3 REGULATIONS AND INSTRUCTIONS TO EXHIBITORS Entries on plain paper cannot be accepted. The Association earnestly requests that intending Exhibitors will lodge their entries with the Secretary as early as possible before the period for receiving entries closes. Intending Exhibitors are particularly requested to read the rules carefully, and not to lodge entries unless they are prepared to comply strictly with the regulations. 1. Lodging Entries. All entry forms accurately filled in every particular and signed by the Exhibitor or Agent must be lodged with or sent by post and addressed to the Secretary together with the amount of the Entry Fees where applicable. Postal Orders, Cheques, etc., to be made payable to the Finn Valley Agricultural Show. 2. Entries Close. No Entry will be accepted unless it has been received on or before the closing date and is accompanied by the full amount of the fees. 3. Postponement. The Association reserves the right to postpone or abandon the Show but will not be responsible to any intending Exhibitor for loss incurred by reason of such postponement or abandonment. 4. Full Particulars. All particulars required in the Entry Form must be stated; otherwise the exhibit is liable to be disqualified and excluded form the Show. The exhibit must be that as described in the Entry Form, and no other. 5. Verification of Statements. Each Exhibitor or agent must be prepared to verify every statement contained in the Entry Form, and no other. 6. Exhibits not sent. Any person entering an exhibit, and failing to send same for exhibition, shall forfeit the Entry Form. 7. Rejection of Entries. The Association reserves to itself the right to reject any Entry without assigning any reason therefore. In the event of the Association being unable to accept any entry, notice will be given not later than six days after the final closing of the entries, and the fees lodged will be refunded, or in any case of there being insufficient in a class, the Association will withdraw the class from competition and return the Entry Fees. 8. Amalgamation and Division of Classes. Where, in the opinion of the Association, there are either insufficient or too many entries in any one Class, the Association may, without reference to the Exhibitor of Agent, amalgamate or divide such Class, with or without increases of Prize Money, but where a class is divided, similar Prize Money will be paid in each division. Safety We ask all exhibitors to treat safety at the Show as a priority.

4 THE FINN VALLEY AGRICULTURAL SHOW BYE-LAWS 1. The arrangements of the Show will be conducted by a Committee of Management and the people entering the Show-Grounds are subject to the directions of the Stewards and Secretaries. 2. Intending Competitors must lodge with the secretary a completed list of entries including fees not later than the closing date, otherwise they will not be considered. 3. All exhibits (whether for competition or exhibition) in order that they may be properly arranged should be at the show grounds by 9am on the morning of the Show and cannot be admitted after 10.30am 4. No person will be permitted to interfere with or crowd around the Judges when adjudicating. Exhibitors so doing will forfeit their claim to prizes. 5. Exhibitors may enter the same exhibit in the Cattle Section as many classes as they are eligible for, providing that they pay the necessary entry fee in each class. 6. Objections to the awards of the Judges must be made in writing, signed by the objector, and lodged with the Secretary before 6pm on the day of the show. Each objection to be accompanied by deposit. The objector must attend the next meeting of the committee, if so required. 7. Confined classes are as defined in the different sections exhibits in confined classes may also be entered in open classes, unless otherwise stated. 8. The necessary entry form can be had on application to the Secretary. All description of Stock, as to age, breeds and otherwise, must be stated when completing the entry form. No entries will be received by telephone. Entry fees must be paid in full at time of entering. Entry fees are listed under Class Headings. All entry fees received are non-refundable. 9. All exhibits shall be distinguished by number only; any exhibit carrying any other special distinguishing mark may be disqualified from the competition. 10. Free admission tickets will not be issued to exhibitors. 11. No animal known or believed to be suffering from an infectious disease will be admitted to the Show Yard and should any animal manifest symptoms of disease during the exhibition, having been so certified by the Honorary Veterinary Surgeons, it must be immediately removed from the premises on an order being given to that effect by the Secretary. 12. Persons desiring to exhibit agricultural implements and machinery must send to the Secretary a list of their exhibits and the space required not less than 12 days before the Show. 13. No exhibits, except livestock, are to be removed from the show before 4pm. 14. All animals or articles exhibited shall, while on the Show Premises, be at the sole risk of the owner. The Society will not be responsible for any accidents to exhibitors, attendants, or visitors, or accident or damage to or loss of any animal or thing exhibited whether caused by fire, defective structure or otherwise, and even though arising from the negligence of some person in the employment of the company. 15. Exhibitors in the Farm & Garden Produce section must have been grown by the exhibitor. 16. All animals must be haltered and trained to lead. 17. The testing requirements laid down for the show, are intended to protect the health of your animal at the show. This will ensure that all required documentation is in order before Show Day. 18. All animals must come from Herds which are not restricted from T.B. & Brucellosis status. 19. Calves over 6 weeks must have passed a T.B. test within the specified time of the Show. Calves aged 6 weeks and under must bear an approved ear tag and be accompanied by an I.D. card or Birth Cert. 20. The ages of Horses, Ponies, Cows & Heifers to date from 1 st January in the year of their birth. 21. The Show Executive while cataloguing the exhibits will not accept liability for any error in the numbering of the exhibits. 22. All gambling loud speaking and hawkers are prohibited on Show Grounds. 23. Receipts must be signed for all cups, shields or statuettes awards. All cups, shields or Statuettes must be returned to the Secretary on or before the 14 th June All CUPS AND TROPHIES ARE PERPETUAL AND CANNOT BE WON OUTRIGHT, AND IS THE PROPERTY OF THE SPONSORS. 24. Exhibits presented late will not be judged. 25. The Bye Laws may be cancelled, amended or added to at a General Meeting only. 26. Winners of I.S.A. Qualifiers are eligible to compete in any other class. 27. Note to all horse owners. Horse must be kept off pedestrian paths safety a priority.

5 THE IRISH SHOWS ASSOCIATION The I.S.A. is proud to present the following Championships and wishes to acknowledge the generous sponsorships, which make these competitions possible. For the efficient running of the championships all concerned are requested to read and observe the Rules set out below. GENERAL RULES FOR IRISH SHOWS ASSOCIATION CHAMPIONSHIPS 2013 A. ELIGBILITY OF SHOWS Shows wishing to participate in the 2013 Championships and be eligible to hold qualifiers must have collected the Championship Fund Levy (currently5%) from Horse, Pony, Cattle & Sheep class prize money for the year 2013 and forwarded the amount so collected, in full, to the Irish Shows Association Head Office within the stipulated period of not more than 30 days from the date of their show. Alternative methods of meeting this obligation are not acceptable. Any show or competitor in breach of the Rules set out below will be disqualified from participating or competing in these championships. These General Rules and those relating to individual championships (where applicable) should be published in the show schedule and catalogue of the participating shows and must be strictly observed. B. QUALIFYING ROUNDS (QUALIFIERS) Qualifying rounds will take place at eligible shows selected by the Irish Shows Association. C. RESPONSIBILITY OF SHOWS HOLDING QUALIFYING ROUNDS a) Selected Shows should hold a separate class for each qualifier from which the highest placed animals will qualify. b) The qualifier class should be held as the first (1 st ) class in the relevant section of the show. c) Shows must ensure that qualifiers are held strictly in accordance with the relevant rules. d) No other sponsor may be involved in qualifying classes. e) Shows may charge an entrance fee for each qualifying class. The I.S.A. will award a rosette to the successful animal(s) on appearance at the Final. f) No show hosting a Championship Final may hold a qualifier for that Championship on the day of the Final other than by agreement with the Irish Shows Association. g) Animals qualified for Finals are not eligible to enter in any other class at the Show where the Final is held other than a Qualifying Class for another Competition. h) Shows should appoint competent well-briefed persons to act as Stewards, who must ensure that only animals (or other exhibits) which are eligible to compete and those whose documentation is in order are allowed to proceed to the judging ring. i) Animal Passports must be read by a Veterinary Surgeon appointed by the show. j) On completion of judging, Stewards should instruct the successful competitors to attend at the Show Secretary s Office within one hour and to complete the necessary documentation for entry to the championship final. k) The show must appoint a well-briefed officer, who will be in attendance at the Secretary s Office, and who will assist exhibitors to complete the necessary documentation for participation in the final and to collect the relevant entrance fee. l) Show Secretaries must forward complete result cards, together with appropriate fees to the Irish Shows Association within three (3) days following the holding of the show. N.B. Shows must return results card marked No Qualifier for any or all of the events for which no animal (or exhibit) has been selected. D. RESPONSIBILITY OF EXHIBITORS a. Exhibitors accept that the Judges decision is final in all cases. Any abuse of Judges will not be tolerated. Where a dispute or case for complaint arises the matter should only be dealt with under f. below. b. Winners of qualifiers are themselves responsible for entering their animals (or exhibits) for the final in accordance with j. and k. above, within one hour of qualifying. c. Winners of qualifiers will compete in the final. d. The Irish Shows Association in conjunction with the sponsor reserve the right to alter or amend the rules of any competition as may be necessary or appropriate. e. Shows and competitors must contact the National Irish Shows Office for details of any championships and not the sponsor involved.

6 f. Objections must be lodged in writing with the I.S.A. representative at the show or the Show Secretary within half an hour following the completion of judging, together with a fee of 50 euro, or other stated fee, which is refundable in the event of the objection being upheld. g. Any Exhibitor who makes a false declaration or misrepresents a fact regarding themselves or their exhibit are liable to disqualification and or forfeiture of any prizes awarded. E. RESPONSIBILITY OF SHOWS HOSTING CHAMPIONSHIP FINALS a. A deduction of 5% of the prize money is to be collected by the show and forwarded to the Irish Shows Association within 30 Days of the Final. b. Championship finals must start not later than 2pm on the day of the show and the advertised time of starting must be adhered to as far as practicable, if necessary, other show classes should be either postponed or relocated to allow for this. NOTICES OF INTEREST TO CHAMPIONSHIP PARTICIPANTS IRISH LAW (EU DIRECTIVE) Under Irish Law all horses moving from one location to another must be accompanied by their passports. It is in your own interest to ensure this is the case. Failure to do so is an offence under Irish Law and is liable on summary conviction to result in a fine up to All passports must be registered with the name of the current owner. Embryo Transfer: Where a foal is produced by this method the dams passport must bear a declaration dated, stamped and signed by the stallion owner (or accredited practitioner where AI is involved) stating the date on which the dam was last covered (or inseminated) and the name of the covering stallion. The owners of Champions and Reserve Champions are invited to submit the animals passports to the I.S.A. head office where the placing will be endorsed and officially stamped with the seal of the Irish Shows Association as a permanent record. It is in the interest of shows hosting Championship Finals that photographs and results are forwarded to the Irish Farmers Journal immediately following judging.

7 SAFETY CONDITIONS The Safety Officer: The safety Officer shall have overall responsibility on behalf of the Committee for any event that takes place within the Show Grounds. All Stewards shall act as Safety Officers in their areas. HORSES AND LIVESTOCK 1. All horses and livestock must at all times, be properly haltered and under full control of their owners or competent holders. 2. All riders in Ridden Classes must wear the regulation equipment/gear laid down by the Pony Club Executive. All riders not wearing the correct equipment will be requested to withdraw from the ring by the Chief Steward or Safety Officer. 3. No schooling of horse shall be allowed on any part of the ground, except in the main arenas. 4. No child under the age of 14 years shall lead any horse unless stated in the catalogue and in accordance with the Rules, or supervised by an adult. 5. All cattle and horses must be haltered and lead at all times and shall not be allowed in to the ring unless haltered. Each individual owner of any horse or other livestock would be advised to have their own Liability Insurance Cover and shall be held fully liable for accident or damage done. MAIN ARENA, POCKETS, CATTLE AND SHEEP RINGS 1. It is the responsibility of the Chief Stewart to see that Judges and Competitors only are in these areas. 2. The Chief Steward will request the judges to stop judging until the rings are clear. TRADESTANDS 1. All owners of Trade Stands shall be required to produce to the Secretary their 3 rd Party Liability Insurance. 2. They shall be fully responsible for seeking that safety regulations are compiled with under the Safety Health & Welfare Act Fire Extinguishers and Health Certs must be produced by all food vendors. CAR PARK 1. All vehicles will park where they are requested to do so by the car parking stewards. 2. No horses will be allowed through the out-side car-park. ACCIDENTS 1. All accidents (however minor) must be reported to the nearest Show Steward who will immediately call for medical attention, call the Safety Officer, who will report the accident to the I.S.A. Representative and to the Show Secretary. 2. The Doctor or nurse on duty and Irish Red Cross or Civil Defence shall immediately on request attend the person injured, either of whom or both shall take all personal details. If a person is taken to a hospital they must be accompanied by a Steward from the Show. 3. The Steward to whom the accident was first reported shall see that a verbal statement is taken in minor accidents and written in all other cases. 4. No claim shall be entertained by The Finn Valley Agricultural Show unless the above procedures have been fully complied with. MARQUEES, STANDS ETC. Manufacturers Agents and other persons requiring space in the Show Grounds must apply before 20 th June 2013 to the Secretary. Stands for the sale of mineral water will not be admitted without prior permission from the Management Committee. Stands must be paid for before the Show to ensure availability. Any further information regarding same can be obtained from the Secretary.

8 IMPORTANT NOTICE TO ANIMAL OWNERS INVOLVED IN SHOWING ANIMALS The Irish Shows Association would advise all Animal owners who have their Animals Insured to have the Insurance cover extended to cover them while showing Animals at the Shows, we understand that it costs very little or nothing at all depending on who you have Insurance cover with. If you are one of the few who don t have cover we would advise that you think about putting it in place for this purpose, it may be worthwhile. The reason for us giving you this advice is to protect yourself in the event of your animal lashing out, and injuring someone or damaging someone s property, if that were to happen, and it is established that your animal was out of your control you may be held responsible, or partly responsible for any Injury or damage caused & may end up paying all, or part of any settlement reached. Dams passports must be produced at qualifying shows and at the final. Foals passports / stallion owners covering certs must be produced at final. 4. Foals must be led at all times. 5. One qualifier per show or two qualifiers if the standard is high enough at the judge s discretion. 6. On completion of judging, stewards must inform the successful competitor to visit the secretary s office at the qualifying show within one hour and complete the necessary documentation for entry to the final. Note it is the responsibility of the exhibitor to make sure his/her foal is entered for the final. 7. Show Secretaries must forward the completed result cards, together with appropriate fee to the Oughterard Show secretary within 5 days of holding the qualifying class. 8. The Oughterard Show in consultation with the sponsor reserve the right to amend the rules as may be necessary. It is envisaged that this competition will continue to give a new impetus to Irish Draught breeding and encourage farmers to produce quality Irish Draught stock on western farms. Failure to comply with this rule will lead to immediate disqualification. 3. Foals must be led at all times. 4. Passports & (Microchips if applicable) should be read by a Vet at the Final 5. One foal from selected shows may qualify for the final if the judges and the I.S.A. agree the standard is high enough 6. 17 WORKING HUNTERS (RING 5) Ponies & Horses CLASSES COMMENCE AT 1PM SHARP THE COURSE: The course shall consist of 8 to 12 fences. It shall have a combination of upright and spread fences and may include a double or a small bounce fence. The fences shall be natural in type with copious sensible filling and not be easily dislodged. Only white or rustic poles shall be used. JUDGING PHASES: Phase 1: JUMPING: Each horse will be required to jump the course. To be judged 70% for jumping performance (50% for actual jumping and 20% for style and presence). Phase 2: RIDE, CONFORMATION AND MOVEMENT: The ride, conformation and movement of the horse in-hand will be assessed by the judge. NOTES: 1. The same rider must ride the horse throughout. 2. A rider may ride several horses in the jumping phase of the competition but will have to choose one horse to compete the remainder of the competition. 3. (Category B): Ponies 7 years old and upwards. 3. More than one pony in each qualifying category may be selected to compete in the final provided the judges agree that the standard is high enough. 4. Pony and / or Rider once qualified are not eligible to participate in subsequent qualifiers in the same category. This rule may be waived by the Show Committee in exceptional circumstances e.g. sale of a pony or injury of rider prior to final. Permission from the Oughterard Show Committee must be granted prior to any previously qualified pony or rider competing in subsequent qualifying rounds. Failure to do so will result in the entry not being accepted. 5. On completion of judging at qualifiers the successful qualifier will be given all relevant entry documentation by the ring steward. This must be completed and returned, along with the appropriate fee, to the secretary of Oughterard Show within 7 days - this rule will be strictly adhered to. 6. Ponies must be registered in a main Connemara Studbook. The Passport of each pony must be presented prior to judging at the qualifying show and on the day of the final. 7. The rider must be under 25 years of age on 1/01/13. Birth certificates must be produced for inspection at qualifying rounds and on the day of the final. 8. Registered Connemara Stallions must be ridden by a rider over14 years of age and under 25 years of age on 01/01/ Jumping over rustic/ natural fences will be part of the qualifying rounds and final. Qualifying rounds require a minimum of 4 fences. Jumps at qualifiers should not exceed 90cm in height and 90cm in width. Entrants from shows who do not adhere to this rule will not be accepted. 10. The Final requires a minimum of 8 fences which will include a double and a technical related distance. For Category (a) Fences must not exceed 90 cm in height and 90 cm in width. For Category (b) Fences must not exceed 1m in height and 1m in width. 11. Ponies to be ridden in a Plain Snaffle, Pelham or Double Bridle. Boots are allowed for the jumping phase only, and must be removed prior to the in-hand or Flat Sections. A running martingale is permitted in qualifiers and in the Final but spurs are prohibited. 12. A performance judge must be used at qualifying shows. 13. Ponies will be judged on type, Confirmation, Jumping technique, way of going and action in-hand. 14. 24 CATTLE SECTION (RINGS 6 & 7) CLASSES COMMENCE AT 12 NOON SHARP CATTLE MOVEMENT NOTIFICATION FORM CMMS4 IS REQUIRED IMPORTANT NOTICE TO ANIMAL OWNERS INVOLVED IN SHOWING ANIMALS The Irish Shows Association would advise all Animal owners who have their Animals Insured to have the Insurance cover extended to cover them while showing Animals at the Shows, we understand that it costs very little or nothing at all depending on who you have Insurance cover with. If you are one of the few who don t have cover we would advise that you think about putting it in place for this purpose, it may be worthwhile. The reason for us giving you this advice is to protect yourself in the event of your animal lashing out, and injuring someone or damaging someone s property, if that were to happen, and it is established that your animal was out of your control you may be held responsible, or partly responsible for any Injury or damage caused & may end up paying all, or part of any settlement reached. SPECIFIC REQUIREMENTS - CATTLE Animal Health Status T.B. All animals must come from herds, which are Officially TB free (OTF) (i.e. not restricted), and the herd and relevant animals must have had a clear test within the previous twelve months. No pre-movement test is required for T.B. However, it is recommended by the Department that a 30-day pre-movement test for TB should apply to all Shows. Brucellosis (a) All animals must come from herds which are Officially Brucellosis free (OBF) (i.e. not restricted). (b)certain animals (i.e. females aged 18 months and over and bulls aged 24 months and over) must have passed a test for Brucellosis within the previous 60 days. However, these animals may move to any number of Shows within the validity period of the same 60-day premovement test. Where such an animal(s) is/are being shown repeatedly during successive 60-day validity periods, in the course of a Show season, the animal(s) may be allowed to move on foot of Permit ER 36A during the unexpired portion of a valid test where the animal is under test for the next validity period and the identity card/passport is held by the DVO/practitioner. Identification All cattle must bear two plastic tags with the same number (one in each ear) as issued under the Department s identification system. They must be accompanied by their passports (except in the circumstances outlined in the preceding sub-paragraph). Bulls for A.I. Stations In addition to the T.B. and Brucellosis tests, bulls destined for A.I. stations must be tested for I.B.R. (Infectious Bovine Rhynotracheitis), E.B.L. (Enzootic Bovine Leukosis), B.V.D. (Bovine Virus Diarrhoea) and Johnes Disease, within 30 days prior to movement into such stations. AIM Notification The movement of cattle to and from an Agricultural Show within the State must be recorded on AIM. Form CMMS 4 (available from local DVOs) shall be used for all except animals imported directly to the show (see below). Ultimate responsibility for fulfilling this requirement lies with the Show Secretary. The keeper of the animal(s) should complete sections 2 and 3(a) of the CMMS 4 form while Section 3(b) should be completed by the Show Secretary. Completed forms should be sent to the District Veterinary Office in the county where the Show is being held within 7 days of movement. Imports from Northern Ireland It is very important that any proposal to import cattle to a show is made known to the local District Veterinary Office well in advance so that consideration can be given to compliance with the requirements outlined below. CATTLE

25 Status of Animals Cattle from Northern Ireland being moved to a show must be certified in accordance with the normal requirements for intra-community trade in breeding animals including having passed a TB test (export interpretation) during the 30 days prior to export and a brucellosis test in the case of eligible animals (females and entire males over 12 months) during the 30 days prior to leaving the herd of origin. To comply with eligibility requirements for re-importation into Northern Ireland after the show, cattle must not mix with any cattle of a lesser health status whilst at the show. This can be achieved in one of two ways: (i) either the imported animals are kept segregated fully from other cattle at the show which have not been tested, or (ii) all cattle attending the show must have been TB (export interpretation) within 30 days and all cattle from Northern Ireland attending the show must have been brucellosis tested within 30 days as set out above. Documentation Cattle imported to a show from Northern Ireland must be accompanied by an original breeding animal intra-trade health certificate (known as a TRACES certificate) and a passport for each animal. A TRACES message, corresponding with the TRACES certificate, will be sent for each animal or consignment being dispatched to the show (this will be performed by officials in the dispatching country). For the return journey, this original certificate must be endorsed by the signature of the official veterinarian of the Department at the show, together with the official stamp of the competent authority and date of endorsement. A TRACES message will be sent for the return journey also (this will be performed by Department officials 99).In addition, a non-comminglement certificate must be issued by the official veterinarian for the show at or before return, stating that the animal shows no clinical signs of disease and has not been in contact, during its stay at the show/event, with animals of a lesser health status. The passport must accompany the animal on the return journey also. The Show Secretary should complete a CMMS 5 form in respect of animals imported to take part in the Show. The owner of the imported animal(s) is required to sign the form also when the animal arrives at the Show and provide his/her herd number. Following the Show, the official veterinarian should complete the bottom portion of the CMMS 5 form also confirming that he has stamped the official Health Certificate and that he has issued a Non-Comminglement Certificate. The completed CMMS 5 form should then be forwarded to NBAS Division, Administration Building, Backweston Campus, Backweston, Celbridge, Co Kildare to enable recording of the movement. A carbon copy of the form will be provided for the Show Secretary, the official veterinarian and the herd keeper of the animal(s). CMMS 5 forms are available from local District Veterinary Offices (DVOs) or from the Cattle Movement Notification Agency, Clonakilty, Co Cork. CATTLE

31 SHEEP SECTION (RING 8) CLASSES COMMENCE AT 12 NOON SHARP Department of Agriculture, Food and the Marine March 2013 SPECIFIC REQUIREMENTS SHEEP Identification All sheep must be identified individually with appropriate ear tags issued in accordance with the requirements of the National Sheep Identification System (NSIS). Movement Documentation All consignments of sheep being moved must be accompanied by a completed dispatch document. Individual details of each sheep in the consignment must be recorded on the document. Sheep from non-restricted flocks only can be moved to shows. In the case of flocks restricted following diagnosis of scrapie, sheep possessing the ARR/ARR genotype only may be exhibited. The movement of these ARR/ARR genotype sheep must be accompanied by the relevant movement permit (SCR/10), which can be obtained from the local District Veterinary Office in the county where the flock is located. AIM Notification The movement of sheep to and from an Agricultural Show within the State must be recorded on AIM. This is done using a copy of the owners sheep dispatch document as follows: The owner/keeper presents the signed and completed dispatch document to the show secretary who checks it to ensure that it is completed in full. The show secretary fills in the MART section of the dispatch document with (i) the show number, (ii) the date of the move back to the source holding (iii) stamps it with the show stamp and (iv) signs the dispatch document. The show secretary then forwards the completed pink section of the dispatch document to the local DVO within 7 days of the show movement. The show secretary keeps white copy for his/her records. The source/destination keeper keeps the bottom yellow copy to enter it into their flock register. Ultimate responsibility for fulfilling this requirement lies with the Show Secretary. Flock Register All movements of sheep to and from shows must be recorded in the keeper s flock register. Exports to Northern Ireland All sheep must be accompanied by a TRACES intra-community trade certificate for ovine animals. A TRACES message, corresponding with the TRACES certificate, will be sent for each animal or consignment being dispatched to the show (this will be performed by Department officials of the DVO). Exhibitors are advised to contact the show society in Northern Ireland well in advance of any show to determine the suitability of the show for return of animals (e.g. premises and sheep status), and whether the authorities will have officials and veterinary staff present to supervise and process documentation for animals returning to origin.
