4 1 Intrductin Gases cmpanies are ften presented with cylinders fr filling that are wned by custmers r ther third party rganisatins. This dcument prpses a sequence f checks that such cylinders shuld pass thrugh befre filling t ensure the safety f the gas cmpany persnnel wh will fill them and that the filled cylinder is legal and safe fr eventual use by the end user. 2 Scpe and purpse 2.1 Scpe This dcument shuld be used by gas cmpany persnnel respnsible fr filling cylinders wned by custmers r ther third parties. It ffers a prcess and will guide them thrugh a series f checks needed t ensure that such cylinders are filled in accrdance with perating prcedures and that the cylinders are safe and legal t use by the end-user. Individual gas cmpanies may have their wn systems f checks which differ in minr details frm thse prpsed in this dcument. It des nt cver pre-fill inspectin checks carried ut by gases cmpanies n their wn cylinders r n thse they regularly fill fr established custmers. These shall be in accrdance with EN , EN , and EN Purpse This dcument describes hw t identify: custmer wned cylinders that are already authrised fr filling; custmer wned cylinders that need apprval t be filled; cylinders withut bvius wners e.g. Pl cylinders; and cylinders that arrive n site which are nt intended t be filled e.g. cylinders frm ther gases cmpanies r cylinders that are t be scrapped. 3 Definitins 3.1 Cylinder The wrd cylinder is used in this dcument t dente a cylinder package. This can be an individual cylinder with its assciated valve and guard / cap but culd als refer t a bundle f cylinders. 3.2 Vagrant cylinder Cylinders that arrive n a gas cmpany site but which d nt belng t the gas cmpany carrying ut the filling r a custmer and are nt intended t be filled. Fr example they culd be cylinders wned by anther gas cmpany. 3.3 Custmer The persn r rganisatin requesting that a cylinder be filled by the gas cmpany. 1 EN 1919 Transprtable gas cylinders - Cylinders fr liquefied gases (excluding acetylene and LPG Inspectin at time f filling 2 EN 1920 Transprtable gas cylinders - Cylinders fr cmpressed gases (excluding acetylene) Inspectin at time f filling 3 EN Transprtable gas cylinders - Cylinder bundles fr permanent and liquefied gases (excluding acetylene) Inspectin at time f filling 1

5 3.4 Owner The persn r rganisatin that is the legal wner f the cylinder. 3.5 Cmpetent persn The respnsible persn within a gas cmpany wh has knwledge f the technical and legislative requirements fr filling and using gas cylinders s as t be able t decide if a gas cylinder can be filled. 3.6 End user The persn(s) wh will use the gas. 4 Prcess fr apprval 4.1 Overview The authrisatin prcess is shwn in Figure 1.The prtcl fr assessing cylinders as suitable fr filling has three main sectins. The sectin t be used depends n whether respnsible wnership f the cylinder can be established. The summary f the requirements are that: N custmer wned cylinder shall be filled befre it has been authrised. Vagrant cylinders shall be quarantined and returned t their wners if pssible. If the wner cannt be identified the cylinder shall be remved frm circulatin in accrdance with lcal prcedures. 4.2 Previusly authrised custmer wned cylinders (green prtcl/bx 1) These are any cylinders that: are nt wned by the gas cmpany, but have been previusly authrised fr refilling by the cmpetent persn acting fr the gas cmpany carrying ut the filling. NOTE: The pre-authrisatin prcedure is initially the same as fr nn-apprved custmer wned cylinders (see 4.4), but is nly required the first time cylinders are presented fr filling. Ownership status The custmer shall be knwn t the gas cmpany and its wnership f the gas cylinders shall be prven In certain gegraphies gas cmpanies perate an accepted pled cylinder fleet s in such cases it shall be established that the cylinder belngs t the pl. Such cylinders can be cnsidered t have equivalent wnership status as thse wned by a knwn custmer. Cylinders shall be identified as pre-authrised fr the gas cmpany t refill by the fllwing: Or Displaying an apprved current peridic inspectin stamp and gas cmpany identificatin e.g. inspectin ring, label r stamp. Being listed lcally in apprved dcumentatin, wrk instructins r databases. Cylinder details can be listed by individual serial number, cylinder type/ manufacturer/ specificatin r by ther identificatin details (e.g. agreed stamp mark) in accrdance with lcal requirements r practices. If custmer wned cylinders (pre-authrised) are identified as abve they may be re-filled withut resubmitting them t the nn-authrised cylinder prcedure. 2

6 4.3 Nn-authrised custmer wned cylinders (yellw prtcl/bx 2) These are cylinders that are: nt wned by the gas cmpany; and nt previusly authrised custmer wned cylinders Apprval fr filling Custmer wned cylinders shall nly be filled after being authrised by the cmpetent persn, in accrdance t a natinal apprval prcedure (if existing). This authrisatin may be either: fr a ne-ff fill, leaving the cylinder t require re-authrisatin fr subsequent fills, r as an n-ging apprval f the cylinder fr refilling. In this case the cylinder becmes a preauthrised custmer wned cylinder n its next fill (see 4.2) Apprval prcedure The prcedure fr apprval f custmer wned cylinders requires the filling statin t: Recrd and retain recrds f the data marked n the cylinder. Send the fllwing infrmatin t the cmpetent persn fr filling permissin: name f cylinder wner; cylinder manufacturer and t which standard the cylinder was designed and manufactured; test pressure f the cylinder and its water capacity; peridic test statin stamp and date f last test; gas service; valve type, manufacturer (and pressure relief device if fitted); prus material and slvent type (acetylene cylinders nly); cylinder serial number; and whether the request is fr a ne-ff fill r fr the cylinder t have n-ging apprval as a pre-authrised custmer wned cylinder. The cmpetent persn shall review the infrmatin presented, the relevant natinal and internatinal standards, and cnsult dcumentatin such as EIGA Dc 86, Gas cylinders and valves with restricted use in the EU, t find ut if the cylinder and r valve are f a type nt permitted fr filling. The decisin f the cmpetent persn regarding rejectin, ne-ff r n-ging permissin is t be cnfirmed in writing and include instructins fr maximum filling pressure r maximum filling weight, peridic inspectin requirements, adaptr requirements, any additinal filling prcedures r safety precautins t be taken. A cpy shall be retained by the gas cmpany site carrying ut the inspectin and testing wrk. 4.4 Vagrant cylinders (brwn prtcl/bx 3) Vagrant cylinders shall nt be filled. If the wnership can be established the wner shuld be infrmed and arrangements agreed fr example regarding whether they give their permissin fr the cylinder t be filled, returned t them empty, cmmercial terms. If wnership cannt be established then cylinders shuld be remved frm circulatin and treated in accrdance with lcal prcedures. 3
