3 18 HEALTH AND SAFETY This sectin examines the health and safety implicatins assciated with the Prject during the cnstructin and peratinal phases. The health and safety f Prject persnnel and the public are assessed, and mitigatin strategies utlined where apprpriate. Cmmunity impacts fr health and safety are addressed in respective sectins f the EIS. Fr example, the ptential fr air emissins and impact n cmmunity health are addressed in Sectin 9. There are n sensitive receptrs, such as kindergartens, schls, hspitals, aged care facilities, residential areas, and cmmercial places clse t the mining, prcessing r prt areas (refer Figure 9-1). As such, there wuld be n planned discharges frm the Prject which culd impact n public health values in the shrt r lng-term. Mst activities prpsed fr the Prject are similar t thse currently carried ut by the existing RTA peratins nrth f the Embley River and therefre the health and safety risks remain the same Overview f the Existing Envirnment - Health and Safety RTA cnsiders the safety and health f emplyees and cntractrs as paramunt and a fundamental requirement fr cntinued peratin and grwth. The success and perfrmance f RTA in these areas is judged by emplyees, cntractrs, regulatrs and the cmmunity and influence the ability f RTA t enhance and develp future resurces. The RTA Health, Safety and Envirnment (HSE) Plicy (refer Appendix 1A) clearly demnstrates the cmmitment by RTA t health and safety. Perfrmance is measured and reprted publicly in the Weipa peratin's annual Sustainable Develpment Reprt and is summarised in Table Annual targets are set, with an aim f imprving perfrmance each year. 5 18.3 Prject Health and Safety Management System RTA's existing integrated Health Safety and Envirnment (HSE) Management System (knwn as CLASSIC) is certified t ISO and OHSAS and is audited n an annual basis by an external auditr. An verview f the HSE Management System is prvided in Appendix 18A. RTA wuld implement the existing CLASSIC HSE Management System as part f the Prject. Similarly, Ri Tint, as peratrs f the Lrim Pint shiplader at the Prt f Weipa, has implemented the Marine Safe system which implements the requirements f the Australian Maritime Safety Authrity and ther relevant internatinal statutry authrities, relevant class rules, regulatins and ship management cntracts. The ship managers f all Ri Tint Marine fleet vessels are required t have certificatin t the Internatinal Safety Management Cde (IMO 2002) and vessels must have n bard a cpy f the "Dcument f Cmpliance" endrsed fr annual verificatin. RTA wuld implement the Marine Safe system at the prt prpsed fr the Prject. Bth systems incrprate Occupatinal Health and Safety Standards that are currently in use at all Ri Tint peratins, which prvide the basis fr effective management f emplyee and cntractr health and safety. A Health Safety Envirnment and Cmmunities Management Plan (RTA 2007) was develped specifically fr the Prject area fr resurce assessment activities. This plan wuld cntinue t be maintained, regularly reviewed and updated as activities change n-site until such time as the Prject area is incrprated int the existing HSE Management System. This wuld ccur upn cmpletin f cnstructin. Mnitring f health and safety perfrmance and internal and external audits f implementatin f the system at the Prject site wuld ensure effective implementatin. Health and safety risks are identified via the HSE Risk Management System, described in Sectin 19. Sectin defines the categries f risk. The high risks identified in the preliminary Prject hazard analysis and risk assessment are summarised in Table The primary health and safety risks are discussed in further detail in the fllwing sectins Persnal Prtective Equipment Persnal Prtective Equipment (PPE) refers t prtective clthing, helmets, gggles, r ther garments designed t prtect the wearer's bdy r clthing frm injury by blunt impacts, electrical hazards, heat, chemicals, and infectin, fr jb-related ccupatinal safety and health purpses. The fllwing mandatry PPE wuld be required in all external areas within the Prject area: safety helmet; steel-cap bts; safety glasses; and high-visibility clthing. Other jb-related PPE wuld be utilised where required and wuld be identified in Safe Wrk Prcedures. Sectin 18 Health and Safety Page 18-3

6 18.5 Health Impact Assessment and Mitigatin Measures The primary health risks identified thrugh the preliminary Prject hazard analysis and risk assessment and the assciated cntrl strategies that wuld be implemented thrugh the HSE Management System are discussed in the fllwing sectins. The cntrl strategies address legislative and Australian Standard requirements where applicable Air Emissins Dust is the principal atmspheric cntaminant in the wrkplace. The crystalline silica (quartz) cmpnent f dust is f interest due t its ptential as a carcingen. RTA has undertaken respirable crystalline silica mnitring in the wrkplace between 2005 and 2008 with results t date indicating the mean expsure t be <0.01mg/m3, with a maximum expsure measured at 0.04mg/m3. The NOHSC1003 Adpted Natinal Expsure Standards Fr Atmspheric Cntaminants In The Occupatinal Envirnment (NOHSC 1995) fr crystalline silica is currently under review. The mnitring results are well within RTA's Occupatinal Expsure Limit fr respirable crystalline silica (quartz), which is 0.1mg/m3 fr an eight-hur shift. Risks assciated with ptential air emissins frm hazardus substances such as hydrcarbns are addressed in Sectin The Prject is nt expected t prduce any dur which may be detrimental t the health and safety f emplyees, visitrs r the general public. There are n ther air emissins that wuld be expected t impact the health and safety f emplyees r cntractrs. The Prject wuld implement particulate and gas/vapur expsure standards and cntrls accrding t the CLASSIC 5.01 Particulate and Gas, which wuld apply t dust, fibres, mist, fume (including diesel particulates), gas, and vapur expsure in the wrkplace. The standards and prcedures wuld cver, amngst ther things, evaluatin f particulate and gas/vapur hazards, and develpment f a cntrl prgram t ensure that emplyees and cntractrs d nt suffer adverse health effects in the wrk envirnment frm particulates r gas/vapurs, either used r generated by the Prject. Where required, the dust cntrl prgram wuld include engineering cntrls (e.g. air-cnditining filters, dust-suppressin systems, vacuum cleaners and fume-extractin systems) and use f respiratry prtectin devices. With the implementatin f these cntrl measures, the residual health risks assciated with emissins t air are expected t remain mderate. The impact f air emissins n the cmmunity are addressed in Sectin Nise and Vibratin Nise in the wrkplace can cause permanent hearing lss. RTA wuld cntinue t cmply with the NOHSC1007 Natinal Standard fr Occupatinal Nise (NOHSC 2000) fr the Prject. All equipment (bth fixed and mbile) wuld be purchased and maintained in accrdance with CLASSIC 3.15 HSE Guidelines fr Purchase and Hire f Plant, Equipment and Services, the AS1269 Occupatinal Nise Management series (Standards Australia 2005a) and the Mining and Quarrying Safety and Health Act It is the duty f the supplier t ensure equipment is cmpliant with safe levels f vibratin and they must prvide dcumented prf f cmpliance (i.e. test results). CLASSIC 5.02 Nise Management and Hearing Cnservatin wuld apply t all phases f the Prject. The fllwing cntrls wuld be implemented thrughut cnstructin and peratin t ensure emplyees and cntractrs wuld nt suffer adverse health effects frm nise generated in the wrkplace: all nise surces in their area wuld be identified and assessed at least five-yearly; nise surces in their area wuld be reassessed after any significant change; areas where hearing prtectin is required wuld be mapped and apprpriately signpsted; Sectin 18 Health and Safety Page 18-4

7 where hearing prtectin is required a range f hearing prtectin devices that are apprved fr site wuld be available; training wuld be prvided in fitting, maintenance and the limitatins f hearing prtectrs; there wuld be dcumented prcedures fr inspectin, assessment, and maintenance f nise reductin devices and nisy equipment t ensure nise levels are minimised; emplyees wuld be given infrmatin, instructin and training regarding nisy envirnments, including the hazards, ptential health effects and cntrl mechanisms; a frmal review f the practicality f engineering cntrls wuld be cnducted annually in areas where a hearing cnservatin prgramme is required; each area where hearing prtectin is rutinely wrn (i.e. emplyees are expsed t nise levels greater than 82dB(A) r 140dB(C)) wuld have a plan f actin fr the cntrl f nise, and all emplyees wuld attend audimetric testing as required. With the implementatin f these cntrl measures, the residual health risks assciated with nise and vibratin are expected t remain mderate. The impact f nise emissins n the cmmunity are addressed in Sectin Wildlife Hazards and Disease Vectrs Certain wildlife, such as the estuarine crcdile, dinges, venmus snakes and spiders, pse a risk t wrkers if they are bitten. The ccupatinal health clinic and first-aid facilities wuld be equipped t respnd t incidents f this type and prvide apprpriate treatment where required. Safe Wrk Prcedures wuld be develped fr activities (e.g. water sampling creeks) carried ut near marine aggressr (crcdile, stingers, sharks) habitat. Persnal prtective equipment, such as bts, trusers and lng sleeves wuld be required at all areas n the Prject area, which wuld prvide minimum prtectin frm snake and spider bites. Glves wuld als be prvided fr use during apprpriate tasks. A vectr is an rganism that des nt cause the disease itself but transmits infectin by transferring pathgens frm ne hst t anther. Bedbugs, cckraches, flies, lice, msquites, rat fleas, rats and mice are all capable f transmitting disease. In Australia, diseases such as Dengue Fever, Rss River Virus, and Barmah River Virus can be transmitted by msquites. In additin, ships can spread disease t prts via infected vectrs. The cntrl f disease vectrs such as insects and rdents is necessary fr the maintenance f emplyee and cmmunity health. The Weipa branch f the Australian Quarantine and Inspectin Service (AQIS) undertakes mnitring f trpical disease vectrs such as msquites regularly and has nt reprted vectrs f a quarantinable human disease t date. At the time f preparatin f this EIS, there was n evidence t suggest the recent utbreak f dengue fever in Queensland had extended t the Weipa area (Queensland Health 2009). Cntrl prgrams fr disease vectrs such as rats and msquites and ther insects wuld be undertaken in infrastructure areas n a regular basis by a licensed Pest Cntrl Technician. The Prject wuld implement CLASSIC 5.06 Travel Remte Site Health, which includes the fllwing cntrls fr msquit (and biting midges) safety: reductin r eliminatin f preferred breeding water surces such as stagnant water in cntainers; staying indrs during msquit activity hurs; wearing clthing that reduces the amunt f skin expsed (i.e. lng trusers and shirt sleeves) between dusk and dawn, and applying insect repellent. 8 Water strages and ther impundments f water can be used by msquites and biting midges fr breeding. Water strages and ther impundments f water cnstructed n the Prject site wuld be greater than 60cm deep and nt cnducive t msquit breeding, in accrdance with the Guidelines t minimise msquit and biting midge prblems in new develpment areas (Queensland Health 2002). Overseas ships wuld be subject t AQIS requirements fr vessels, including the requirement t manage ptential disease vectrs. The Prject is nt expected t increase the number f pests during cnstructin r as a result f site peratins Drinking Water Supply The Weipa Twn Authrity (WTA) is respnsible fr prviding ptable water services t the twn f Weipa, where emplyees and cntractrs wuld live thrughut the peratin f the Prject. WTA cllects water samples n a weekly basis fr bacterial testing and a quarterly basis fr minerals, hardness and ph. Test results are prvided n the WTA web page and are available fr public viewing at the Twn Office. Ptable water wuld be prvided at the Prject cnstructin camp, the prpsed prt and infrastructure areas. The water wuld be surced frm dams and grundwater surces and treated t ensure a ptable standard. RTA wuld regularly mnitr ptable water quality t ensure cmpliance with the Australian Drinking Water Guidelines (NHMRC 2004). The risk f unsafe drinking water is cnsidered t remain lw. RTA wuld nt be a "water service prvider" in the Prject area fr the purpses f the Water Supply (Safety and Reliability) Act 2008, as the infrastructure wuld be fr mining purpses and the service wuld nly be used by the wner's emplyees and visitrs Use f Recycled Water During cnstructin, it is anticipated that effluent frm the sewage treatment plant wuld be recycled fr use in landscaping areas. During peratins, water frm tailings strage facilities and infrastructure area sewage treatment plants wuld be recycled (refer t water management system Figure 5-8 and Figure 5-9). In bth instances, recycled water wuld be managed in accrdance with the Water Supply (Safety and Reliability) Act 2008 and relevant envirnmental and health regulatry guidelines. This wuld include mnitring t ensure water quality meets the Water quality guidelines fr recycled water schemes (DNRW 2008). Details f peratins f the sewage treatment plants, including prpsed water quality mnitring and recycled water criteria are discussed in Sectin Recycled water wuld nt be used fr irrigatin f fd crps r in ther areas that may impact the human fd chain Fd Hygiene Areas invlved with the prvisin and supply f fd, such as the cnstructin camp, wuld perate in accrdance with current fd and hygiene legislatin. RTA wuld engage the services f a cntractr t supply fd t the cnstructin wrkfrce. All catering cntractrs wuld be required t undertake fd handling training and hld relevant licences under the Fd Act Under this Act, caterers are required t develp and implement fd safety prgrams and, depending n the number f peple catered fr, the prgram may need t be accredited. Accredited prgrams are required t have a cmpliance safety audit cmpleted by an accredited auditr t ensure the business is cmplying with their prgram and the Fd Standards Cde (FSANZ 2000). This requirement is likely t be triggered during the cnstructin phase f the Prject. Sectin 18 Health and Safety Page 18-6

9 Perfrmance mnitring f all cntractrs wuld be undertaken in accrdance with RTA's Supplier and Cntractr Management Standard Other Bilgical Hazards Infectius diseases may als be transmitted via bdily fluids, such as medical staff expsed while treating a patient. All first-aid facilities wuld be equipped with glves and ther prtective equipment in accrdance with standard medical practice. Clinical waste wuld be segregated and dispsed f at the Evans Landing Landfill (in accrdance with the existing Licence). Persnnel are als at risk f bacterial r infectius disease when wrking n r near sewage treatment facilities. Safe perating prcedures wuld be develped fr this wrk, including the use f apprpriate PPE and hygiene practices (e.g. washing hands befre cnsuming fd). Leginella can be cntracted via inhalatin f water vapur cntaining the Leginella bacteria. Regular testing f at-risk water surces (e.g. beneficiatin plant, ht-water strages etc) wuld be carried ut and the water treated where required. With the prpsed cntrl measures in place, the risks assciated with ther bilgical hazards are cnsidered t be mderate Hazardus Substances Fuels (predminantly diesel), detergents, lubricants and ils, slvents, degreasers, paints, resins and dmestic cleaning agents wuld frm the majrity f chemicals required at the Prject site. The fllwing cntrls wuld be implemented: All chemicals wuld be managed in accrdance with the NOHSC:1015 Natinal Standard fr the Strage and Handling f Wrkplace Dangerus Gds (NOHSC 2001), the NOHSC1005 Natinal Mdel Regulatin fr the Cntrl f Wrkplace Hazardus Substances (NOHSC 1994), and NOHSC1008 Apprved Criteria fr Classifying Hazardus Substances (NOHSC 2004). In additin, chemicals wuld be managed in accrdance with CLASSIC 2.06 Hazardus Substances Cntrl, which requires a risk assessment t be cmpleted, taking int accunt infrmatin frm the Material Safety Data Sheet (MSDS), prir t the substance being brught t site. A register f all apprved chemicals wuld be maintained. All chemicals wuld be labelled and stred accrding t the requirements f the respective MSDS and relevant Australian Standards. Cpies f MSDS's wuld be kept near strage areas. PPE (e.g. glves, face shields r respiratry-prtectin devices) and first-aid equipment (e.g. emergency shwers and eye-wash statins), as identified in the MSDS and/r risk assessment wuld be maintained and available fr use. Training wuld be prvided t emplyees and cntractrs thrugh the site inductin and specific chemical awareness prgrams fr relevant wrkers. With the implementatin f prpsed cntrls, the residual health risk presented by hazardus substances is expected t be mderate Radiatin Expsure t ultra-vilet radiatin and heat stress frm the sun is a significant risk in the trpical envirnment. All emplyees and cntractrs wuld be required t wear lng-sleeve shirts, trusers and hats t help reduce sun expsure. Awareness training wuld be prvided thrugh site inductins and high-prtectin sunscreen and drinking water wuld be made available nsite. RTA wuld cmply with the NOHSC1013 Natinal Standard fr Limiting Occupatinal Expsure t Inizing Radiatin (NOHSC 1995). Nuclear density gauges wuld be utilised n-site and have Sectin 18 Health and Safety Page 18-7

10 the ptential t impact health if stred r dispsed f inapprpriately. CLASSIC 5.04 Radiatin Management wuld be implemented, and wuld include the fllwing cntrls t ensure emplyee and cntractr expsures t all frms f radiatin are as lw as reasnably achievable: apprpriate licences wuld be btained prir t radiatin surces being brught t site; Radiatin Safety Prtectin Plans (RSPP) wuld be develped and apprved by Queensland Health; apprpriately qualified Radiatin Safety Officers wuld be available t cmplete the requirements f the RSPP; replacement f radiatin gauges wuld be managed as required in accrdance with relevant legislatin and the RSPP, and mnitring and maintenance wuld be cnducted as required in accrdance with relevant legislatin and the RSPP. Even with the prpsed cntrl measures in place, the residual risk assciated with radiatin remains high due t the ptentially serius cnsequences f expsure Manual Handling Manual tasks requiring frce, repetitin r awkward pstures can lead t musculskeletal injuries. As much as pssible these types f tasks wuld be eliminated thrugh gd design. Where required, lifting devices wuld be prvided t reduce manual handling. RTA wuld cmply with the Natinal Standard fr Manual Tasks (Australian Safety and Cmpensatin Cuncil 2007). CLASSIC 5.03 Manual Handling will be implemented by the Prject and prvides the fllwing cntrls: gd design, layut and practice, t minimise adverse health cnsequences due t manual handling and vibratin factrs; cmpletin f an assessment f manual handling and vibratin risks assciated with a task r activity; and an assessment f ergnmic, manual handling and vibratin risks fr new plant r equipment r mdificatins t existing plant r equipment. With these cntrls in place, the risk f injury caused by manual handling injuries is lw t mderate Safety Impacts and Mitigatin Measures The primary safety risks identified thrugh the preliminary Prject hazard analysis and risk assessment and assciated cntrl strategies that wuld be implemented thrugh the HSE Management System are discussed in the fllwing sectins. The cntrl strategies address legislative and Australian Standard requirements where applicable Lighting Pr lighting levels r the lack f emergency lighting in times f pwer failure r emergency situatins has the ptential t cause hazard. The fllwing wuld be prvided fr bth cnstructin and peratin phases t prvide a safe and cmfrtable visual envirnment: task lighting; access and stair lighting, and emergency lighting. Wrkplace lighting wuld be designed and installed in accrdance with the A51680 Interir lighting (Standards Australia 1998), which recmmends a minimum interir lighting level f 160Iux fr general wrk areas and 40Iux fr walkways and access areas. 11 Emergency lighting wuld be installed in accrdance with the AS2293 Emergency escape lighting and exit signs fr buildings (Standards Australia 2005b). The Prject wuld implement CLASSIC 3.06 Lighting which requires lighting surveys t be carried ut in all areas with permanent lighting n a regular basis r fllwing a majr change, and includes a testing and maintenance schedule fr emergency lighting. While exterir lighting wuld adhere t health and safety requirements, they wuld be mdified where required t minimise the impact n nesting turtles (refer t Sectin fr further infrmatin). With the implementatin f prpsed cntrls, the residual risk presented by pr lighting is expected t be lw Vehicle Cllisins Vehicles n the prpsed mine wuld include haul trucks, frnt-end laders, scrapers, rllers and light vehicles (fur-wheel drives). The vehicles wuld perate n haul rads and existing access rads. Cllisins between these vehicles have the ptential t cause serius injury t mine persnnel. Haul rads wuld be designed t cmply with requirements f the Mining and Quarrying Safety and Health Act 1999 and rads graded t an adequate safe level fr the vehicles. Sme f these vehicles wuld als travel n the new Mine Access Rad which wuld be cnstructed frm the Hey River Terminal t the infrastructure area. This wuld be a private rad fr use by Prject-authrised vehicles nly and have relatively lw usage as emplyees and cntractrs wuld be transprted t and frm the site by buses. Heavy mbile equipment such as haul trucks, frnt-end laders, scrapers and rllers wuld be transprted under escrt by flat n this rad. Fuel wuld be transprted in highway cmpliant B-dubles n a daily basis. The Prject wuld implement CLASSIC 2.09 Mine Rad Access, which prvides minimum requirements fr the cntrl f access t the existing Weipa mine peratins area thrugh the prvisin f a Mine Rads Driving Permit. Cnstructin wrkers and mine persnnel perating vehicles n-site wuld be trained and licensed, s vehicles are driven in a safe and respnsible manner. Safe wrk prcedures regarding driver safety (including speed limits) and dust cntrl wuld be implemented. Speed limits arund the site wuld be indicated by apprpriate signage, and watering f rads and access areas wuld be undertaken t suppress dust and imprve visibility fr the driver. Adequate lighting wuld be installed n-site t ensure night driving and perating cnditins are safe. Vehicle inspectin checks wuld be undertaken as part f the rutine maintenance prgramme t cntrl the risk. All vehicles wuld be fitted with tw-way radis. The ptential fr injury frm vehicles n the Prject site during cnstructin and peratins is cnsidered mderate Physical Interactin with Machinery Persnnel may be at risk f interacting with mving machinery (such as cnveyrs) and vehicles resulting in ptentially serius injury. Hazards in this categry may ccur during the cnstructin f infrastructure, mvement f heavy equipment, maintenance prgrams r repair wrk. RTA's safe wrk prcedure regarding the cntrl f energised equipment and machinery wuld be implemented incrprating islatin safety systems t reduce the likelihd f expsure t sudden releases f all frms f energy t lw levels (CLASSIC 2.01 Islatin). Apprpriate speed limits and traffic rules wuld be identified fr the Prject area. Barricades and visual demarcatin wuld be used t reduce the risk f pedestrian and vehicle interactins, as well as physical interactin with ther machinery such as cnveyrs. The prpsed cntrls wuld reduce the likelihd f ccurrence persnnel interacting with mving machinery and therefre the risk t lw levels. Sectin 18 Health and Safety Page 18-9

12 Fuel Strage and Handling Fuel strage n-site is predminantly diesel, which presents a predminantly lw risk f cmbustin taking place and a mderate envirnmental risk. Fuel tankers wuld travel nt site t refill bulk strage tanks n a daily basis. All hydrcarbns wuld be stred in accrdance with the AS1940 The strage and handling f cmbustible and flammable liquids (Standards Australia 2004a). Use f this standard reduces risk t a lw level. T minimise the hazards assciated with fuel il leaking during tanker unlading, the fllwing cntrls wuld be implemented t reduce risks t health and safety f site persnnel and ptential adverse impacts t the envirnment: equipment inspectin and testing prgrams wuld be undertaken t ensure reliable perfrmance f fuel tanks and bunds; safe wrk prcedures wuld be prepared t address the refilling f fuel strage tanks and mine vehicles, maintenance and spill respnse; peratr training wuld be prvided in the safe peratin f the equipment and knwledge f emergency respnse prcedures in the event f fuel il leakage; spill cntainment bunds wuld be installed t cntain any spillage f liquids; sumps wuld be cnstructed t cllect any spillage and allw recvery; ignitin surces wuld be strictly mnitred and maintained t avid fire; apprpriate fire-fighting facilities and suppressin systems wuld be installed, maintained and available t extinguish fires; an apprved fire prtectin system wuld be installed and maintained arund hydrcarbn strage areas; and inspectins f all strage facilities wuld be carried ut n a regular basis. Licensed transprters perating in cmpliance with the Australian Cde fr the Transprt f Dangerus Gds by Rad and Rail (NTC 2007) wuld undertake the transprt f dangerus gds t the Prject site. The prpsed cntrls wuld reduce the likelihd f ccurrence and therefre the risk t mderate levels Wrking at Heights and Falling Objects There wuld be times where wrkers are required t wrk at height during the cnstructin phase (e.g. mine site building and cnveyr cnstructin) and the peratin phase (e.g. maintenance f facilities). The Prpnent wuld plan activities s wrk is perfrmed at grund level where practical t eliminate the requirement t wrk at heights. Hwever, where wrking at heights is unavidable, the Prject wuld implement CLASSIC 2.04 Wrking at Height, which requires the fllwing cntrls: Wrking at heights is accessing, egressing, ascending, descending r wrking in any psitin where a persn can fall frm, int r thrugh anything frm ne level t anther level. Wrk at heights is identified where a risk assessment highlights a danger f peple falling r any wrk abve 1.8m. The hierarchy f cntrls are identified as fllws: Wherever pssible wrk shall be perfrmed frm grund level. In the event f raised plant and equipment, wrk shall be perfrmed wherever pssible frm permanently-psitined safe access t the task and wrk area. Where this is nt pssible access via a temprary platfrm r elevated wrk platfrm can be used. Sectin 18 Health and Safety Page 18-10

13 An alternative ptin is t use a persn-fall restraint system that des nt allw the user t fall. Only in the event that nne f the abve ptins are pssible, the wrk can be perfrmed by using a fall-arrest system after btaining a wrking-at-heights permit. Persnnel wrking at heights must be trained and deemed cmpetent. Tasks undertaken frm elevated wrk platfrms require fall prtectin equipment t be wrn at all times and cnnected t an apprved anchr pint. With these cntrls in place, the risk f injury caused by a fall frm height is lw t mderate. Items falling frm height can als present a safety risk. PPE that prtects against bjects falling frm height include steel-capped bts and hard hats, which wuld be wrn in designated areas. Prcedures als require the area belw peple wrking at height be barricaded as per CLASSIC 2.11 Barricade Prcedure and apprpriately signed, t prevent access frm ther persnnel in the wrk area. The residual hazard fr this risk is still high, as safety statistics at mine sites indicate injuries caused frm items falling frm height cntribute t wrk-related injuries. The Prject wuld implement CLASSIC 2.12 Scaffld Management, which refers t the standards assciated with the erecting f scafflding n-site. The purpse f this standard is t: Eliminate the risk t peple using and wrking arund scafflding; Eliminate the risk t ther cmpany assets frm persns wrking n r frm scafflding, and Ensure cmpliance t the Australian Standards. The minimum standard fr scafflding n-site wuld be the relevant Australian Standards unless a higher level f cmpliance is required by CLASSIC Lifting Equipment Failure f lifting equipment can result in serius injury. The Prpnent wuld plan activities in accrdance with CLASSIC 3.02 Lifting Equipment, which requires the fllwing cntrls: nly cmpetent peratrs can set up, inspect r perate lifting equipment; lifting equipment wuld be inspected, maintained and stred t ensure the all equipment is able t functin t its design specificatins; lifting equipment must be used within their Safe Wrking Lad fr the cnditins f use, and a register f lifting equipment shall be maintained t recrd peridic inspectins. With these cntrls in place, the risk f injury caused by failure f lifting equipment is lw t mderate Electrical Energy The Mining and Quarrying Safety and Health Act 1999 prescribes bligatins fr peratrs f mines and plant and has specific requirements fr electrical wrk and the design, peratin and maintenance f electrical equipment. A diesel-fuelled pwer plant wuld be cnstructed t prvide pwer fr mine-site facilities and the beneficiatin plant t be lcated in the vicinity f the infrastructure area. All electrical installatins wuld be designed, installed and maintained in accrdance with relevant Australian Standards, including AS 3000 Electrical Installatins (Standards Australia 2007) and AS 3007 Electrical Installatins fr Surface Mines (Standards Australia 2007). 14 The Prject wuld implement the existing CLASSIC 3.11 Safe Electrical Wrk, Equipment and Installatins, which includes the fllwing cntrls: electrical equipment and installatins shall be designed, installed and maintained t ensure that: persns are nt able t cntact expsed cnductrs energised at lethal vltages; under fault cnditins persns are nt expsed t lethal vltages, currents r arc flash; under fault cnditins equipment des nt pse a fire risk; cntrl systems, including prtectin systems, emergency stpping systems and safety alarms perate safely under all perating cnditins, including pwer supply instability r failure; there is an effective means fr psitive islatin f equipment r an installatin, and prir t accessing any electrical equipment, the hazards shuld be well understd and apprpriate islatins, permits and PPE identified and implemented. electrical wrkers are cmpetent fr the tasks they perfrm; electrical equipment is regularly tested and maintained; earthing systems are installed and maintained, and electrical plans are develped and maintained fr services n-site. With these cntrls in place, the risk f injury caused by electrical energy is lw t mderate Cnfined Space A cnfined space is an enclsed r partially enclsed space which is at atmspheric pressure during ccupancy and is nt intended r designed primarily as a place f wrk, and: 1. is liable at any time t: have an atmsphere which cntains ptentially harmful levels f cntaminant; have an xygen deficiency r excess; r cause engulfment; and 2. culd have restricted means f entry and exit. RTA wuld cmply with AS 2865 Safe Wrking in a Cnfined Space (Standards Australia 2009). The Prject wuld implement CLASSIC 2.03 Cnfined Space Entry Cntrls, which identifies the cntrls and prcesses required t be in place prir t entry int a cnfined space, including: assess and identify all cnfined spaces, including gas atmsphere testing; ensure nly trained and authrised persns are permitted t enter cnfined spaces thrugh use f a permit system; ensure crrect PPE is available fr persnnel wrking in cnfined spaces, and rapid recvery prcedures. With these cntrls in place, the risk f injury in cnfined spaces is lw t mderate Transprtatin Equipment, carg and wrkers wuld be transprted t the Prject area as described in Sectin 14.
