2 CAPE LOOKOUT SAIL AND POWER SQUADRON BRIDGE Commander Cdr Richard Tobacco, JN 903 Coral Court New Bern, NC Executive Officer Lt/C Jim Starr, JN 2410 Harbor Island Road New Bern, NC Educational Officer Lt/C Kurt Weinheimer, AP 122 Lugano Rd New Bern, NC Administrative Officer Lt/C Rhys Evans, AP 115 Gatewood Drive New Bern, NC Secretary Lt/C Beth Schwartz, P 1806 Spencer Ave. New Bern, NC bcschwartz@embarqmail.com Treasurer Lt/C Neal Schwartz, P 1806 Spencer Ave. New Bern, NC nschwartz@embaq.com COMMANDER S REPORT Lt/C Richard J. Tobacco, JN Commander s Call Are we on the Right Tack? On the right tack: to follow the correct course of action or line of thought. This is a sailing term, in which tack means 'direction'. When tacking, a ship is moving obliquely into the wind in a zigzag fashion. It has been just over three months since the Bridge was inducted. We have tried to affect the squadron in a positive way, making CLSPS a fun organization to be associated with. Hopefully you have noticed that there are more socials and more on-the-water activities then in recent past years. At the April dinner meeting, I introduced something new - a suggestion box. We know that you have thoughts on how to improve we have not considered and hope you will offer your ideas. All suggestions will be reviewed at the monthly Executive Committee meeting and we will post the suggestion and our response in the Outlook. What type of suggestions are we looking for? Some ideas for possible suggestions; land cruises you would like to go on, speakers you want for our dinner meetings, what can be done to entice more members to our events, what might we do to improve member interaction at events, etc. It is not necessary to sign your name for us to consider your suggestion, but if we need clarification it would be helpful. You should expect to see the teak suggestion box at socials and dinner meetings. Take the wind out of one's sails: disconcert, deflate or frustrate one; deprive one of an advantage. A boat under sail can be slowed down if the wind is prevented from reaching its sails. This can happen if another boat is positioned nearby in the direction from which the wind is blowing. This second boat is said to take the wind out of the sails of the first. Have you ever thrown a party and had no one, or only a few individuals, show up? We have members volunteer their time (and at times their monies) to host or coordinate squadron events. They do this for us because they want CLSPS to be a good fraternal organization. What they ask in return is that we attend and that we tell them early so they can plan the event properly. In the next few weeks we have a social/pot-luck and a blessing of the fleet. Let us not deflate/frustrate our volunteers send them a note now telling them you will be attending. [May 8 th social: Jim Scheer jim.scheer@gatech.edu May 15 th Blessing of the fleet: Mike McCulley dalliance4me@ec.rr.com] I look forward to seeing you there. 2
3 EXECUTIVE OFFICER Lt/C Jim Starr, JN 2010 Cruise Schedule We are very fortunate this year to have a robust cruise schedule put together by Larry Lovvorn and his group of trip leaders. If you haven t signed up for a trip, take a look at the schedule elsewhere in this issue. Signing up for a trip (or several) is a good way to overcome your inertia and get yourself out on your boat. You ll meet some new people, and get to know everyone a little better through the social events that are part of every cruise. If the trip pushes your experience envelope, you ll be going with folks who have done it before and can offer the benefit of their experience at the pre-trip Captain s meeting or during the trip itself. You ll have the option of traveling in company with other boats or just meeting up at an interesting destination. Check out the schedule and make you plans now! Fort Macon Aids to Navigation Cruise, Saturday, June 5 You ve received a couple of s from Sam Sanford of the Fort Macon Squadron inviting you to attend this event. Sherrie and I went a couple of years ago, and it was outstanding! The cruise gives you an incredible amount of practical information and experience in a short amount of time. And it takes place on the water in an interesting, navigationally challenging location the Beaufort/Morehead waterfront. You start with a classroom review of aids to navigation types of marks, color and numbering conventions, chart symbols, flash sequences, etc. (You know you ve forgotten a few things since your piloting classes!) After the review, the classroom turns into a restaurant (this year Captain Bill s in Morehead) and you have dinner. Following dinner, you board a sight-seeing-type boat for a cruise of the waterfront. The Beaufort/Morehead waterfront has at least one example of almost every aid to navigation you re likely to encounter. You first tour the area in daylight. Everyone gets their own chart, and the instructors point out all the details and give you a continuous stream of practical exercises, so you ll get pretty familiar with the area. Then it gets dark. After dark, you cruise through the area again, still using your chart this time with a red flashlight. You ll get to identify all the lighted ATONs via their flash sequences, and learn that it s possible to do this even with a confusing background of shore lights. You ll go through some additional practical exercises. (There are no tests.) At the conclusion of the cruise, you ll realize that being on the water at night isn t as intimidating as it was before, and it s perfectly possible to use navigation aids, a chart, and compass to get around. You ll know what Fl(2+1) R 6s 15ft 3NM means when you see it on your chart, and how to use the information. The instructors are excellent. This is a pleasant and useful way for any boater to spend a Saturday evening and improve their piloting skills, both day and night. I encourage you to take advantage of this great opportunity! You can download the registration information at The Outlook and other great information are available at the CLSPS Website: 3
4 EDUCATION DEPARTMENT Lt/C Kurt Weinheimer, AP MEMBERSHIP CHAIR Pamela & Bob Leahy We have three new classes scheduled to start in the fall. Engine Maintenance will begin on August 10, 2010, and on September 9 th we will begin Piloting and Junior Navigation. Anyone interested should contact me by phone or to register. The past month has been busy with the completion of and testing for our Navigation, America s Boating Course and Advanced Piloting. Our ABC class lead by Lloyd Moore had a 100% passing rate and four of our members passed Navigation with Bill Reasons. All nine students passed the Advanced Piloting class. In March we ran two seminar classes at West Marine on Saturday mornings. We had 3 to 4 students in each of the offerings which were How to Read a Chart and GPS. Lloyd Moore taught the Chart Reading and Jim Scheer taught the GPS seminar. We offered On Board Weather Forecasting but we had no registrants. We will be adding to the Fall offerings over the next few months so check our CLSPS education website to stay informed about the opportunities Vessel Safety Inspections Schedule of organized inspections Saturday May 1, 2010 Oriental Marina 10:00am-2:00pm Saturday/Sunday May 22/23, 2010 National Safe Boating Week Lawson s Creek Launch Sites 9:00am-12:00pm As membership representatives, we have goals of retaining our current members, as well as growing our squadron. To encourage CLSPS participation and recruitment, we feel it's important to network our group. We would like to learn more about each other's knowledge, talent, and interests. To help share information with our fellow squadron members, a 'member table' will be setup for our bimonthly meetings. This is an opportunity for us to share business and event news. You are all invited to contribute to this information exchange with business cards, announcements, and pictures of interest. We would also like to add an 'announcements' segment to our meetings, for further sharing. It's great that participation in this year's squadron events have been growing. Many thanks to those organizing our meetings, hosting our socials, leading the boating activities, and offering such a variety of activities. The April bi-monthly meeting was a big success, and the dynamic guest speaker Paul Del Rio's boating enthusiasm was contagious. The increased attendance at our gatherings makes a huge difference, the increased energy is great! We appreciate those who are actively involved in our squadron, and encourage others to join us. Our Commander has made a beautiful teak Suggestion Box, which will be brought to all our socials and bi-monthly meetings for your input. We're open to your wonderful suggestions for the success of our CLSPS, and appreciate your great ideas. 5 PUBLIC RELATIONS OFFICER P/C William J. Ash, SN, H ANNUAL INSPECTION OF THE JOLLY TAR P/C WILLIAM J. ASH, SN, H "Good morning, P/C, I m sorry to be late. I had some issues to attend to on Lydia before coming here. "Not to worry Horatio. Don arrived a few minutes ago and is ready to inspect the Jolly Tar. Don, this is Captain Horatio Hornblower. Come to think of it, you ve met him at Squadron dinners in the past. Well, anyway, Horatio, this is P/C Don Oltz, a Squadron vessel inspector." "I m delighted to be with you both. I ve never watched an inspection before. Go right ahead! I hope you are well paid for this important function." "Not a farthing, Captain. This is a free inspection. I cannot understand why vessel owners fail to take advantage of this opportunity to ensure the safety aspects of their boats. Okay, let me get started." P/C Oltz had his pen, inspection sheet and started asking questions. Do I have an anchor with sufficient line to hold the vessel? You do have personal flotation devices, I see. One each, for the legal maximum number of persons on board when under way. Fine. What about flares, fire extinguishers, a large emergency distress flag? And do you have a first aid kit? His inspection continued. I gave him information regarding the head. He asked about electrical systems. The Jolly Tar has no electrical systems. A sounding device? Yes, there is the bell. He asked me about running lights. I responded with a brilliant flashlight on the sail. Perfectly legal. 5 Hornblower was amazed how speedy and simple the inspection was. "P/C Oltz is a welltrained, thorough and instructive chap. I say, he ought to inspect the Lydia while he s at it." "I can t speak for him, Horatio. I suspect he has a bunch to inspect. Just ask him! I think he inspects vessels of all sizes." Inspector Oltz was working with his report and I took Horatio off to one side to give Don a clear shot at finishing up the inspection. By golly, there he goes up forward to place the inspection sticker in its proper place. It looks as though the girl passed her exam. "Horatio, can you imagine how important this inspection is? Every aspect of safety is looked into. A vessel which passes the inspection, and has its sticker, may cruise the waters knowing its skipper has looked into all the facets which promise a safe voyage." Don was still looking into all corners of the Jolly Tar. He certainly knows what he s doing. And he is joined by a bunch of other inspectors from Cape Lookout Sail and Power Squadron who have been artfully trained to do this kind of work. "P/C, every member of Cape Lookout needs to have his or her vessel inspected. I m surprised it s not legislated by the state or federal government to do this." "Horatio, we have enough legislation by the state and federal governments. North Carolina requires a registration sticker for vessels with power. The Federal Government oversees registration for documented vessels. But, I agree with you that every member of Cape Lookout, owning a vessel, should have it inspected. "Having said what I just did, I m now concerned about those who do not have their boats inspected. Are they afraid that some infraction might be discovered? Are they afraid they may have to spend a few bucks to fix something which, if not fixed, might cause a fatal accident. Now I m not sure I want to set foot on their vessels." "You re all set, Bill. Jolly Tar has passed again." This from Don Oltz.

Wilmington Cruise Owen Smith Cruise Leader In May, CLSPS will have a cruise to Wilmington, NC. The dates are: Sunday, May 23 Friday, May 28. The plan includes an inside route, i.e. ICW, as well as an offshore route from Cape Lookout to Masonboro Inlet. The ICW route includes a stop at Swansboro, docking at Casper s Marina on Sunday, May 23. From there, the insiders would continue on to Wrightsville Beach on Monday. The offshore group will anchor at Cape Lookout on Sunday night, then cruise offshore to Masonboro Inlet and join the inside group at Wrightsville Beach on Monday. Tuesday, the entire flotilla will depart Wrightsville Beach and cruise down the ICW, through Snow s Cut, and then up the Cape Fear River to Wilmington for two nights at the Wilmington Town Docks. While in Wilmington, the group is free to visit various museums including the battleship USS North Carolina, the North Carolina Railroad Museum, visit many shops within easy walking distance of the docks, and enjoy great cuisine at a variety of restaurants. Of course we will have happy hour on the docks both Tuesday and Wednesday, prior to evening activities. One evening should find us at the Rum Runner s Piano Bar and Grill for an evening of great fun. Saturday, May 1, we will meet at the Golden Corral in New Bern for a final planning meeting. If you are interested in joining the cruise, come join as at the Golden Corral at noon.
