Bid Submittal Each qualified bidder is required to submit pages four (4), five (5), and six (6) of this document. The bid must be signed by the person submitting the bid, enclosed in a sealed, legal size envelope and marked on the outside SALE OF SURPLUS INVENTORY. The bid OPENING DATE is Tuesday, November 27, 2018 at TIME: 1:00 P.M. (EST). Bids will be received by mail or hand delivered to Colby Siskavich at the Business Office no later than the time and date indicated above, at the address noted below. All bids will be dated and time stamped with the official time by the Business Office upon receipt. Any bids received after this stipulated time will be returned unopened. Late Bids Bids received in the Business Office after the submittal deadline shall be returned unopened and will be considered void and unacceptable. The BOCES is not responsible for lateness of mail, carrier, etc. and the date/time stamp in the Business Office shall be the official time of receipt. C. Altering Bids Bids cannot be altered or amended after submittal deadline. Any interlineation, alteration or erasure made before opening time must be initialed by the signer of the Bid, guaranteeing authenticity. D. Rights to Accept or Reject The BOCES reserves the right to reject any or all bids, in whole or in part, to waive any and all informalities, and to disregard all non-conforming, non-responsive, or conditional bids. E. Terms of Sale 1. Surplus inventory for bid is being sold by the Each or in Lots in As Is condition in its current location. 2. The successful bidder must pay for their purchase in cash or by a bank certified check upon or before removal of inventory from the BOCES Plattsburgh, NY premises. 3. The successful bidder shall, at their own expense, be responsible for the pick-up and removal of their purchase from the BOCES Plattsburgh, NY school property within 10 days of being awarded the bid. 4. The sale will be without regard to race, color, religion, national origin, sex, age or marital status. F. Payment Schedule % of accepted bid price plus sales tax (8%) upon or before removal of item(s) from school property. G. Inspection Items for bid are available for inspection between the hours of 9:00 A.M. to 2:30 P.M. on Tuesday, November 5, 2018 through Monday, November 26, 2018 any day school is in session. Other Should the successful bidder default BOCES reserves the right to award the to the second highest responsible bidder should it be determined to be in the best interest of the BOCES Award shall be to the highest and/or best evaluated bidder(s) meeting all specifications and conditions and subject to all other provisions of this invitation to bid, on an individual basis, on a group basis, or on a total basis, whichever is deemed to be in the best interest of the BOCES. Should two or more bidders submit the same bid price, the award will be determined by lottery drawing. BOCES does not guarantee the condition/operation of the equipment listed. The BOCES does not discriminate on the basis of sex in the educational program or activities which it operates, and it is required by Title IX of the Educational Amendments of 1972 not to discriminate in such a manner.
