Maryland State Report: Pavement Preservation Activities 2009 November 3, 2009

Overview Background and Current Issues ARRA Key 2009 Accomplishments Going Forward

Beginning of 2009 Essentially no preservation program Mission of Pavement Management unclear No understandable way to quantify benefit of treatments

Beginning of 2009 No policy/guidance of when/where to place preservation treatments Pavement Preservation way off radar in Districts New Pavement Management Software

Preservation Recommendations NCPP assessment in 2007 Provided several recommendations now being implemented NCPP

Accomplishments

(1)Created Pavement (1)Created Management Strategic Plan Pavement Management Mission: Provide a decision support system to effectively & efficiently preserve the pavement network.

OBJECTIVE #4 System Preservation Philosophy: Implement a System Preservation philosophy Move away from worst-first project candidates Include pavement preservation techniques.

Issue We have this Benefit target to achieve Benefit difficult to describe Not well understood, therefore not well utilized

Defining Benefit How many years are restored when a preservation treatment is placed? How do you determine when road has zero--life? zero These questions have been answered.

Defining Benefit Trends: Functional Classes have distinct trends in how zerozero-life is determined Higher ADT roads held to higher standards

Defining RL Urban Roads: 0-Year Functional Class IRI FN Crack Rut Minor Arterial Major Collector Minor Collector Local Principal Arterial Interstate Principal Arterial Other

Issue: No policy or guidelines of WHEN to fix a road, or appropriate fix(es) Subjective rather than Objective Accomplishment: Developed comprehensive spreadsheet Easy Easy--to to--use decision tree under development

Historically: Pavement preservation way off radar Brought NHI Course Pavement Preservation to Maryland in March 2009 Included Pavement Designers, Pavement Management, Chief Engineers office, Districts Significantly increased awareness among decisiondecision-makers

Historically: Pavement preservation way off radar Recently approved FY 11 program: Total Construction Budget about 20% of normal Now: 60% of budget designated towards Pavement Preservation Previously: only 5%

Pavement Management Software Previously Generic targets with no emphasis on pavement preservation Optimized on ride quality only Now: implemented Roadcare Roadcare from ARA

How do we emphasize pavement preservation? Pavement Design work with Districts to determine best mix of candidates and specific fixes and emphasize pavement preservation Keep open mind for pavement preservation, as opposed to all overlay, all the time
