Atlanta Notices The Atlanta Steeplechase racecourse is in excellent condition as seen by the attached photo taken by Clerk of the Course Jim Wayt on Saturday, March 28 th. The entry fees for the Georgia Cup Allowance Optional Claiming Hurdle (#24) should read: Entry fee $175; $175 additional if not scratched on time Wednesday; with $350 additional to start. Grand National Course Inspection The Grand National Steeplechase race course was inspected on April 6, 2015 by Peter Fenwick. Turf: The turf is slightly behind schedule following an extended cold snap. Turf is thin from the 11 th to the 14 th fences. Smoothness: The course has been Cambridge rolled and is smooth throughout. Compaction: The course measures between 8 and 12 (Soft) and is consistent throughout. Moisture: Readings of 6-10 (Average to Average Wet) on April 6 and forecast is for rain over next three days. Middleburg The new knee-line, which has been reviewed and tested at the most recent Virginia point-to-points, has been approved by the NSA Safety Task Force, as well as the NSA Stewards Advisory Committee and the NSA Executive Committee. It will be used for the first time at a sanctioned race meet in Middleburg on Saturday, April 18. The allowances for the Glenwood Hurdle Allowance Optional Claiming Hurdle (#30) have been changed to read as follows: Non-winners of two races at any time, allowed 4 lbs.; of a race in 2015, 8 lbs.; of a race in , 12 lbs. 2 Middleburg Course Inspection The Middleburg race course was inspected on April 2, 2015 by Doug Fout and Gill Lucas. Turf: Tall fescue. Smoothness: The course is smooth throughout. The course was aerated with a chain harrow on November 29, Compaction: (Good) Moisture: 7-8 (Average Wet) Notes: We had one-half inch of rain on Tuesday, March 30 and are looking forward to some rainy weather to bring the green grass out. Other than that, the course is in great shape. Three-year-olds, 142 lbs.; older, 150 lbs. Non winners of a sweepstakes at any time, allowed 4 lbs.; of $30,000 twice at any time, 8 lbs. 3 High Hope The allowances for the Allowance Optional Claiming Hurdle (#83) should read as follows: Ratings weights with the highest rated horse assigned 156 lbs. with all other weights adjusted accordingly based on current ratings. In the Jay Trump Maiden Timber (#85) the condition should read: For Four-Year-Olds and Upward which have never won over timber. Four-Year-Olds, 155 lbs.; five-year-olds, 160 lbs.; older, 165 lbs. NSA Rule Changes The rule changes that were presented to the NSA Board of Directors on Friday, January 23 were all adopted and will be in effect this season. They include: an additional weight concession for Filly/Mares running against Males (10 lbs. before September 1 and 8 lbs. thereafter); foal papers will no longer be required to be on file with the Horse Identifier at the races in claiming races providing the horse can be properly identified; and tattoos are required for all horses, with a one time exception providing the horse can be identified by his/her markings. Helmets All riders are urged to have two helmets at any NSA sanctioned meet. Any rider that compromises his/her helmet in a fall or accident may apply for a grant from the National Steeplechase Foundation for a replacement. New Jockey License Applications License applications for new jockeys must be submitted ten (10 days) in advance of the race meet for approval by the Stewards Advisory Committee. There will be no exceptions. All jockey licenses must be accompanied by a copy of the medical insurance card, and in the case of a first-time rider, appropriate written endorsements from NSA-licensed trainers, as indicated on the license application. Owner Symposium and Steeplechase Sale The first Owners Symposium and Steeplechase Sale at Shawan Downs on Sunday, April 12 at 10:30 a.m. is quickly approaching. Retirement Database The Safety Task Force and the Steeplechase Owners and Trainers Association (SOTA) are working to create a retirement database, which will provide a way to keep track of horses retiring from steeplechasing. It will be a simple process for owners and trainers, where they will be able to call or a point person when a horse is retired. Steeplechasing provides a second career to many flat horses. The implementation of a retirement database would hopefully show how many steeplechase horses go on to a third career. The goals are to keep track of our horses, be able to provide tangible data for horses retiring and, perhaps, promote the successful stories when horses find new careers after steeplechasing. Further information will be provided Sport Of Kings Series The Sport of Kings Series is comprised of several designated races, offering premier purses in maiden and novice hurdle races on the NSA circuit. The series was introduced several years ago by former amateur rider and steeplechase promoter George Sloan, whose vision was to create racing opportunities, with lucrative purses, for the younger novice horses. It had an immediate positive impact on the horse inventory as well as the overall racing product and was considered one of the most innovative changes in the history of the sport. For 2015, the Sport of Kings Series will offer a special bonus derived from the 5% fee (of any purse money earned) paid by owners. The complete series features a total purse structure of over $1 million which will generate a bonus fund of approximately $50,000. That bonus fund will be divided at year s end between the top three point earners in the series with 60% for first, 30% for second and 10% for third. Points will be earned in maiden and novice series races only as follows: Maiden races: Novice races: 12 points for first, 5 points for second; 3 points for third; 1 point for all other starters. 24 points for first; 10 points for second; 6 points for third; 2 points for all other starters. An initial survey inquiry to the horsemen indicated a strong interest in such a program. With that in mind, the NSA formed a special Ratings Committee, which worked closely with NSA President Guy Torsilieri and NSA Promotion and Growth Task Force Chairman Bill Price, to develop a new program which will rate all winners over hurdles in training and create special ratings races, with a hope that we can successfully card some races this spring. The preliminary Ratings List (attached) has been determined by a three person Handicap Committee consisting of publisher Joe Clancy, chart caller Martin Chamberlin and race caller Will O Keefe with oversight by NSA Director of Racing Bill Gallo, from a horses in training list submitted by NSA horsemen in December and supplemented over the last few weeks. At this point, if a trainer has a hurdle horse (winners only) that is planning to run this spring, please notify the NSA office as soon as possible so it can be added to the Ratings List by Thursday, April 9 (extended from April 6). At that point, a final Ratings List for the spring will be published. From the final Ratings List, a series of six races will be created and written as substitute races for six consecutive weeks at the following meets: Atlanta (April 18), Queen s Cup (April 25), Block House (May 2), Iroquois (May 9), Radnor (May 16), and Fair Hill (May 23). Obviously as the season progresses all hurdle winners will be added to Ratings List and each time a horse runs the rating will be subject to change by the Handicap Committee. More details about this exciting ratings system will be forthcoming, but for now, please contact Bill Gallo with any additions or deletions to the Ratings List so we can write the best possible races with the current horses available. In order to be eligible for any Ratings Race, a horse must be entered in the Ratings system prior to the close of entries of such race. Note: In all Ratings Races, once the race is drawn, the highest rated horse will be assigned top weight of 156 lbs. If the highest rated horse scratches at scratch time, the next highest rated horse will assume top weight and all others adjusted accordingly, with those weights being final for the program regardless of further scratches. The minimum weight in all Ratings Races will be 136 lbs.

9 2015 Licensing Information LICENSING: In order to race as an Owner, Trainer or Jockey at the Virginia Gold Cup, you must obtain a license from the Virginia Racing Commission (VRC), given it is a pari-mutuel event. All owners holding 5% or more interest in a horse racing must be licensed. Please contact the VRC licensing department as soon as you know you will be racing. If you bring a groom to assist you the day of the race, he or she must hold a current groom license in another racing jurisdiction OR apply for a VRC groom s license. If you are not a United States Citizen, you are required to submit immigration information. If this is not supplied, you will not receive a license. APPLICATIONS: Applications are available for download on the Virginia Racing Commission website and must be submitted at time of payment. BADGES: If you plan to attend the Gold Cup, please make sure VRC has your picture on file OR be sure to submit a photograph of yourself (preferably in JPEG format) to receive a badge for the event. All photos should be ed to Courtney.Reid@vrc.virginia.gov. PAYMENT: VRC accepts Credit Cards (Visa, Mastercard, and Discover), cash, checks and money orders. Licensing fees may be paid telephonically with Credit Cards.
