MINUTES FROM THE OCTOBER, 2012 GENERAL MEMBERSHIP MEETING CONVEINED NOVEMBER 5, 2012 Executive Board reports and discussion topics were relayed to the general membership in attendance. New Members Voted In: Greg Myers, John Gerhart, and Alan Roebuck New Membership Applications: Gary Townsend, Shane Dennison, and Steven Dzupin Presidents Report: see below New Business: Archery: New Archery Range Chairman; Jay Bell outlined his initial plans to bring the range back up to useable standards. ATA: Phil Rau updated the membership on status of the newly purchased computers and software to be used during future trap shooting events. Phil also reported the three ATA shoot dates for the 2013 season. See calendar Boy Scouts: no report from Ladd. Troop 1191 will hold a shoot at the chapter facilities on December 9, Caretaker: no report Carnival: no report Equipment: no report Farm and Wildlife: no report Frederick County Sportsmen: Tom Crow reported that the FCS will send out letters to Frederick County area clubs and chapters to assess participation and interest for the 2013 FCS Day that will be held at this chapter. Heart of Maryland: no report, 2012 season is over Hunter Safety: Butch Hartman reported that all the classes schedule are now full to capacity and closed to additional enrolment. International Benchrest IBS: no report IWLA Chapter Delegate: Darren Dimmick gave his overview of IWLA National and local news along with current legislative issues. Kitchen: no report Membership Monthly Shoot: Larry Davidson reported the results from the last shoot and the season final results. Larry plans to hold a 2013 season planning session this coming December 1 st at 9:00 a.m. in the chapter house.

2 Rifle/s: Rifle and pistol ranges are open on Sundays during MD deer season. Larry Davidson reminds chapter members that ALL ranges are closed during Maryland fire arms season for Deer except for Sundays. Property: no report Save Our Stream: no report Scholastic Trap Program: season over Summer League: season over Thursday Night Trap: Butch Duley graciously accepted the position to chair the Thursday Night open to the public program. Tri-State Trap League: no report WEB Master: no report Wild Game Feed: Bobby Barton is working on the events program. Old Business: Floor Discussions and Motions Stick Simmons reminded all members to be careful and aware of their surroundings while hunting this deer season. Stick specifically wants all hunters using deer stands to be aware of the relationship the stand placement is relative to adjacent roads, other stands and dwellings. Both Otis Kirk and Stick Simmons discussed the ongoing issue of missing or stolen Mt. Airy Chapter IWLA assets. Missing chapter property continues to occur. All members are given notice that any and all chapter property found to be inappropriately in any members possession, that member will be forwarded to the appropriate law enforcement agency and prosecuted to the fullest extent of applicable law. This chapter has in place policies and procedures to be used to borrow chapter assets. If any member is in immediate and urgent need of any chapter asset including furniture, cash or food you can contact anyone of the executive board members listed at the beginning of this news letter or contact the equipment or property chairman. The vote for approval or disapproval of the motion for the new Range Safety Officer (RSO) amendment to the bilaws will be held during the November 26, 2012 General Membership Meeting. Approval of the motion will require that ALL members that use any fire arm on any of the ranges located on the property of the Mt. Airy Chapter IWLA complete a one day NRA RSO training course. The approval will also require that all guests of members that carry and shoot a fire arm on any and all of this chapter s ranges sign a waiver o Monthly Highlighted Events: Phil Rau questioned the need to monitor the number of hunters allowed to shoot on chapter property at any one time. Otis Kirk relayed the information to members that the price for trap targets has increased again. ANNOUNCEMENTS Copies of the newly implemented; MEMBER ACKNOWLEDGEMENT OF RISK, RELEASE & INDEMNITY AGREEMENT will be sent out to all chapter members along with the 2013 IWLA membership renewal package. NOTE: Beginning with your January 2013 chapter renewal, you must have signed and returned the agreement to be able to shoot any firearm on the Mt. Airy Chapter IWLA. All guests that carry and shoot a firearm on any and all of this chapter s ranges must sign a copy of the agreement before discharging a firearm. The vote for approval or disapproval of the motion to adopt the new requirement that all members be required to complete Range Safety Officer (RSO) training amendment to the bi-laws will be held during the November 26, 2012 General Membership Meeting. Approval of the motion will require that ALL members that use any fire arm on any of the ranges located on the property of the Mt. Airy Chapter IWLA or to hunt wild game on the property complete a one day NRA RSO training course before the end of the 2013 membership. NOTE: The chapter will conduct four NRA RSO training course during the 2013 calendar year.

When a member brings a guest to a range, the guest s behavior and adherence to Chapter rules are the member s responsibility, and the member will be held accountable for any range violations. It is the member s responsibility to fully supervise his or her guest for the entire time that the guest is on Chapter property. Airy IWLA Chapter property must be reported to the Chapter by notifying a Chapter Officer and completing an accident report. The accident report forms are next to the first aid box. International Benchrest (IBS) CLASSIFIEDS Submit your classified add to: For Sale: Contact Otis Kirk for information about purchasing a chapter owned automatic trap machine. Range Rules 1) Do not lock the gate when you go to the range, just close the gate. 2) Do not block the range road with your vehicle. 3) You MUST have your range badge on your person and displayed. 4) When you sign in you must use your full 6 digit badge number. 5) If you bring a guest you must enter their name. Name should be printed and clearly readable. 6) You must pick up your brass and trash and remove the targets from the backers 7) Only paper targets no larger than 24"X 24" can be used except at yards. 8) On the pistol range, NO SHOOTING CLOSER THAN 10 YARDS. 9) On the rifle range, NO SHOOTING IN FRONT OF THE BENCHES. 10) Willful destruction of the ranges will not be tolerated. Shoot only at targets on the backers. 11) Shell shot only on pattern board Members may have accompanied them no more than two non-family guess on any range at any time. Members must monitor their guess for safety practices at all times when on chapter property. Members are not to be actively shooting while their guess is shooting. Members and guests are to sign in on the range log upon arrival on the ranges and before set up and shooting any fire arm.
