2 The DeKalb County Commission Welcomes You DeKalb County VFW Agricultural Fair As the DeKalb County VFW agricultural fair opens this year, we at the DeKalb County Commission send our greetings. Fair Time is a special time for us in the area and for many many years it has served our community in many and varied ways. It promotes our county agencies, school systems and our economy. It is place where friends and neighbors meet together and our children and grand- children have a wonderful time together as family and friends. Some of my most vivid memories as a kid growing up in Baldwin County were of going to the county fair. I look forward to going every year. There is something reassuring about going to the fair that no matter how the world changes, every year about this time there will always be a celebration of the bounty of our land; 2017 is no exception. The nearly 600,000 Alabama farmers, foresters and agribusiness workers are responsible for contributing over $70 billion a year to our state s economy. They are the backbone of our economy, working hard every day to help feed and clothe the world. Please take this opportunity while you are at the fair to visit the exhibits and learn as much as you can about the livestock, local foods, and those who produce them. Experience all of it, as these events are about where we live and the people who work to make the fairs so successful. As your Commissioner of Agriculture & Industries, I am honored to be a part of our Alabama county fairs and being with fellow Alabamians who support them. You and your family, as a result of attending and supporting your county fair, are a part of an incredible resource. 6 DeKalb County VFW Agricultural Fair The DeKalb County Post 3128 V.F.W., made up of overseas veterans from all of DeKalb County, is proud to sponsor this 62 nd annual fair. We, the V.F.W., appreciate the fine cooperation we have received in the past from the County Extension Service Staff, Agricultural teachers, Home Economic Teachers, other Agricultural workers, DeKalb County businessmen, City of Fort Payne, Board of Education, and numerous other groups and individuals that have helped to make our previous fairs a success. We earnestly solicit this type of cooperation this year. The V.F.W. is a member of the Association of Alabama Fairs. The V.F.W. is a non-profit organization Fair Booth Theme Let Freedom Ring All Schools, Clubs, scouts, homemakers, etc. booths (Divisions 1-8) Must PRE-REGISTER by September 16, School, clubs, scouts, homemakers, etc. booths (Division 1-8) may begin work on their booths Thursday, September 21, 2017, 9:00 A.M. Deadline for completion of booths is 12:00 noon on Saturday, September 23, Division Nine (9) Scarecrows must be pre-registered by Friday, September 15, 2017, and on site Monday, September 18, 2017, 1:00 P.M. 5:00 P.M. Judging will be on Wednesday, September 20, Registration for Division will be Saturday, September 23, 2017,8:00 A.M. 5:00 P.M. and Sunday, September 24, 2017, 8:00 A.M. 5:00 P.M. NOTE: Deadline for registration of Divisions is Sunday, September 24,

7 INFORMATION AND GENERAL RULES Individual Exhibits & Booth Competition 1. Competition is open to the general public. 2. Premiums positively will not be paid on items not listed. Ribbons will be awarded. 3. The V.F.W. reserves the right to change any and all rules and declare off any classes or premiums because of acts of God, excessive rains or cause not within the power of the management to control. 4. Individual exhibits will be accepted Saturday, September 23, from 8:00 a.m. to 5:00 p.m. and Sunday, September 24, from 8:00 a.m. to 5:00 p.m. All individual exhibits must be in place not later than 5:00 p.m. Sunday, September 24, Flower exhibits will be accepted Saturday, September 23, from 8:00 to 5:00 p.m. and Sunday, September 24, from 8:00 to 5:00 p.m. Guards will be furnished Saturday and Sunday, September 23 and 24. All exhibits may be removed by owners, Sunday, October 1, 2017, from 8:00 a.m. to 4:00 p.m. 5. Unless otherwise listed in catalog, judging will be Monday a.m. September 25, The names of the schools, communities, or clubs having booth exhibits will be left off until after the judges have made the awards. 7. Premium checks may be picked up Sunday, October 1, 2017, at the fairgrounds. The individual exhibitor must pick up his or her own check. Those not picked up by Sunday will be mailed within two weeks. 8. Where there is no competition, the judge shall have the authority to place awards according to merit of the article or exhibit. 9. While every precaution will be taken for safeguarding exhibits, it should be understood that the exhibits are in competition for prizes and that the owner assumes all responsibility for any accident, loss, or damage that may occur. Neither the fair association, the V.F.W., its officers nor agents, will be responsible for any such accidents, loss or damage. 10. Unless otherwise stated, exhibits entered for competition will not be permitted to be sold or removed during the progress of the fair. These may be sold the last day of the fair but are not to be removed prior to the time specified above in No Articles on display must not be handled by visitors. 12. Clubs or organizations that entered booth exhibits last year and enter again this year must have a theme different from last year. 13. Clubs or organizations that enter booth exhibits must not duplicate any exhibit shown the previous year. Those exhibitors that do so will not be judged and will receive only fourth prize money. 14. Exhibitor must also observe any additional rules that apply to the different classes in which their exhibits are entered. 15. Exhibitor may enter only one item per class, per family. 16. No one club may have more than one booth exhibit. 17. Gate Passes One gate pass good for admission only will be awarded to each individual exhibitor for one or more exhibits Six gate passes for each booth exhibit for competition. Gate passes not good after Friday night. 18. Exhibitors may remove their exhibits on Sunday, October 1, 2017, 8:00 a.m. to 4:00 p.m. upon presentation of entry claim check. 19. Advertising on the grounds by means of posters, prints, handbills, samples, etc. will not be permitted, except upon agreement with the management. 20. Clubs, communities, schools, etc. may complete their booths Thursday, September 21, 8:00 am to 5:00 pm, Friday, September 22, 8:00 am to 8:00 pm and Saturday 23, 2017, 8:00 am to 12 noon. Booths must be complete by Saturday, September 23, 2017, 12:00 noon 21. Clubs, communities, school, etc., must take booths in consecutive order in each class assigned by Fair Committee. 7

8 22. No club, organization, group or individual will be permitted to sell or serve food, drink or any other items that conflict or are in competition with the V.F.W. Auxiliary concessions or concessions on the Mid-way. 23. All booths are 69" 69" inside measurement. All booths will be built on existing floor. NO booths will be more than 5' tall. See drawing below for other dimensions. 24. All club and school booths will be pre-registered no later than Saturday, September 16, Scarecrow competition must be pre-registered by Friday, September 15, The V.F.W. Fair Committee will award a Best of Show ribbon and a $50 cash prize to the highest scoring booth and scarecrow competition. 26. Checks will be issued upon complete removal and cleanup of your exhibit on Sunday, October 1, 2017, between 8:00 a.m. and 3:00 p.m. This includes the Scarecrow competition. 27. Prize money will be reduced if all exhibit materials are not removed by 3:00 p.m. Sunday, October 1, This includes complete cleanup of exhibit area and removal of all nails, tacks, and staples from booth frames. 28. ART: Definition of Professional Artist : if the artist accepts commissions for profit if the artist s works are reproduced commercially for profit if the artist teaches art if the artist is in business and has a shop where he/she sells his/her work and/or has a license to be in business 29. No pets will be allowed in exhibit building or cattle area. 30. No electrical outlets available for Divisions All booths are 69" 69" 60" inside measurements FRONT VIEW 60" 69" SIDE VIEW 60" 69" 24" COMMERICAL INFORMATION & RULES 1. While every precaution will be taken for safeguarding the items in commercial booths, it should be understood that the owner assumes all responsibility for any accident, loss, or damage that may occur. Neither the fair association, the VFW, its officers or agents will be responsible for any such accidents, loss, or damage. 2. No commercial or special exhibitors will be permitted to sell or solicit funds from their booth. 3. No tents or canopies allowed in commercial buildings. 4. Commercial and special exhibitors may install their booth beginning Thursday, September 21, 2017, 8:00am to 5:00 pm. Friday, Saturday, and Sunday, September 22, 23, 24, 8:00 am to 8:00 pm. Booths must be completed by Monday, September 25, 12:00 noon. Guards will be furnished Saturday and Sunday, September 23 and 24, Only one business per commercial booth allowed. 6. Commercial booths and special exhibitor s booths are to remain in the commercial and exhibit buildings all week (Monday thru Saturday). You may dismantle your booth on Sunday and Monday after the fair ends on Saturday. NO guards will be responsible for commercial exhibits not removed by Monday, October 2, 2017, 3:00 pm. 7. Limit of two workers per 10' booth allowed at any one time. Workers must remain inside their booth. 8

16 DIVISION NINE... $3, Prizes SCARECROW COMPETITION Definition: A decoy or mannequin usually in the shape of a human, dressed in old clothes, stuffed with hay, used to discourage birds in crops. 1. All General Rules apply. This is not for individual competition. Groups only. 2. Request space from Linda Stephens (cell), (home), (office), or linda.dekalbco.vfwfair@farmerstel.com 3. Only one entry per business, class, club, etc., may be entered. Must be pre-registered by Friday, September 15, Entries will be accepted on Monday, September 18, 2017, from 1:00 5:00 pm at the fair office which is located at the front entrance of the fairgrounds (18th Street NE). 5. Exhibits must be left on display the entire week of the fair and can be picked up on Sunday, October 1, Scarecrows must be movable and free standing and at least 3 in height or width, as they will become part of the display/decoration of the fair and may have other decorative items near or around the scarecrow. 7. The fair has the right to display at our discretion which means some will be inside the building and some must be outside, therefore, all should be built for outside display. No perishable material can be used in construction of scarecrow. 8. School competition may include a class, group of classes, school clubs/organization or group of clubs/organizations, civic or community organizations may include churches, clubs, special groups, etc. 9. Premium checks may be picked up Sunday, October 1, Checks not picked up on Sunday will be mailed within two weeks. 10. Theme of entry should be appropriate for all ages. 11. 17 DIVISION TEN... $ Prizes INDIVIDUAL AGRICULTURAL EXHIBITS 1. All general rules apply. 2. All produce must be of the current year s production and in the name of the producer. 3. All produce is judged with a criteria of uniformity: uniform size, shape and color. 4. Exhibitor may enter only one item per class, per family. 5. 52 GENERAL RULES The Schedule is the Law of the Show. 1. The Shows authority for exhibiting and judging is the 2017 edition of the National Garden Club Handbook for Flower Shows (NGC HB, 2017) and amendments published in the National Gardener. 2. The Design Division II entries are open to any NGC member with Education Exhibits being limited to members of the Northeast Alabama Federation of Garden Clubs members. Advanced registration is required for Design Division II entries. Contact the Section Consultant to register (see p. 4). 3. The Horticulture Division I entries are open to Garden Club members, Student Judges and any amateur gardener. 4. Entry cards will be provided for all Divisions at Registration. Garden Club members should bring a list of exhibits with the required entry card information with them to register. 5. Entries will be received Saturday, September 23rd 8:00 a.m. to 5:00 p.m. central standard time (cst) and Sunday, September 24th 9:00am to 5:00 p.m. (cst) in the Flower Show Room of the VFW Agricultural Building. 6. Removal of exhibits and dismantling will be Sunday, October 1st 8:00 a.m. until 5:00 p.m. (cst). 7. Judging will begin at 9:30 a.m., Monday, September 25th. During this time only Judges, Show Chairman, Classification and Judges Chairmen, and Clerks will be allowed in the exhibition areas. 8. The decisions of the Judges are final! Awards must be with-held if not merited. 9. Fresh plant material is emphasized in all divisions. No artificial plant material is allowed. 10. Embellishing (painting, glittering, waxing, etc.) of fresh plant material is not allowed. 11. IN COMPLIANCE WITH THE FAIR RULES, THE EXHIBITOR MAY ENTER ONLY ONE ENTRY PER CLASS, BUT MAY ENTER MORE THAN ONE CLASS. 12. The Design Classification Chairman will verify all designs conform with the schedule. The exhibitor will complete the entry card and return it to the Chairman before placement. 13. The Horticulture Classification Chairman will verify conformity of all horticulture exhibits to the schedule. 14. 54 DIVISION I HORTICULTURE Strike Up the Band HORTICULTURE RULES 1. The NGC Exhibit Policies are printed in the NGC HB Chapter 6, Exhibiting in the Horticulture Division p The rules for a single species cut or container-grown specimens are listed in the NGC HB or its supplement Horticulture Exhibiting and Judging. 3. Horticulture Classes are open to Garden Club members, Student Judges, and any amateur grower. 4. An exhibitor is limited to one entry per class, but may enter more than one class. 5. Horticulture is judged by the scale of points on p. 129, NGC HB, 2017 and p. 6 of this schedule. 6. Specimens are to be labeled with the correct binomial name or currently accepted scientific identification. When hand written, the genus, species and variety names are underlined (p. 53 NGC HB, 2017). Cultivars are enclosed with single quotes. Only specimens so labeled are eligible for any Top Award. Assistance from the Horticulture Committee will be available at registration. Garden club members should complete their exhibit tags prior to registration. 7. Entry tags will be furnished at registration by the Flower Show Committee. Only pencil or water proof ink pens will be used to complete tag information. 8. The Horticulture Committee Chairman must approve all entries, and shall be the final authority to disqualify any specimens not conforming to the schedule and/or not flower show quality. 9. All exhibits whether cut or container grown must be fresh plant material grown by the exhibitor. 10. Exhibits should be of show quality with no oiling, dressing, wiring, spraying or artificial coloring. Cut specimens should not have foliage below the water except gladiolus. 11. Plants primarily grown for bloom must be in bloom at time of entry. 12. Cut specimens of annuals, biennials, and perennials must have been in exhibitor s possession from seeds, cuttings or immature plants and grown to maturity. Bulbous blooms must have been in exhibitor s possession from planting of bulb, tuber, corm, rhizome or it must have been cared for as a mature plant at least 90 days (p. 55 NGC HB, 2017) 13. Multiple and combination plantings must have been growing together and in exhibitor s possession at least six weeks. Bulbous plants must have been grown from planting of bulb, tuber, corm, etc. or minimum of 90 days. (p. 55 NGC HB, 2017) 14. Arboreal specimens must be cut branches no longer than 30", shorter than 12" from tip to cut end and no wider than 30" with several nodes and an apical tip. Specimen must be in the possession of exhibitor for six (6) months. 15. Stem length of cut specimens should be in good proportion to the bloom. 16. For cut exhibits, the Flower Show Committee will provide appropriate sized transparent glass containers that are placed in a cabinet provided by the Fair Committee. 17. Pots for container grown plants may not exceed 14" in diameter. Pots should not have distracting designs or colors. Double potting is permitted. 18. Hangers will be provided by the Flower Show Committee for hanging plant containers (Section L). 19. Sections A, I, J, and K exhibits will be placed on tables covered by floor length green colored covers provided by the Flower Show Committee. White ribbons will be placed on the table between classes. 20. The Horticulture Classification Committee may subdivide classes as necessary if an empty class is available at the end of registration. 21. There will be no subdividing during judging. 22. To be eligible in this event, the exhibitor must be no more than one (1) year out of high school or have completed the GED (not to exceed the age of 19) day of the show. 2. Any breed or crossbreed wether or doe may be shown. Does must be shown as either a market meat or a commercial doe. Does cannot be shown in both market meat and commercial divisions. 3. All entries must be tagged for easy identification of the animal. 4. Minimum weight is 35 pounds. 70

71 5. All goats must be dehorned or have horns tipped. 6. An exhibitor must show their own animal in each class entered unless that exhibitor has more than one animal in a class. Any exhibitor with more than one entry in a class may have another registered youth help them. 7. Entries will be weighed by show officials and then divided in to weight classes as equal in number as possible. Number of classes may vary depending on the number of entries and the show official s discretion. 8. All goats must be carrying all milk teeth at time of weigh-in. Goats showing either or both of the first pair of permanent incisors will be not be eligible to show. 9. Wethers with any testicular tissue will not be allowed to show. COMMERCIAL GOAT RULES 1. Classes will be determined by toothing the goat after check in. 2. A goat can only be entered in one class. 3. Does over two years of age must show evidence of pregnancy or evidence of prior kidding. However, does still showing signs of just prior kidding (i.e. visible discharge) will not be allowed to show. 4. All commercial goats must be the property of the exhibitor.
