4 TAMARAW GOLF CLUB 2017 PLAYERS MANUAL SECTION A - TOURNAMENT LAYOUT 1. Tournament season begins on April 2 thru October 15, 2017 Regular Games- April 2 thru Aug 13, 2017 (21 games) Playoff Games- August 20 thru October 15, 2017 (10 games) All the games will be on a POINTS SYSTEM COMPETITION. Paid regular members with a valid TGC handicap are allowed to participate and compete in allchampionship games, per requirements in this Manual. Players will start the season using their latest handicap established from last year. Paid new members with a valid TGC handicap, established per Section I - Handicap, are allowed to participate and compete in all Championship games, per requirements in this Manual, with the exception of the Club Championship. 2. The scheduled games for the Philippine Independence Day Tournament (PIDT), Samahan Sa Baryo (SSB) Tournament, Quad City Tournament, and the Labor Day Tournament are official TGC games and are included in the TGC competition events. Score cards must be submitted to both the event and TGC statisticians. Score cards not submitted to the TGC statistician for these and all other TGC games within 24 hours may result in disqualification. 3. There will be no make up for games cancellations due to inclement weather or other unforeseen, unpredictable, or uncontrollable events. Players who signed up for the cancelled game will be credited with game played but no points will be awarded. The President or the Tournament Director reserve the right to adjust the rules should unforeseen events occur. 4. This year's tie breaker rules are as follows: 1st category...back 9 score minus ½ the player s handicap...if still a tie, 2nd category...front 9 score minus ½ the player s handicap...if still a tie, 3rd category...score on the 18th- 17th- 16th holes minus 1/6 th of the player s handicap if still a tie, 4th category...score on the 15th-14th -13th holes minus 1/6 th of the player s handicap if still a tie, 5 th category score on the 12th-11th-10th holes minus 1/6 th of the player s handicap, etc. Handicap distributions will based on the difficulty of the holes when the handicap of players is more or less than 9 to each half. The tie breaker rules apply to the last regular season game to determine the winner,first and second runner-ups and for bonus point distribution in the playoffs and all games during the entire playoffs. 5. Disputes associated with tournament play will be referred to the Tournament Director who will in turn assign the issue to the Rules and Resolutions Committee Chair for committee review. Upon completion of committee review, the Rules and Resolutions Committee Chair will forward a dispute resolution decision to the Tournament Director who will then issue the decision. 6. On all tournament games, players are required to PUTT OUT. NO GIMMIES A penalty of 2 strokes will be assigned to the player or players in the foursome who allowed the non-putt and to the player accepting the non-putt out. If a player is unable to play in a game during the playoffs and he/she is running for a Championship spot in any category, NO substitute player or play date will be allowed. 4

5 7. Class Handicap : Class A= 0-17 Class B= Class C Men = Class C Ladies Designation of Class: a player s handicap index at the start of the season will establish his or her Class category. The player will remain in that Class during that particular season regardless of the reason for the adjustment. 8. Tee Box Class A, Class B, and Class C will tee off on the tee box with a slope rating of NO LESS THAN 126, 123 and 120, respectively (no color distinction) for all regular games. For playoff games, men will play from a tee box with a minimum slope rating of 124.Seniors will play at white tee box or equivalent irrespective of slope rating. Women will tee off on the regular forward tees for all games, regardless of Class Any questions about tee box placement must be directed to the President or Tournament Director, either of whom are authorized to change the tee box location on the day of play prior to the start of play. Any player who tees off from a tee box other than his/her designated tee box on the day of play is disqualified, and his/her participation that day not included in the number of his/her tournament games played. 9. Competition games will be held for the following: A. Club Championship B. Class Championship C. Regular Season Championship D. Post-Season Championship E. Presidential Cup Championship 10. Handicap Adjustment for Medical Reason USGA Rule Section 8-4c A player must submit, in writing, for a handicap adjustment to the Rules and Resolutions Committee. The Rules and Resolutions Committee has the discretion to grant or deny any such request. Should an adjustment be undertaken, the guidelines below should be followed. A new handicap will be determined based on the last 5 games after medical event Player will earn 30 point for each of the 5 games played Games played will count toward 10 games required to qualify for Club Championship 1 request per player per tournament season is allowed SECTION B TOURNAMENT FORMAT 1. Club Championship Players will be ranked in their respective Classes according to their total points out of the 18regular games, i.e., the regular season. The top 50% of the players of Class A, Class B and Class C will qualify to compete for the Club Championship (the percentage who qualify may increase if there are ties). During the course of the regular season, every player will earn points based on position according to the following distribution: Points System will be used- distributed as follows: Place to last Points

6 In case of ties, the following guidelines will be followed: 2 players tied for 1 st place will each receive the total points of the 1 st place and 2 nd place divided by 2 as their points.the nest player will get the 3 rd place points and so on.the same formula for any ties within the 10 places. All players will receive 30 points for playing and this will be added to the points earn by the top 10 finishers in each game. Player point totals will be reset to zero at the conclusion of the regular season. At the start of the playoffs, bonus points will be awarded to the top 10 players of Class A, Class B and Class C combined. Bonus points will be awarded the same as above. A player needs to play a minimum 10 games during the regular season to qualify for the Club Championship. No minimum games for other playoff games. A new member is not qualified to compete for the Club Championship. The player who garners the most points from the playoff games will be declared the Club Champion. 2. Class Championship At the conclusion of the regular season, the top 50% plus ties of players with the most points in Class A, Class B and Class C respectively will qualify for the playoff and only 10 players will get the bonus points base on the tie breaker from the last game of the regular season. During the playoff games, all of the players of Class A, Class B and Class C will be awarded points as listed under the Club Championship. No minimum number of games played required for this competition. The player from each Class who accumulates the highest point total from the playoff games will be declared the Champion in their respective Class. 3. Regular Tournament Championship At the conclusion of the regular season, the player with the highest points in Class A, Class B and Class C will be declared the Regular Tournament Champion. 1 st and 2 nd runner-up for their respective class. During eachof the regular season game, a player will earn points based on the Club Championship point distribution. No minimum games required, all paid members are eligible to compete. 4. Post-Season Championship This will be played during the entire games of the playoffs. All paid members of Class A, Class B and Class C, who did not qualify for the Club Championship event are eligible to compete. The player who accumulates the most points will be the Post Season Champion. 5. Presidential Cup Championship This will be played during the last 3 games of the playoffs. All paid members of Class A, Class B and Class C are eligible to compete. The player who accumulates the most points will be the Presidential Cup Champion. 6

7 6. Lowest Gross Scores The lowest gross scores of the entire season (Regular and Playoff games) each for Class A, Class B and Class C will win a prize. The score will be determined as the best gross score from par. 7. Tournament Rules Guideline to be followed. 1.Golf Course Local Rule,2. USGA Rule, 3.TGC Manual Rule Scheduled for Friday, December 1, 2017.(First Friday of December) SECTION C AWARDS 1. Club Champion A. Will have the honor to keep the original revolving TGC Championship Trophy for a year. B. A replica of the above trophy will be presented to him/her the following year during the Christmas Party/Awards Night to replace the original trophy above. C. A Championship Blue Jacket (allowance of no more than $150.00) D. 1st and 2nd Runner Ups Club Champions- Trophy 2. Class Champions A. Class A, Class B, and Class C Champions- Trophy B. 1st and 2nd Runner Ups Champions of Class A, Class B, and Class C- Trophy 3. Regular Season Championship A. Current members will pay the annual fee of $ payable no later than the opening day April 2, After 30 days, the fee is non-refundable. Any issues pertinent to membership refund before or after the 30-day deadline may be subject to the deliberation of the Rules and Resolution Committee. 2. A new member having been admitted to the club consistent with item 4 below, will be assessed a $50.00 admission fee plus the regular $ payable no later than the opening day. 3. For a new couple, having been admitted to the club consistent with item 4 below, husband and wife will be assessed a $50.00 admission fee for both plus the regular dues of $ each, payable no later than the opening day. 4. A new member must be sponsored by a regular member who is in good standing in the club. 5. A new member must have basic knowledge on how to play golf and knowledgeable about ethics on the golf course. 7

8 6. A member who resigns without any valid reason and no fault of the Club or takes a leave of absence, will be readmitted only after approval of the President. Member will be assessed a $25.00 fee if 2 years have passed since resignation or leave of absence. 7. A new member, having established his TGC handicap in accordance with Section I- Handicap, will be allowed to participate and compete in all Championship games, with the exception of the Club Championship. 8. A new member is not eligible to compete for or win the Club Championship.9. Grounds for Expulsion Non-payment of membership fees Repetitive violation of TGC rules and of USGA rules Patterns of obstructive behavior Knowingly turning in falsified scores Un-sportsmanlike and non-professional behavior on the golf course Publicly insulting or defaming a co-member Acts discreditable to the Club and its members SECTION E - GUESTS 1. Guests will only be allowed if slots are available by the end of confirmation deadline. 2. A paid member may only sponsor 2 guests per game. 3. No more than 2 guests may be in a foursome. Guests will play on the last foursome(s) with the host member and anotherclub member. 4. Guest fee of $10.00/ per guest with the fee going to the Club's fund must be submitted by the host member and given to the Club Treasurer or President, on the day of the game. This will be strictly enforced. 5. No guest fee will be charged to a member's immediate family (i.e. spouse or children, in law). 6. A returning guest may only play in 3 regular TGC games and will be asked to apply for membership after the 3rd game. 7. Guests are not eligible to play in TGC par 3 closest-to-the-pin contests. SECTION F - GOLF OUTING CONFIRMATION In order to avoid difficulties with our golf courses (think Bolingbrook), it is essential that we have strict compliance with these rules. 1. Members must sign up for a game 2 weeks in advance by Signing up at our Website and contacting the Tournament Director. There is no longer a permanent list. You can signup to the website for all the games desired at any time and you will get confirmation at your anytime you signup or remove signup. Once on the signup,it is the member s responsibility to remove from the signup at this website (not the tamarawgolfusa@yahoo.com) and inform the Tournament Director if he or she is unable to play in any scheduled game to avoid paying penalty. If you are not on the List and you have not signed up for a game a week in advance, you will not be included for play. 2. Cancellations must be known by the Tournament Director before the final number of players is submitted to the golf course and must be received no later than noon on the Monday before the game. This is necessary because our contracts /agreements with the golf courses require our number of players to be submitted one week prior to the scheduled game date. 8

9 3. Any player who signed up for a scheduled game and does not show up will be assessed a $20.00 No Show Fee. If the golf course charges the Club for the total committed number of players, the no show player will also have to pay the applicable green fee to the Club. 4. The list of the foursomes will be prepared and posted on the TGC website generally by Thursday noon by the Tournament Director. 5. A member who had previously cancelled but then decides to play after the Monday deadline may be allowed to play if there is a slot available. A member has the priority over a guest player on the remaining slot that is available. 6. The Tournament Director will use the following criteria for player pairings for regular season games: - pace of play; - member requests for position; - previous position; and, - previous pairing. SECTION G - HOLE-IN-ONE The Hole-in-One pot is $ for the year All paid members are eligible to win the Hole-in-One pot. 1. Each year $ will be allocated for the Hole-in-One pot. 2. If there is no winner in a year, the pot amount will be carried over to the next year up to a maximumof three years making the pot equal to $1, If the pot exceeds $1500 for any given year, the excess amount will go to the general fund. DISTRIBUTION of the HOLE-IN-ONE POT If there is only one regular member who wins in a particular year, he/she gets the whole pot for that year. If there are two or more regular members who win in a year, the pot is split equally among the winners. A new member who wins on the first year of membership is only entitled to the $ pot in that year. If there are more than one new member who win on the same year, they split the $ equally. If a regular member and a new member make the hole-in-one in the same year, the regular member will get the total amount of the carryover from the previous year or years (maximum $1500) plus he/she splits the $ with the new member for that current year.third year of membership is required to be eligible for the $ prize. The Hole-in-One pot is in effect only during TGC official games. Any member who makes a Hole-In-One outside of the TGC official games is not entitled to the pot. The award prize will be given during the Christmas Party/Awards Night. An Albatross will be awarded $ as a special prize for this rare feat and divided equally if more than one player wins. SECTION H - HANDICAP The League Manager and Handicap System purchased from a golf software developer emulating the USGA RULES in handicapping will be used. At the start of the season, players will use their latest handicap established from the previous year. Handicaps will be calculated after every official game and will be used to determine the handicaps for the following game based on the USGA approved slope rating of the golf course to be played. 9

10 The current Handicap index, handicap history and the golf course handicap will be made available to the members on a timely basis thru the TGC website, clubhouse bulletin before the game, during each outing, or a member s handicap card. Handicaps may be adjusted by the Statisticians (the Handicap Committee)as prescribed by USGA Rule 10-3 regarding Handicap Index Adjustment. A player s right to rebuttal or explanation will be exercised in accordance with applicable USGA rules. A new member with a handicap from another golf club will have to play five official TGC games to establish a valid handicap. A new member with no established handicap will have to play five official TGC games to establish a valid handicap. Games played by a new member to establish his/her handicap are counted as tournament games, except that the player will earn only 30 points for each of the five games played. SECTION I - PACE of PLAY GUIDELINES 1. All balls shall be marked and declared before the start of game. All provisional balls shall also be marked and declared. 2. Always keep pace with the foursome ahead of you. 3. Be efficient with your pre-shot routine. Take only 1 or 2 practice swings not 4 or 5 swings. Be efficient not only at the tee box but also in the fairway. On the tee, it is acceptable to hit when ready." 4. Plan your shot while others are playing or when you are walking to your ball. 5. Be ready when it is your turn, walk briskly between shots. 6. Don t step off yardage for every single shot, develop an eye for distance. 7. Do not take too much time with analyzing your GPS. Learn to work your GPS before using it in the game. 8. Walk directly to your ball, don t follow others unless assisting in search. 9. If riding, don t wait to be driven to your ball. While playing partner prepares to take his/her shot, walk to your ball, take several clubs if necessary and play your shot immediately after your partner completes the stroke. 10. Allow only 3 minutes for search of ball. If the ball is hit out of bounds or lost and no provisional ball has been played, ball to be dropped at point of entry but no closer to the hole. Player to take two stroke penalty. 11. If a ball is lost in an open area or otherwise through the green (no hazards, trees, shrubs, or out of bounds), with foursome concurrence, ball to be dropped where deemed to have come to rest but not closer to the hole. Player to take one stroke penalty 12. On the green, line up your putt when others are putting and be ready to play when it is your turn. Do not take too much time pacing to read the green at all angles. 13. Putt through if possible on your discretion and with permission of your foursome. 14. Leave your clubs on the side of the putting green towards the next tee to avoid forgetting your club. 15. Exit putting green towards the next tee, quickly. Enter scores at the next tee box. 16. After a shot, do not bag your club/clubs. Instead, ride quickly to the next location, then bag your clubs as you chose next club to use. 17. Maximum Strokes to Carry A Hazard When attempting to carry a hazard (yellow or red), two attempts are necessary. If unsuccessful after the second attempt, ball to be dropped on the other side of hazard. Player to take two stroke penalty (hitting six). Except when a drop zone is discovered after the fact, he or she will re-hit at the drop area and he will get one stroke penalty. It is mandatory for a foursome in a Par 3 wave the following foursome in waiting after their balls are in the green. 10

11 SLOW PLAY If the foursome is slow and behind by 2 holes, the slow player as dictated by the foursome will pick up his/her ball and move to the next hole. His/Her score will be equivalent to his/her HIGHEST score of a similar par hole of 18 holes. (Abe, please address what to do with the provisional ball when original ball is found, or when it is not found. Thanks) SECTION J SENIOR ACTIVE STATUS 1. Club members that have been regular members for the past five years and are at least 75 years of age are eligible for Senior Active status pursuant to a verbal or written request to the Club President or Tournament Director. 2. Senior Active status members are exempt from membership fees and can join Club Sunday games as a guest as often as desired. 3. Senior Active status members do not have to pay a guest fee, are not eligible to compete for Club, Class or other Championship competitions and cannot participate in Club hole-in-one or closest-to-the-pin contests. 4.
