4 What Is The Real Purpose of Youth (4-H/FFA) Livestock Projects One purpose is to teach young people how to feed, fit, and show their animals. The more important purpose is to provide an opportunity for personal growth and development of the young person. The Josephson Institute of Ethics has developed a curriculum that identifies six core vales that may help to better describe the value of youth livestock projects. This curriculum also presents the idea that people develop and strengthen character by practicing certain behaviors just as muscles are built through exercise. Therefore, the purpose of the youth livestock program (4-H & FFA) is to provide opportunities for young people to develop character. The character traits identified and some practices (exercises) that may build character follow: TRUSTWORTHINESS - includes honesty, promise keeping, and loyalty Daily feeding, watering of animals (promise keeping) Adheres to possession deadlines (honesty) Adheres to withdrawal times on drugs and de-wormer Only the appropriate use of approved drugs RESPECT - includes courtesy and proper treatment of people, animals and things Proper handling of animals, treat humanely Proper care of animals Listens and follows advice of advisors Recognizes that animal projects are dependent on 4-H/FFA er and provides daily feed and water RESPONSIBILITY - includes the pursuit of excellence, accountability, and perseverance Daily feeding and watering (even on the busy, difficult days) Goes beyond providing the daily needs of the animal in giving additional time and attention to produce a winner Adheres to deadlines for entry forms and for arrival at livestock shows Never gives up in the show ring (perseverance) FAIRNESS - involves consistently applying rules and standards appropriately for different age groups and ability levels Feed only approved livestock rations Only the appropriate use of approved drugs Accepts winning and losing with grace Conduct in the show ring follows recommended procedure Fitting and grooming of animals follow recommended procedures CARING - promoting the well-being of people, animals and things in a young person's world, it denotes action, and not just feelings Daily feeding and watering Provides clean barn/stall for animal Treats animal humanely at all times CITIZENSHIP - includes making the home community and county a better place to live for themselves and others Accepting instructions Winning and losing with grace Helping others at stock shows Teaching younger members Treating animals humanely Ensuring that your meat animal is safe for consumption 1201N State Hwy 5 Versailles, MO 4 Kent: (573) Greg: (573) Saturday Sales Begin at 12:30pm

5 4-H Division Rules and Regulations Morgan County Fair Learning by Doing is the basis of 4-H work, and each year thousands of young Missourians between the ages of 8 and 19 do just that. 4-H members make the items displayed in the fair 4-H Building or raise and train the animals on display in the fair shows. Besides developing practical skills and knowledge, 4-H members are developing life skills. Under the leadership of more than 30 adult volunteers, Morgan 4-H members learn to make sound decisions, work cooperatively in groups and develop a sense of self-worth and accomplishment. 4-H also fosters leadership, as older youth share their talents with younger 4-H members. Entries are limited to members in good standing with Morgan County 4-H Clubs. Entries are accepted Tuesday from 5:00 p.m. to 7:30 pm at the Morgan County Fair Grounds. Exhibits not going to the State Fair are to be picked up at the Home Economics Building between 1 and 3 p.m. on Sunday. Items not picked up will be at the Extension office. Conference judging is used to evaluate the 4-H exhibits at the Morgan County Fair. 4-H members are expected to visit with the judge about the project to be exhibited. Absentee Interview Judging forms are to accompany exhibits if member is unable to attend conference judging. Ribbons will be awarded according to the Danish system. The standards for projects are found in project curriculum with consideration given for youth age and ability. Standards of Excellence provide members with genuine feedback to gain insight into their abilities and build mastery. Blue Recognition Project work demonstrates EXCELLENT work in relationship to the Standards. Red Recognition Project work demonstrates SUPERIOR work in relationship to the Standards. White Recognition Project work demonstrates AVERAGE work in relationship to the Standards. Premium points are in a ratio. For example, if maximum point value for a class is nine (9) points, a blue ribbon entry would receive the full number of points, a red ribbon six (6) points, and a white ribbon three (3) points. Premium payment is contingent upon fund availability. An exhibitor may enter a maximum of three (3) items per project unless stated differently under the project heading. 4-H Exhibit Guidelines 1. Items made by 4-H members should reflect the skills they have learned in their 4-H project, the needs and interests of the member, and quality workmanship. Use the 4-H project literature and the "Clover" for ideas and criteria H members may display only in projects they are enrolled in the current 4-H year. Items showcased must be made in the current year and must be the work of the 4-H member submitting the item. The same item cannot be entered in both the 4-H and Home Economics division. 3. Items are displayed at the risk of the individual 4-H member. The 4-H staff, Extension Center, and Morgan County Fair Board are not responsible for loss or damage to items. 4. Where the item list states, "any item made," the 4-H member may display any item made in that project. This includes notebooks, file cards, photo displays, posters, or educational displays. Regardless of projects, the following dimensions must be used. Items which do not comply with size or other specifications will not be eligible for State Fair consideration. CLOVER KIDS Bring your projects to the Morgan County Fair Exhibit Building between 5:00 7:30 p.m. on Tuesday. There will be an exhibit area for 4-H Clover Kids members to display the work you have been doing at your meetings. There are no pre-entry requirements. Every exhibitor will receive a participation ribbon. No premium money will be given. Clover Kids may not exhibit beyond the county level. Clover Kids will receive a green participation ribbon & t-shirt. Clover Kids cannot show livestock and are not permitted to sell hams. Clover Kids will not receive premiums. 5

6 Exhibit Guidelines Continued... Poster - No larger than 14" x 22"; flat only; do not fasten three-dimensional items to the poster. Photo Display Requirements 1. Photos must be mounted on 8 x 10 solid mounting surface 2. The mounting surface should be mat board. 3. Photographs must be 8 x 10 or smaller, with no more than four photos per mat board. Please Note Solid requires that there are no cutouts or other holes in the mat board, either around or behind the photo. Mat Board is a specific material. It is not cardboard, foam core, poster board, etc. Mat board may be easily purchased from online retailers if local craft stores are not available. Examples of online retailers that sell 8 x10 mat board include Sears, Golden State Art, Redimat, Etsy and several others which can be found via Google. Mount photos on the smoothest side of the mat board, using only adhesiv3es designed for permanent mounting of photographs Photo exhibits should arrive in a zip-lock style bag, to protect them from dust, humidity, etc. Include name, address and county on the back of each photo. All exhibits are subject to the FULL State Fair Photography guidelines. They are posted online at Educational Display - Educational Display - Educational displays should not exceed 18 in height, 16 in depth and 12 in width. Must include three-dimensional items and stand-alone. (Posters with items taped to them do not qualify as an educational display. Science fair display boards are too large.) Scrapbooking - Exhibits should be only 1 page 1 side representative of the complete scrapbook. Size should not exceed 12 X12. All pages should be in clear protective sleeve or clear zipper bag. Do not frame. Working Models - These exhibits should show how things actually work (cutaway-sections of motors or computers) or can be used to help people identify parts such as parts of a motor or computer. Many times these exhibits are considered hands-on and can be handled by visitors. Working models should require floor space no larger than 14 x 22. Decorated Cakes - The use of forms or pans is recommended. Cakes should not exceed 13 in height or at the base. Cake boards should not exceed 1 margin on each side of cake pan or form. Must use Royal Icing or Rolled Fondant or commercial product that will harden and preserve the decorated cake. (No real cakes or butter crème icing or tube/gel icing - displays containing these items will be considered ineligible and will be rejected.) If you have a cake selected for the State Fair this year and you don t want it returned to you, please place a large note on the bottom of the cake board and it will be thrown it out when the display areas are dismantled. Blue Ribbon items that are too large or fragile to take to the state fair will be photographed. This category is restricted to : large items such as welding project or large woodworking items like furniture, fragile items such as delicate ceramic works. Pictures of projects will be submitted to the State Fair for display. A ribbon and premium will be awarded for these projects. These photographs will not be returned. Any exhibits using batteries such as circuit boards or robots should not connect the wires to the battery rather the wires should be taped behind the battery. Another option is to not attach a battery but indicate battery goes here. This is to prevent potential fire hazards. Shooting Sports exhibits should contain no live ammunition and arrow points should be removed. 6

7 4-H/FFA Building Exhibit List & Guidelines Participation in the Morgan County Fair is limited to those members who are in Good Standing with their local 4-H/FFA clubs. This includes submission of enrollment forms on/or before county deadlines for a given year, attendance of 51% of club meetings (one more than half of the club meetings prior to July 4), attending majority of project meetings, and by meeting other requirements established by the club, county, and/or state (i.e.: age, ownership dates, etc.). GENERAL RULES FOR 4-H/FFA ENTRANTS (EXCEPT LIVESTOCK) 1. Entries will be accepted from Morgan County 4-H/FFA members only. Member must be present to check in items unless specifically excused in writing by youth staff or advisor for extenuating circumstance. 2. All Morgan County 4-H members must be enrolled in the project in which they exhibit and have attended 51% of club meeting prior to July 20, Pre-registration is due by June 15, Late entries accepted with $10 late fee per exhibitor. 4. No entry fee will be charged to exhibitors except where stated (hams/bacons, livestock & project animals). 5. Entry tags MUST accompany each exhibit. Use same description, class numbers, as found in official fair lists. 4-H entry sheets and entry tags will be available from club leaders/ FFA advisors and Morgan County Extension Center, on the fourth floor of the Morgan County Courthouse, Versailles, MO. 6. All 4-H & FFA exhibits due no later than 7:30 p.m. Tuesday, July 11, All exhibits (except hams eligible for the premium auction) must not be removed from the Exhibit Building prior to Sunday, July 16, All judging will be done on the Danish system (blue, red, white). 8. Premiums offered will be in monetary award, and/or ribbon form. 9. All premiums will be disbursed not less than 30 days after complete of the fair. 10. All decisions of the judges are final. 11. Items made by 4-H/FFA members should reflect the skills learned in the project, the needs and interests of the individual and quality workmanship H/FFA members may display only in project in which they are enrolled in the current 4-H/FFA year. Items showcased must be made in the current year and must be the work of the 4-H/FFA member submitting the item. Current year means from after last year s fair until opening of this year s fair. 13. Unworthy exhibits and exhibits not containing the correct size or quantity specified for the class will not be judged. 14. No items made in school (except FFA supervised projects), camp, or outside of 4-H/FFA projects may be entered. 15. Conference judging will be used when judging 4-H projects. If 4-H members are not available for conference judging, an Absentee Judging Form (available at the Morgan County Extension Center, on the fourth floor of the Morgan County Courthouse, Versailles, MO) must accompany each exhibit. Any projects that are judged in in this manner will be judged based on quality of project. 16. Only exhibits receiving a blue ribbon are eligible for State Fair consideration. 17. A 4-H member may send no more than TWO items to the State Fair. Large items may be photographed to send to the State Fair. 18. Perishable exhibits will be examined during the fair and spoiled materials will be removed and disposed of. 19. Items are displayed at the risk of the individual. The 4-H Staff, Extension Center, and the Fair Committee are not responsible for loss or damage to items H entries not selected for the State Fair must be picked up Sunday July 16, 2017 between 1:00 3:00 p.m. Any item left will be taken to the Extension office. 7

Each item must be accompanied by an index card or label attached to the canned goods or preserved item that outlines procedures and recipes used in processing and date of processing. 3. Any sign of spoilage or alteration from standard processing guidelines will be the basis for disqualification of the item. Information on standard procedure is available from County University Extension Centers. 4. 16 2017 Home Economics fair category list, Guidelines Non-perishable entries in the Home Economics Department will be received between 6 p.m. and 8:30 p.m. Wednesday, July 27 and all other entries between 7:30 a.m. and 12:00 p.m. Thursday, July 28, Entries in all classes are limited to Morgan County. 2. All articles must be the work of the exhibitor. 3. An exhibitor can have only one entry in each class in each section. 4. An article will be entered in one class only. 5. All articles must be made after August 1, 2014, unless noted in the rules, and any article previously entered at the Morgan County Fair will not be eligible, unless noted in the rules. 6. All canned fruit, vegetables, and meat must be in clear glass; standard quart or pint canning jars with lids. Jam and jellies may be in 8-ounce jars. 7. All baked items and candies must include a sample for the judge to sample. 8. All baked items and candies must have the recipe written on a 3x5 inch card to be displayed with the item. 9. All baked items and candies need to be displayed on disposable plates as they will be auctioned Thursday, July 28 at 7 p.m. Proceeds will go to pay fair board premiums. The ribbons and exhibit tags of baked goods and candies will remain at the fair until exhibitors pick them up from 1 p.m. to 3 p.m. on Sunday, July 31. Hay Bale Decorating Contest Barn in the USA is the theme this year and if you want to decorate your bale to go along with the theme that would be great but it can be whatever you come up with. You will need to provide your own bale or contact me at the number below. This will take place on the fairgrounds and the bales need to in place and decorated by Wednesday the week of the fair. Please make sure that your decorations are secure and that they do not blow off. 26 Animal Health Requirements For Exhibition Certificate of Veterinary Inspection/General Requirements A. All animals must have a Certificate of Veterinary Inspection unless specifically exempted. The Certificate of Veterinary Inspection must show required tests, vaccinations, etc. and individual identification and description of animals. Certificate of Veterinary Inspection are valid for thirty (30) days. Some species require an entry permit; please check under the specific requirements by species for details. B. Animals with ringworm lesions or easily visible warts will not exhibit and will have to be removed from community holding areas and stall since these are contagious conditions. C. Sales scheduled in association with exhibitions must employ a veterinarian to examine animals and process Certificate of Veterinary Inspection for change of ownership. The following requirements are for animals EXHIBITED in Missouri. Animals sold in addition to being exhibited must meet the entry requirements of Missouri. Exhibition Requirements For Cattle In Missouri INTRASTATE (cattle in Missouri moving for exhibition only in Missouri). 1. No Certificate of Veterinary Inspection required. 2. Brucellosis no test or vaccination is required. 3. Tuberculosis no test is required. INTERSTATE (cattle from another state entering Missouri for exhibition only). 1. Move from an accredited tuberculosis-free herd (herd test date must be listed on the Certificate of Veterinary Inspection); or 4. A copy of this list shall be retained by the sponsor of the exhibition for at least twelve (12) months and shall be made available upon request to a representative of the department. 3. Inspection. All poultry and waterfowl to be exhibited must be free of clinical signs of any infectious or contagious disease. A representative of the department shall have access to the exhibits and may conduct inspections and tests as deemed necessary. Exhibition Requirements For Rabbits In Missouri There are no exhibition requirements for rabbits in Missouri. 27

Members must be residents of Morgan or an adjoining county. Ownership of Animals: All animals entered in the fair must be the bona fide property of the exhibitor. All 4-H exhibitors, in- or out-of-county, participating in the livestock show must present their valid Missouri Show-Me Assurance Certificate at time of check-in. 5. All animals will show their health papers when they unload, if required in the Animal Health Requirements. 6. The individual owner will show all entries unassisted. The Superintendent may make exceptions permitting another enrolled 4-H or FFA member to show the animal in case of valid sickness, physical handicap, family emergency or if two animals fall into the same class. 7. No irritants, sedatives or stimulants may be used on or given to an animal. Suspect animals will be tested at the exhibitor s expense. A positive test will mean forfeiture of ALL winnings. Any product administered internally or used externally to alter the conformation and/or appearance of an animal for exhibition is prohibited. This includes the covering of white skin, false tail heads or use of any false hair, use of graphite powders, hemp or other similar substances externally and steroids, growth stimulants (excluding approved implants) or artificial filling internally; ie, pumping or airing. Any animal found to be in violation will be barred from showing and all entry fees and winnings will be forfeited. 8. Each exhibitor is limited to two (2) entries per class, and no animal may be shown in more than two classes. 9. Morgan county grand and reserve grand champion will be selected in each category. 10. Requirements particular to each animal are listed separately. 11. No parents allowed in the show ring while own child is competing nor can parent show for the exhibitor. 12. No dogs allowed in livestock barn during livestock shows. 13. Exhibitors of all animals must wear a collared sleeved shirt and long pants. (no shorts, no cut-offs, no open toed shoes). 28

34 4-H/FFA Beef Shows Saturday, July 15, 2017 Check & Weighed In: 7:00 a.m. 8:00 a.m. Bucket Calf Show Starts: immediately after sheep show Cattle Must Be In Place: 8:00 a.m. Dairy Show Starts: after bucket calf Beef Show Starts: after dairy show Fitting of animals is permitted, but may only be done by exhibitor, with help from exhibitor s parents or siblings or 4-H/FFA volunteer. Breeding classes will be determined by age, and will be broken into breeds if 3 or more are present with registration papers representing that breed at the time of check in. If no registration papers, animals must show in crossbreed. Only two breeding animals per class per exhibitor will be allowed. To be eligible for Morgan County Premium Auction, all beef must weigh a minimum of 1000 lbs. on day of show. Market Beef eligible for the rate of gain must be enrolled in a Morgan County 4-H or FFA and the animal must have been weighed in at the spring weigh in. Any market beef or cow-calf pair showing in HOME RAISED class must belong to a Morgan County 4-H or FFA member. The steer must have been born and raised on said exhibitor s family s property. The only exception will be a bottle calf exhibited at the Morgan County Fair in a previous year. Judges Decision is Final! 1. Each exhibitor is limited to two (2) entries per class, and no animal may be shown in more than two classes, excluding showmanship. 2. Bulls over 1 year of age must have a nose ring. 3. All animals must double-tied in barn. 4. No animals will be allowed in the show ring unless entered in the current class. 5. Show halter and show stick required for all beef classes, except Bucket Calf. 6. Exhibitors must wear a collared shirt with sleeves and jeans (no shorts or cut-offs or open-toed shoes). 7. Exhibitor may show only one bucket calf and the calf must be halter broke. 4. Exhibitor must not have had prior experience showing beef, except bucket calves. 5. Exhibitor must be between 8 and 12 years old from Morgan County or an adjoining county. 6. Exhibitors must have cared for the calf. Care is to include feeding, grooming, breaking the calf to lead, and looking after the calf s overall health. 7. Exhibitor may show any breed, any sex. 8. Calf must be born between March 1, 2017 and June 1, Calf must have been raised on a bottle and not allowed to nurse a cow after two (2) weeks of age. 10. The criteria for judging will be based on 20% showmanship, 40% overall condition and health of the animal, and 40% knowledge about the animal. Participants will be interviewed by the judge while in the show ring. 11. Classes of bucket calves will be divided by age of the exhibitor, NOT by the breeds, size, weight, etc., of the calves. 37 Morgan County Premium Sale Saturday, July 15, 2017 ~ 3:00 p.m. GENERAL RULES: 1. Morgan County Premium Sale is open to Morgan County 4-H or FFA members ages Animals eligible for sale are: market cattle, market hogs, poultry, meat pen rabbits, meat goats, market lambs and cured hams and bacons. Animals MUST be BLUE ribbon winners shown at the Morgan County 4-H/FFA shows to be eligible for sale. Small animals under 20# may be red or blue ribbon winners. 3. Sellers are responsible for contacting buyers prior to the auction. 4. Members may sell only two items at the premium sale. 5. Only exhibitors from Morgan County 4-H/FFA clubs, who are enrolled in a 4-H or FFA animal, bacon or ham project, may participate in the Premium Sale. 6. NO sedatives, irritants, or stimulants can be given to any animal. Suspect animals will be tested at the exhibitor s expense. A positive test will mean forfeiture of ALL sale premiums 7. All weighed animals will be will be sold using weights from the Morgan County 4-H/FFA Show. 8. Morgan County Youth Show Committee will determine sale order. 9. Since this is a premium sale, exhibitors reserve the right to retain ownership of ANIMALS and are responsible for marketing items taken home. 10. A 10% commission fee will be deducted from all premium sale checks. This fee goes to the Morgan County Fair Committee to cover fair expenses. 11. All sale participants must attend the premium auction to present their exhibit. 12. All sale participants must help in preparing for sale (barn and sale set-up and/or take down) or forfeit proceeds.
