This plicy is intended t allw fr safe and efficient technical rescue peratins and fr the general criteria f a technical rescue team. It shall be the plicy f the Washingtn Twnship Fire District t participate and t be a cre member f the cnsrtium ffire departments in Glucester Cunty knwn as the Glucester Cunty RUST (Reginal Urban Search & Rescue Team) and r Glucester Cunty Technical Rescue Team. The District Fire Chief shall be the designated representative f the Bard f Fire Cmmissiners in regards t applicatins fr funding and fr peratinal agreements related t technical rescue. Organizatin: The WTFD Technical Rescue Team will be rganized under Fire-Rescue Operatins f the fire department. The WTFD District Fire Chief, with cncurrence f the Technical Rescue Team Leader and in cnsultatin with the District Training Captain shall appint varius members f the department t the Technical Rescue Team. The WTFD District Fire Chief shall appint One (1) primary member f the team as the Technical Rescue Team Leader. The term f appintment shall be fr ne (1) year but shall carry ver fr anther term withut frmal reappintment if nne has been made. The team leader must meet the minimum district standards fr a Captain and must meet the minimum requirements t serve as a Captain r higher in accrdance with district plicy. The team leader must als meet the standards f an peratins level technical rescuer. The team leader shall have technical respnsibility fr the verall peratins f the Technical Rescue Team. The team leader shall be a direct reprt t the District Fire Chief in matters relating t Technical Rescue. 3 The squad leaders shall be respnsible fr the persnnel assigned t them and shall reprt t the team leader. Squad leaders must meet the minimum district standards fr a Lieutenant. The training crdinatr shall be respnsible fr crdinating the technical training fr the team. The training crdinatr shall reprt t the team leader The training crdinatr shall be at least a certified NJDFS Level 1 instructr. The training crdinatr will crdinate with the District Training Captain and shall ensure varius training assignments are made available fr ther members f the department wh may nt be assigned t technical rescue. The training crdinatr shall ensure recrds f technical training are kept n file with the District Training Captain in a separate file. This file may include the recrds f ther Technical Rescue Team members affiliated with ther fire departments that thrugh a cnsrtium are part f a cunty r reginal task frce fr Technical Rescue. The team leader, squad leaders and training crdinatr shall have n specific rank assciated with their psitins n the technical rescue team. Team Members: Primary Members: Tw (2) years fnjdfs Firefighter 1 certified experience. Meet all requirements f an active firefighter in WTFD. Must be trained t the Operatins Level per NFP A 1006 in ne r mre f the fllwing fields - structural cllapse, cnfined space, trench rescue, and/r rpe rescue. Must have a current CPRIAED certificatin (First Respnder, EMT-B, r EMT-P preferred, but nt required) Must pass annual cmpetency in technical rescue skills and knwledge. Must attend a minimum f 24 hurs f technical rescue team drills annually. Outside technical rescue classes may be used as a substitute at the team leader and training crdinatr's discretin. Secndary Members: Tw (2) years fnjdfs Firefighter 1 certified experience (Years may be waived with a recmmendatin by the District Training Captain). Meet all requirements f an active firefighter in WTFD. Must attend a minimum f 16 hurs f technical rescue team drill annually. Outside technical rescue classes may be used as a substitute at the team leader and training crdinatr's discretin. May be members f the department wh have previusly cmpleted a frmal curse f instructin in Technical Rescue in any f the defined fields as described under Primary Member (Such as high angle rescue, cnfined space rescue, r trench rescue). 4 May be members f the department with specialized skills used in Technical Rescue situatins. May be newer members f the department meeting the first 3 bullets f this subsectin aspiring t becme Primary members. Training: Drills shall be cnducted every mnth fr at least tw (2) hurs and may be scheduled during the evening hurs n a regular night and ccasinally during regular daytime business hurs. One (l) drill will be cnducted every quarter n a Saturday beginning at 0800 hurs. Technical rescue training shall als ccur fur (4) times a year as part f the regular fire department drill training schedule s as t prvide sme basic technical rescue training t all members f the Washingtn Twnship Fire Department. Members are required t attend technical rescue team training every year in accrdance with their team member status. Any qualified firefighter f the department may attend a training sessin f the Technical Rescue Team regardless f team member status in rder t becme familiar with varius aspects f Technical Rescue. Because Technical Rescue is advanced training, it is nt recmmended that new, nn qualified firefighters attend Technical Rescue training drills as a matter f practice, hwever if the individual has btained apprval frm their departmental supervisr with cncurrence f the TRT Leader and Team Training Crdinatr, attendance may ccur. Standard Operating Prcedures: SOPs fr specific technical rescue peratins shall be develped by the technical rescue team, fire department line fficers, and apprved fr implementatin by the Bard f Fire Cmmissiners. Mutual Aid deplyments f the Technical Rescue Team shall include a Chief Officer r a duly appinted acting Chief Officer t functin primarily as a liaisn between the requesting agency and the WTFD Technical Rescue Team. The Chief Officer shall als be respnsible fr the verall assets deplyed frm WTFD and shall prvide fr the supervisin f thse assets as necessary. Deplyment fthe Technical Rescue Team within Washingtn Twnship r n Mutual Aid, may include bth primary and secndary team members and ther such qualified firefighters f the department necessary t fulfill a particular missin r circumstance. Nn primary r secndary team members may be assigned t specific tasks fr which they have special knwledge, training, r expertise, r wh may be needed t perfrm general duties such as perating apparatus, perating air systems, labr, r ther equipment fr which they've been trained.
