Board s vision for Highlands Ranch of the future The Highlands Ranch Metro District Board of Directors held a board retreat at the Highlands Ranch Mansion earlier this month to discuss our board s roles and responsibilities as well as the issues and opportunities facing Highlands Ranch at 32 years old. We talked about topics like collaboration with our community partners including HRCA, Douglas County, the Douglas County School District and Centennial Water and Sanitation District, to name a few. Thanks to these partners and others, we are all stronger and more efficient service providers when we leverage our valuable resources. Board members reviewed current and potential services and projects. We brainstormed the future of Highlands Ranch in areas including post-debt payoff opportunities, rebranding our community, economic development opportunities and responsibilities, as well as potential upgrades to community monuments and entries. Discussions included teen services, senior services, fire and emergency services, transportation, transit and roads, and the future Wildcat Regional Park, among others. Our board and staff members conduct a retreat every two years. Such visioning is key to our planning and our budgeting efforts. I d love to hear from you and understand your ideas and priorities for our evolving community. Rick Owens Chair, Highlands Ranch Metro District Board of Directors Collaboration with Douglas County continues The Metro District enjoys a collaborative relationship with the Douglas County Board of Commissioners and Douglas County staff in a variety of departments. Our two organizations have partnered on park construction projects, road projects and historic facilities in Highlands Ranch. Douglas County has funded numerous projects in Highlands Ranch over the last seven years to the tune of $21.6 million. This work has improved road surfaces and sidewalks. Douglas County has targeted an additional $18.9 million investment in Highlands Ranch road projects over the next few years. Our public works staff, many of whom have worked to build the Highlands Ranch infrastructure for the last three decades, helps the county staff identify needs in our community s transportation infrastructure. We also appreciate Douglas County s support of the historic facilities at the Highlands Ranch Mansion and future Historic Park. The Mansion and the future Historic Park, which will include barns, a historic bowling alley, outbuildings and land surrounding the Mansion, will attract visitors throughout the region, serving as a cultural and historical treasure. Douglas County Commissioners recently budgeted $985,000 for the ongoing rehabilitation of the Highlands Ranch Mansion and the surrounding properties. Douglas County also donated $125,000 to the Mansion last year. Those funds were invested in access improvements, the front porch and entrance lighting. We appreciate the ongoing support of these projects and we look forward to continued collaboration for the benefit of our residents and visitors. Evaluation of Fly n B House underway Since the Metro District acquired the Fly n B House in 2006, many of the original programming assumptions have changed. As a result, the Metro District felt it was time to conduct a comprehensive review of the renovation plans for the house. A public process has been completed. Staff and the board of directors are reviewing public input. In 2007, the Metro District approved a master plan for Fly n B Park, including the rehabilitation of the Fly n B House. In 2009, the Metro District began rehabilitation of the house. It was anticipated that the house would be available for public use and Metro District programs. During the early stages of the renovation, major structural deficiencies were discovered and the Metro District put a halt to the project until the costs could be evaluated in relation to the community benefits. In 2010, the Metro District acquired the Highlands Ranch Mansion and began a major renovation of the historic property. The Highlands Ranch Mansion opened to the community in June 2012, and is now used for community events, private rental events and meetings. In 2012, the Metro District acquired the Chum Howe House, located west of the Mansion, from Douglas County. In , the Metro District will acquire the remainder of the Historic Park, the property surrounding the Mansion, along with the historic ranch buildings on the site. The Metro District will prepare a recommendation for Fly n B House based on community needs, improvement costs, availability of funding and input received during the public process. For more information, about these projects, visit Love at the Mansion Many couples add a chapter to their love stories by marrying at the historic Highlands Ranch Mansion. In 2012, 25 couples were united in the newly renovated Mansion. Another 70 couples are planning their Mansion weddings for this year. But would you believe that John Springer, the second owner of the Mansion, had a passionate love story involving marriage, betrayal and murder? Springer s saga is featured in the video, The Heart of Isabel, under the History tab at Behind the name of Kistler Park Kistler Park is named after Frank Kistler. An early resident of Highlands Ranch, Kistler called the Highlands Ranch Mansion home from 1926 to Kistler Park is a popular neighborhood park located adjacent to Bear Canyon Elementary School at 9603 S. Burntwood Way. In addition to a playground and a large turf area, the park features an outdoor learning center that has played host to past Nature EdVenture programs offered by the Metro District. For information about reserving a shelter or field at the park for your next get together, call or visit the Reservations page on the Metro District s website at Board moves forward with Historic Park trails Historic Park trails will provide a new means of access to the Highlands Ranch Mansion. The Metro District has begun a three-phase trails project which will connect the community to the renovated Mansion and the future site of the Historic Park. At the February Metro District Board of Directors meeting, the board unanimously approved plans to proceed with construction of phase one. The first phase will cost $140,000; that is up from the initial estimated budget of $90,000. The cost difference is due to a change from building a crusher-fine trail to a stabilized crusher-fine trail in areas of a steeper grade. The stabilized crusher-fine trail will better withstand water runoff and will require less maintenance in the long run. The project is funded by Conservation Trust Fund/ Colorado Lottery proceeds. Construction will begin on the initial 1.7 miles of trails in mid-march with hopes to complete the project in May, weather dependent. April 6: Recycle your Bicycle Douglas County Sheriff s Office Highlands Ranch Substation 11 a.m. to 3 p.m. Be a part of a bicycle bonanza in Highlands Ranch this spring. See details on Page 9. April 20: Renew the Ranch Various locations in Highlands Ranch 9 a.m. to noon Get the entire family involved in helping to clean parks and natural open space areas in Highlands Ranch. Trash bags are provided by the Metro District. Contact Stacy Simonet at ssimonet@highlandsranch.org to sign up. 100 volunteers needed Minimum age: 10 June 15: KidFest Civic Green Park 9 a.m. to noon Visit this popular park to enjoy interactive games and live entertainment for young children. Parents can connect with local resources and watch their children enjoy an entertaining morning in the park s fountains. 50 volunteers needed Minimum age: 10 July 10: Ice Cream Social Civic Green Park 6 to 9 p.m. Enjoy fire engines, live music and cool down with a bowl of ice cream at the annual ice cream social. Enjoy various flavors of ice cream with an assortment of toppings. A small donation is requested to benefit a local nonprofit. This annual event is presented by the Highlands Ranch Metro District and Littleton Fire Rescue. 50 volunteers needed Minimum age: 8 Aug. 10: Household Chemical Roundup Redstone Park 9 a.m. to 3 p.m. Help Douglas County residents properly recycle and dispose of household chemicals at Redstone Park near Shea Stadium. Lunch is provided. 50 volunteers needed Minimum age: 18 Groups are encouraged (16-year-olds are welcome with parent/guardian permission.) Senior Outreach events get seniors active Senior Outreach Services of Highlands Ranch serves senior adults, their families and caregivers. Programs, events and resource information are available at a low or no cost through the contacts below. June 18: Senior Adult Field Day Northridge Park 9 a.m. to noon Mark your calendars for Senior Adult Field Day, which will be held Tuesday, June 18 from 9 a.m. until noon at Northridge Park, 8800 S. Broadway. Activities will include yoga, Zumba Gold, Bocce Ball, Tai Chi, badminton, senior fitness classes and other lowimpact activities. Food will be available for purchase, and vendors will have booths to discuss their products and services. This event is free, and is a partnership between members of the Senior Triad: the Metro District, the HRCA and the Highlands Ranch Senior Club. Recreation programs for seniors The Metro District offers a variety of recreation programs that may interest seniors including tennis, bocce ball, horseshoes, Nature EdVenture programs, the Healthy Steps walking program and numerous volunteer opportunities. Colorado, like much of the western United States, is in the second year of drought conditions. Drought is a recurring feature of the climate in most parts of the world. Droughts are generally described as an extended period when a region experiences an extraordinarily low amount of precipitation and runoff. Centennial Water and Sanitation District, your water and wastewater utility, recognizes the need to plan for drought conditions as well as normal-year conditions. The drought of 2002 caused many water providers in Colorado to evaluate the response measures that were used to reduce shortterm demand as well as implement water use regulations designed to promote long-term water use efficiency. In 2003, Centennial implemented a water rate structure and water conservation measures designed to reduce wasteful water use by its customers. The reduction in water use by customers as a result of these programs is an important element of maintaining a sustainable water supply. Centennial continues to monitor water supply levels and climate conditions, and if necessary, will implement drought restrictions above and beyond the existing water conservation measures. Look for information from Centennial in your mailbox this spring encouraging you to water efficiently, and to look for ways to conserve in your landscape and in your home. For more information and water conservation tips, you may also visit Centennial s website at Did you know that in most years, more than 90 percent of our community s water supply has come from surface water sources off the South Platte River? In addition, we capture and store surface water in South Platte Reservoir and McLellan Reservoir. Centennial s water supply managers plan that our community will use 15,500 acre feet of water per year. An acre foot is an acre of surface that measures one foot in depth. Geocachers invited to Cache in Trash Out Geocaching is an outdoor treasure hunt that is quickly growing in popularity. It is an activity appropriate for all ages; an adventure you can embark upon with your family or a group of friends. When you geocache, you use a GPS device or a smart phone to locate hidden caches. Enter the GPS coordinates into your device and navigate your way to the location. Once there, start searching for the hidden cache or treasure. Caches are typically filled with a log book, small trinkets, toys and souvenirs. Geocachers tend to be outdoor enthusiasts who care for the environment. In 2002 the first Cache in Trash Out event was held and now it s an activity geocachers participate in internationally. One weekend each year is designated for international Cache in Trash Out activities and events. This may include litter clean-up, trail restoration, revegetation or other environmentally beneficial activities. The 11th annual Cache in Trash Out weekend is scheduled for April 20 and 21. The Metro District invites local geocachers to participate in its annual Renew the Ranch community clean-up effort on April 20 as part of Cache in Trash Out activities across the country. Participants must register in advance by contacting Stacy Simonet at ssimonet@highlandsranch.org or Cache in Trash Out participants will be entered in a raffle for prizes, and a group photo will be taken to share in the photo gallery. For those new to geocaching, a Metro District Park Ranger will help you get started on your geocaching adventure and an Introduction to Geocaching program is also scheduled this spring. See Page 22 for details. Baseball, flag football, soccer and fishing In the background at Redstone Park, there were the sounds of coaches directing players, parents cheering on their kids, and the occasional referee s whistle. When you think of outdoor activities in Highlands Ranch, what comes to mind? Typically you would think of activities in parks like flag football, baseball, soccer, maybe bicycling the trail system, or simply going for a walk. Something you may not realize is that you have a nearly untapped form of outdoor recreation that people of just about any age can enjoy fishing. Who would have thought a small pond in Highlands Ranch would have an abundance of fish? Many of the waterways or drainages in Highlands Ranch have small stormwater ponds that harbor an abundance of aquatic life. This aquatic life includes fish. While not all of the ponds in Highlands Ranch have fish, many do. You can catch Green Sunfish, Bluegills, Largemouth Bass, Channel Catfish, and even Trout. The Highlands Ranch Metro District, working closely with Colorado Parks and Wildlife, stocks many of these bodies of water with fingerling size fish that have grown and given everyone the opportunity to get outside and do some fishing. You don t need to have anything fancy either; a simple worm under a bobber will do the trick in just about any of these ponds. Once the weather warms up, grab a friend and try something new: check out the drainage in your nearest open space. More Fishing 101 Recycle Your Bicycle April 6 Join a local angling expert and attend this new program offered through the Metro District. Fishing 101 will introduce budding fishing enthusiasts to fishing in Highlands Ranch. Discover where to find fish and what to use to catch a big one. Attendees will also learn about the importance of catch and release fishing. For more information, see Page 22. than likely you will be pleasantly surprised and maybe even hooked on a new form of recreation that you thought was only available in the mountains. There will be a bicycle bonanza in Highlands Ranch this spring. Bring your old bike and donate it to Project ReCycle. Then get sized for your next bicycle purchase, and take home a free helmet and trail map. These are available while supplies last. Children are encouraged to bring their current bikes and ride the bike safety course provided by the Douglas County Sheriff s Office. This event for bicycle enthusiasts takes place Saturday, April 6 from 11 a.m. to 3 p.m. at the Douglas County Sheriff s Office Highlands Ranch Substation, 9250 Zotos Dr. There will be vendors and food booths and fun for the entire family. Drive-through lanes for bike donations will be available. All proceeds and donated bikes will go to Project ReCycle, a Douglas County nonprofit that refurbishes used bicycles and distributes them to agencies that help those in need. The goal is to receive 100 donated bicycles at the Highlands Ranch event. We are so excited about our partnership with Highlands Ranch Metro District and the sheriff s office. This bike recycle event will help us bridge the gap between suburbia and inner city, said Alberto Stapleton, executive director of Project ReCycle. 6 Messenger Spring 13 Local News C-470 Coalition evaluates toll lane option The C-470 Coalition, comprised of communities along the corridor from Kipling to I-25, has voted to take the next step toward improvements for the highway. In February, representatives from the various governments, including the Metro District, voted to proceed with further studies to consider adding a third lane that would be tolled from Kipling to Quebec. The existing two lanes would remain free and an additional auxiliary lane would also be added between major interchanges such as Lucent, Broadway and University to improve access onto and off of the highway. The C-470 expansion process has been a positive experience with multiple governments involved as well as a thorough public participation, said Metro District Board Treasurer Allen Dreher. However, it is early in the process with studies to update the environmental impact, cost analysis and a closer look at technical issues ongoing. The expansion of C-470 will be a unique step for major transportation improvement without an increase of taxes while paying for the increased mobility by users of the expanded highway. The results of these additional studies will be available this fall, and the Coalition will then consider the next steps in the process, which will focus heavily on available funding and financing. The work completed to date and anticipated through this fall has been funded primarily by Douglas, Arapahoe and Jefferson Counties. Exp: 10/31/13 CC: ed1de3 HR Messgr Yoga in the Park returns When the Metro District s free Yoga in the Park program began five years ago there were 30 similar programs across the country; today there are more than 300. The very first class held at Civic Green Park boasted 35 participants. Last year s largest class welcomed 336 participants. Over the summer more than 4,000 people enjoyed Yoga in the Park. Our initial intent was to blend nature, community and yoga seva, said Nancy Levenson, owner of Namaste Works Yoga + Wellness. By bringing those three aspects together, people could experience natural health and wellness through the park system. I think the growth of the Join a special program is a testament to the fact that people are realizing how family day at important it is to practice yoga or do something outdoors and how Yoga in the Park! great it makes you feel. Yoga in the Park will welcome Saturday, June 29 its fifth season on May 29. Nine instructors from Namaste Works Yoga + Wellness will volunteer their time to lead the summer program that meets Wednesdays and Saturdays from May through August with a few exceptions due to special events. Rather than practicing in a windowless yoga studio listening to a nature CD, park visitors are treated to a beautiful setting at Civic Green Park. Participants can place their mat on green grass adjacent to the sound of a splashing fountain, enjoying the smell of a nearby rose garden. Yoga in the Park is free and open to guests 18 and older. It will be geared toward the beginner yogi, but instructors will offer modifications to make each pose or exercise more intense. Participants should plan to arrive a few minutes early to complete a waiver form, and are encouraged to bring a mat, water and sunscreen. Civic Green Park is located at 9370 Ridgeline Blvd., next to the Highlands Ranch Library. Thanks to our online reservations calendar, checking park shelter availability is easy. If you are interested in making a reservation for a birthday party, family reunion, team party or other event, simply visit to see if your favorite location is available. How to reserve a park shelter: Visit to check the availability calendars. Please note all reservations require a two-hour minimum. Make sure the park shelter you would like to reserve will accommodate the size of your party. Community parks accommodate 40 to more than 100 people while neighborhood parks are suited for up to 40 people. An event of more than 100 requires special permitting. Wait Lists will apply once leagues are full or after the registration deadline. Late Fees - A $15 late fee will apply after the individual --registration deadline on April 15-- at 5 p.m. Team rosters and player registrations will be accepted -through Monday, April 8.- Coaches must submit a team roster form to the Metro District office prior to players registering for their specific team. Individual registrations will be accepted -through Monday, April 15.- Individual registration does not guarantee placement with friends. We encourage players to coordinate with neighbors or schoolmates and submit a team roster to ensure playing with friends. Trash bags and disposable gloves will be provided. After the cleanup, a small treasure will be provided to all participants younger than 10 years old. Please be sure to bring water.
