Part of ths Supplementary Report was prepared by the Techncal Commttee on Accredtaton and Certfcaton to Fre Servce, and proposes for adopton a Supplementary Report whch documents ts acton on the publc comments receved on ts Report on NFPA 1000, Standard for F'me Servce Accredtaton and Certfcaton Systems, publshed n the Techncal Commttee Reports for the 1994 Annual Meetng. 113

2 Part of ths Supplementary Report has been submtted to letter ballot of the Techncal Commttee on Accredtaton and Certfcaton to Fre Servce whch conssts of 13 votng members; of whom 12 voted affrmatvely and 1 ballot was not returned (Mr. Moyle). Part of ths Report has also been submtted to letter ballot of the Correlatng Commttee on whch conssts of 4 votng members on NFPA 1000; of whom all 4 voted affrmatvely. Part of ths Supplementary Report has been submtted to letter ballot of the Techncal Commttee on Fre Fghter Professonal Qualfcatons whch conssts of 16 votng members; of whom 15 voted affrmatvely, and 1 ballot was not returned (Mr. Boyle). Part of ths Report has also been submtted to letter ballot of the Correlatng Commttee on whch conssts of 4 votng members on NFPA 1003; of whom all 4 voted affrmatvely. Luther, Natl Board for Fre Servce Profess6nal Qualfcatons RECOMMENDATON: From defnton of "accredt", delete:", and to recognze an entty (e.g., an educatonal nsttuton) as mantanng standards that qualfy ts graduates for admsson to hgher or more specalzed nsttutons or for professonal practce". SUBSTANTATON: Fre servce certfcaton/accredtaton s based upon a natonal set of standards whch are performance based. NFPA 1000 refers to them as "Job Performance Requrements". Therefore, the defnton of accredt", as stated, s ncorrect snce graduaton or advancement n an educatonal nsttuton s not necessary to satsfy job performance crtera. COMMTTEE ACTON: Reject. COMMTFEE STATEMENT: To accept ths wordng would narrow the meanng of ths term beyond the ntent of the commttee. The phrase n the current defnton "or for professonal practce" would appear to address the submtters concern. (Log #5) (Chapter 2 Defntons): Reject RECOMMENDATON: Revse defnton of "Accredtng Body" as follows: Delete frst four words (A...Assocaton); Begn sentence wth: "An organzaton"... SUBSTANTATON: The words "Voluntary", "Nongovernmental", and "Assocaton" do not lend themselves for easy defnton. PART (Log #4) (Chapter 3): Accept n Prncple SUBM'VrER: Hugh Pke, Tyndall AFB, FL COMMENT ON PROPOSAL NO: RECOMMENDATON: (a) Add the followng Arcraft Fre Suppresson and Rescue Fre Tranng Mockup and the comments as an Appendx to Standard nsert references to ths materal n the standard at paragraphs 3-3.5, 3-3.6, 3-3.7, 3-3.8, 3-3.9, 3-4.2, and Pre-ncdent plannng drectly affects a fre department's ablty to provde qualty resource protecton. Fre fghters must be traned, competent, and certfed to execute pre-ncdent plans. The lve-fre tranng program focuses on a fre fghter's ablty to work as a team member durng realstc and challengng tranng events. 2. These basc desgns for an arcraft fre/rescue tranng smulator challenge fre fghters and result n ncreased protecton for arports and arlnes. Smulator can be constructed wth low-cost materals, usually avalable n mantenance yards or publc works departments. Smulators can be equpped to use hydrocarbon fuels such asjeta or clean-burnng propane. (See Fgures 1-8 for detals.) (b) Paragraph 3-3.5, Runnng Fuel Fre. Ths requrement s met by allowng a contnuous, small stream of arcraft fuel flowng from the engne smulator nto a catch basn. The fuel s gnted, resultng n afre at the lead source. The fuel burns as t falls through the ar and gntes the surface fre n the catch basn. (See Fgure 2 detals.) (c) Paragraph 3-3.6, nteror Arcraft Fre. The fuselage and cabn secton should be constructed of steel frames and heavy metal skn that wll wthstand heat and rapd cool down. The smulator should be ft n length to allow a realstc cabn fre fghtng exercse. The scenaro ncludes burnng Class A materals n the smulator to create the condtons expected wth an nteror arcraft fre. (See Fgures 6 and 7 for detals.) (d) Paragraph 3-3.7, APU (Auxlary Power Unt) Fre. The APU fre s created by burnng fuel wthn a 6-n. steel ppe suspended from he wng. Ths addton s a reasonable smulaton of both the ntake and exhaust ports. (See Fgure 2 for detals.) (e) Paragraph 3-3.8, Wheel Assembly Fre. Salvaged tre rms can be welded onto the number 2 wng support. Fuel can flow from above or through a pressurzed devce around the rms or spray fuel on the rms to create a typcal arcraft tre assembly fre. (See Fgures 1 and 7 for detals.) (f) Paragraph 3-3.9, Ventlaton of Doors and Hatches. Ths desgn provdes for both normal and emergency means of entry and egress. Normal entry s made through a hnged door, mounted on, forward of the wng. Emergency entrance s made through two over wng openngs and one aft door. All emergency openngs are framed on " the sdes and bottom by angle ron. Ths allows for sectons of corrugated metal to be dropped nto place and removed after use. An addtonal hatch has been added to the top of the fuselage to smulate mltary arcraft and provde for vertcal ventlaton. (See Fgures 4 and 8 for detals.) (g) Paragraph 3-4.2, Access Through Normal and Emergency Hatches for Rescue. Complance wth ths requrement can be met by usng the same openngs dscussed n paragraph (h) Paragraph 3-4.3, Passenger Extracton and use of Rescue Equpment. Access to smulated passengers s possble by usng mechancal rescue equpment to force openngs n the corrugated metalpanels dscussed n paragraph These sectons can be forced or cut wth pneumatc cuttng devces or power saws. These metal sectons can be secured wth pns to allow the realstc use of other hydraulc rescue equpment. (See Fgures 5 and 6 for detals.) 117
