However, since we realize that Packs will be arriving at the Encampment at different times and on different days, it s been decided that the preliminary Webelo Competitive Events will not be held at the Encampment, they will be held off site prior to the event. Webelos Competitive Events (WCE) is open to both Webelos 1 and 2, from all packs in attending the Centennial Encampment. As a patrol, Webelos will compete in a series of competitive events designed to test their Scouting knowledge and abilities. The top three patrols from Webelos 1 and Webelos 2 at the WCE will advance to the Council Webelos Competitive Events at the Centennial Encampment. Beyond competition, this event allows Webelos to meet Cub Scouts from other packs, as well as Boy Scouts from local Troops who will be serving on staff. Pack Number Adult Webelos Scouter Contact Name and Phone Number Webelos Patrol Name (During the WCE, Webelos Dens will be referred to as Patrols.) 1

2 Roster of Patrol (First and Last Name of Webelos Scout) (Please submit this information for each Webelos Patrol that will participate.) WCE is included in the fee paid for Encampment. There is no additional cost. Competitive Events Like a standard Camperall, Webelos will compete in Scout themed events against their fellow Patrols. All Webelo Patrols must compete in every event, and final scores will be calculated from total scores of all events. Below is a description of the events Webelos will be competing in: Get That Flag Up! (Webelos Handbook page 53 and pages ) US Flag Etiquette For this competition, Cub Scouts will be competing based on their knowledge of proper procedures, concerning the US Flag. Cub Scouts and Boy Scouts around the nation are recognized as bearers of the US Flag, and are expected to know how to treat our flag with respect. Boy Scouts are required to have a base knowledge of Flag Etiquette, and in the spirit of preparing Webelos for Boy Scouts, this event will test the Webelos knowledge in general flag etiquette. Instructions for the Denner: You and your den must conduct a flag ceremony. A competition judge will hand you a folded American Flag. You must call your den to attention. Following your calls, have your flag bearers advance, unfold and display the flag. You then call for the Scout Salute and lead your den in the Pledge of Allegiance. Next, you must call for the salute to be lowered and the flag to be refolded and retired back to the starting point by the flag bearers. Finally, you must dismiss your den. The clock will start when you read these instructions to your den. You have completed this event when the flag ceremony is complete or ten (10) minutes have passed, whichever comes first. Upon completion of this event, please hand this instruction sheet back to the judge and follow his instructions. Is there a First Responder in the House? (Webelos Handbook pages ) First Aid Of all the skills taught in the Scouting programs, First Aid is undoubtedly one of the most important. Scouts are respected internationally for their ability to provide onsite first response medical attention in a variety of conditions. While we don t expect the Webelos to be doctors, we do expect them to have a fundamental knowledge in the following conditions: 2

3 Instructions for Denner: You and your den will be given a first aid situation that you must identify, react to, and treat with the available supplies. The competition judge will pick a victim from your den on whom you will work. Once your victim has been stabilized, your den must make a stretcher out of the available supplies and transport him safely around a marker and back to the competition judge. The clock will start when you read these instructions to your den. You have completed this event when you have successfully identified, reacted to, and treated your victim, and transported him safely, or when ten (10) minutes have passed, whichever comes first. Upon completion of this event, please hand this instruction sheet back to the judge and follow his instructions. Please refer to First Aid Questions in Appendix A. For detail training on general First Aid procedure, refer to these BSA Instructional videos for proper First Aid procedures: Get That Tent Up! (Webelos Handbook ) Tent Set Up Tents are a necessity on any Scout camping trip, and knowing how to set one up is a cornerstone of any Scout s outdoor knowledge. This event will test Webelos knowledge of this crucial skill. Instructions for Denner: You and your den will be given a tarp and some ropes. Tent pegs will already be placed in the ground for your use. You must construct a tent from these materials. Start by stringing some rope between two trees tied with the proper knots. Next, tie ropes to the grommets of the tarp and tie the other ends to the tent pegs, also using the proper knots. The clock will start when you read these instructions to your den. You have completed this event when you have successfully constructed the tent using the proper knots, or when (15) minutes have passed, whichever comes first. Upon completion of this event, please hand this instruction sheet back to the judge and follow his instructions. (Webelos Handbook pages ) Knots Among all of Scouting s skills, one of the most widely recognized is a Scouts ability to tie knots. Knots have a variety of uses, from securing guy lines, to tying up canoes, to lashing together towers. For this event, Webelos are expected to be able to tie the following knots: 3

4 1. Square Knot 2. Two Half Hitches 3. Taut Line Hitch 4. Bowline 5. Sheet Bend 6. Clove Hitch Instructions for Denner: You and your den must tie a total of six different knots in a relay race format. You will line up with your den, then, when told to start, the first Scout runs to the judge and picks a card with a knot written on it. This Scout ties the knot for the judge, then runs back to the den and tags the next Scout, who repeats the process. If a Scout cannot tie a knot, he places the card back in the stack and runs back to the den and tags the next Scout. The clock will start after you read these instructions to your den. You have completed this event when you have successfully tied all six knots, or when ten (10) minutes have passed, whichever comes first. Upon completion of this event, please hand this instruction sheet back to the judge and follow his instructions. Refer to this website as a reference for knots: om (The majority of the knots will be under the Scouting section) Obstacle Course Obstacle Course Physical Fitness is a key component of the Scouting program, something that is especially stressed in the Cub Scout program. This event is designed to address the physical component in a fun, action packed way. The obstacle course will be a timed event, and every Patrol member will be required to run the course. Scores will be calculated by the average of all Patrol members scores. Please Note: Due to fire restrictions, the Fire Lay event has been replaced with the Obstacle Course event at the District level. 6 Appendix A: First Aid Questions: AT SCHOOL, YOUR FRIEND IS HORSING AROUND ON THE SWINGS WHEN HE FALLS OFF AND HITS THE GROUND. YOU RUN TO SEE HOW HE IS, AND YOU NOTICE THAT HE IS NOT BREATHING. WHAT DO YOU DO? YOU ARE AT SCOUT-O-RAMA, LEARNING HOW TO CARVE A NEW NECKERCHIEF SLIDE. THE KID NEXT TO YOU IS USING A CARVING TOOL CARELESSLY, AND THE TOOL SLIPS, CUTTING HIS WRIST OPEN. BLOOD BEGINS SPURTING OUT OF THE WOUND. WHAT DO YOU DO? YOUR LITTLE BROTHER TELLS YOU HE FEELS SICK, AND YOU NOTICE THAT THERE IS WHITE POWDER ALL AROUND HIS MOUTH. YOU THEN SEE THAT AN AJAX CAN IS TIPPED OVER ON THE KITCHEN FLOOR. WHAT DO YOU DO? YOUR GRANDFATHER COMPLAINS OF A FEELING OF PAIN AND PRESSURE IN THE CENTER OF HIS CHEST. AFTER A WHILE IT STOPS, BUT THEN IT STARTS AGAIN. YOU NOTICE THAT HE IS SWEATING, EVEN THOUGH THE ROOM IS NOT HOT. HE SAYS HE WANTS TO THROW UP, AND HE IS BREATHING QUICKLY. WHAT DO YOU DO? YOU ARE ON A HIKE WHEN YOUR FRIEND FALLS AND TWISTS HIS ANKLE. YOU TREAT THE TWISTED ANKLE, BUT HE CONTINUES TO COMPLAIN. HE FEELS WEAK, AND HIS FACE IS PALE. HIS SKIN IS COOL AND CLAMMY, AND HE IS SHIVERING. WHAT DO YOU DO? YOU FORGOT TO PUT SUNSCREEN ON YOUR FACE DURING A CAMPING TRIP TO THE BEACH, AND NOW YOUR SKIN IS RED AND HOT TO THE TOUCH. WHAT DO YOU DO? YOUR FRIEND IS HORSING AROUND NEAR THE CAMPFIRE. ANOTHER BOY PUSHES HIM, AND HE STUMBLES INTO THE FIRE RING. THE ADULTS QUICKLY PULL HIM OUT OF THE FIRE, AND YOU NOTICE THAT THE BURN ON HIS ARM HAS BLACKENED THE SKIN. HE SAYS IT DOESN T HURT, BUT IT LOOKS PRETTY UGLY. WHAT DO YOU DO? YOU AND YOUR FRIEND ARE POPPING GRAPES INTO YOUR MOUTHS, WHEN YOUR FRIEND GETS ONE STUCK IN HIS THROAT. HE SIGNALS TO YOU THAT HE IS CHOKING BY GRABBING HIS NECK. WHAT DO YOU DO? 6

7 Appendix B: Centennial Encampment Webelos Competitive Events: Morning of November 13 th, Prado Dam The top three Webelos 1 and top three Webelos 2 Patrols from Pacfica District s Webelos Competitive Event (WCE) on October 24 th will advance to the Centennial Encampment Webelos Competitive Events on the morning of November 13 th at Prado Dam. These Centennial Encampment events will differ slightly from the WCE events but the spirit of the events will remain the same. Specifically, the WCE will not have a Fire Lay event. Please see this appendix for details on the Centennial Encampment events. GENERAL There will be five (5) competitive events for Webelos at the Encampment that have been selected to test their Scout skills / knowledge of Webelos and the team work of the dens. Webelos 1 dens will compete against each other to determine the top three (3) dens in the Council. Webelos 2 dens will compete against each other to determine the top three (3) dens in the Council. District Eliminations Dens will compete against the other dens in their district on Thursday. Encampment Finals The top three (3) Webelos 1 dens from each district and the top three (3) Webelos 2 dens from each district will compete in the finals on Saturday. All of the Webelos dens are encouraged to compete in all of the events. Even if den members lack specific Scout skills or knowledge, the den may still earn points for participation, leadership, Scout spirit, and courtesy at each event. REQUIREMENTS 1) Dens should be natural dens which are defined as the boys that are normally in that den during normal pack activities. 2) The den members who compete in the Encampment Finals shall be the same den members who competed in the District eliminations. If a den member cannot compete due to illness, injury or who has left the Encampment, the Webelos Competitive Events Chairman may approve a substitute. 3) If one of the top 3 dens is unable to compete on Saturday, the district may substitute the fourth (4th) place den. 4) If there is dispute over a score, the denner or the denner and the adult leader must discuss the score with the event coordinator before leaving that event. If the dispute is not resolved at the event, the denner or the denner and the adult leader may discuss the score with the Webelos Competitive Events Chairman before dinner. The decision of the Webelos Competitive Events Chairman will be final. GUIDELINES 1) Dens should wear their Activity uniforms. 2) Dens should carry their den flags to each event. 3) Dens should give their den yell when they start their turn at each event. 4) Dens should be prepared to demonstrate their Scout skills. COMPETITION DETAILS 1) Denner will be given written instructions at each event to be read to his den. 2) Denner should insure that the den understands and follows those instructions (rules). 3) Dens are encouraged to participate in all of the competitive events regardless of skills and knowledge. 4) Webelos dens may be accompanied by only one adult during the competition. This adult cannot coach 7

8 or assist the den in any way during the competition. 5) Webelos Handbooks or other reference materials may not be used during the competition. 6) For consistency in scoring between the Sub-Camps and to maintain an element of surprise, specific events, event rules, judging criteria, and scoring criteria will be presented to the adult team running the event immediately prior to start of the event. 7) Minor variations may be added between the Sub-Camp competition and the Encampment competition to challenge the dens. Webelos Event #1: I M ALL KNOTTED UP! EVENTS This event is a timed relay race (10 minutes maximum). The den will line up about 20 feet from the event judges. When told to start, the first Scout runs to the judge and draws the top card from a deck of cards which has the name of one of the five (5) standard knots. The Scout attempts to tie the knot. If the knot is tied correctly, the card is given to the judge and the Scout runs back to the den and tags the next member of the den who repeats the process for the next knot until all knots are tied correctly or time runs out. If the knot is NOT tied correctly, the card is returned to the top of the deck and the Scout runs back to the den and tags the next member of the den. The next Scout runs to the judge and draws the top card from the card deck (the same knot) and attempts the knot. Repeat the process for correctly tied knots and/or incorrectly tied knots until all of the knots have been tied correctly or time runs out, whichever occurs first. The competition ends when all five (5) knots have been tied correctly or when time runs out, whichever comes first. (Webelos Handbook pages ) Webelos Event #2: IS THERE A FIRST RESPONDER IN THE HOUSE? This is a first aid event. The denner will be given a card that describes an emergency situation. The den then demonstrates the proper assistance to be given to the victim using standard first aid procedures. A member of the den is treated will be the victim. The victim will then be placed on an improvised stretcher and carried over a prescribed course. (Webelos Handbook pages ) Webelos Event #3: LET S FIRE THINGS UP!! This is a fire preparation event. The den will be provided with a pile of materials (tinder, kindling and fuel wood). The den will use these materials provided to prepare fires using three (3) different methods using different members of the den for each fire. (Webelos Handbook pages 359) Webelos Event #4: GET THAT TENT UP! This is a knot and shelter event. The den must set up a tent using a tarp, some rope and four (4) tent pegs. The den must use a taught line hitch and two half hitches. (Webelos Handbook ) Webelos Event #5: RAISING OLD GLORY! This is a flag etiquette event. The den must conduct a full flag ceremony. The den must show: a) the proper way to unfold a flag, b) display the flag, c) salute the flag, d) recite the Pledge of Allegiance, e) retire the flag, and fold the flag. Members of the den who are not involved in the actual flag ceremony must stand at attention and salute at the proper time. (Webelos Handbook page 53 and pages ) 8

9 EVENT SCORING Event Results Scoring: Total 100 Points 65 points - Maximum (points awarded based on the den s performance at each event) 35 points - Scoring: Scout Spirit Scoring: 10 points Was the Denner in charge? 5 points Was the Den all dressed in an Activity uniform? 5 points Was the den carrying its flag? 5 points Did the den give its yell? 5 points Was every den member taking an active part in the event? 35 points Was the den observing the 5th point of the Scout Law (Courteous)? 9
