4 INTRODUCTION 1 OBJECTIVES The management f Crmwell Prperty Services Pty Ltd have determined that in rder t prevent accidents and injuries and sustain the envirnment, the highest standards f safety and envirnmental management shall be practiced bth within the cmpany and n behalf f the cmpany by its cntractrs and subcntractrs. The bjective f this manual is t prmte health, safety and envirnmental best practice and ensure regulatry cmpliance f cntractrs and subcntractrs by prescribing the requirements fr health, safety and the envirnment when prviding services t r n behalf f Crmwell Prperty Services Pty Ltd. This bklet shuld be read carefully and its receipt acknwledged in writing in cnnectin with a specific cntract. N variatin will be permitted withut the express permissin f the Natinal Facilities Manager. Effrts t cmply with timetables fr prviding the services, must nt affect the Health & Safety f persns carrying ut the wrk active r the envirnmental aspects and impacts f the wrk being undertaken. 2 RESPONSIBILITIES In additin t statutry respnsibilities cntractrs, sub-cntractrs, their emplyees and agents must cmply with: Crmwell Prperty Services Health and Safety Plicy and Envirnmental Plicy. Any ther regulatins, rders and by-laws that shall be applicable t the wrks, particularly thse matters that cncern the health, safety and welfare f the persns n the site and the practical envirnmental prtectin f that site. Site specific risk assessments/methd statements as required and specific t the activity being undertaken. Each time a cntractr/subcntractr arrives n site and befre cmmencing wrk they must reprt t the Managers Representative and sign in the site visitrs register. Cntractrs will nt be allwed n site if a permit t wrk is nt in place and authrised. Where applicable any cntractr s pass, nce issued must be wrn at all times whilst n site. 3 CONTRACTOR S REPRESENTATIVE FOR HEALTH & SAFETY The cntractr shall nminate a persn wh shall ensure that all cntractual and statutry bligatins fr the health & safety f their wn and sub-cntractr s emplyees are fully met and that best practices are pursued fr encuraging safe wrking. The cntractr shall prvide recrds t shw this persn has the knwledge/cmpetency t undertake this rle [H&S Rep training r ther as apprpriate]. The persn identified will be hereafter referred t as the Cntractr s Representative. Cmmunicatin between the cntractr/subcntractr and Crmwell Prperty Services n site shall be directly with the prperty management representative fr Crmwells. If this cmmunicatin prves unsatisfactry r a safety r envirnmental issue arises that cannt be reslved, the cntractr/subcntractr shuld cntact the Natinal Facilities Manager t escalate the issue and seek reslutin. 5 POLICIES 4 OCCUPATIONAL HEALTH AND SAFETY POLICY At Crmwell Prperty Services the welfare f ur emplyees, cntractrs, subcntractrs, custmers, visitrs and the public are ur first pririty. 6 4.2 CONTRACTOR SIGN-IN / SIGN-OUT POLICY Crmwell Prperty Services aims t prvide a prfessinal standard f prperty management. In this regard, we will, fr prperties where we are respnsible fr cntractr / subcntractr management, implement a sign-in register, which cntractrs / subcntractrs are required t fill in at the times f arrival and departure frm the prperty. This will ensure, amng ther things, the fllwing: Prvide a list f cntractrs / subcntractrs present n the prperty in the event f a fire r emergency. Prvide accuntability t tenants and investrs n the integrity f preventive maintenance wrks being cnducted n site. Prvide accuntability t tenants n the integrity f security cntrls, as well as prvide prtectin t cntractrs / subcntractrs in the event f damage r theft n tenants premises. 4.3 REHABILITATION POLICY Crmwell Prperty Services prvides ccupatinal rehabilitatin fr any emplyee wh suffers a wrk related injury r illness and will wrk with the emplyee tward an effective return t wrk prgram. T achieve these bjectives we will: Prvide the supprting framewrk including all medical and related supprt services t the injured wrker Prvide suitable duties fr injured wrkers as part f the injury management prgram Ensure emplyees understand the bjective f an early return t wrk Ensure emplyees understand their rights regarding injury management and return t wrk, including the dispute reslutin prcess Ensure systems are in place t supprt cntractrs and subcntractrs undertaking return t wrk prgrams with injured emplyees Ensure the participatin in a rehabilitatin prgram des nt in any way prejudice an emplyee Where a return t wrk prgram is nt apprpriate, the cmpany will take steps t assist the emplyee t return t a meaningful rle within the cmmunity 4.4 DRUGS AND ALCOHOL POLICY Crmwell Prperty Services takes the issue f the use f alchl while at wrk, r prir t undertaking wrk as serius. There is a zer bld alchl r illicit drug tlerance plicy fr cntractrs prviding services at any Prperty managed by Crmwell. If any emplyee, cntractr r subcntractr is reasnably believed t be under the influence f an illicit drug while at a Crmwell Prperty Services delegated wrkplace, that persn will be required t leave the wrkplace. Shuld this ccur mre than nce in a six mnth perid [in relatin t the same cntractr r subcntractr] the cmpany may be remved frm the wrkplace and cntract terminated. 7 4.5 SMOKING POLICY As ur duty t ensure health and safety at wrk, Crmwell Prperty Services prhibits smking in the wrkplace including client premises where wrk is being undertaken by the Cntractr. Crmwell Prperty Services has a duty t prtect the health f all emplyees and tenants frm the effects f tbacc wrkplace smking. Emplyees, cntractrs and subcntractrs are required t adhere t the fllwing: Smking is prhibited n custmer premises Smking is prhibited in enclsed wrkplaces, mbile plant and mtr vehicles Smking is prhibited in areas where chemicals are stred and in and arund ther fire hazard areas Smking is prhibited n cnstructin sites r sites where building r renvatin is being undertake A breach f this plicy may initiate apprpriate actin including remval frm site r cancellatin f cntract arrangements. 4.6 BULLYING AND OCCUPATIONAL VIOLENCE POLICY Crmwell Prperty Services is cmmitted t taking all practicable steps t ensure bullying and ccupatinal vilence des nt ccur. Bulling is cnsidered t be repeated, unreasnable behaviur directed tward an emplyee, r grup f emplyees, that creates a risk t health and safety. N single incident f wrkplace bullying will be cndned r ignred as it culd lead t repeated bullying behaviur. Occupatinal vilence is cnsidered t be any incident where a persn is physically attacked r threatened in the wrkplace, whether by a c-wrker, subcntractr r custmer. The fllwing behaviur is cnsidered t be bullying: Verbal abuse Excluding r islating wrkers Psychlgical harassment Assigning meaningless tasks unrelated t the jb Giving wrkers impssible assignments Deliberately changing wrk rsters t incnvenience particular wrkers Deliberately withhlding infrmatin that is vital fr effective wrk perfrmance The fllwing behaviur is cnsidered t be vilent: Striking, kicking, scratching, biting, spitting r any ther type f direct physical cntact Thrwing bjects Attacking with knives, guns, clubs r any ther type f weapn Pushing, shving, tripping grabbing Any frm f indecent physical cntact. 8 4.7 ANIMALS IN THE WORK POLICY Crmwell Prperty Services des nt permit emplyees, cntractrs r subcntractrs t allw animals in the wrkplace. They culd prvide a risk t safe systems f wrk and may prvide a risk f diseases that culd be transmitted by animals. Exceptins t this plicy d ccur when animals are used as part f the system f wrk such as animals fr security guarding purpses. Where this ccurs, permissin must be btained frm Crmwell Prperty Services and risk assessments with safe systems f wrk must be prvided and apprved. A breach f this plicy may initiate apprpriate actin including remval frm site r cancellatin f cntract arrangements. 4.8 ISOLATED WORKSITES POLICY Whilst Crmwell Prperty Services des nt prevent emplyees, cntractrs r subcntractrs frm wrking alne, any such activity must be subject t dcumented risk assessments and jb safety analysis t shw that careful cnsideratin is given t all identified hazards and risks and hazard/risk minimisatin practices have been established. Crmwell Prperty Services believe that wrking alne is smething that shuld be avided. Cntractrs utilising lan wrking practices must prvide a detailed a risk assessment and ensure that the risk assessment is prvided t Crmwell s Facilities Manager respnsible fr the premises. 4.9 EXPOSURE TO SUN POLICY Australia has the highest incidence f skin cancer in the wrld and the incidence f skin cancer is increasing. The fllwing standards apply in the wrkplace when wrk is being undertaken by, r n behalf f Crmwell Prperty Services: Outdr wrk activities must prvide apprpriate sun prtectin such as shade prvisin, UV sunscreen [SPF 30+ as per AS1067], hats [als prtecting the neck], sunglasses, cvering f arms and ther areas subject t sun expsure Wrk in the sun shuld be avided between 10am and 2pm [daylight saving, 11 am t 3pm] as this is the mst hazardus time Since utdr wrk in the sun is ht, wrkers may be inclined t take ff clthing and allw skin t be unprtected. This is a high risk, therefre ther means f cling dwn must be prvided 4.10 CHILDREN PROHIBITED FROM THE WORKPLACE POLICY Having children f any age [under the age f 16 wh are nt wrkers] at a wrkplace is a risk t bth the child and wrkers. Crmwell Prperty Services d nt permit children t attend wrkplaces under their cntrl [where wrk is undertaken by a Crmwell Prperty Services emplyee, cntractr r subcntractr]. This includes children in the cmpany f truck drivers. A breach f this plicy may initiate apprpriate actin including remval frm site r cancellatin f cntract arrangements. 9 HEALTH & SAFETY ASPECTS OF CONTRACT MANAGEMENT 5 PLANNED ARRANGEMENTS The cntractr/subcntractr shall prvide a Health & Safety Management Plan stating the arrangements and risk management practices that have been undertaken and agreed in cnsultatin with the emplyee representative that ensures: Apprpriate and cntractually agreed wrkers cmpensatin, public liability and prfessinal indemnity [if required] insurances are current and evidenced [cpies prvided in the H&S Management Plan] Their legal and cntractual health and safety bligatins have been met Risk assessments and jb safety analysis/safe wrk methds have been dcumented that are specific t the wrk being undertaken All wrkers are trained, cmpetent and hld the apprpriate licences and permits Adequate supervisin is in place 5.1 CROMWELL PROPERTY SERVICES REPRESENTATIVE The Facilities Manager r authrised Prject Manager will nminate in writing a persn t be respnsible fr liaisn with the cntractr/subcntractr n health and safety matters in rder that any peratins by any party that affect any ther party with regard t safety can be knwn and acted n. The persn nminated will hereinafter be referred t as the Manager s Representative. Such an appintment will nt release cntractrs/subcntractrs frm their wn respnsibilities fr health and safety matters. Prir t the cmmencement f wrk n site, the Manager s Representative will arrange a meeting with the Cntractr s Representative at which the implicatins and the extent f the safety requirements fr the cntract will be discussed. Minutes f meetings shall be recrded and cpies prvided t all interested parties. The cntractr will be required t ensure that all emplyees and sub cntractrs assciated with the wrks cmplete an electrnic inductin and ensure that all emplyees sign in and ut f the site each time they visit using the designated sign in bks. 5.2 MEETING REQUIREMENTS As a minimum, the agenda f the pre-start meeting shall include, but nt be limited t: Identificatin and cmmunicatin f hazards and risk cntrls established n the site The name and cntact arrangements f the Cntractr s Management and Site Representative respnsible fr health and safety Arrangements fr inductin Timelines planned fr activities and any hld pints, permit t wrk prcedures r inspectin and test plans apprpriate t the wrk t be undertaken 5.3 INDUCTION REQUIREMENTS All cntractrs, subcntractrs and emplyees wh will wrk at the premises must cmplete an inductin that is site specific and includes, but is nt limited t: Site cmmunicatin and cnsultatin prcesses t ensure precautins are taken by each cntractr/subcntractr t ensure thers wh may be affected by their wrk are nt put at risk - a system f apprpriate and regular cmmunicatin t perate effectively between all cncerned t ensure that any changes in circumstances and cnditins f wrk are discussed and arrangements revised accrdingly Site emergency preparedness plans and prcedures - arrangements fr the emergency evacuatin f the site Hazard identificatin and reprting prcedures Risk assessment/jb safety analysis, safe wrk methds/prcedures Permit t wrk, lck ut and ther high risk systems and cntrls Cntractr OH&S Management Plan V2.0/12Jun07 Page 9 f 31

10 Persnal prtective equipment [PPE] required n site Envirnmental aspects and prbable impacts Plicies relevant t the site and wrks being undertaken Waste management including waste dispsal, waste minimisatin and recycling Site strage and dispsal matters Traffic management planning Issue reslutin prcedure First Aid arrangements, names f first aid persnnel and the lcatin f first aid kits Incident and accident reprting arrangements The inductin prcess is an electrnic web based system and all cntractrs as part f their Cntract will be required t cmplete inductins prir t attending the premises and thereafter annually r as may be required. 5.4 NONCOMPLIANCE In the case f cntractr/subcntractr nn-cmpliance the Manager s Representative will have the authrity t stp the wrk if in their pinin it is necessary in the interests f health & safety.. The Principal will nt accept liability fr any lss hwsever incurred. The cntractr will present, fr inspectin, such cpies f persnal certificates f cmpetency, test certificates and inspectin recrds as requested by the Manager s Representative e.g. frklift truck drivers, lifting tackle, scafflding, and mbile cranes. The cntractr will prvide a schedule f relevant written health & safety risk assessments and safe wrk methd statements as may be required at such time befre r during the cntract as agreed with the Manager s Representative. 11 CROMWELL PROPERTY SERVICES SAFETY RULES 6 NOMINATED COMPETENT PERSONS The cntractr shall supply the Manager s Representative a list f persns wh are cmpetent t receive safety dcumentatin. A cmpetent persn is smene wh has sufficient training, experience and knwledge t enable them t assist the cntractr t cmply with legal safety requirements. The Manager s Representative may fr any reasn, refuse t accept a persn as a nminated Cmpetent Persn. The cntractr will be infrmed by the Manager s Representative f the arrangements n site fr the issue f apprpriate safety dcumentatin and the requirements fr the safe retentin f such dcumentatin. The cntractr shall ensure the Nminated Cmpetent Persn is fully aware f their rle and the duties impsed n them. 6.1 SITE PRE-PLANNING The health & safety f persns at wrk shall be achieved by maintaining general safety at and in the vicinity f the place f wrk. Befre any wrk (t include cmmissining r testing) cmmences, it will be the respnsibility f the apprpriate Cntractr s Supervisr t satisfy themselves that apprpriate health & safety precautins are taken t establish all safety measures at and in the vicinity f the wrkplace in accrdance with legislatin and relevant regulatins.. Such precautins and the criteria fr determining the wrkplace is safe [such as risk assessments r safety audits] shall be recrded. Flammable [acetylene] and nn-flammable [xygen] cylinders must be separated by a distance f at least 3 metres when being stred. This applies whether bttles are full r empty.
