Porter, JN Memorial Day, formerly called Decoration Day, has been an important National Holiday in which the men and women who have died while serving in the United States Armed Forces are honored. It is a time when we decorate the graves and markers of those that we should remember. The first reported Decorating Day took place on June 3, 1861 in Warrenton, Virginia. I would like us to also take this time to remember and honor those Pompano Beach Power Squadron Members who are sadly no longer with us over the course of the past 15 months. Aldo A. Did the name of the boat help you or deter your decision to purchase? I went online and did a simple Google Search for bad boat names. Some weren t so bad, other.well, would you want a boat named one of the following: Yacht Sea, Biopsea, Irritable Bow, Sir Oasis of the River, Bow Movement, Poopy Express? Not me I would have to change the name! Changing the name shouldn t be a big deal. Names get changed all the time: businesses (Google was originally Backrub, Pepsi was originally Brad s Drink, and Yahoo was Jerry s Guide to the World Wide Web), people (I m no longer Denise Black), adopted pets (our new puppy Rocky was originally named Hamlet), and heck even Power Squadrons change their names at times. But should changing a name on a boat be such a big deal? Yes and No. If the vessel has National Documentation it is as simple as completing Form CG125 Application for initial, exchange, or replacement of Certificate of Documentation. Fill out the form, send it along with your check for $84.00 and wait for your notice that the name change was approved by the Director. Local jurisdictions don t care about the name of the vessel, they just want the registration to be paid annually and the number properly displayed on the side of your vessel. You can transfer registration fairly easily with the correct local form and fee payment. The legal formality of renaming your boat is simple and straightforward, but we all know that there are great superstitions in changing the name of a boat. Following is the proper steps one must take in renaming their boat. I found this article on boatsafe. com and it was written by Capt. Pat. It is too well written for me to try and paraphrase, so here is his instructions in full. RENAMING CEREMONY by Capt. Pat Renaming a boat is, of course, not something to be done lightly. Since the beginning of time, sailors have sworn that there are unlucky ships and the unluckiest ships of all are those who have defied the gods and changed their names. So, is there a way to change a name and not incur the wrath of those deities that rule the elements? Yes, Virginia, there is. According to legend, each and every vessel is recorded by name in the Ledger of the Deep and is known personally to Poseidon, or Neptune, the god of the sea. It is logical therefore, if we wish to change the name of our boat, the first thing we must do is to purge its name from the Ledger of the Deep and from Poseidon s memory. This is an involved process beginning with the removal or obliteration of every trace of the boat s current identity. This is essential and must be done thoroughly. I once went through the ceremony after the owner had assured me that every reference to his boat s old name had been purged from her. A couple of weeks later, he discovered he had missed a faded name on her floating key chain. I advised him to start over, perhaps with a PAGE 2 PBPS MARINER MAY 2014 MAY 2014 PBPS MARINER PAGE 3

3 little extra libation for the ruler of the sea. Unfortunately, he declined. Since then, his boat has been struck by lightning, had its engine ruined by the ingress of the sea, been damaged by collision and finally sunk! It pays to be thorough. In purging your boat, it is acceptable to use White-Out or some similar obliterating fluid to expunge the boat s name from log books, engine and maintenance records etc., but it is much easier to simply remove the offending document from the boat and start afresh. Don t forget the life rings and especially the transom and forward name boards. Do not under any circumstances carry aboard any item bearing your boat s new name until the purging and renaming ceremonies have been completed! Once you are certain every reference to her old name has been removed from her, all that is left to do is to prepare a metal tag with the old name written on it in water-soluble ink. You will also need a bottle of reasonably good Champagne. Plain old sparkling wine won t cut it. Since this is an auspicious occasion, it is a good time to invite your friends to witness and to party. Begin by invoking the name of the ruler of the deep as follows: Oh mighty and great ruler of the seas and oceans, to whom all ships and we who venture upon your vast domain are required to pay homage, implore you in your graciousness to expunge for all time from your records and recollection the name (here insert the old name of your vessel) which has ceased to be an entity in your kingdom. As proof thereof, we submit this ingot bearing her name to be corrupted through your powers and forever be purged from the sea. (At this point, the prepared metal tag is dropped from the bow of the boat into the sea.) In grateful acknowledgment of your munificence and dispensation, we offer these libations to your majesty and your court. (Pour at least half of the bottle of Champagne into the sea from East to West. The remainder may be passed among your guests. It is usual for the renaming ceremony to be conducted immediately following the purging ceremony, although it may be done at any time after the purging ceremony. For this portion of the proceedings, you will need more Champagne, Much more because you have a few more gods to appease. Begin the renaming by again calling Poseidon as follows: Oh mighty and great ruler of the seas and oceans, to whom all ships and we who venture upon your vast domain are required to pay homage, implore you in your graciousness to take unto your records and recollection this worthy vessel hereafter and for all time known as (Here insert the new name you have chosen), guarding her with your mighty arm and trident and ensuring her of safe and rapid passage throughout her journeys within your realm. In appreciation of your munificence, dispensation and in honor of your greatness, we offer these libations to your majesty and your court. (At this point, one bottle of Champagne, less one glass for the master and one glass for the mate are poured into the sea from West to East.) The next step in the renaming ceremony is to appease the gods of the winds. This will assure you of fair winds and smooth seas. Because the four winds are brothers, it is permissible to invoke them all at the same time, however, during the ceremony; you must address each by name. Begin in this manner: Oh mighty rulers of the winds, through whose power our frail vessels traverse the wild and faceless deep, we implore you to grant this worthy vessel (Insert your boat s new name) the benefits and pleasures of your bounty, ensuring us of your gentle ministration according to our needs.(facing north, pour a generous libation of Champagne into a Champagne flute and fling to the North as you intone:) Great Boreas, exalted ruler of the North Wind, grant us permission to use your mighty powers in the pursuit of our lawful endeavors, ever sparing us the overwhelming scourge of your frigid breath.(facing west, pour the same amount of Champagne and fling to the West while intoning:) Great Zephyrus, exalted ruler of the West Wind, grant us permission to use your mighty powers in the pursuit of our lawful endeavors, ever sparing us the overwhelming scourge of your wild breath.(facing east, repeat and fling to the East.) Great Eurus, exalted ruler of the East Wind, grant us permission to use your mighty powers in the pursuit of our lawful endeavors, ever sparing us the overwhelming scourge of your mighty breath. (Facing south, repeat, flinging to the South.) Great Notus, exalted ruler of the South Wind, grant us permission to use your mighty powers in the pursuit of our lawful endeavors, ever sparing us the overwhelming scourge of your scalding breath. Of course, any champagne remaining will be the beginnings of a suitable celebration in honor of the occasion. Once the ceremony has been completed, you may bring aboard any and all items bearing the new name of your vessel. If you must schedule the painting of the new name on the transom before the ceremony, be sure the name is not revealed before the ceremony is finished. It may be covered with bunting or some other suitable material. See? Not hard at all. champagne! 4 Through the Porthole The XO s Perspective By Lt/C Marshall Bellin, P Don t forget! Mark your calendars. The District 8 conference is being held at the Boca Raton Marriott May 2-4. Plan to stop by and check out the various meetings and events. May is National Safe Boating Week. Pompano Beach Mayor, Lamar Fisher, will be making the official proclamation at the May city council meeting. Lots of newsy happenings at the Squadron. Thanks to Dave Bruce for getting the Mariner Room refloored and painted. It really looks great! The last Thirsty Thursday trivia night was a lot of fun! The April dinner meeting featured Captain Grayson Miller of SEA TOW as guest speaker. Both events had very good attendance. The raft-up got rained out, better luck next month! Check the Admin Officer s report and the boating calendar for future happenings. The last long-term weather forecast I saw stated that there should be fewer hurricanes this season. The prediction is that El Nino will be stronger this year. Strong El Nino, fewer hurricanes, works for me! Our weather patterns are changing. I have noticed that there are very few brown lawns, and local ponds are still full of water. We had a really short, wet, mild winter here while the northern areas got hammered by multiple blizzards and winter storms. Mild winter, few hurricanes looks like a great year for local boating activities! Last week I was reading some of the boating magazines and newsletters I get. There is a lot of useful information to be found in them. One article that drew my attention was about EPIRBs. An EPIRB is an Emergency Position Indicating Radio Beacon. An EPIRB is a satellite guided GPS rescue signaling device. It is used in an emergency situation to send a homing signal from your location. They are normally used by offshore boaters. Captain Miller talked about them during his presentation. They are activated when normal distress signals are not productive (VHF radio signals are not being received due to transmitting distances, ship s batteries are dead, etc.). Some models are even activated when immersed in water. They send a continuous homing signal for several days. Captain Miller recommended that even inshore boaters should have one as a backup for normal emergency signals. A satisfactory model can be purchased at local marine suppliers for under $300. I am still looking for someone to donate a 6 or 8 brass ship s bell to the squadron. 5 New certified printing agents bring buying options. NOAA s Paper Charts are here to Stay! By Lt Ira Somerset, AP May Day is popular with many countries around the world as a time to celebrate and get your party on. But we know MAYDAY as a time of distress with no time to celebrate and hopefully a time where your training pays off. This month the Administration Office is combining the two meanings into a month of Celebration and Emergency preparedness. KEEPING UP WITH THE ADMIN S DEPARTMENT By Lt/C Edward James McEntee III Phone: It won't be long before mariners and the boating public will have a wider choice of options and special services when they purchase NOAA paper nautical charts, thanks to NOAA's expanded "print-on-demand" chart production and distribution system, Coast Survey officials announced today. This week, Coast Survey certified new print-on-demand chart printing agents, and gave them the flexibility to offer different color palettes, various papers, a cleaner margin, and a range of services. NOAA has now authorized seven companies to sell NOAA's paper nautical charts that are printed when the customer orders them -- or "on demand." The information on the charts is still maintained by NOAA, and the charts are corrected with Notices to Mariners up to the week of purchase. "Last October, we announced that NOAA would stop using the government printing and distribution system we originally adopted in 1861," explained Rear Admiral Gerd Glang, director of NOAA's Office of Coast Survey. "We asked private companies to help us transition from the government-run system to a robust and competitive market for paper nautical charts, and we are pleased with the results." Five companies have now joined the original "print-on-demand" distributor OceanGrafix and the more recently certified East View Geospatial. The newly certified companies are Frugal Navigator, Marine Press, Paradise Cay Publications, The Map Shop, and Williams & Heintz Map Corporation. Glang is confident that the expansion of the print-on-demand system will lead to new options for all who purchase U.S. nautical charts. As a premium service, for example, print agents are authorized to customize charts with user-specified overlays. "With more chart printing agents, we hope to encourage competition and ensure fully up-to-date charts are widely available. Buyers can shop around and find different types of paper, or choose between traditional or new color palettes. Our printing agents can offer delivery or in-shop service, and customers can have their navigation track lines or other information printed as overlays on their chart," Glang pointed out. "All charts sold by NOAA-certified agents are NOAA charts, and fully meet navigational standards." For the last 150 years, the federal government produced nautical charts using lithographic printing presses. Although chart-making techniques advanced from the 19th century's delicate handapplied etchings on copper plates to a process that is now completely computer-based, the system remained based on printing large volumes of charts, then selling them from stock for years. Charts for sale were gradually more and more outdated until a new edition was printed. The print-on-demand system allows the changes made by Coast Survey cartographers to reach mariners much faster. Coast Survey continues to examine applications from additional companies wishing to become certified as NOAA chart printing agents. The examination process includes testing of applicants' sample charts, to make sure they stand up to normal onboard usage conditions. The paper charts sold by the NOAA-certified printing agents meet carriage requirements for ships covered by Safety of Life at Sea regulations, specified in Title 33 of the Code of Federal Regulations. On May 10 th at 10am at the squadron building we will be offering the American Heart Association Heart Saver CPR & AED class that will teach you the updated techniques to save a life. It will also teach choking and infant procedures. The cost for this class is $50 and you will receive a card that is valid for 2 years. Directly after that 3-4 hour class we will be offering the Heart Saver First aid class for $20 that you will also receive a first aid card valid for 2 years. You must pre register for this class since space is limited. Please or call me, Payment will be the day of the class via cash or check. The Class will be open to Non-Members for additional $10. 7 DORIS DISK & DATA By P/Lt/C Doris Garner, AP, Editor The squadron s roster is vastly different from when I first joined, and most of those people are gone, so I thought this article that I had written many years ago, might be interesting to those that never read it. I updated it, as George was alive then. Rainbows have always fascinated us, and we saw many boating on Long Island, NY. My spouse, Geroge had snapped our first rainbow picture to settle a bet with a friend. The friend claimed that it could not show up on film, as he said it was a mirage; just a refracrtion and reflexion of the sun s rays. Practical On The Water Training By P/C Ronald Ziller, SN This is an eight hour seminar with the perfect combination of classroom training and hands-on On- The-Water training. It provides an explanation of how your boat handles and why. Video clips let you visualize the maneuvers prior to your experiencing them on the water. It covers use of lines, departing the dock, operating in a fairway, pivoting, mooring, backing, docking, steering - slalom, holding course - range, and a quick stop. Each student receives a copy of Powerboat Handling Illustrated, a DVD, a Student Manual, and a certificate acknowledging his/her training. George agreed with the latter part, but knew it was real, and not an illusion, so he proved it with a picture. Through the years we saw many rainbows from the Hudson River to the coast of Rhode Island, plus more in Florida. The most thrilling was the one in Hawaii, which arced over the WWII War Memorial as we waited for the boat to take us over to it. We took many pictures of rainbows, but our most amazing was an upside down one, shaped like a bowl, with the ends up in the clouds, taken on Lake Okeechobee mny years ago. One time when George was at the controls of his friend s boat, JEANIE GAL, while his friend, Mech Murphy, was doing the fishing, he saw a shiny spot in the ocean ahead and steered for it. He thought it might be a good fishing spot. When he arrived at the light spot, he found no fish there. The boat drifted over the spot and George noticed that it was dark in the shadow of the boat. Perplexed, he looked up. What he saw was amazing. He could hardly believe it. He called Meck to look upwards. He agreed that what they were looking at was a first for him as well as George. Both were a little upset that neither had a camera to record the moment. They were looking up at a rainbow and had found the end of it where it disappeared into the ocean! They were bathed in the colors. What a unique phenomena! George could not wait to tell me about it when he came home, for as he pointed out, while we had seen many rainbows, we had never found the end of one. I was so excited! I jumped up and down and said, At last, we are really rich! Where s the gold? George looked perplexed. I was exasperated. I said, You know, the pot of gold at the end of the rainbow! Surely, you brought it home with you! He said, Oh that. We were in two hundred feet of water! Practical On the Water Training Seminar The Squadron is offering the Practical On the Water Training Seminar. This will be offered approximately once every month. The classroom sessions are normally held on Saturday mornings followed by the on the water training Saturday afternoon and all day Sunday as required by the number of students enrolled. The course involves one 3.5 hour classroom session before going on the water for practical training and 1 hour review session after the on the water training. This can be completed in approximately 8 hours. The cost of this course including the Student manual, DVD video and Powerboat Handling book, is $200 per student for USPS members. For non-member students the cost is $225. For family members and partners that can and choose to share the course manuals and DVD the cost will drop by $100 so that the total for partners is $300 for members or $350 for non-members. The training is geared toward the new boater learning to operate a single engine boat in the 16 to 26 foot length. It is also an excellent primer for those members who are seeking to obtain the Inland Navigator certification. The seminar will count for the skills portion of the IN certification.
