3 1 AIM OF THE ADVISORY 1.1 The Curriculum Develpment Advisry (CDA) assists prspective Ministry f Manpwer (MOM) Accredited Training Prviders (ATP) with the instructinal design and develpment f Frmwrk Safety Curse fr Wrkers (FSCW). It cntains key infrmatin, including the curse aim, learning bjectives, target audience, curse syllabus, recmmended curse duratin and set frth guidelines t help ATP facilitate the learning prcess, deliver effective training and cnduct cmpetency-based training and assessment. 1.2 This CDA will be reviewed n a regular basis and whenever it is deemed necessary due t changes in training syllabus r industrial requirements. All current ATPs will be prvided with updates when they are issued. 1.3 The CDA shuld be read in cnjunctin with the MOM terms and cnditins fr ATPs. 2 SCOPE OF THE COURSE 2.1 This is a WSH training curse fr all wrkers t facilitate and safely cnstruct, erect, alter and dismantle the structures at any wrksite. 2.2 WSH (Cnstructin) Regulatins 2007 Reg. 9 stipulates that any persn wh carries ut manual wrk in a wrksite shall have received adequate safety and health training fr the purpse f familiarizing the persn with the hazards assciated with such wrk and the precautins t be bserved. 2.3 Learning utcmes At the end f the curse, the trainee must be able t successfully perfrm the fllwing: State the applicable legal and ther requirements fr and wrking-at-height List the rles f a wrker in installatin, alteratin and dismantling State the types f used in the industry Apply basic risk assessment fr activities Identify hazards assciated with activities Observe safety and health measures fr activities activities Use apprpriate Persnal Prtective Equipment (PPE) fr activities and Wrking-At-Height 3 CDA - FSCW

5 4 TRAINING DELIVERY ADVICE 4.1 Trainer s guide and trainees wrkbk/handuts In rder t deliver mre effective instructin and ensure cnsistency in training, trainers are required t have a cpy f the trainer s guide. The guide shall cntain infrmatin n the curse including Curse aim Learning bjectives Target audience Assumed attitudes, skills and knwledge Curse duratin Class size and trainer/trainee rati Lessn plan Curse cntents and instructinal materials Training methdlgies Training resurce requirements Curse administratin instructin Persnal prtective Equipment (PPE) required during the training Trainees shall als be given a learner s guide and any ther relevant handuts based n the curse bjectives and activities It is the respnsibility f the ATP t ensure that n part f the materials used fr the training infringes n patent, design, cpyright and intellectual prperty rights f any individual r rganizatin The ATP shall retain an updated versin f the training curse syllabus, lessn plan, trainer s guide and trainee s wrkbk r handut at all times fr inspectin and verificatin by MOM. 4.2 Training methdlgy While it is a pre-requisite fr training t include thery and practical cmpnents, trainers are expected t draw upn their expertise in delivering the training based n the mst apprpriate instructinal strategies t match the prfile f the trainees and the curse cntent. 5 CDA - FSCW

6 4.2.2 There are several training delivery methdlgies fr training. Sme suggested training methds include: Classrm instructin Case studies Demnstratin fllwed by practice Experiential learning Grup activities Scale mdels Site visits Training vides, phts and ther e-resurces 4.3 Training venue requirements The ATP shall ensure that the classrm used fr the training has adequate seating fr the class f 40. Seating facilities inclusive f writing tables must be reasnably and cmfrtably spaced s as t be cnducive t the learning prcess and fr the purpse f cnducting the assessment The classrm must have adequate lighting and ventilatin. Emergency exit rutes must be clearly marked ut and briefed t the curse trainees at the start f the curse. 8 Persnal prtective equipment fr Frmwrk Activities Part 2 Hazards identificatin (20 MCQs 30 mins) where trainees wuld be prvided with pictrial diagrams t perfrm the fllwing: Identify hazards and signs assciated with activities Observe safety and health measures fr activities Pass criteria: 60 marks in Part 1 r Part 2 and bth f the written assessment. Trainee wh fails t attain 60 marks in Part 1 and/r Part 2 is required t retake the required part(s) f the written assessment Cnduct f assessment Assessment must be cnducted strictly in accrdance with the assessment plan. In particular, each candidate must cmplete all the assessment requirements in the time allcated A judgment n the cmpetency f the candidate must nly be made based n the evidence gathered. The evidence fr each f the assessment instrument is given in the suggested respnse t the WT and the checklist accmpanying the PP. 5.4 Recrding and reprting f assessment utcme All assessment utcmes must be accurately recrded in the assessment summary recrd frm Assessment utcme must be cnveyed t the candidate at the end f the assessment The ATP shall maintain a recrd f the assessment results fr 3 years fr inspectin by MOM. 6 TRAINER AND ASSESSOR REQUIREMENTS A trainer and assessr f this curse shuld pssess the fllwing: Advanced Certificate in Wrkplace Safety and Health, and Advanced Certificate in Training and Assessment (ACTA) qualificatin, and Frmwrk Safety Curse fr Supervisrs, and At least 5 years f relevant wrking experience with expsure t activities 8 CDA - FSCW

9 Trainer and assessr shuld be separate and independent frm ne anther. 7 END OF COURSE EVALUATION AND FEEDBACK 7.1 The ATP shall cnduct an end-f-curse evaluatin at the end f each curse. Trainees shall be allwed t prvide quantitative and qualitative feedback n the curse cntent, duratin, training delivery, training materials, training venue, training resurces, quality f trainers and assessrs. 7.2 The ATP shall mnitr the end-f-curse evaluatin and feedback clsely t ensure that the ratings are cnsistently abve 3.
