9 President s Report I would like to take this opportunity to welcome everyone to our Hockey Manitoba Semi-Annual Meeting. I would hope that all had a safe and enjoyable festive season and I wish you the very best in We have a very busy agenda this weekend. This is the middle of our fourth season with our new governance model. Some things that we can still work on to improve are: Sport schools and their relationship with minor hockey, male & female Female high school hockey and how we can fit them into our membership Junior council? Where it stands in our new governance model How the new format at Hockey Canada and their governance will work with our Hockey Manitoba governance. Hockey Canada has moved away from councils and toward Task Teams. We are in the process of forwarding names from our branch to represent Manitoba on these Task Teams. The first 2 have been named: - IP Development, which Bernie is our rep - Junior, and Kim Davis is our Manitoba rep There are 5 more that need to get going by the end of January: - Female - Development - Recruitment - Retention - Events Lastly, how our Hockey Manitoba Novice half-ice hockey has gone for the first half of the season. We ll have to evaluate at the end of the season to see if there needs to be changes or improvements for season. We need input from everyone and the three general meetings we have at Hockey Manitoba every year are a great place for all to share ideas of where improvements can be made. We will be dealing with the regular business of Hockey Manitoba and also dealing with the Notices of Motion brought forward that will take effect June 1, 2018, if passed. Since our Season Opener in Sept., I ve been involved in the following: Oct 19 & 20, Calgary - Western Branch Presidents and EDs meeting. Met with WHL reps and watched some of the U-16 tourney. Nov Hockey Canada Winter Congress, Ottawa - Peter, Bernie, Kim, Ray, Tony, Ken, Bert & I attended. There were no elections this year as Hockey Canada is transitioning in their governance to the new Task Team format. Dec 7 - I attended a Concussion Seminar sponsored by Sport Manitoba. Dr. Michael Ellis was the presenter. Sport Manitoba seems to be in very good hands with Dr. Ellis leading. Hockey is way ahead of many sports in dealing with the concussion concerns. We ll keep everyone up to date as the Sport MB Concussion Protocol gets finalized. Dec 9 - I attended the Midget & Bantam Female Showcase tourneys at the Iceplex. I had a Christmas meeting with the staff on Dec 15. We have to say goodbye to Kyle Prystupa who has left us to become the manager of the Buffalo Point Resort. Kyle has been our manager of Development and Communications for the past 10 seasons. I would like to thank Kyle for all the time and effort he has put into Hockey Manitoba in the past 10 seasons and we would like to wish him all the best in the future. We re hoping to have Kyle s job at the Hockey Manitoba office filled before our Semi Annual meeting. 8

10 Peter, possibly Bert, and I will be heading to Victoria BC for a Western Branch Pres & ED meeting and to finalize our Western Branch and WHL agreement. We ll be away Feb 14 & 15. The New Year is always busy as we go through our regular planned events: Development programs Director s Cup League & Provincial playoffs Inter Provincial playdowns Hockey MB Cup CCM POE skills camps Extended season programs A special thank you goes to our Hockey Manitoba board for dealing with the registration and discipline hearings. I m always available to talk to anyone about ideas or ways we can improve the way we do things in our Hockey Manitoba group. By working together, we can make things run smoothly. Finally, a huge thank you to the board, staff and all the volunteers that have, and will, make all the events so successful. I haven t decided at this point if this is my last Semi Annual meeting as your President. Time will tell! It is truly my pleasure to act on your behalf as President. 11 Executive Director's Report 1. The Dodge Caravan Program targeted for teams aged 7 to 8 in Manitoba continues to be very popular and is filled faster than any other Province which demonstrates our Branches continued commitment to the program. This is the 10 th year of the program and teams are awarded $500 to be applied towards the purchase of jerseys for their team when they display the name bar Caravan Kids on their jerseys. Over the term of the program almost 850 Hockey Manitoba teams have benefited with close to $425,000 being awarded to minor hockey. The program has benefitted from technology with Dodge introducing online registration the past 3 seasons which has been a time saver for our office and a more seamless delivery for our member teams. This is a very strong financial staple for novice teams in our province. 2. Hockey Manitoba is in the process of pursuing payment from coaches that attended clinics during the season but failed to register on a team. This is annual issue that continues to be a challenge each season. The past decade the Branch has taken steps to notify coaches when they registered for a clinic by receipt confirmation that if they were not on a team then they would be invoiced. The trend for total revenue continues to decline each year which indicates that ongoing education to our members is being effective. Challenges continue with the introduction of checking clinics 4 seasons ago whereby a number of coaches did not achieve the necessary certification requirements. Certification of coaches remains an ongoing issue each year however the situation has become a lot more manageable with the introduction of online courses for Safety and Respect in Sport. The staff has been very diligent in monitoring this aspect of the program and which we have stayed on top of with regular reminders to membership. The introduction of the Respect in Sport Parents program 2 years ago was launched province wide achieved a 97% certification with a similar success this season. Follow up continues for those parents that failed to achieve this status with the consequences of player in eligibility. With the introduction that requires all coaches to recertify every 5 th season, beginning this season, with the Respect In Sport an uneven communication distribution has resulted in pockets of team officials being failed to be adequately notified. 3. Hockey Canada has approved the following skill academies in Manitoba for These include Ecole Seven Oaks Middle School, Ecole St. Malo, Gillam School, Institute Collegial Saint Pierre, Morden Collegiate, Morris, Portage Collegiate Institute, River East Collegiate, Rivers Hockey Academy, Shaftsbury, St. James Academy School, St. Emile School, Starbuck High School, Moose Lake, Tec Voc and W.C. Miller Collegiate. Hockey Manitoba denied 2 new applications to operate female Prep School programs for Futures Hockey and RHA. Although the applications were strong the Board believes there needs to be a balance of program offerings for this category age group. The President has indicated that he will be assigning a task team to explore the maximum number of teams that the Branch can support at the midget category. 4. The Hockey Canada First Shift program continues to be offer throughout Manitoba with several organizations being approved to host events this fall and winter. Each program includes/included full head to toe equipment, 6 weeks learn to play hockey focusing on fun while learning basis skills. Cost of the program is $ Hockey Manitoba is scheduled to participate the Western Canada Junior B and the Bantam Regional to be held respectively in Thunder Bay and Kamloops. Unfortunately British Columbia, Alberta and Saskatchewan will not be sending teams to the Junior B Championships and discussion has be held with the Western Branch Presidents to discontinue the Western Bantam Championships. Further discussion will be held in February but our Western partners are in favor of continuing this program. 6. The Western Branches Presidents are scheduled to meet with the WHL in Victoria on February 14 th and 15 th to review our respective programs and concerns. The raising of the draft age, officiating development, Sport School programming and bantam programs will all be discussed. 10

12 7. The launch 2 years ago by the four Western Branches continue to extend membership for a summer hockey policy that would operate under the auspices of the Western Branch umbrella and would encompass the sanctioning and protection of the Hockey Canada brand enjoyed marginal success. Only teams and tournaments that registered with the respective branches would be eligible to participate in tournaments. Discussions have continued between the Western Branches and Hockey Canada in an effort to have them provide a portable insurance package that would extend to play against non-members. 8. In conjunction with the respective Hockey Canada branch Technical Director/Executive Director s met last October in Calgary and are scheduled to meet again in April in the same location. The agenda in Calgary included updates and workshops on the following topics programs Chevrolet Power of Play, Esso Medals of Achievement, Boston Pizza Design Mask RBC Fundraising, Governance, Skate Canada, Operational Support Model, Regional Strategies, Officiating, Risk management HC Safety, insurance, Regulations and Communication. Both groups will continue to participate in monthly conference calls and the next scheduled in person is planned for April for Calgary. 9. Hockey Canada discontinued the Chevrolet helmet program for 5 year old players and re-direct the Chevrolet brand exposure to an alternative program in which targeting Peewee aged players. The 3rd year program is called Chevrolet Power of Play and focuses on building a grassroots movement among the Pee Wee age group to inspire kids to reinforce the important values that are learned through the game. Coaches give out a Most Inspirational Player Award at the end of each game based on players displaying the qualities that make us the best we can teamwork, heart, leadership, fun and determination. Awards are not based on skill but rather based on the qualities that all team players can emulate. The new program has a small financial benefit for each branch with minimal engagement. The goal last year was set for 1,000 coaches/teams participating throughout the country. The coach kit will consist of a Bauer hockey bag; lesson plans to support 10 inspirational words that will be the mantra of the program; 20 branded pucks; tape ball starter kit; 25 pairs of laces and 25 rolls of tape. This program is similar to the Canad Inns Alto s Player of the Game Awards that Hockey Manitoba has operates. The Pas has been identified as one of the 10 finalists in the Good Deeds Cup with voting ongoing. Please go online to support our Branch representative. 10. The pre-novice and novice program appears to be well received with the feedback regarding the cross ice and ½ ice formats being very positive. Hockey Manitoba is ahead of the curve in regards to the introduction of this delivery model and is only one of a handful of provinces to initiate this format. The delivery of the Face-off program was extremely successful again this year and we expect the program to continue to grow for next year. Unfortunately some MHA s have deviated from the regulations and have chosen to host full ice tournaments which is against the regulations for both the pre-novice and novice categories. 11. I have been attending the Manitoba Hockey Foundation meetings on behalf of Hockey Manitoba. The Foundation continues to do some great work and is supportive of grass roots hockey. I look forward to attending future meetings on behalf of our organization. 12. Attached at the motions that were approved at the Hockey Canada Winter Congress in November. 13. Finally please join me in welcoming Jeff Mitchell, Winnipeg as the new Coordinator, Coach Development. Jeff is an active coach and will play a significant role in the development of all aspects of our coaching program including clinics, mentorship and growth. 13 Financial Report It is once again an extremely busy time in the office leading into the second half of the hockey season. We have been working diligently to keep our financial records up to date, and reconciling our accounts continues to be a significant task considering the increasing amount of online payments, credit card/debit terminal transactions, varying methods of payments accepted, etc. We will begin to review all accounts to ensure our registration and insurance fees are up to date in the coming weeks/months. Financial Forecast At the time of writing the report we do not yet have the results of this forecast, however we will present this information and note a few items of significance within our verbal financial report. We should point out that a balanced budget was approved last year by the Board of Directors. Adequate funds are in our main bank account to ensure the significant amount of payments to be made shortly are covered to major expenses such as Hockey Canada insurance and material fees, and a number of large of program expenses that will occur over the coming weeks/months. From this point forward to the end of the fiscal year, expenses dramatically exceed revenues as the majority of our registration fees have been collected. Investments Our current overall investment balance as of December 31, 2016 is $744,058. Most of the branch's GICs are now held with Assiniboine Credit Union (ACU), with the exception of our pledge account held as security on our line of credit with RBC Dominion. The Administration & Finance Committee will review and make the necessary decisions in the best interests of our organization. Sponsorship We continue to enjoy ongoing successful Official Partner agreements with Canad Inns, CCM, Cargill Ltd and Pro Hockey Life. We continue to maintain our other partnerships with the WHL, Manitoba Moose, MB Hockey Hall of Fame, Esdale printing, Budweiser, Funding Change, MTS Iceplex, Aaltos, Tavern United, among others. Our sponsorship revenue continues to steadily increase, and should exceed $140,000 this fiscal year. We also have additional assets and opportunities that we continue to review moving forward. Bingo We continue to allocate 80% of bingo revenues to our regions and leagues, in addition to teams travelling that are representing the branch. As previously reported, MB Lotteries has discontinued paper bingos, and therefore no longer requires volunteers to work bingo events. Funding will continue to be received and Sport Manitoba will update us on any new developments. There is no evidence at this time that the amount of funding received will be significantly reduced moving forward. The office has circulated a Bingo application online form to all regions and leagues to collect brief information on the use of the funds before they can be distributed. Funding Change - Team Fundraising Raffle Hockey Manitoba is in the 2nd year of a 3-year agreement with Funding Change which facilitates legal online raffles and fundraising opportunities for our organization and most importantly our minor hockey teams. Not only does Hockey Manitoba benefit financially through a partnership agreement with Funding Change, our teams now have an easy, legal and attractive method of initiating raffles and raising funds to offset their costs. Hockey Manitoba launched its Hockey Manitoba Jackpot online raffle this November, and we are pleased that teams have raised almost $4,000 collectively to date. The challenge is to continue to promote the ease and value of the program, and onboard more teams. There are teams that have raised over $300 to date, and the ones actively engaged have been very successful. 12

14 Grassroots Hockey Grants As outlined at the Season Opener/Fall Council Meeting, Hockey Manitoba has committed to developing grants for Minor Hockey Associations targeted towards: Player recruitment and development at Initiation, Novice and Atom age groups Coach development and mentorship opportunities at Initiation, Novice and Atom age groups Officials recruitment, development and mentorship at the entry level An update will be made at the Semi Annual Assembly Session on how our MHAs can access the funds moving forward. Sport Manitoba IFF Submission Hockey Manitoba is required to submit its annual Integrated Funding Framework (IFF) submission by May 7, This submission includes financial analysis/budget, demographics, sport and program inventory, strategic priority updates and more. Our annual funding from Sport Manitoba is based on this submission, and this is the final year of a 4-year strategic plan outlined by Hockey Manitoba. Officials' Program Summary A number of our delegates have asked us to provide a summary of revenues collected and the corresponding expense items as it relates to our Officiating Program: (membership and insurance costs are not included) Revenues Expenses Clinic Fees $45,000 Clinic Costs $20,000 HU Fees $ 2,500 Course Conductors $ 2,000 Casebooks/Crests $25,000 High Performance $13,500 TOTAL $72,500 Supervision/Evaluation $20,000 Honorariums & Meetings $16,000 Special Projects/Events $15,000 Grassroots Mentorship $20,000 Casebooks/Crests $20,000 TOTAL $126,500 The branch membership annually subsidizes the Officiating Program in the amount of approx. $50, Changes to Hockey Canada Insurance Policy As circulated on December 4, 2018 to our membership, at the 2017 Hockey Canada Winter Congress a proposal was made specific to enhancements of selected components of the insurance program and an adjustment to the current insurance fees paid by participants of Hockey Canada both of which were approved by the Hockey Canada Board of Directors. The insurance fee adjustment, which becomes effective for the season, is an increase from $16.15 to $ The adjustment will allow HC to continue to offer top coverage for an affordable premium. Although this can't be confirmed until the Budget is reviewed and approved by the Board of Directors, it is not Hockey Manitoba's intent to increase its membership fees for the season. Therefore the total anticipated increase for each member would be $5.15 to directly cover the increase to the insurance fee. We look forward to a productive weekend of meetings at the Semi Annual. 15 Vice President s Report Hopefully everyone had a relaxing holiday season and kept warm. For me the past few months have been rather uneventful, which is not a bad thing. I have participated in a number of appeal and discipline hearings. In late November we traveled to Ottawa and attended Hockey Canada Winter congress. Without any specific chair duties, I had the opportunity to sit in on portions of each council meeting which I found very interesting. On the Saturday we participated in officiating workshops, some of the topics were; playing rules, game flow, implementation of playing rules. Each session was very informative and developed some healthy discussion. In early December, I attended the Girls Hockey United weekend, as always the young females attending had a great time and the Hockey Manitoba staff did an outstanding job. Respectfully, Bert Dow Past President s (Director at Large) Report I have seen a number of Initiation and Novice games. I do believe the half ice concept is a great initiative and the players certainly seem to enjoy the smaller ice service resulting in skill improvement and more puck touches for all. Outside of our monthly Board meetings I have been involved in a number of appeal / discipline hearings via conference call. This past November I was appointed to Hockey Canada's National Appeals Committee. This committee deals with appeals on a weekly basis--to date the majority of which deal with the transfer of international players to Canada. The vast majority of these are to Canadian Sports Schools. As we move into the second half of our season the best of luck to all members. Respectfully, Brian Franklin 14

16 Chair of Hockey Development Report Happy New Year everyone! This weekend s agenda is once again very full. There never seems to be a shortage of items to discuss in HDC! I will begin with my thanks to the office staff - everyone on the development side of the game continues to dedicate their time and efforts for the players, coaches, and officials in our branch. Thanks also to the members of HDC for their leadership and vision - The roll out of our Novice ½ ice program has been successful and we are excited to see the future benefits of this improved development initiative. Our officials program requires continued attention and we hope to update council on some regional projects that will hopefully get traction across the entire province. Sports School applications continue to increase within our branch. The balance of high performance programming and overall development for our membership is something our council will grapple with this weekend. As a branch we need to weigh the pros & cons of this emerging trend. We will also continue to look at seasonal structure with the hopes reaching some draft consensus that could be presented for future consideration. Respectfully, Tony Franklin 15

17 Hockey Development Report COACH DEVELOPMENT The 2017 Clinic season was another successful year of coaching certification throughout the province. Beginning with the High Performance 1 Seminar in July and then into Development 1, Coach 1 and 2 and Checking clinics we ran over 70 clinics across the province. We continue to see very low deficiency numbers in each region which is proving that the Regions and MHA's are doing a good job of getting information out to their coaches. New this year was the Respect in Sport re-certification which saw the number of team staff required to take their RIS increase by almost 10 times. While this was a struggle and added a large amount of work onto everyone involved we came out of it successful with a low number of deficiencies. PLAYER DEVELOPMENT This year's biggest change on the player development side came with the implementation of the Novice Half Ice program. Following last year's Semi-Annual meeting our staff buckled down in an effort to put together a model for Novice Half Ice and would best serve our young Novice players in their development, provide new development opportunity for our new officials and be reasonable for all associations to implement. We were tremendously happy with the end result and feel that the Novice Half Ice program that is currently being run within Manitoba is truly the best development opportunity for our young players. We have been very happy with the roll out of this program within all regions and would like to thank the volunteers that have worked tirelessly to make this a successful endeavor. Hockey Manitoba Rising Stars Program Parkland (Roblin), Westman South (Killarney), and Interlake (Stony Mountain) January 27-29, 2017 CCM Rising Stars PLUS+ will run again from the end of March until the Rising Stars Plus Cup in early May. Logistics of ice and facilities are being coordinated by staff along with working with regions on establishing the transition of player invitations from CCM Rising Stars (seasonal program) into the new PLUS+ program (spring development). The PLUS+ program will continue to focus on key positional skills and tactics we need our players to improve upon as they head into Bantam based on our assessments with our DC Prospects and U-16 POE program over the years. Factoring in proper development principles for this age group this program will be approximately 3 days per week. After an up and down tournament at the 2017 WHL Cup out U16 Team Manitoba finished with a Bronze medal after defeating Team Sask. Attention now moves to the U16 Team who will be competing at the 2019 Canada Winter Games in Red Deer, Alberta. The coaching staff for this team has been selected and will be lead by head coach Garth Mitchell (Yellowhead) along with assistant coaches Brad Purdie (Winnipeg) and Dan Eliasson (Winnipeg). The program kicked off with the Manitoba Winter Games Pre-Camps in both Dauphin and Selkirk during the Christmas Break and will now move to the Manitoba Winter Games in Thompson at the beginning of March. The Director's Cup Prospects Program will continue to serve as an important stepping stone to the U-16 Program of Excellence covering important concepts & tactics required of players competition with Team Manitoba, Bantam & Midget AAA, Junior hockey and eventually Team Canada. This year's program will continue to emphasize physical performance, mental performance, and skill. As always both player and coaches are provided extensive mentorship and development through this 6-week curriculum. The U18 Team Manitoba completed 2017 with a disappointing finish at the U18 National Championship in Quebec City by defeating Team Atlantic in the 7th place game. We now set our sights on the 2019 program which will see Team Manitoba head to the Canada Winter Games in Red Deer, Alberta. The coaching staff for the 2019 U18 Team has been selected and will be lead by head coach Reid Sloan (Pembina Valley) along with assistant coaches Jordan Sobkowicz (Winnipeg) and Sarah Zacharias (Winnipeg). The program kicked off with the Manitoba Winter Games Pre-Camps in both 16

18 Dauphin and Selkirk during the Christmas Break and will now move to the Manitoba Winter Games in Thompson at the beginning of March. After some great feedback from last season we will be continuing to run the Female U16 Program of Excellence in This program will begin with a Spring Top-100 Selection Camp April 6-8 in Winnipeg and then move into a Top-40 Camp and beyond. This program will again be focused on development for our U16 Female athletes as a direct pathway into the U18 Program. Planning is continuing for the second year of the Female Peewee Prospects program across the province with the Tournament date set for April in Portage la Prairie. We expect to once again have participation from all regions for this program providing a great development opportunity to over 200 female players born in 2005 and The programming will expand slightly this year to include position specific skills and an exhibition weekend. OFFICIALS DEVELOPMENT Official s clinics were completed in November and we are pleased to see an increase in registration from 1625 in to 1650 in The Level III online course was once again very successful and we will look to expand on the content and the format for next year. The Officiating Program is in the final stages of having the Policies and procedures manual updated and in place. It will include an overview of all programs and how our officiating program works within each of them. Once completes we will circulate and our hope is it will answer most questions regarding our programs. The ODC is also active and is working on a number of projects. Manitoba saw officials participate in the following at the start of the season: OPOE Matt Granger (Line) U-17 World Hockey Challenge Brett Roeland (Referee) Western Canada U-16 Challenge Nolan Powell (ref) and Neil Prokop (Line) National Women s U-18 Championship Amy Martin (Line) Brett Roeland and Karlin Krieger attended the Level 6 Seminar this fall and are working toward completion. 19 Chair of Senior Hockey Report Four Senior leagues operating in our Branch for 2017/18. The North West Senior League did not operate this season and hopefully will be able to return next year. Leagues operating for this year are the North Central (NCHL), Tiger Hills (THHL), South East (SEMHL) and the Carrillon (CSHL). There are 2 AAA Senior teams in our Branch playing for a spot in the 2018 Allan Cup in Rosetown April The South East Prairie Thunder and Iles des Chenes North Stars will start play-offs in the near future. The future of the Allan Cup is guaranteed until 2020 and after that everything is up in the air. I would expect that the Allan Cup will be retired following the 2020 tournament scheduled to be held in Ontario. Hockey Canada, in their wisdom, has decided to dissolve all Councils and will operate as staff-driven organization without volunteers. This has left Minor, Development, Female and Senior without any direction from the National Governing Body. It has also eliminated any input into any programs from the Member-Branches. Adult Rec is still a focus of Hockey Canada. Staff and negotiations have been on-going for 2 years to re-new a contract with Canlan. This may or may-not happen as there still seems to be a lot of confusion over the direction to follow. At this point, our Hockey Manitoba Cup is still a major event for the Adult Rec program nation-wide. Hockey Manitoba staff are very strong supporters of this event in our Branch. Senior A Playoffs continue to grow and expand under the guidance of Senior Directors; Wayne Deschouwer and Ray Laing. With the demise of the NWSHL it will be necessary to re-tool the format to allow the event to go-forward. This will be a major topic at Council this weekend as decisions will need to be made to allow for booking of ice at several locations. Respectfully, Ray Brethour Chair of Minor Hockey - Rural We are working with the regions to rank the Male Bantam AAA teams so we can set the pools for the Provincials this weekend. The Provincial team placements were completed by conference call. To date we have had no teams withdraw after the deadlines. The plan is to have the draft draws ready shortly. Our thanks go to Esther for all her work in coordinating Male Provincials. Have received requests to allow overage players participate once again, will discuss further in Minor Council this weekend. I will be attending the Manitoba Games in Thompson, and will be available by or my cell on the two weekends that overlap our Provincials. I have participated in a few Registration Appeals and Discipline hearings this season. It has been a quiet season to date, everyone is happy in all the various Utopia s and the regions continue to deal with their regional matters. Now that we are living in Selkirk, I am looking forward to attending the Regions when available. Respectfully, Ken Gladden 18

20 Chair of Minor Hockey Winnipeg With the first half of the hockey season past us, we look to the second half for some more exciting hockey. In Winnipeg, the Novice program was a success and very well received. The staff from Hockey Manitoba helped us in delivering Novice demonstrations in many areas of the city. This helped parents and coaches understand the program which led to its success. Hockey Winnipeg also developed a Coach s Manual with a development zone plan for each week of the season. This was well received. I have participated in many appeal hearings in the first half of the season and hope that these will slow down in the second half. Unfortunately I was unable to attend the Hockey Canada Congress in November however Ken Gladden did attend on my behalf. With the move to task teams by Hockey Canada, I will represent Hockey Manitoba on the Recruitment Task Team. Good luck in the second half of the season. Respectfully, Chris Hall Chair of Female Hockey Report With the first half of the hockey season over, it has been an interesting first six months for me. Thank you to everyone for their patience as I get up to speed on my new position. I have been involved in several appeals over the past few months and they have been interesting and challenging. They are never easy but as an executive we try to make the best decisions on each appeal. I attended the first Bantam showcase in October and would like to thank the players, coaches, managers and the Hockey Manitoba staff for a very successful weekend. I also attended the second showcase weekend with the Bantam as well as the Midget teams. There were some good games at both levels and as busy as it was, I think the staff did another great job of running the weekend. In November I attended the Hockey Canada Winter Congress in Ottawa. This was the first session with the new format of Task Teams. As far as the female programs are concerned we will have a task team for the female game for the time being. It was interesting to hear how other provinces run their programs. I hope to have a summary from Hockey Canada for the meetings in January. Mel Davidson gave a great presentation on the female programs and how they are run at the national level. I am looking forward to the second half of the season with Provincials and playoffs. 21 Interlake Minor Council Report The season is well underway in the Interlake. This season we have 249 players registered in initiation. Novice has 19 teams throughout our region. Half ice Hockey was a success for the first half of the season, and all associations have asked if next season it could be implemented for the whole season. Atom has 20 teams competing in our leagues, Peewee has 14 teams, Bantam has a 10 team league and Midget has an 8 team league. Provincial Playdowns games are currently underway and Interlake has teams being represented in pretty close to all categories. Our player numbers and team numbers continue to rise from the previous year which is positive. I would like to thank all the volunteers in all our associations that give their time to allow kids play the game, their generosity does not go unnoticed. Respectfully submitted, Jay Charison Norman Minor Council Report We held 3 Face off festivals in the Region. Host sites were OCN, Thompson, and Norway House this season. All gave good reviews on Hockey Manitoba Presentation. Thanks guy s, good job. The Norman Region Coaching and Officiating Clinics went pretty good other than the Ferry Closure in Norway House, thanks Harvey Bolton and Esther for handling the crisis for the Officials clinics. Officials Seminars for Level 3 in Thompson/The Pas went quite well. Thanks Harvey Bolton. Norman Midget Leagues in progress again this season with 8 teams participating. Norman has appointed a new Hockey Development Director, Rene Gagnon from Snow Lake. He is working on the Norman HD structure to initiate the Hockey Development programs in our Region. (Peewee Rising Stars and Director Cup Prospects) I have still been working on start-up of New and Old Associations in Norman for this season Progress has been slow, as the online courses are a challenge. HM is looking into how we can service these remote communities. Thanks to Scott Furman for his support. Thanks to my Board Members as well as all Minor Executive Volunteers in Norman. 22 Parkland Minor Council Report Parkland Minor Hockey Association is a member driven organization representing eight minor hockey associations within the Parkland region. Through a collaborative effort with our members, we are addressing common issues in the areas of attraction, retention and development of players, coaches and officials through various initiatives planned for the 2017/18 season. Parkland region hosted the Manitoba Games Regional Development Camps on December 27 th to 30 th at Credit Union Place in Dauphin. Congratulations to all the players who were invited to participate and to the coaches selected. Parkland region will also be hosting one of three CCM Rising Stars Tournaments on January 26 th to 28 th, 2018 in Roblin, Manitoba. Thank you to all the volunteers that have come forward to run the program and host the tournament. Respectfully, Ann Ransom Westman South Minor Council Report Firstly, I would like to thank Jim Bartley (Development) for his service to the region over the past couple of seasons. Coupled with his other volunteerism, Jim began another business venture and was unable to continue with his Development position in the Westman South Region. Next, I would like to thank Derek Shearer (Female), Landon White (Referee Coordinator) and Frank Bennett (Secretary-Treasurer), and Brian Elder (Goaltending) for their continued commitment to the Westman South Executive. I am very thankful to have each of these gentlemen on board in Westman South. At our December meeting we had a good discussion regarding whether or not to continue with half-ice hockey for the 2nd half of the season. It was decided that each community would make their own individual decision and communicate that with the teams that are coming to play them in their community. Approximately half of the communities are planning to continue. One of the discussion points was whether there needs to be more work done with new referees as they transition from half ice to full ice. We put into motion the scheduling of three Goaltender Specialty Clinics this spring and next fall with Brian Elder. It is our hope that we can get a large number of our coaches to attend these clinics before the beginning of next hockey season. We held our first Faceoff Festival in Souris. It was a well-received event. The only major complaint was that the t-shirts were HUGE!!!. We have already booked the event again for next season in Souris. Thanks to the organizing committee. We have had an increase in the number of suspensions in the first half of the season. Some harsh penalties by the region and some solid support from a couple of minor hockey associations appears to have settled down the issue somewhat. As well, we have had an increase in the number of parental issues within a number of our minor hockey associations over the past year. I do not envy the work that our volunteer minor hockey boards do. They are placed in some very difficult situations. It can be a very thankless position. As a provincial organization we may need to look at some Season Opener seminars to help our volunteers deal with conflict. 23 Central Plains Development Council Report Male Hockey Report Central Plains is running both a Midget and Bantam AAA program in the Region for the 2017/18 season. The Midget Capitals are in the Manitoba Midget AAA Hockey League with a roster of 17 skaters and 2 goalies and hosted the Manitoba AAA Midget Showcase in Portage la Prairie on October 20 th -22 nd, The event went very well and Portage has been requested to host the Showcase on an annual basis. The Bantam Capitals are playing in the Hockey Winnipeg AAA Bantam League and hosted their own Showcase tournament as well. Central Plains did not combine with Interlake s City Midget Program this season as we only had one player commit to their roster. Both the AAA Midget and AAA bantam programs are having issues with numbers regarding AP s. Central Plains continued with their Bantam AA program in the Hockey Winnipeg League. The team recently participated in the AA showdown on January 5-7 th and will participate in the Tournament of Champions on February 9 th -11 th in Brandon. The Region looks forward to participating again in various Hockey Manitoba Programs and the Manitoba Winter Games. Development Report Central Plains Development Committee was hard at with many events planned for the 2017/2018 Season. Our Development Coordinator, Rod Sveistrup, put together a calendar of events and posted it on our Central Plains web-site for all to access. The events calendar was extremely useful for registration and providing additional information on each event. AAA Council, the Development Committee, Central Plains Board members and volunteers will continue to work together to provide opportunity for development at all levels and areas. Completed events for the 2017/18 season are as follows: Oct. 15 th, 2017: Referee Clinic for coaches to provide information for all level coaches on rule changes, understanding calls from officiating perspective and how to interact with referees. Oct. 23 rd, 2017: Checking Skills 1 Clinic was run for all Atom and up coaches. Oct. 25 th, 2017: Practice and Season Long Planning session was run to provide coaches with information on how to develop effective practice plans and a season long plan. Reference material and information package to all attendees. Oct. 29 th Nov. 26 th Dec. 17 th, 2017: Rising Stars Development practice sessions were run for all 2 nd year male and female players. Approximately 34 players registered, which included 5 goalies and all will be utilized. Nov. 4 th, 2017: Referee Clinic Level 1 & 2 for officials and potential officials. Nov. 5 th, 2017: Coach Level 2 clinic for Atom and up coaches. Nov. 12 th, 2017: Coaching Goaltenders Clinic for coaches to review ways to more effectively coach your goalies. Nov. 12 th, 2017: IP face Off Festival facilitated by our IP mentor (Doug Jeffrey) Nov. 25 th, 2017: Coach Level I Clinic for IP and Novice Coaches. Dec. 5 th, 2017: Competitive (small area) Games Clinic for coaches who want to learn how to more effectively utilize small area games in their practices. Events upcoming for the 2017/18 season are as follows: January 14 th, 2018: Final Rising Stars Development practice session. January 27 th, 2018: Directors Cup Tryout Session for all 1 st year Male Bantams. January 27 th, 2018: Female Peewee Prospects Tryout of all 2 nd year female peewees. January 28 th, 2018: 1 st year Peewee Development Session for all first year Peewees. In addition to this information, GDI has and will continue to be attached to Regional programs for further Goalie development along with Portage Minor running their program with GDI throughout the year. 24 Interlake Development Council Report Interlake Minor Hockey Association is in the midst of another season of great hockey. For the Initiation stream, Interlake hosted the annual Initiation Jamboree in Arborg on November 18 with over 170 players in attendance. A special thanks goes to Tom Chwaliboga for organizing the event. For the second consecutive year, Interlake hosted a Novice Jamboree in Stonewall on October 14. At this event, we introduced the Novice half ice program to our coaches and parents. This free event saw over 100 players from across Interlake participate in on ice activities as outlined in the program in the effort to establish the structure and goals as described in the program. During this jamboree, a specialty clinic for small area games was held for attending coaches, with over 20 coaches attending. Feedback for the novice half ice program was generally positive, with the main suggestion for improvement being improved use of the development zone. Thank you to Stonewall Minor Hockey Association for their hard work in making this event successful. Interlake has 43 players enrolled in the CCM Rising Stars program and is looking forward to hosting its development weekend on January in Stony Mountain. Thank you to Stony Mountain Hockey Association for their support. Interlake currently has 22 players enrolled in the Director s Cup program, with registrations still open at the time of this writing. Female hockey continues to thrive in the Interlake. Interlake s focus to form female teams has led to a steady rise in participation and satisfaction within the program. Interlake has once again iced 6 regional teams, including 2 Male Bantam teams, 2 Male Midget teams, 1 Female Bantam team and 1 Female Midget team. Interlake would like to thank our volunteers and Hockey Manitoba for their support.
