2 Page 2 Site Specific Requirements Schls are busy and cnstantly changing envirnments. Children are by their nature inquisitive and they d nt always evaluate the cnsequences f their actins. It is therefre critical that risks arising frm cntract wrk are managed t ensure children, as well as ther members f the schl cmmunity, are prtected frm harm. This will require actin frm bth the cntractr and the schl t adequately plan cntract wrk, t cmmunicate effectively during the wrk and t remain ever vigilant in assessing and managing risks. CATEGORY Access prcedures First aid (in additin t general requirements fr First Aid n page 5) INSTRUCTIONS & REQUIREMENTS When wrking n the schl site, cntractrs are required t reprt t the ffice and sign in prir t cmmencing wrk each day. A badge will be issued which must be wrn at all times. Cntractrs are required t return the badge and sign ut befre leaving the site each day. First aid is available frm the schl ffice. Emergency evacuatin Site plan Smking (in additin t general requirements fr Smking n page 5) Tilets Wrk site bundaries (in additin t general requirements fr Bundaries n page 4) The Emergency Evacuatin signal is the sunding f a siren. The emergency assembly area is the schl val where cntractrs are t immediately reprt t the Principal r his/her nminated delegate. The emergency signal fr a Lck Dwn is the playing f music acrss the intercm system utside the usual times. In the case f lck dwn, cntactrs are t remain inside the rm they are wrking in if wrking indrs, r t reprt t the nearest classrm if wrking utdrs. Drs and windws are t be clsed and lcked, and cntactrs are t cruch dwn in a lcatin away frm windws and drs. N ne will leave either an assembly pint r a lcked dwn building until s instructed by the safety fficer in charge. A general site plan is attached t this dcument. Mre detailed plans may be available by agreement with the principal. Our schl is a Smke Free Zne. N smking is allwed in schl buildings, within the schl grunds, r within 4 metres f any schl prperty bundary. The use f student tilets is prhibited at all times. Staff tilets may be used and are lcated in the staff rm in the administratin building. Prvisin f site safety equipment e.g. safety fencing, witches hats etc. is the respnsibility f the cntractr. Hwever, the schl has a limited supply f plastic safety fencing and witches hats which may be brrwed by the cntractr n agreement by the schl principal. 3 General Wrkplace Health & Safety Cnditins Page 3 Persns appinted fr cntract wrk by schls f The Crpratin f the Trustees f the Rman Cathlic Archdicese f Brisbane, Brisbane Cathlic Educatin ( BCE ) shall adhere t all relevant prvisins f the current Wrkplace Health and Safety legislatin and will nt cmprmise existing prvisins fr health and safety within the Brisbane Cathlic Educatin system. All site-specific requirements, safe cntract wrk practices (see belw), and general requirements (see summary n page 4) fr wrkplace health and safety shall be cmplied with. Befre the cmmencement f any wrk by the cntractr, any frms which the schl principal prvides t the cntractr t cmplete must be returned fully cmpleted, subject t the exceptin prvided under Emergency/High Pririty Cntract Wrk belw. Emergency/High Pririty Cntract Wrk: If the cntractr has been engaged in respnse t a situatin requiring high pririty/emergency actin, it may nt be pssible fr relevant frms t be fully cmpleted prir t wrk cmmencing. In this instance hwever, the schl principal may allw wrk t cmmence if satisfied that the cntractr has cmpleted instructins 1 and 3 under Instructins: fr Cntractrs n the cver page f this dcument ie. read and understand all applicable infrmatin cntained in this dcument and infrm all wrkers and subcntractrs f the cnditins and requirements f this dcument. Relevant frms shuld be cmpleted as sn as pssible thereafter. In the absence f prescriptive legislatin r specific guidance frm the wrkplace health and safety statutry authrity, the cntractr must implement the risk management prcess (refer t the Wrkplace Health and Safety Risk Management Advisry Standard (Queensland Gvernment) fr further infrmatin.) The cntractr must ensure the wrkplace health and safety f the cntractr, each f the cntractr s wrkers and any ther persns is nt affected by the cnduct f cntract wrk. BCE reserves the right t stp wrk being undertaken at its schls where it is believed that wrkplace health and safety regulatins r rganisatinal safety requirements are being breached by the cntractr r where members f the schl cmmunity are expsed t an unacceptable level f risk, until any such breach r cnditin is satisfactrily rectified. With regard t cnstructin wrk, high risk cnstructin activities and ther activities prescribed under a wrkplace health and safety regulatin t be undertaken at BCE schls, BCE reserves the right t inspect cnstructin safety plans, wrk methd statements and inductin evidence accrdingly. Please nte: Any reference t schl principal als refers t that persn s authrised delegate. Any reference t cntractr als refers t principal cntractr where applicable and that persn s authrised delegate. Safe cntract wrk practices are: Safe Cntract Wrk Practices Clearly defining the cntractr s wrk area, taking int accunt: Access rutes The space required t undertake the wrk and t safely stre materials An apprpriate distance required between the wrk area and adjining areas t ensure the health and safety f students, staff and visitrs is nt affected by the wrk (i.e. a buffer zne ). Ensuring that means f access t and frm buildings and facilities fr staff, students and visitrs are kept safe and clear (temprary changes t nrmal and emergency rutes may need t be made during cntract wrk). Ensuring adequate safety barriers are erected and kept in gd cnditin. Ensuring minr wrk invlving asbests is undertaken, as a minimum, in accrdance with Brisbane Cathlic Educatin Asbests Safe Wrk Prcedures. Ensuring hazardus substances, plant and materials t be used in the wrk are stred safely. Ensuring that the use f hazardus substances des nt affect the health and safety f students, staff and visitrs. Ensuring adequate arrangements are made t prevent r minimise the impact f dust, fumes and nise n students, staff and visitrs. Ensuring arrangements are made t crdinate and cntrl risks arising frm the interruptin f utility services (eg. water electricity). 4 General Wrkplace Health and Safety Requirements DISCLAIMER These requirements are in n way an attempt t summarise legislative requirements. The cntractr shuld be familiar with all relative legislative requirements. Wrkplace health and safety legislatin is available frm The wrkplace health and safety legislatin shall take precedence where a lwer standard is prvided belw. ACCESS/EGRESS Other than agreed alternative and temprary arrangements arising frm cnsultatin with the schl principal, access ways and paths f travel t exits must be kept clear at all times. Als, bjects must nt be placed r allwed t remain, and vehicles must nt be parked r allwed t stand, in the path f travel frm an exit leading ut f a building. ASBESTOS Where cntract wrk is t be dne in prximity t asbests cntaining materials ( ACM ), the cntractr must view the schl s Asbests Materials/Prducts Register. Wrk n ACM must be undertaken in accrdance with the minimum requirements f the applicable Brisbane Cathlic Educatin Asbests Safe Wrk Prcedures, therwise it must be cnducted in accrdance with the applicable Natinal Cde f Practice belw: Fr wrk perfrmed n ACM the Management and Cntrl f Asbests in Wrkplaces: Natinal Cde f Practice; Fr remval f ACM the Safe Remval f Asbests: Natinal Cde f Practice. BOUNDARIES All places where cntractrs perfrm wrk are t be delineated by an agreed site bundary. The bundaries shall be cnstructed accrding t the circumstances and the nature f wrk taking place and may include chain wire fences, barricades, warning signs, lcked drs/gates, witches hats, ttal enclsure and/r ther agreed methds. In determining site bundaries every effrt shall be made t minimise disruptin t the nrmal activities in the area while ensuring the health and safety f the schl cmmunity and cntractr. CHEMICAL/HAZARDOUS SUBSTANCES Hazardus Substances Cde f Practice. Prir t cntract wrk cmmencing the cntractr may be requested t prvide a cpy f material safety data sheets fr chemicals t be used. Manufacturers instructins fr use must be fllwed at all times. CONSTRUCTION SAFETY REGULATIONS Cntractrs must cmply with the requirements fr the fllwing as prvided in the Wrkplace Health and Safety Regulatin 1997: wrk methd statements fr high risk cnstructin activities; general inductin evidence t be held by the cntractr and its wrkers; safe husekeeping practices; risk frm cntact with undergrund services risk frm excavatins risk f a persn falling ladders platfrms supprted by trestle ladders scafflding falling bjects first aid. DUST, FUMES AND NOISE Nise Cde f Practice Expsure levels t nise must cmply with legislative requirements as prvided in the Wrkplace Health and Safety Regulatin Dust and fumes that may cnstitute a health and safety hazard must nt breach relevant legislative and Wrksafe Australia standards. Where there is a pssibility that dust, fumes, nise r ther emissins frm the wrk site will Page 4 impinge n the health, safety and cmfrt f the schl cmmunity r ther cntractr, every effrt shall be made t: Cntrl the emissin at the surce; and/r Cntain the emissin within the wrk site; and/r Find a mre apprpriate wrk methd and/r time f wrk. Apprpriate arrangements must be made in cnsultatin with the schl principal accrdingly. ELECTRICAL EQUIPMENT See: Electrical Safety Regulatin 2002 (Part 5, Divisin 5). Any crd extensin set r flexible cable at the wrkplace must be lcated where it is nt likely t suffer any damage, and prtected against damage ( damage includes damage by a liquid.) Duble adaptrs and piggyback plugs must nt be used. All electrical tls are required: t be tested and tagged by a cmpetent persn in accrdance the Electrical Safety regulatin 2002 (sectin 90); and prtected by a Type 1 r Type 2 safety switch. S afety switches belnging t the cntractr must be tested in accrdance with the Electrical Safety Regulatin 2002 (sectin 91). Where the cntractr is t perfrm wrk in cntact with, r near t, electrical parts (ie. an expsed part r an verhead insulated electric line) the requirements f the Electrical Safety Regulatin 2002 (Part 4) must be cmplied with. ELECTRICAL WORK Electrical wrk must be undertaken in accrdance with the requirements f the Electrical Safety Regulatin 2002 and ASNZS3000:2000. Electrical wrk must nly be perfrmed by an apprpriately licensed electrical cntractr. FALLS FROM HEIGHT Fr cnstructin wrk where there is a risk a persn culd fall, see: Wrkplace Health and Safety Regulatin 1997 (Divisin 3 Subdivisin 10). 5 Generally, particular cntrl measures that may be implemented t prevent r minimise the risk f falling include: edge prtectin, elevated wrk platfrms, scafflding (including temprary scafflding), travel restraint systems, fall arrest harness systems and the safe use f ladders. FIRE Any fire fighting appliance (including its assciated signage) that is the prperty f the schl must be kept in gd rder and cnditin, and must be accessible and ready fr use at all time unless prir arrangements have been implemented n agreement with the schl principal. FIRST AID First Aid Cde f Practice. The cntractr is respnsible fr prviding first aid equipment. GENERAL CONDUCT Wrkers have an bligatin under the Wrkplace Health and Safety Act 1995 nt t wilfully place at risk any persn at the wrkplace. INCIDENT REPORTING See: Wrkplace Health and Safety Regulatin 1997 (Part 7). The cntractr is respnsible fr cmplying with the requirements f the Regulatin with respect t recrding and reprting wrk injuries, serius bdily injuries and dangerus events. Hwever, the cntractr must infrm the schl cntractr liaisn persn immediately if these events present a risk t the health r safety f the schl cmmunity. The BCE Occupatinal Health and Safety sectin may initiate an investigatin in which case the cntractr is expected t fully cperate. LADDERS Fr requirements fr cnstructinextensin ladder, see: Wrkplace type wrk that invlves a single r Health and Safety Regulatin 1997 (Divisin 3 Subdivisin 10). Generally, ladders must: Have a lad rating f at least 120kg; Be manufactured fr industrial use; and Be n lnger than, fr a single ladder 6.1m; r fr an extensin ladder used t d electrical wrk 9.2m; r, fr anther extensin ladder 7.5m. MANUAL HANDLING Manual Tasks Cde f Practice. MATERIALS STORAGE Materials and equipment must be stred safely within the wrk site bundary r anther area subject t agreement by the schl principal. NOISE See reference t Dust, Fumes and Nise. PERSONAL PROTECTIVE EQUIPMENT (PPE) Risk Management Advisry Standard Supplement N. 1 Persnal Prtective Equipment. Where hazards cannt be cntrlled by ther means, the cntractr must prvide and wear adequate PPE. If PPE has been identified as ne f the cntrl measures t minimise expsure t a risk, the cntractr must make sure such equipment is prvided t its wrkers. The cntractr must als prvide training and instructin in the use f the PPE. SCAFFOLDING Scaffldin g Cde f Practice. SIGNAGE BCE may require the cntractr t set up warning signs. SMOKING Smking is banned by legislatin in enclsed ar eas, within 4 metres f any part f an entrance t a building while general access t the building is available and within 10 metres f TOOLS, MACHINERY & EQUIPMENT Page 5 any part f children s playgrund equipment. Smking in ther areas must be cnsistent with the lcal schl plicy. See: Wrkplace Health and Safety Regulatin 1997 (Part 3). Equipment subject t the statutry certificatin f peratrs (ie. thse in ccupatins prescribed in the Wrkplace Health and Safety Regulatin 1997) shall nly be perated by persns wh hld current certificatin. Prescribed ccupatins include peratin f cranes and hists, demlishing equipment and lad-shifting equipment eg, bbcat ; and scafflding. All tls, machinery and equipment must be designed and maintained t, and perated within, all relevant legislative requirements and standards. VEHICLES Vehicles sha ll be nly be driven and parked in designated areas. Speed limit and ther traffic signs must be bserved. Any exceptins must be n agreement with the schl principal. When a vehicle is t be driven n inner schl grunds that are nt designated as radways, vehicles must have their hazard lights n and shuld nt exceed walking speed. Pedestrians have right f way at all times. Any permissin given t park r drive in the schl grunds may be revked if unsafe driving is bserved.
