Roberts, Highway Administrative Assistant (*Attended a portion of the meeting) Chair DeGroot called the meeting to order at 8:30 a.m. MINUTES MOTION: SUPERVISORS BUCHMAN/CLEGG MOVED TO APPROVE THE JANUARY 23, 2017 MINUTES. MOTION CARRIED. RESOLUTIONS/ORDINANCES HSW.12 Director Van Straten explained that the resolution requests annexation of the remaining solid waste campus into the Village of Little Chute from Grand Chute. A presentation was recently made to the village providing an overview of services offered by the department, as well as continuance of fire, water and leachate services by the Village of Little Chute. It is important that the village assure continuance of services for planning the northwest landfill. There is a parallel process required by the DNR to negotiate host fees with municipalities located within a 1,500 foot boundary of the landfill which includes City of Appleton, Town of Grand Chute and Village of Little Chute. The DNR is expected to give a favorable opinion on the northwest landfill in 18 to 22 months before a plan of operation is developed and a leachate agreement is settled. Planner Homan explained that Little Chute has been working on the petition. After it s approved, it will be submitted to for state, City of Appleton and Grand Chute for review. If there are no issues, approval is expected in the spring. Vice Chair Hagen asked if the Dog Park will be affected. She understands that Grand Chute has potential for a dog park on the west side. Chairman DeGroot advised that the Parks Department is working on a new dog park site, but the existing park won t be affected for about 10 years. MOTION: SUPERVISORS BUCHMAN/VANDEN HEUVEL MOVED TO APPROVE DRAFT RESOLUTION. HSW.12 TO AUTHORIZE SUBMITTING A PETITION OF ANNEXATION TO THE VILLAGE OF LITTLE CHUTE FOR 13 COUNTY-OWNED PARCELS. ROLL CALL VOTE: McDANIEL, AYE; CLEGG, AYE; DE GROOT, AYE; BUCHMAN, AYE; AND VANDEN HEUVEL, AYE. MOTION CARRIED. APPOINTMENTS None PUBLIC PARTICIPATION - None HIGHWAY COMMISSIONER S REPORT Project Updates Old CTH P/VanPatten Bridge - Commissioner Steingraber introduced Bridge Foreman Ron Gerstner who is in

2 Page 2 charge of such duties as bridge construction and maintenance, traffic control, concrete repairs, etc., as well as removal of the Old CTH P/Van Patten Bridge. When CTH P was realigned in the 1970's, the Van Patten s continued to use the bridge in their farming operations. Bovina Town Chairman Alan Van Straten questioned the ownership of the bridge a few years ago and staff determined that Outagamie County did not transfer ownership of the bridge. After reviewing whether any local organizations were interested in assuming ownership of the bridge an application to remove the bridge was submitted to the DNR and historical society. Seven contractor's bids were received to remove the bridge and Pheifer Brothers was awarded the contract. Removal of the bridge started last week. Foreman Gerstner provided an update and shared photos with the committee. CTH ZZ The jurisdictional transfer resolution is on tomorrow's County Board agenda. The Town of Buchanan has approved the jurisdictional transfer, but hasn t made a decision about wider shoulders yet. Outagamie County s policy indicates that Outagamie County will pay for paving one-half of the shoulder width. Right of way on the south end of the CTH ZZ project will be complete this week. Staff will continue with acquisitions on the north end starting tomorrow. Utility coordination continues. Vice Chair Hagen explained that she has been invited to the Buchanan Town Board meeting tomorrow as Chair of the Greenways Committee to talk about advantages of wider shoulders on CTH JJ and how much the community has enjoyed it. CTH JJ Right of way acquisition is complete and crews are relocating Petersen s compost piles. Concrete pavement bids are due in this week. Utility coordination continues. CTH CA (College Ave) OMNNI has started survey work. Good conversations were had with Grand Chute and Greenville officials, who have agreed to pay for some of the amenities as well as assume future maintenance of those amenities. STH 15 Hortonville Bypass According to Governor Walker s budget proposal the project will stay on schedule, which is good news. Staff will work with Hortonville and Hortonia on the jurisdictional transfer of existing STH 15 and CTH TT. CTH A (Mayflower Road to STH 47) Right of way acquisition is scheduled to start this year. CTH OO & STH 47 Vinton Construction is scheduled to start construction of the roundabout the first of June. County crews will work on storm sewer rehabilitation, traffic signal upgrades and the asphaltic pavement overlay along CTH OO west of STH 47. CTH CE Traffic Study Recommended improvements are expected soon. Long range recommendations will be included in the CIP. Staff will meet with municipal officials to discuss any potential opportunities to partner on improvements. CTH U Ayres Associates has been hired to design the project. WisDOT Rural Mowing 2017 will be the second year of this pilot program. Staff is talking about financials and preparing the summer plan. Budget Review Staff is looking at any 2016 balances and what is planned for Personnel Matters Jon Milheiser has been offered the Equipment Facilities Superintendent position and he is expected to start those duties on Monday, February 20. Equipment Operator III candidates will be interviewed for an opening this afternoon.

3 Page 3 Training The Paving Foreman and Paver Operator will attend paver training in Arizona March 21st to 24th. They will then setup training for the remaining paving crew members, as well as review 2017 plans. Funds will be budgeted in 2018 to send two other crew members for that training. Commissioner Steingraber is scheduled to attend Wisconsin Concrete Pavement Association training later in the week. The construction crew is scheduled for various training including GPS, surveying, etc. so they re ready for the season. Commissioner Steingraber and Superintendent Nejedlo are currently attending LEAN training. He is looking to have two other employees trained next year. A few staff members will attend Weed Spraying training offered by UW Extension in February. Staff will continue to train on work zone traffic control. Salt During the recent ice storms chip/salt and sand/salt mixtures were used to conserve salt. A lot of the counties in the state have gone over the allotment for this time of year. Outagamie County recently acquired another 1,000 tons of salt from a different vendor. Other salt conserving measures are being discussed with operators. WCA Conference - Vice Chair Hagen explained that she learned about increases in the budget for local roads. But legislators feel that the Governor shouldn t have taken so much from the large projects for local road programs. Commissioner Steingraber advised that legislators seem to be in favor of increasing fees for roads, however the Governor appears not to be. Other large state projects will suffer if the local shares increase. Intersection Safety Review - Engineer Rowell shared the process that is used for recommending intersection improvements. He shared the Noted Intersection Crash List, which shows about 35 intersections on the county highway system that are flagged. They are flagged because they have met a certain criteria such as increased traffic, increased crashes, etc. Most of the noted intersections are within the urban areas such as along CTH OO and areas that are emerging into the urban area such as CTH JJ. There are concerns that most of the funds could be used in the urban areas and not in the rural areas. One rural intersection that is of concern is CTH Y & Pearl Street. A representative from the Bureau of Indian Affairs (BIA) called recently advising that they've flagged the intersection as well. They advised that there may be BIA funding available to improve that intersection. There are four intersections along CTH JJ, which is on the fringe of the urban area that were built to handle rural traffic and as growth occurs improvements are needed: CTH JJ & French Road - Speeds were recently reduced on CTH JJ, but growth continues to be a challenge. CTH JJ & CTH J - Perhaps rumble strips are necessary because people don't stop. Rumble strips create issues with noise levels with neighbors. CTH JJ & CTH N - Most people stop at the stop signs, but there are a lot of turning movements that create more conflicts. CTH JJ & STH 55 - The curves along STH 55 cause vision issues. The challenge is not only with providing county funding, but with getting state funds as well. The intersection of Evergreen Road & Holland Road was improved recently by adding a 4-way stop. The Town of Freedom recently approached county staff about concerns along CTH E at French and CTH N.

4 Page 4 CTH E & CTH N is flagged already. Data shows that people stop, but they pull out in front of motorists. The skew of the intersection may be an issue. There are a lot of turning movements made and a 4-way stop was suggested from a traffic volume aspect. Accidents are less severe at 4-way stop intersections. Supervisor McDaniel agreed and supported this data. However, the Town of Freedom is totally against a 4-way stop and requested a roundabout. Although it's great that local officials and residents are supportive of roundabouts, the high costs are a challenge. There are reports of crashes, but the data isn't there for the past few years to justify improvements. CTH E & French Road - A 45 mph suggested speed was recently implemented. It was noted that a new school is planned near the intersection of CTH N & CTH UU, which will change traffic drastically. The question is what to do in the meantime to reduce accidents. Other rural intersections are being looked at for reasonably priced improvements first: CTH S & CTH A, CTH S & STH 47, etc. Commissioner Steingraber asked where should the funding priority be placed and encouraged feedback from committee members. Supervisor Buchman has concerns about the intersection of CTH JJ and Mayflower Road. Engineer Rowell noted that one crash seems to occur there per year. Vice Chair Hagen advised that she recently received a request to reduce the speed limit on CTH E. Commissioner Steingraber suggested sending him a letter for the request, but added that lower speeds don t necessarily reduce crashes, but may reduce the severity. Dean encouraged giving him feedback. Financial Reports Commissioner Steingraber reviewed the following financial reports through December 31, 2016: General & Winter Maintenance and Machinery Operations. RECYCLING & SOLID WASTE DIRECTOR S REPORT Solid Waste Operations Update Director Van Straten advised that the Scale Office Expansion Oversight Committee met on January 26th. The committee reviewed bids and Martenson & Eisele was chosen to prepare plans. The scale office will be moved out to the scale for customer convenience and safety. Also additional office space for administrative staff is included. Bids were posted on February 3 for Northwest Phase III and are expected back in the next few weeks. Plans for a new flare by the salt shed are being finalized. Staking was performed last week for sub-base borings. An aerial flyover performed in November 2016 revealed that the northeast landfill site-life has been pushed to 2025, which is an extra three years of life. This is attributable to the new compactor and better site compaction methods adopted by the crew. Recycling/Resource Recovery Update Director Van Straten advised that staff continues to explore methods to clean up glass in the MRF for better marketability. A staff member is currently looking at a system being used in Faribault, MN. Faulks Brothers in Waupaca has indicated that they are very interested in a cleaner product to bag it and then market it for sand blasting medium. The used system being viewed will cost about $125,000 to install. It's anticipated that it costs bout $100,000 in landfill fees to dispose of glass. The system utilizes shakers and screens to filter out larger pieces and suck out any paper. Jeff Tetzlaff will give a report at a future meeting. Supervisor Buchman asked if a glass manufacturer's association could contribute similarly to the carton council. Director Van Straten advised that he'll check with the Recycling Coordinator.

5 Page 5 Annual Municipal Official Meetings - Commissioner Steingraber suggested changing the annual meetings where the municipal officials would visit Highway staff at the Highway Department and then visit with Recycling & Solid Waste staff at the Recycling & Solid Waste Department. The committee members could choose which municipality to visit at which department. This will reduce the amount of staff time spent and give the municipal officials more time to spend with each department, as well as the opportunity for tours. Supervisor Buchman suggested that the Highway Superintendents be invited as well. Each department will work on an agenda to review at an upcoming meeting.
