Today, thousands of families have memories of growing up here, and some have moved back to raise their families in Highlands Ranch. Rick Owens Chair, Highlands Ranch Metro District Board of Directors Reflecting on accomplishments 2015 was a busy time for the Metro District board and staff. We saw a number of accomplishments and we re excited about the many opportunities for the upcoming year as we commemorate our community s 35th anniversary. Over the last year, we have added new pickleball courts at Tanks Park. I encourage you to learn more about this rapidly growing sport, which I enjoy playing, and is similar to tennis. We continue to work with our partner, Littleton Fire Rescue, to enhance fire and emergency services that are provided to Highlands Ranch. This service is our board s highest priority, and we work diligently to ensure Highlands Ranch is a safe community for all. The Metro District also continued to partner with Douglas County to identify road repairs to keep our community s transportation system safe, attractive and well maintained. As our community ages, we are identifying facilities that need to be replaced or improved. The Springer Park playground received new equipment last year and it looks great. Our fence replacement program along arterial roads continues in order to keep our community s fences attractive. Our community s founders, including Jim Toepfer, a Highlands Ranch resident to this day, envisioned a community that would be home to almost 100,000 people. We have nearly reached build-out and I m proud to say that, at 35 years old, our community is one of the best places in the nation to call home. Our parks, trails, open space, recreation centers, great community events, programs and activities make Highlands Ranch a very special place. I hope you enjoy living here as much as I do. 4 Public Safety Messenger Winter 16 Recycle paint year-round at PaintCare drop-off location A new law went into effect July 1, 2015 establishing a paint stewardship program in Colorado. PaintCare is a non-profit organization that implements paint stewardship programs on behalf of paint manufacturers in eight states across the country, including Colorado. PaintCare has established drop-off sites across the state where residents and businesses can take leftover paint. What does this mean for Highlands Ranch residents? There are Highlands Ranch businesses where you can recycle your old, unwanted or leftover paint a short drive away. This includes: Ace Hardware Sherwin Williams Guiry s Paint & Wallpaper Think Twice, Stay Off the Ice This winter Littleton Fire Rescue and the Highlands Ranch Metro District would like to remind all residents to stay off of icy ponds. Annually in Colorado, both people and animals fall through the ice, sometimes ending in tragedy. Seemingly solid ice on ponds and rivers can give a false sense of security, allowing people to get into dangerous situations. The constant freezing and thawing cycle creates unstable ice conditions that can quickly change. Always supervise children around open water sources Keep pets on a leash around bodies of water In the case of an accident call immediately Do not follow a victim out onto the ice From the shore, try to reach a victim with a ladder, stick, pole, or rope or throw them something that floats Winter safety tips from Littleton Fire Rescue Winter months can pose unique safety challenges, so it s important to be aware of these safety issues as you re keeping warm during the cold temperatures: Alternative heat sources Give space heaters at least three feet of space Have your chimney cleaned once a year Remove ashes from your fireplace and put them outside in a metal container, away from your home Candles Be sure to blow them out before leaving the house or going to bed Consider using battery operated candles Shoveling snow safely Make sure your shoes have good traction Take breaks often and stay hydrated Don t shovel too much at once Sheriff s office warns of frauds and scams The fee for the program is included in the purchase price of all architectural paint sold in the state. Learn more about the latest scams at Rick Owens recognized as outstanding board member Rick Owens, chairman of the Metro District Board of Directors, was a recipient of the Special District Association of Colorado s 2015 Board Member of the Year Award. The Special District Association of Colorado (SDA) presents this award annually to a special district board member who has demonstrated outstanding commitment and service to their district. Owens has served on the board for 13 years. During his tenure, he has been involved in a number of significant projects with the district, including the consolidation of four districts into one; the renovation and successful operation of the historic Highlands Ranch Mansion, an achievement that was completed without the use of tax dollars; capital construction of more than $10 million of infrastructure that has allowed Highlands Ranch to grow; and the construction of six beautiful parks. In the time Owens has served on the board, the population of Highlands Ranch has grown dramatically, from approximately 78,800 in 2002 to today s population of more than 96,000. Owens demonstrates commitment, patience, and professionalism in all that he does. Moreover, he encourages collaboration and seeks opportunities for partnerships to improve both the district and the community as a whole. Celebrate Valentine s Day at the Highlands Ranch Mansion Treat yourself to something special this Valentine s Day. The Metro District and 50 & Better Together are hosting Valentines at the Mansion Thursday, Feb. 11 from 11 a.m. until 2 p.m. Guests can drop in to enjoy music, warm drinks, sweet treats and tours of the historic home. A $5 suggested donation will benefit the American Heart Association in recognition of American Heart Awareness Month. Budgeting for services The Metro District and Centennial Water & Sanitation District are partner organizations that strive to deliver high-quality municipal, fire and emergency, water and wastewater services to 96,000 residents in Highlands Ranch. Before ball teams can take the field, baseball diamonds need to be prepped and striped; before residents can visit the Highlands Ranch Mansion, lights need to be turned on and the home needs to be cleaned; and before safe drinking water reaches customers, millions of dollars have been spent to obtain the water, store it, treat it and deliver it. The 2016 budgets and changes to the 2016 water and wastewater rates are a reflection of rising operating expenses and changes in property tax values. Metro District budget 2015 was a reassessment year. Most homeowners saw an increase in their property value, which impacts their tax bills. Due to limits established by the Tax Payer Bill of Rights (TABOR), the Highlands Ranch Metro District property tax revenue will only increase 8.6 percent despite the 17.6 percent increase in Highlands Ranch s total property values. The increase in property values coincides with a reduction of the mill levy. The Metro District mill levy recently decreased from to Increased revenues will be used toward addressing priorities of the Metro District, including: Enhanced fire and emergency services Increased funding for major repairs and replacement of aging assets Maintaining a high level of service Water and wastewater rates Despite a slight increase to rates in 2016, water and wastewater rates for Highlands Ranch customers remain among the lowest in the Denver Metro area. Changes in water and wastewater rates reflect a slight increase to recover operating costs and maintain reserves for repair and replacement of major equipment. 5 Green Highlands Ranch Use water wisely this winter Make sure you don t neglect your trees, shrubs and lawn during the cold winter months. Colorado s unpredictable weather can bring fluctuating temperatures, dry air and low soil moisture, all of which can damage landscaping. Proper winter watering will establish your yard for success in the spring. Water during extended dry periods (3-4 weeks with limited moisture or snow cover.) Typically, watering one to two times per month through March is sufficient. Newly planted trees or lawns are most susceptible to winter drought injury. Check moisture levels of south or west exposures. Sun and wind can further dry out sod and plants in these locations. Water only when temperatures are above 40 degrees. Watering during the middle of the day takes advantage of warmer temperatures and ensures moisture will soak in before the sun goes down and the mercury drops. Ensure your trees have enough supplemental watering. As a general rule, apply 10 gallons of water per each diameter inch of the tree, measured at four and a half feet above the ground. Don t leave your hose unattended. Slowly hand-water using a hose and nozzle or a hose-connected sprinkler head to avoid creating any runoff. Always disconnect your hose and attachments when done watering to protect your home s pipes. Apply mulch around your trees and plants. A four-inch deep mulch layer will help maintain soil moisture around the root zone. Water project receives final approvals to move forward Securing a sustainable water supply for our future is a priority for Centennial Water and Sanitation District, which serves Highlands Ranch. The water district achieved several significant milestones in late 2015 to help secure water for the future through its membership in the Chatfield Reservoir Reallocation Project. The eight members of the project signed water provider agreements and other agreements with the Colorado Water Conservation Board, and collectively put $140 million in cash and loans into an escrow account to assure funding for the project. Winter fun in the great outdoors of Highlands Ranch The great outdoors in Highlands Ranch is active throughout the year. Even in the winter, you can find a wide variety of fun in parks, trails and in the open space. Once the agreements were signed, project participants moved quickly to establish the Chatfield Reservoir Mitigation Company and hire CDM Smith and LPE Engineers, Inc. as the project s management consultants. CDM Smith and LPE Engineers will develop strategies and recommendations for implementing the project and will assist the Mitigation Company in the management of design and construction activities to satisfy the required recreational and environmental mitigation measures. What is the project? The Chatfield Reservoir Reallocation Project is a water supply project that reallocates some of the storage space in Chatfield Reservoir from flood control to joint flood control and multipurpose use. This additional storage space will be used by municipal and agricultural water providers to help meet the diverse water needs of the state. The project came about as the result of a growing demand for water in Colorado s Front Range area. The U.S. Army Corps of Engineers determined Chatfield Reservoir can accommodate an additional 20,600 acre feet of water storage for water supply. For more information, visit C-470 expansion moves forward No matter the time of day, traveling along the C-470 corridor through Highlands Ranch is getting more and more congested. The heaviest traffic times are during rush hour when people are commuting to and from work; but it is becoming more common for drivers to experience heavy traffic any time of day. The Colorado Department of Transportation (CDOT) is planning highway improvements along C-470 to help alleviate congestion. The affected area is along C-470 between I-25 and Kipling. CDOT s goal is to reduce traveler delay and improve trip reliability for those who travel this stretch of road. CDOT and the C-470 Coalition completed a public outreach effort, including two open house meetings in Highlands Ranch, held public hearings and obtained environmental clearances. A team will be selected in early 2016, and construction is scheduled to begin in June and expected to last approximately two years. Flashback fun Northridge Park, which opened in 1982, was Highlands Ranch s first park and has remained an important part of our community during the last 34 years. It opened after the first residents moved to the area and shortly after a time when County Line and Broadway were the only paved roads in Highlands Ranch. The park is undergoing a renewal this year which will improve the experience of the thousands of residents who visit it every year. 6 Messenger Winter 16 Highlands Ranch Outdoors RTD s Highlands Ranch Call-n-Ride bus service Have you seen the Highlands Ranch Call-n-Ride bus? What is the Call-n-Ride bus you ask? It s the small green bus operated by the Regional Transportation District (RTD) that provides curb to curb transportation services on the east side of Highlands Ranch, Monday through Friday, from 6 a.m. to 6 p.m. Simply call the Call-n-Ride number to make a reservation and the bus will come to your home, pick you up, and take you to your destination inside the service area. That s right on most trips the bus comes directly to your house to pick you up or drop you off. Trips are performed on a first-come, first-served basis, so scheduling your trip in advance works best. You can ride with family, friends and even schedule reoccurring trips. Visit the RTD Call-n-Ride webpage at and learn more about the service, pricing, and where it s available in Highlands Ranch. If you like to speak to someone, contact the Call-n-Ride driver directly at Leave your name and number and the driver will call you back when the vehicle is not moving. When traveling the trails in Highlands Ranch, whether you re on foot, a bicycle, or a horse, it s important to know (and follow) trail etiquette. It s also important to teach your children about trail etiquette, for their safety and the safety of other trail users. 10 Tips for traveling and sharing the trails TRAIL COURTESY YIELD TO This map shows the Call-n-Ride service area in Highlands Ranch. Bicyclists yield to hikers and horses. Hikers yield to horses. The concept is that bicyclists are fast and can stop and go easily so they let everything else have the right of way. Horses are big and unpredictable so they get the right of way. Practice and teach family members this trail etiquette: Stay on the trail. Do not cut switchbacks or take shortcuts. Stay to the right on wider paths. Pass on the left. When overtaking someone, let them know you are approaching and will be passing on their left. You may hear a bicyclist call out, On your left! as he comes up from behind. That means you should stay to your right. Whenever you stop for a view, a rest, or to yield, move off the trail so it is free for others. If you are selecting the spot for a rest, get off on a used area or a durable surface such as a rock, dirt, or snow. Don t just venture off the trail into a field of grass or flowers. Hikers going uphill are working hard and should be given the right of way over hikers coming downhill. Sometimes uphill hikers will prefer to stop and let you pass coming down so they can get a short break. The uphill hiker should get to make the call. Greet people you meet. This makes sure they know you are there and it s polite. When hiking in a group, yield to single or pair hikers. It s harder for a group to get off the trail so often times singles will stop and let you all pass, but it s their call. When hiking in a group, hike single file or take no more than half of a wide trail. Make sure everyone in your group understands what actions to take when encountering hikers, bicyclists, and horses. Park shelter reservations Highlands Ranch parks provide a great venue to host your special event. Checking park shelter availability is easy, thanks to our online reservations calendar. If you are interested in making a reservation for a birthday party, family reunion, team party or other event, visit to see if your favorite location is available. How to reserve a park shelter Visit to check the availability calendars. All reservations require a two hour minimum. Make sure the park shelter you would like to reserve will accommodate the size of you party. Community parks accommodate 40 to more than 100 people, while neighborhood parks are suited for up to 40 people. An event of more than 100 requires special permitting. Please include the following information: date, time, park location, event purpose, total number of guests, and your contact information. Prior to your park reservation, please review the park rules. (includes use of net/paddles) Redstone Skate Park closures posted online Colorado provides many blue bird days during the winter perfect for outdoor recreation. But if you re headed to Redstone Skate Park, make sure you check online first for any weather related closures. Immediately after a large snow, the skate park will likely be closed. But in the days following a snow, after priority snow removal is complete, a dedicated crew will shovel and clear the street area and small bowl. As soon as these two areas are clear and safe, the skate park will reopen. While there might still be snow and ice in the large bowl area, the other two sections will be accessible. Skate park users should always use their best judgment and skate at their own discretion to stay safe. Wet or icy skating surfaces are dangerous and should be avoided. The park is evaluated daily for rain or snow conditions at 8 a.m., noon and 2:30 p.m., with online closure statuses updated as weather conditions warrant. 11 Park Services

The curriculum is professionally designed to develop motor skills, promote physical fitness, create self-confidence and prepare young children for sports in a non-competitive environment that promotes fun above all else. Horseback Riding Lessons Ride at the Ranch All lessons will be held at Stockton s Plum Creek Stables, 7479 W. Titan Road The registration deadline is one week prior to the class start date. Required Equipment and Clothing: Helmets are mandatory. Stockton s provides ASTM/SEI approved riding helmets in all sizes. Wear jeans (pants), closed-toe shoes or boots to protect feet from hooves. Bring a water bottle, weather-appropriate jacket, sunscreen and bug spray. Liability and Emergency Release Forms Stockton s requires a parent/guardian to complete a liability release and emergency contact form. Each day students will get a demonstration of grooming, saddling and bridling and will finish the day with a riding lesson.
