for additional data sets is welcome. To make a data set suggestion, please contact Douglas County at opendata@douglas.co.us. NearMeDC is the second of two initiatives to assist travelers in Douglas County.
