3 1.3 Review methdlgy The review was cnducted by a team f three reviewers. The review cnsisted f: a pre-review audit f the schl s perfrmance data and ther schl infrmatin cnsultatin with the schl s assistant reginal directr a schl visit f fur days interviews with staff, students, parents and cmmunity representatives, including: Principal Five members f the leadership team 19 classrm teachers and specialist teachers Chairman f the Lcal Cmmunity Cuncil Ten nn-teaching staff 12 parents Students in their classrms and in the playgrund 1.4 Review team Glenn McGwan Christpher Eveans Bert Barbe Internal Reviewer, SIU (Review Chair) External Reviewer Internal Reviewer, SIU 3
4 2. Executive summary 2.1 Key findings There is a clear narrw fcus fr schl imprvement. Students, staff and parents are aware f the schl imprvement pririties f student attendance and behaviur, explicit teaching, imprvement in reading and cmmunity engagement. There has been mdest but cnsistent imprvement in student learning utcmes and attendance. Student perfrmance in the Natinal Assessment Prgram Literacy and Numeracy (NAPLAN) is cmparable with similar schls natinally fr schl s mean perfrmance. It is abve similar schls in 6 strands, clse t in 13 strands and belw in 1 strand. Kwanyama State Schl has significant issues in staffing key psitins which impacts student utcmes. The schl experiences significant changever f staff in bth leadership and teaching psitins n an annual basis as a result f its remte lcatin. Apprximately 50 per cent f the classrm teachers are bth new t teaching and the schl this year. The majrity f ther teaching staff are in their secnd r third year f teaching. Bth the Principal and Deputy Principal are acting in their rles. The Principal has develped a human resurces Wrkfrce Plan t manage staff turnver and supprt practive recruitment f persnnel fr key psitins with Reginal Office. The schl prmtes high behaviural and learning expectatins. This has been achieved thrugh the implementatin f Schl Wide Psitive Behaviur fr Learning (SWPBL) prcesses. Attendance, disruptive behaviur and learning engagement are an issue hwever, fr a number f students. The use f rewards t encurage psitive learning behaviur is incnsistent acrss the schl. There are many students wh have significant nging mental health and welfare needs. These needs are majr impediments t student learning engagement and are the cause f a significant amunt f challenging and disruptive behaviur. Overarching curriculum and pedaggical framewrks are in need f renewal. Internal and external schl curriculum leaders are building teacher capability in regards t pririty whle-schl prgrams at an individual level. Discussins with curriculum leaders and teachers reveal that the dcumentatin which supprts hw these prgrams cme tgether as a package (Kwanyama Curriculum and 4

6 2.2 Key imprvement strategies Renew the whle schl curriculum framewrk and pedaggical framewrk t build teachers understanding f hw the cmpnents f key schl prgrams cntribute t an verall package fr schl imprvement. Wrk clsely with reginal persnnel t activate the new human resurces Wrkfrce Plan. C-develp innvative slutins t staff vacant key psitins in rder t maximise cntinuity f supprt fr students. Frmalise lng term reginal supprt thrugh the Indigenus Schling Supprt Unit (ISSU) team. Review the schl rewards systems within the SWPBL prcess t develp mtivating and creative ways f rewarding apprpriate behaviur which suit the unique schl cntext. Establish a welfare cmmittee which utilises the expertise f external health and welfare persnnel t implement practive case management f students and families with high level needs. Cnsider the develpment f anther arm f the ISSU which prvides direct supprt and sets up sustainable partnerships fr the delivery f welfare and mental health prgrams fr students, families and staff thrugh frmal agreements. 6
