1 BELVOIR BOWHUNTERS NEWSLETTER Issue 101 May 2002 CLUB MEETING ON WEDNESDAY 8 MAY 2002 The next club meeting will be held in Classroom 7 at Tompkins Basin at 7:00 PM on Wednesday, 8 May. Agenda includes a mini-clinic on bowfishing, so dig out your waders, trolling motor, and fishing arrows, and get ready for the carp & gar tournament. This month s word is plains! Staying On Target Belvoir Bowhunters President BOB FOSTER In March our membership voted to approve supporting the implementation of a Quality Deer Management (QDM) program on Fort Belvoir. Shortly thereafter Mr. Rick Atchison, President of the Fort Belvoir Hunting Program Council, briefed Colonel Kurt Weaver, the Garrison Commander, on the benefits of implementing a QDM on Fort Belvoir. At the conclusion of the brief, Colonel Weaver directed that a task force be chartered to review the issue and provide him with recommendations. In response to Colonel Weaver s guidance, a QDM Task Force has now been chartered. Mr. Jerry Simms, and Mr. Dan Lovelace (all three from the Virginia Department of Game and Inland Fisheries, or VDGIF), Ms. Kim Mills (Deputy Director DPCA), Ms. Karen Bacorn (Morale, Welfare and Recreation Program Manager), Mr. Earl Hodnett (Wildlife Biologist and Chairman of Fairfax County Deer Management Committee), Mr. Richard Atchison (President Fort Belvoir Hunting Program Council, and myself (representing the Belvoir Bowhunters). The task force has been asked to perform the following duties: (1) review VDGIF s QDM program guidance, (2) review portions of the Fort Belvoir Integrated Natural Resource Management Plan that are pertinent to QDM, (3) review regional impacts on QDM Update This Month BUILDING A HUNTING DATABASE based on the information gathered, make a recommendation as to if QDM is appropriate and what QDM actions should be incorporated into Fort Belvoir s hunting program. The first meeting of the task force will occur on Wednesday, 8 May At that time, the VDGIF representatives will provide a briefing on their recommendations for a QDM program. Task force recommendations are to be incorporated into a decision brief by 23 May, which is to be presented to the Garrison Commander not later than 30 June I will be providing an update on the first meeting of the task force at our next meeting, which also happens to fall on 8 May. I will be asking for your views at that meeting, both on input to the task force defining our expectations of QDM program, and on major issues, so I hope to see a good turn out and lots of spirited discussion. I must admit that I much preferred eating crawfish and playing in New Orleans to the past meeting, though! However, I will indeed miss not sharing the pig with everyone at this coming weekend s event. I hope everyone has a great time (or had, by the time you get this). Before getting into activities and whatnot, I d like to take a moment to give a huge thanks to club member Mike Pestilli. Mike has been taking time to revamp our website and make it easier to navigate, as well as update information to make it current. As my available time has diminished, so has our site. Mike has made some great headway, and this is really going to look great when he completes it. This is no easy undertaking, and I cannot say thank you enough for his endeavor. If you use our site, you might want to thank him for the work he s donating to the club! Last weekend we taught a WITO event in Winchester and had well over 80 women attend the event. At least four of the twelve in Archery plan to buy a bow. Three of the six in Bowfishing want to try the sport for real. These are indeed great events to spread the disease. If you know a woman that Continued on Page 6, Col 1 Range Warden Report CHARLIE SHUPIENUS It never fails: bone dry for months, and when you least want it, here comes the rain. At this point in time, our favorite weather forecasters are calling for rain on Sunday Pig Day. The only hope is that, as usual, they haven t called it right so far. So why start now? Regardless, we ll be there is full force. If nothing else, we can sit under the tent and enjoy Dave and the boys fine fix ns. (News Flash: it poured!) Speaking of rain and storms, I did a walkthrough of the practice range and walk-through range and we came through the recent storms in fine order. Just a few limbs and branches down on the trail, with no major damage similar to what we experienced last go around. Stan and Tom s work on the stream flowing through 3-D positions 2 through 5 has paid off with no major damage or back-up in this area, but still plan on getting your feet wet going to and from the animal positions. Just received an from Stan, and he had to change his trip plan a might. Of all things, the snow coming across the plains caught up with him. He was forced to hole up with one of his relatives en route to Washington State. Where was the snow when we wanted it during last hunting season? I told him he should have taken the southern route, Deep South, that is. 3 Secretary Treasurer Report DIANNA EILAND The monthly meeting was held on Wednesday April 10th, 2002, at Tompkins Basin, Ft. Belvoir. All officers were present except for Vice President Kevin Cobb and Secretary/Treasurer Dianna Eiland. President Bob Foster opened the meeting by recognizing new members and guests. He then asked for officer s reports. Activities Director Brent Pack, reported briefly on the results of the cleanup day sponsored by the Post. He also reminded the members of the upcoming 3D shoot and pig roast on 28 April. Finally, he noted that the club address had attracted an invitation to book Kansas whitetail hunts from a guide there. A discussion ensued regarding the potential value to members of establishing a library of comments by club members who book hunts with guides and outfitters. Others could benefit from our experiences, and Bob Foster indicated an intention to begin such a library. Publicity Director Dan Van Gundy appealed to the membership for articles or stories as we move into the spring turkey season. Articles about hunting experiences on Ft Belvoir are especially welcome. Charlie Shupienus, Range Warden, thanked the membership for the assistance setting up and tearing down the 3D course on 23 March. He said a total of 33 archers participated in the shoot despite the cold weather. He encouraged all who would be available to assist in setting up the next 3D shoot on the 28 th. The work party will begin at 7AM. Charlie also informed us that he was putting together a new order for club jackets. So far, he has received two requests, and he ll need four more before he can submit an order. Finally, Charlie noted that he had heard from Stan Parmentier, who was in Tennessee for the induction of his daughter into the State athlete hall of fame. While in Tennessee, Stan took part in a hog hunt and got his pig. Sergeant-at-Arms, Tom Breese, who manned the BBQ pit, cooking the lunch at the past 3D shoot, thanked those who helped for their support. Tom also reminded the membership of the pig roast preparations, which were to begin on the evening of the 27 th. He invited all who would like to join him and several others in the all-night roasting. Finally, Tom reminded us that he had club-owned hunting videocassettes available for rent. In general discussion, Paul Vogel announced that registration for the June NFAA shooters school was underway. Nine had signed up, and one more was needed for the course to take place. Cost is $250, and for an additional $25 an advanced level coach certificate could be obtained. Robin Vogel reported on the results of the State 3D tournament at Sherwood Archers. Belvoir Bowhunters did quite well at the tournament. Kay Core took first place in Bowhunter Free-Style (Female); Paul Vogel won in the Traditional class; Robin won Traditional (Female). Hank McGhee took 1st in the Pro Division, and Jessica Musser took 2nd in BHFS(F). Robin said our youth shooters did very well also. Bob Foster noted that at the Virginia Bowhunter Association Award Dinner, several Belvoir Bowhunters had taken awards. Paul Vogel won first place for the biggest buck, while Blain Hedges took third place. Blaine also placed second for the largest doe by weight. Tom Howarth received first place for the largest gar taken while bowfishing. Bob Foster announced that COL Williams, who will succeed COL Weaver as Installation Commander, was in attendance. COL Williams stood to be recognized and was greeted warmly by the membership. Bob then reported on the results of the written balloting on the question of support for a quality deer management program on Ft Belvoir. The club s members voted overwhelmingly in favor of instituting QDM on Post in some form. Bob said that COL Weaver had been briefed on the results of the Post s deer harvest over the past four years and upon completion of the briefing had ordered a study to determine how to implement a management program. Bob indicated that Belvoir Bowhunters would be represented on the study committee. He indicated that the thorniest issue could be how to treat inadvertent violators of harvest restrictions that might be required under a management program. Bob noted that the problem of daily access to the Post for hunters needed to be addressed, and he stated he would send a letter to the PMO requesting that qualified hunters who are non-dod affiliated be issued temporary permits for the duration of the spring turkey season. Finally, Bob said only two persons had signed up to hunt the first Saturday of the season. He encouraged the membership to take advantage of the improved turkey hunting opportunities on Post. Davey Hesaltine gave a short presentation on turkey hunting techniques, sparking lively discussion and participation by the membership. Dan Van Gundy announced that Kevin Brown had won five tickets for first finding the secret word in the newsletter. The prize ticket sales earned the club $60 and $27 for the Christmas donation fund. I have had good intentions to get out there and try this for the first time in my life, but work seems to have taken every Saturday I have lately. Maybe after I retire from the Military I will find the time to give it a try. Man, can this year move any faster? We are not far from the Carp shoot on 1 Jun 2002, so get your fishing bow ready. I have not taken part in this event so I don t know what to tell you about it. I have been in contact with Dave King of the Belvoir Marina. The good news is that we have 6 boats with trailers, paddles, and floatation devices available for rent at $10.00 per boat. The bad news is that there are NO MO- TORS available for the boats, gas or electric. So if you have a boat motor available, we will have 6 boats available on a first come first serve basis. We will take reservations for the boats at the May meeting, so if you intend to rent a boat for the tourney, come see me at the meeting. The entry fee is $10 per person for the Carp/Gar shoot with the proceeds to be divided up among the winners. Anyway, I am really late with this article so I will have to make it brief. I am crossing my fingers that the weather will hold for the pig roast/3d shoot, and have just got my bow sight back from the manufacturer. I will be spending the morning tomorrow sighting in my bow. 5 Sergeant At Arms TOM BREESE Here we are with turkey season in full swing. I have had a good hunt down in Southampton County with some good friends. No turkey, but a good time talking with the birds and lots of wonderful memories. There is still time to score on a bird, and you can bet I will be in the woods a few more times before the season ends. I know several of the club members have been after birds, and I am looking forward to their tales of success and woe. When you enter into the woods try to remember safety first. We want to see you for many more seasons to come. The pig roast is on track so far, thanks to Charlie, Davey, and Hollywood. Thanks also to Jim Moore. We are looking forward to seeing everyone. By the time you read this; the shoot and roast will be another memory. I sincerely hope many of you are a part of it. Talking with the outdoor recreation staff, I have learned the turnout for the base turkey season has been light. The birds are talking, and the archers that have taken the field have had chances. Turn out and support the effort on base you may score, and you are sure to have fun. Good Luck, Godspeed, and Good Hunting! Publicity Director DAN VAN GUNDY Spring has sprung, and the turkey season is underway. In Virginia, it will end on 18 May, so hopeful bowhunters still have a week or two to call in a tom on Ft Belvoir. With the passing of the brief turkey season, our fancies no doubt will soon turn to preparations for the main event, the fall deer season. We ve already held two indoor shooting events and two 3D shoots. Later this month WANTED FOR BOWFISHIN AND STUMP SHOOTIN Recur ecurve Bow Recurve Bow is of average height. Pulls at about lbs. Has sound constitution, but can be ugly. When last seen, was hiding under dusty cover, and reportedly not active. If this varmint is hiding around your homestead, turn him over to Boat Captain Charlie Martens for a small reward. Cap n Charlie can be reached on the new fangled telephone at number (18 May), we ll be holding our field archery shoot this year. Each of these club shoots has provided the opportunity to keep our skills from deteriorating too much over the winter. Now that the weather is beginning to cooperate, it s time to really become active in preps for fall. If you plan to introduce some new equipment into your hunting tackle, now is the time to get it properly fitted and tuned. Take advantage of the tremendous wealth of experience our club s membership possesses by seeking advice and assistance in setting up a new rig. If you need to replace a bowstring, the Archery Center even has a bow press, which is available to qualified users. Another spring possibility may be renewing a lapsed quiver tag. While it lasts, we have a high quality opportunity here on Ft Belvoir to hone our skills on a variety of excellent indoor and outdoor ranges. The fees for the quiver tags help the post offset the costs associated with running these ranges. And if you are increasingly out on the ranges, consider volunteering for a club work party to maintain and repair the ranges. Range Warden Charlie Shupienus will gladly enlist anyone who wants to join him for range work. Now, in the period between hunting seasons, is the best time to take the big steps, like buying and mastering a new compound, or finally scratching that itch to try a traditional bow. You ve got four months to practice before qualifications begin in August, so there s no better time to make your move if you re so inclined. As always, there s plenty of expertise in the club to guide your choices and to provide some initial coaching. It s not too soon to start thinking about bowfishing. The best carp bowfishing will occur around now when the fish are spawning and are most easily hunted. Check with some of our club experts for their estimates of the peak season. If you try it, you ll like it, and of course you ll be ready to tear em up during the club s annual carp and gar tournament on June 1st. Remember also that the VBA recognizes the largest carp and largest gar taken each year at their annual Awards Banquet. Finally, if any of you would like to use the newsletter to buy, sell, or trade bowhunting gear, send me your specific information, and I ll revive the newsletter s dormant For Sale feature. Send me your copy at the club s address or to the club s Post Office Box (see the back page of the newsletter for the address). Giving me a phone call as a heads up would be a good idea, too! Let me direct your attention to the commentary in the newsletter provided this month by Lennie Eubanks. Lennie is also a member of the Ft Belvoir Hunting Program Council and has broad knowledge of deer management practices. Speaking of bowfishing, June 1 st is just right around the corner. Start getting your gear in place for this event. More information will be in Brent s article, but if you haven t tried this before, please come down and join us. You will not be disappointed! It is great fun. Especially when the carp and gar are cooperative! May Field Round Tournament Come join us May 18 th for a Field Round Tournament. For those new to the club, this event is much different than the 3D events we host. You will shoot four arrows at each target butt and go through the range twice. It is a fun day! Also, here s your chance at that elusive 80-yard target! I m not sure which tree limb my longbow must point at to hit that thing! Probably a cloud! NWTF Banquet After enjoying our May tournament, or spending the last day of turkey season in the woods, come on out to this year s National Capital Area Chapter (NCAC) National Wild Turkey Federation (NWTF) Banquet. It will be held on May 18 th, at 6pm at the West Park Lions Club in Manassas. If you have any questions or desire to purchase tickets, you can contact the Chapter President, Linda Layser, at (703) or me. Jakes Event If you re looking for opportunities for your children to enjoy and partake in the outdoors, this event will definitely be a great opportunity. The NCAC of NWTF is sponsoring a Jakes event on June 2 nd at 8:30am to 4:30 pm. It will be held at the Izaak Walton League Park in Centreville. The cost is $5.00 per child, and the planned activities include: Survival, Nature Sessions, Hunter Safety Trails, Fishing, Archery, Air Rifle, Shotgun (12 17 yrs), Dog Training Demonstrations. If you have any questions, you can again contact Linda Layser at the number above or me. I ll have forms available at the next meeting if you would like one. I hope those that took advantage of the turkey season on Belvoir did well this year. Congratulations to Andrew and Blain for taking those bucks, to Tom for missing cleanly, and to his dad for teaching him the way. Horace & Blain - great stories; good job. In the February newsletter, and at the meetings since, we got doses of the new President s (Bob Foster, not Dubya) energy and vigor. Jeepers, how can that guy sit still in a deer stand long enough for the sun to finally come up or a deer to appear? Good stats and understanding of the deer dynamics, Bob. And there s nothing like having your own judge (Dianna) along to keep every discussion and vote legal, and, on (your) schedule. She is good: keep her. Edited for the Web On the subject of statistics: Bob, can you give us this one? For each of the past 4 years, and cumulative, how many hunters killed deer and how many of each (doe/buck) did each of those hunters take? May do that one by name or number, if each hunter kept the same number each year. Don t know how you did it in the old days. I wish you well and hope you can get the majority, and post management, to understand the quality deer opportunity we have and how painless the transition can be if all will cooperate. 6 Soon, the post will be developing rules for upcoming hunting seasons. I hope they evolve in a way that makes all club members happy. Whether you know it

7 or not, RICK ATCHISON has invested a ton of personal hours over the past year working in your behalf, as the Chairman of the Ft. Belvoir Hunting Council. He deserves a medal from the club (and the post) for the even-tempered, insightful leadership he has demonstrated. Every one of you/us with opinions has a capable listener in him. It has been a pleasure for me to work with him for the past year; I wish I could have done more (and hope to do so in the future). My admiration and best wishes, also, to all of the other Council members (Blaine Hedges, Kim Mills, Karen Bacorn, Clint Horton, Mike Hudson, John Peeler, Debra Strickland, Dianna Eiland, Dan Van Gundy, and Kay Core, Bob Foster, and the related post staffs [Chuck & Ski, etc]. They supported YOUR cause long after the mass of club members stopped attending council meetings. REMEMBER, as the new hunting year arrives, we just hunt and offer suggestions; we do NOT make the hunting rules here. Those are set by the post managers and they apply to all hunters, whether members of this club or not. In the future, if they continue TDM, implement QDM or NDM, we abide by their rules or we pack. Regarding our recent discussion about the future of EPG (probably a moot point), I searched my ethics manual and did not find where it said hunters should run a free-fire zone if they think they are about to lose a(nother) hunting pasture. To do so flies in the face of the adage that good hunters always leave a place in better condition than they found it. I think it would be a large negative blot on our reputations if future stories cited scorched earth: see Belvoir Bowhunters Club. I bet Tom s daddy would not have stood for it, nor would I want to report it to him as happening on my watch. Good ethics are what one practices when he is hunting alone, not boasting about in a bar. I would rather see us lose that area NOW than hear that [some of] our members went there and killed every deer they could just for spite. The koolest new product I saw this year was the Bloodhound tracking light, which I did not need but liked. It is a small Coleman-lantern style light, with a burning mantle and a 6-inch caged reflector (about the size of an older round headlight), powered by bottled propane (the base), hanging from a handy, comfortable handle. It has a built-in (flintstriker?) starter and will run for several hours on a small bottle of fuel. Will report more when I get a chance to trail some blood [in the dark]. Funny, in 2001, all of my tracking jobs (includes associates and guests) were morning or mid-day. All of the bucks arrowed in the evening went less than 10 yards. (In 2000, it was a much different story - - long trails in the dark, with failing batteries.) Friend Sam did have one run out of sight, but that one went 45 yards through the heavy brush and literally fell with his head in the ranch road Sam had to walk to the truck. His other buck dropped in its tracks. Larry Stafford punctured a buck at a staging area and the buck did not know he was hit. He quickly sniffed out 2 more does (they did not know it either) about 15 yards away before returning to the point of initial impact and folded. Net 161, 5x5, 31 yards yeah, with a quiet Mathews and Thunderhead. This is a sad turkey season for me. Had hoped to go to the Midwest and listen to bird music but job stress has not allowed it. And, perhaps my heart is not all in it: five of my southern hunting mentors have left me recently. Donnie died a few years ago of Lupus; Cecil died in June following a stroke; Woodrow and Uncle Bob went within a month of each other last fall both of worn-out hearts; and Uncle Jim [we called him Cecil, too] lost his battle to ALS (Lou Gerhig s disease) last Sunday night (April 21). They were all southern gentlemen of highest ethical order, dedicated mostly to turkeys, quail, and quail dogs, and I will miss them dearly. I wish I could account for the miles those men walked in pursuit of their favored traditions, and for the birds they encountered. Wow, that was a lot of covey rises and double-gobble hairraisers. Friend Brad in Nebraska did get a nice gobbler with his Martin last week and is guiding his son this week, the latter home on leave from the Air Force. I wish them the best, as it should be when hunting with your kids. I fear that those numbers are all too indicative of what we are all facing - - one young hunter, one in the middle, and one in his prime to try to carry on for the five who have gone on. No wonder the DNRs are looking for other sources of future funds. SO, take a kid hunting; take him/her and let them have FUN; let them plink all they want to so they will want to do it again, and again, and again. If you take them fishing, remember that kids need to catch NUMBERS of fish, not a few big ones. Wow, enough rambling for this time. I wish you all good times outdoors. Lennie 4/24/02 7

8 Because we want this library to suit the needs of the members, we d like to solicit your ideas about what the database should contain and how you d like to see it orga- building ING A HUNTING RESOURCE CE LIBRAR ARY At the April club meeting, President Bob Foster raised the possibility of establishing a library of hunting experience. This library would permit members interested in caribou hunts in Canada, for example, to read what other members, who have gone on such hunts, had to say about the their outfitter or guide service, the air transport service, the quality of the hunt, difficulties experienced, etc. In this way members would be better informed when they book a hunt and prepared when they set off. In order to make this work, we will need to build a body of knowledge about our personal hunting experiences. In the coming weeks, we ll be discussing ways we could construct a database. We ll be looking at several possibilities, including the option of putting a searchable database online at the club s website. Alternatively, we may decide to keep the data off-line, but available to members either in hardcopy or digitized form (CD). nized. Also, if you have experience building a database, perhaps you d like to become involved in designing this one. Your inputs are important if this project is to have value, so send your suggestions to the club address, or you can call or write one of the officers. * * * 8

Tomkins Basin/Pohick Bay Registration begins at 0630 Start time: 0700 hours End time: 1400 hours Cost per team: $10 per person Boat rental fee: $10 (bring you own motor) Awards: Biggest Fish: $5.00/person side entry 50% for Largest Carp 50% for Largest Gar Team Awards for Heaviest Five Fish 1st: 50% 2nd: 30% 3rd: 20% Rules: Heaviest five fish wins. Tournament ends at 2:00PM sharp; boat must be landed. One fish deduction for each minute late. Weight Master will assess penalty. If a team is 15 or more minutes late, it is disqualified. Damage to rental boats is the responsibility of the team. Teams must take care of their catch following the tournament. Big fish will be judged by length from nose to tail using Virgina measuring rules. If no fish are landed, the pot goes to the Belvoir Belhunters treasury. 9
