3 BDGC RSO MEETING MINUTES 9/20/2011 Roll Call Barb Sher Adam Howell Kimo Talaroc Phil Erickson John Griffin John Mulhall Brian Pennington Mr. John Mulhall, Chair Call to order at 6:04 pm Pledge of Allegiance Sam Vanassa Tom Ekberg Janice Talaroc Bud Cross Clinton Shaw Mark Downing Mr. Mulhall solicits input regarding any safety issues. Discussion is initiated regarding minors, youth, children and handling of firearms at the BDGC range. Mr. Mulhall emphasized the need to determine the capability of any individual, adult, minor or child to properly hold and manipulate a pistol or rifle safely. Age and physical capabilities must be taken under consideration to ensure safe handling and discharge of rifles and pistols while on the BDGC property. Mr. Mulhall related that he had observed young adults and children who were handling and discharging large caliber handguns and rifles. These individuals did not have the physical capability to hold and manipulate these particular firearms, and, in the case of the large caliber rifle, a positive event was not experienced by the youth due to the recoil of the weapon. Consideration of the shooters ability to place a shot on target, and emphasis for that individual to call their shot must be paramount. Mr. Mulhall reported that the RSO SOP rewrite was complete and would be submitted to the BDGC board for approval. Copies are to be distributed to each RSO. Each RSO will sign for their copy. Mr. Mulhall will maintain a currency list to ensure each RSO has their personal copy. A copy of the RSO SOP will be available in the RSO shack. Mr. Mulhall reports that 7 individuals had completed the NRA RSO class. Mr. Brian Pennington reported researching the Washington State Suppressor law change and contacting the Alcohol, Tobacco and Firearms branch in the Seattle area. The local ATB branch referred Mr. Pennington to the ATF technical branch in Washington, D.C. Neither individual were able to produce a finding regarding allowing legal owners of suppressors to allow other individuals to discharge that weapon. The BDGC Board of Directors will continue to enforce the No Suppressor s allowed rule at the BDGC. This rule applies to all civilians, including legal owners of suppressors. Law Enforcement operations are exempt. Mr. Mulhall reports on the latest Women s Pistol Class had 9 attendees. The teaching methods and firearms used in class were reviewed with adjustments to the syllabus to be applied to the next class. Mr. Phil Erickson reports his interaction with a group of local gun clubs to promote the construction of a large range facility. Mr. Erickson related he was allowed to participate in an observer status only. Mr. Erickson will report to the BDGC Board any future meetings. Mr. Mulhall reviewed the upcoming Hunter Sight in Days event, calendar, and need for additional RSO s. Please contact Mr. Mulhall for further information. There are 6 remaining sight-in-days; October 2 nd will be the only day allowing use of the 200 yard range. Those individuals desiring to use the lower 200 yard range must qualify on the 100 yard range. Qualification consists of placing a 3 shot group within 2 inch grouping. The qualification MUST be observed / witnessed by an RSO. The target will be signed and dated by the RSO, and the shooter. The target will be placed in a file in the RSO shack and retained. Individuals using the lower 200 yard range must show their qualification target to the on-duty RSO for access to the lower range. Individuals will be qualified for a specific rifle and ammunition caliber. Individuals must show competency with each individual firearm and caliber to be used on the lower 200 yard range. 3 4

4 Mr. Mulhall reviewed the approved ammunition and firearms for the pistol, 100 yard rifle range and the 200 yard rifle range..17 caliber rifles are to be used on the 100 yard rifle range ONLY..22 caliber rifles are allowed on the pistol range,.17 caliber center fire or rimfire are NOT allowed on the pistol range. Use of.17 caliber rimfire ammunition on the 200 yard range is being investigated. Mr. Mulhall will advise the RSO group whether.17 caliber rimfire is approved / not approved for the lower 200 yard range. Mr. Phil Erickson initiates discussion regarding removal of the 75 yard berm on the 100 yard rifle range. Operations safety regarding ricochets and bullet placement was reviewed. The material from the 75 yard berm will be redeposited to protect the 100 yard rifle range light and the inground target stand holders. Mr. John Griffin would like to express his thanks to those individuals who worked during the latest Hunters Education Class. Also, Mr. Griffin requested range time on October 25 th for the Hunters Education program. Mr. Griffin would also like to confirm the availability of an RSO for that time period. Mr. Mulhall reports the United States Air Force has expressed interest in using the lower 200 yard range. Additionally, Mr. Mulhall reports a commercial filming operation would like to schedule time at the club for their activities. Black Powder operations were reviewed. Hang fires and the use of compressed air to remove the bullet from the bore were reviewed. A caution note was mentioned to those RSO s present that the bullet could depart the muzzle at high velocity. Care should be taken for muzzle placement during this event. Mr. Mark Downing, BDGC President, advised those present that a theft had occurred in the parking lot the previous Wednesday. Mr. Downing advised locking all vehicles and to be observant for any suspicious activities. Meeting adjourned at 7:05pm. Guests: None Reading of minutes waived: Motion to accept minutes of previous meeting approved by first and second Treasurers Report: The Black Diamond Gun Club is solvent. Committees Reports: Mark Downing - Ladies restroom renovation, work continues should be completed by the end of October. Sight in days will continue for the next 3 weekends, through October 9 th. John Mullhall, the revised S.O.P. s have been completed and are to be reviewed and approved by the Board. A vote will be made at the next Board meeting. Janice Talaroc has added a section on gun stoppages, malfunctions and black powder. Once approved, copies will be made and distributed to RSO s Committee and Board members. Bob Ballard asked the Board to comment on the status of the new Trap machines. The brand currently under consideration is Pat Trap. Submitted 9/21/11 Brian H. Pennington 5 6

5 Jim Forczek Discussed Continental practice dates. Jim suggested that the BDGC establish dates ASAP so we can align the calendar prior to the First January Continental shoot. The dates chosen are December 4 th and 18 th. The shoot dates will be January 15 th and29th. Jim suggested a basic shotgun shooting course be developed in the interest of promoting safety on the trap range. Many comments and suggestions were made on how, who and when the course would be administered. No decision has been made at this time, the subject was tabled for future discussion. Cork Carpenter - A discussion on purchasing camera security for the trap and pistol/rifle range. Two bids are being prepared One from CSS inc. the other from Rainier Communications. The club received 50 free cases of Clays from Caldwells in consideration for all of the broken Clays at the August PITA shoot. Bill Davis advised that the list of current RSO s is outdated. Laura Ballard has a current list and will provide the update. Meeting 8:20 pm. The holidays are coming. When you are thinking of gifts for the sports oriented person in your life, there are gift cards available at the clubhouse. Closures are listed on the monthly calendar and in the section titled Range Closures. It is best to check in both places for closures. Sometimes the phrase Range Closed is omitted on the calendar due to the limited space in the individual calendar date blocks. The club is always closed during Law Enforcement agency use. Note that the rifle/pistol ranges are closed for shooting during the Continental League and PITA shoots whether it is listed on the calendar or not. This is a courtesy to shooters paying entry fees and shooting for trophies. Please check the Range Closure section for all scheduled range closures. If you mistakenly remove the Range Closed sign at the gate, please replace it immediately.
