Intrductin 1.1 Purpse The purpse f this dcument is t capture and recrd a descriptin f what the Users and Business Stakehlders f the GenDB MF Cnslidatin and Gas Burn Reprt UI/API prject wish t btain by prviding high-level business requirements. This dcument establishes the basis fr the agreement between the initiatrs and implementers f the prject. The infrmatin in this dcument serves as input t determining the scpe f prjects and t all Business Prcess Mdeling and System Requirements Specificatins effrts. Business requirements are what must be delivered t prvide value fr the Users and Business Stakehlders. Systems, sftware, and prcesses are the ways (hw) t delivery, satisfy r meet the business requirements (what). The Initial BRS will prvide sufficient infrmatin t determine the scpe f the prject and will prvide the functinal business requirements s that the Architecture Decisin can be made. Fllwing the Architecture Decisin, the remaining nn-functinal business requirements, such as data, perfrmance, web services, and security can be added t cmplete the Final BRS. 2. Details f Business Need/Prblem 2.1 Descriptin GenDB MF Cnslidatin This prject will make available the attributes requested frm Generatin database (GenDB) and sme separate gas data in Master File. The GenDB Reprt shall be made available at a publicly viewable site Gas Burn Reprt UI/API This prject is primarily t create a UI/API fr gas cmpanies accessing timely gas burn estimate data, and prvide additinal necessary gas data. The purpse is t implement ISO Market sftware functinality t calculate and present gas burn estimates t gas cmpanies serving electric generatin lcated within the CAISO BAA. This functinality is needed t prvide timely infrmatin t the gas cmpanies t manage their respective gas peratins. The data is critically imprtant during times f gas supply and/r gas system cnstraints. The frecast gas usage data is currently sent t the gas cmpanies daily via an Excel spreadsheet attachment in an , fr Day Ahead (12:30pm) and Tw Days Ahead (3:45pm). Current prcess and tl(s) are nt suited fr prviding external access t the reprt data. Based n requests f the gas cmpanies receiving daily gas burn estimate reprts, a user interface r system t system interface is needed t streamline the prcessing f the gas burn data. Gas Cmpanies, Market Participants with interest in gas fueled electric generatin, external agencies wuld be affected. I. 7 II. Gas burn estimate data is available fr cnsumptin int gas peratins management systems, and the respective systems in all gas cmpanies. Prvide autmated mechanism fr gas cmpanies and peratins management systems prcessing f gas burn estimate data. A UI/API shall be created t prvide the gas burn estimate data fr gas cmpanies. Prviding All Necessary Gas burn estimate data In additin t the existing data, detail generatin unit data and plant meter gruping t enable curtailment calculatin at plant meter level. S the data fr Transmissin zne and pipelines (serving the plant) will be prvided. See the updated mapping f gas infrmatin belw. Only prviding the infrmatin t the gas cmpanies that serve the generatrs and nly t the gas cmpanies wh have executed the NDA. All gas cmpanies wuld be able t cnsume daily (n an hurly basis) gas burn estimate data at gas service area level, gas frecast zne level, unit (equivalent t resurce) and plant level fr Day Ahead and Tw Days Ahead. Prpsing t prvide the real time (hurly and prbably als 15min) gas burn estimate data. All the gas infrmatin will be available in MF thrugh the GenDB MF Cnslidatin prject, t supprt the autmatin prcess mentined abve. The mapping f resurces/units t gas frecast zne t service area t gas cmpany, with added transmissin zne and pipelines, is shwn belw. A Gas Cmpany (equivalent t Gas Operatr/ Pipeline Operatr) culd have multiple Gas Service Areas, while a Gas Service Area nly belngs t ne Gas Cmpany. A Gas Service Area (equivalent t the physical pipeline system a gas cmpany manages) culd have multiple Gas Frecast Znes, while a Gas Frecast Zne nly belngs t ne Gas Service Area. There might be verlapping Gas Frecast Znes. A Gas Service Area culd have multiple Gas Transmissin Znes, while a Gas Transmissin Zne nly belngs t ne Gas Service Area. There might be verlapping Gas Transmissin Znes. Gas Frecast Zne and Gas Transmissin Zne are parallel definitins fr the similar granularity. A Gas Frecast/Transmissin Zne will be assciated t multiple Gas Custmer Meters. A Gas Custmer Meter may belng t a Gas Frecast Zne and a Gas Transmissin Zne. A Gas Custmer Meter culd have multiple Gas Resurces, while a Gas Resurce nly belngs t ne Gas Custmer Meter A pipeline culd be within ne Gas Cmpany, acrss multiple Gas Service Areas, acrss multiple Gas Frecast Znes, acrss multiple Gas Transmissin Znes, and vice versa. Gas Service Area This is the Gas Service territry in which the gen resurce is lcated. Gas Cnversin Factr Rate Gas Cnversin Factr Rate is the Gas Cnversin value (a number) t define heat cntent f gas fr each Gas Service Area (likely static); MOU = MMbtu/MMcf. It is at the service area granularity. Gas cmpanies will prvide the number. Gas Frecast Zne This is the zne defined by Gas Cmpanies t prvide meaningful gas burn frecast ISO sends t gas cmpany fr 2 Day Out, Day Ahead and advisry (FMM/STUC) t prvide estimate f gas usage ne and tw days ahead f gas trading day as well as updates during the gas trading day. Gas Transmissin Zne This is the zne defined by Gas Cmpanies t identify an alternative gruping fr the gas burn reprting such as t implement gas curtailments as needed. This data will be published in the RTPD display and used t calculate the FMM Advisry MMcf as defined in BRQ-223. The system shall calculate Real Time estimate gas burn data fr all STUC time hrizns. This data will be published in the STUC display and used t calculate the FMM Advisry MMcf as defined in BRQ223. Fr each resurce, hurly/fmm gas burn values shall be calculated by: GasBurnData (MMcf) = MWh * HeatRate/(Gas Cnversin Factr*1000) where a crrespnding Gas Cnversin Rate Factr applies t cnvert MMBtu t MMcf. Filters shuld default t ALL. With the exceptin f market type, filters shuld allw user t select multiple items. CMRI The system shall receive gas burn summary fr Gas Cmpany, gas service area, gas frecast zne, gas transmissin zne, gas pipeline, and gas custmer meter level frm the market. The system shall stre the utput gas burn data in the database. These data shall be available t ther internal users and external users with the required authrizatin. The system shall prvide ptinal alert t indicate the delivery f reprts at the user s discretin. BRQ235 The system shall display the estimate gas burn data fr gas cmpanies, including daily (n an hurly basis fr Day Ahead and Tw Days Ahead) gas burn estimate data. CMRI Every 15 minutes, the system shall summarize and publish Real Time estimate gas burn data fr FMM 15min binding intervals fr the cmpleted hurs and the latest STUC advisry interval time hrizn after the cmplete binding hur. System shall display summary estimate gas burn data at gas cmpany, gas service area level, gas frecast zne, gas transmissin zne, gas pipeline, and gas custmer meter level. Data is displayed at gas service area level, gas frecast zne/gas transmissin zne level. System shall display estimate gas burn at Unit (equivalent t resurce) and custmer meter data will als be prvided. NDA with gas cmpany enables prvisin f unit and plant level data. Any functinality prvided t gas cmpanies shall be available t internal users (i.e. peratins). The system shall prvide ptinal alert t indicate the delivery f reprts at the user s discretin. BRQ250 The timeline fr publishing estimate gas burn data shall be cnsistent with the publishing timeline f ther RT and DA data in the impacted system, particularly fr the RT and DA estimate gas burn data. CMRI BRQ251 Users (internal and external) f the gas burn data shuld be able t autmatically identify if there are sme unusual events.
