1 NGCOA Canada - News Golf Entertainment Expense Lobby Moves Ahead KPMG Presents Case to Department of Finance As reported in previous issues of Golf Business, the National Golf Course Owners Association has been very involved in the lobby for changes to Revenue Canada's treatment of golf related expenses. Following a series of meetings coordinated by the NGCOA, all Canadian golf associations agreed to support a unified lobby effort with KPMG being the designated voice representing us. A budget of $42,000 plus expenses was approved and these funds were raised by the NGCOA, CPGA, RCGA, CSCM and CGIA in conjunction with KPMG. The other golf associations submitted letters of support. The presentation to the Department of Finance was made in September with KPMG stating a strong case for the unfairness of the existing legislation. The amendments requested include both meals and green fees which, at this time, are not allowable business deductions when entertaining clients according to paragraph 18(1)(1) of the Income Tax Act. If successful, this initiative will stop the recent mandate of Revenue Canada audits to fully enforce this legislation. If left unchallenged, the impact of these audits would certainly be reduced business expenditures at golf courses throughout Canada. Steve Johnston, KPMG Golf Industry Practice Director, explains that "Our chances of success are quite good and early indications are that Finance is going to give serious consideration to our proposed amendments." The outcomes of this lobby effort are expected around the start of the '98 golf season. NGCOA thanks all those members who responded to the request for funding support to accomplish this initiative. NGCOA Canada & NGCOA USA Renew Agreement New 2 Year Deal Extends Dual Membership Privileges For Canadians After careful evaluation of the agreement with NGCOA USA, the Board of Directors of NGCOA Canada approved a new two year agreement, effective August 1, 1997.

2 As with the previous arrangement, Canadian golf courses who qualify for the Regular Membership catagory, will automatically receive an NGCOA USA membership with their NGCOA Canada membership. This provides an additional set of services including operational manuals, Golf Business USA magazine, discounts into the NGCOA Annual Conference and free admission into the PGA Merchandise Show, PGA International Show and the GCSAA Trade Show. The new Agreement also provides better funding support from the NGCOA USA to further enhance the ability of the Canadian office to expand the organization. Golfmax.ca - Ducks in a Row Dennis Conly, Project Manager for the NGCOA's internet web site, confirms that things are well in hand for the 1998 golf season. "Last season was incredible", Conly reflected. "We introduced many new technologies to the golf industry, I am extremely proud of what we accomplished." Topping the list of accomplishments is the Golfmax.ca Control Center, an interactive internet marketing system for golf courses which allows for internet Tee-Time bookings, and a host of other features for offering promotions, communicating with customers and creating new business for golf courses. "Not only did we build, install and successfully introduce an internet Tee-Time booking system, we created a score entry, game reporting, and national ranking system for golfers", Conly said. The focus for Golfmax.ca during the off season will be less on the development of the consumer (golfer) side of the Web site and more on helping golf courses get ready to use the internet in One area where development will continue is the "Business Links" section. Business Links is an area of Golfmax.ca devoted exclusively to those involved in the golf industry. It contains the latest news from the NGCOA, information about Golfmax purchasing programs, a Classified Ad section, full copies of each issue of Golf Business magazine and an online "Tradeshow". The technology associated with Golfmax.ca has been covered in several international computer trade magazines. An ad and promotional campaign to bring more visibility to the Golfmax.ca web site in 1998 is in the works. Representatives from Golfmax.ca will be accompanying the NGCOA at tradeshows across the country this fall. At the NGCOA we believe more than ever that with Golfmax.ca - the future of Canadian golf is here! New Occupational Standards Program CGSA To Take Manitoba Initiative National

3 On August 16 & 17, 1997, the Canadian Golf Superintendents Association conducted a meeting in Toronto for their National Occupational Standards Committee. Following the introduction of occupational standards in Manitoba, the CGSA is striving for a validated national standard to be presented to their next Annual Meeting in March. Rob Officer of the Manitoba GSA chaired the Meeting which was attended by industry representatives from various regions of Canada. During the discussions, he noted such standards will enhance the professionalism of superintendents but must be supported by appropriate post-secondary curriculum based upon the golf industry's needs. Dalton Hicks, owner of Cardinal Golf Club north of Toronto, represented the National Golf Course Owners Association at the Meeting. Mr. Hicks explained that the golf industry has progressed to the point where "Superintendents must also be business people and 2 year programs are no longer sufficient to provide all of the education and training required." After substantial discussion, the project was further defined by establishing an action plan leading up to the CGSA Annual Meeting. For further information, contact the CGSA at (905) TV Beer Ads Trash Golf's Image Coor's & Labatt's Cancel Ads After NGCOA Canada Confrontation Could it be the downside of the Tiger Wood's impact? Beer companies targeting youth audiences with images that rebel against traditional golf etiquette? We all saw them. Coor's Light and Kokanee TV ads with teenagers, hats backwards, kicking balls, throwing golf bags and generally impressing each other with rowdy behaviour on the golf course. It probably sells beer, at least to those with the backwards hats, however it doesn't do much for the sale of green fees. The images of these ads were disturbing enough that many golf course owners complained to the NGCOA Canada. After these discussions, Mark Seabrook, President of NGCOA Canada, sent written notice to both Labatt's and Coor's explaining the seriousness of the issue for the golf industry and promising tough action if the ads were not cancelled. To reinforce the NGCOA position, several golf courses demanded that the beer companies come to their courses and remove all their product immediately if the ads continued.

4 NGCOA Canada is pleased to report cancellation of the ads and apologies from both beer companies. Rob McCarthy, Labatt's Manager of Public Affairs, responded immediately to Mr. Seabrook's letter explaining that "the Kokanee Trash Golf ads will no longer be a part of our TV advertising rotation. We are committed to supporting golf at the grass roots level across Canada and would not intentionally do anything to tarnish the image of the game." Mark Stankovic, Coor's Brand Manager, responded with a similar memo noting that "We understand your concerns and have taken the necessary steps to have the TV execution in question removed from our advertising rotation. Our advertising agency has been advised to shorten the trafficking schedule by two months." This incident demonstrates the importance of having a body like NGCOA to deal with issues, such as the Trash Golf Ads, which affect the well-being of Canadian golf courses. In the future it will become even more effective as the membership continues to grow. Central Ontario Chapter '98 Plans With close to 100 member golf clubs, the Central Ontario Chapter is having a great impact in Toronto and surrounding areas. Under the direction of Larry Ungerman, who succeeded Mac Frost as President of the Chapter, some aggressive initiatives have been launched. A Chapter Newsletter, a Fundraising Golf Tournament, Golf Access Book, Corporate Memberships and Chapter Meetings with high profile speakers, are just a few of these. The Newsletter, GolfLine, is a quarterly publication for all Chapter members and was launched this summer. The first edition was well received and congratulations go to Brian Sambleson, Executive Director, for coordinating the effort. The Golf Access Book has completed its first season with many more successful years to come. For '98, a new Value Voucher Booklet will be produced and a new Junior Section will be introduced. The Chapter held it's 3rd Annual Fundraising Tournament on September 29 at Kleinburg Golf Club. Once again, it was an excellent opportunity for members and suppliers to mingle and compete in a friendly event. This year, a Long Drive Demonstration and Raffle were added which enhanced the success of the Tournament.

For further information on Nu-Gro's Golf Course fertilizers or for a distributor in your area, please contact Nu-Gro Corporation: Tel Fax PERSPECTIVE OF AN NGCOA MEMBER Commentary Submitted by Brookfield Country Club Owner, Henry Schmitz I first became aware of the National Golf Course Owners Association shortly after it was formed in the fall of The first NGCOA Canada Chapter, Eastern Ontario/Outaouais, had just been launched from the existing Ottawa Valley Golf Course Owners Association. They were already addressing several local issues including: 1. The existence of far too many discount books; 2. The need for uniform local rules (dress code etc.) 3. Tournaments that abused the golf courses; 4. Group purchasing to receive maximum discounts. These owners had been printing their own golf coupon book for a few years to better manage the abundance of discount books in the area and to raise funds for the chapter and local charities. After a few years, they had accomplished these initiatives and been able to fund their Chapter without needing other sources of fundraising. This initiative impressed me and related to similar needs in our own area. Since Brookfield Country Club, which I own, had been one of the first to join the NGCOA Canada from outside the Ottawa market, I have had the luxury of watching the progress of the NGCOA from a very early stage. I recall that their first priorities were funding the launch of the NGCOA Canada and hiring an individual to implement their plans. Jeff Calderwood accepted these challenges, largely on the speculation that the NGCOA would be able to pay him when funds were available. To this day, I still don't understand how he justified the effort because we never seemed to have any money to pay him back then. The first funding mechanism was a loan from the Eastern Ontario/Outaouais Chapter whose members agreed to lend up to $26,000, interest free, to be repaid

6 when the National budget became financially stable. The actual amount loaned was $19,000. At the same time, a Charter Membership category was created for golf course owners who were willing to donate $1,000 to the launch of the NGCOA Canada. Nine Charter Members, all from the Eastern Ontario/ Outaouais Chapter, came forward with $1,000 donations each. Together, the $19,000 Chapter loan plus the $9,000 in donations were crucial to the start of the NGCOA Canada. With a very modest budget and less than 30 initial member golf clubs, Jeff Calderwood set out to create a national group purchasing program, which we now know as Golfmax. This program was the first tangible member benefit and would lead to additional golf courses joining the NGCOA Canada. Fortunately for all of us, the launch of Golfmax was successful. In the fall of 1993, when I joined the NGCOA, I was involved with our local Waterloo-Wellington Golf Course Owner's Association, which consisted of 15 golf clubs from Kitchener, Waterloo, Guelph and the Cambridge area. Our association was formed in May, 1988 and the membership was $500. There was no hesitation on my part when I found the cost to join the NGCOA Canada to be a modest $495 which also included a membership in NGCOA USA. My fertilizer and propane savings from Golfmax amounted to more than $3,000 in that '94 golf season alone. The first NGCOA Annual Conference my wife and I attended was in Dallas, Texas, January, It was one of the most educational conventions I had ever attended. The knowledge I brought back with me far exceeded the cost of attending, not to mention the fact one of our U.S. members arranged a few games in Hawaii for my wife and I, free of charge. This Conference experience confirmed the wisdom of my decision to join the NGCOA. In March of 1994 my wife and I attended the first of many meetings we would be attending in Ottawa. It was at this first meeting I discovered how dedicated these golf course owners of the EO/O Chapter were to the NGCOA Canada. On April 5, 1994, we had a meeting for our local golf course owners association at Brookfield Country Club. I invited Jeff Calderwood and Mark Seabrook to attend and offered to fly up to Ottawa to pick them up, which they accepted. Most of the local owners in our association joined NGCOA Canada at that meeting following the NGCOA Canada presentation and the Southwestern Chapter of the NGCOA Canada was formed. I was to fly Jeff and Mark back to Ottawa the next morning, however there was a severe ice storm so they had to rent a car and battle the road conditions instead. Needless to say, they have not used my oneway air service since.

7 The Southwestern Ontario Chapter elected our own directors and decided to put together our own golf discount book to help fund our chapter. I can report that, this year, our Golfer's Discount Book is going to raise adequate funds to support all of our Chapter's functions and office expenses. Also, a portion of the proceeds from our book sales go to Camp Trillium, a family support centre for children with cancer. Over the next 3 years, Jeff Calderwood and Mark Seabrook went on countless business trips attending shows, conventions and group meetings across Canada to establish the NGCOA Canada as a national organization. Some of these trips were during the height of the golf season and Mark, who probably should have been busy attending to his own 27-hole operation, volunteered his time and effort to the cause. I joined them for the first Central Ontario presentation, at Parkview Golf Club, to introduce the NGCOA Canada to golf courses in the Toronto area. The Meeting was very sucessful with many golf course owners joining. The Central Ontario Chapter was then formed and has gone on to become the largest Canadian Chapter. Similar meetings occured in various cities and the NGCOA has now established a membership in every province. Since I firmly believe this is the only association that properly addresses the needs of a golf course owner, my attitude is "what can I now do for NGCOA Canada", not "what can NGCOA Canada can do for me." On that note, I will give this organization my undivided attention until every golf course owner in Canada has joined. So, pick up your pen and join the NGCOA Canada today! 12 The NGCOA Canada Board of Directors met for their Summer Board Meeting at the Northview Golf & Country Club in Surrey, BC, July 25 & 26. This was the first meeting of the new Board, elected at the Annual Meeting in the spring, and it was a productive one. In addition to reviewing all aspects of the NGCOA, the Board worked on plans for several new projects to be announced soon and hired David White on a 3-year contract to further develop Golfmax. The next NGCOA Canada Board Meeting will be held during the Annual Conference, January 24-29, in Fort Lauderdale, Florida. 4th Annual Golfmax Tournament in Ottawa Area On September 23, the Dome Golf Club in Hull, Quebec, hosted the '97 Golfmax Tournament for NGCOA members in the Eastern Ontario/Outaouais Chapter and Golfmax Suppliers. Participating golfers enjoyed lunch, a friendly scramble competition, cocktail hour, dinner, silent auction, prizes and an evening entertainer. The Tournament, as always, was well sponsored by many of the Golfmax Suppliers and, although the weather was on the cool side, everyone had a great time. $5,000 raised during the day were donated to the NGCOA Canada budget for further development of Golfmax and other member benefits.
