1 Cycling Strategy Grup Terms f Reference 1. Cntext In May 2014 the Ecnmic and Envirnmental Wellbeing Scrutiny and Plicy Develpment Cmmittee cncluded its Cycling Inquiry. It set ut an ambitius visin fr cycling in Sheffield (see Appendix 1) and a strategic apprach based arund three themes: Strng leadership Getting the right infrastructure in place Getting peple cycling It made 19 recmmendatins which were all endrsed by Cabinet in July A number f things have led t the bringing tgether f this new Cycling Strategy Grup: The need t ensure that all activity acrss Sheffield City Cuncil is aligned s that we can achieve the visin and recmmendatins fr cycling. Ensure that we wrk clsely with key partners and stakehlders in the city t ensure c-prductin f key strategy and plans, t share best practice and t learn frm each ther. 2. Aim The aim f the grup is t align the different elements f cycling wrk currently undertaken by Sheffield City Cuncil, and t align with partner rganisatins, t facilitate the implementatin f the Cycling Inquiry. By ding that we aim t increase the number f peple cycling fr pleasure, leisure and travel t wrk and cntribute t reducing the number f inactive children and adults in the city. 3. Objectives. The Cycling Strategy Grup will fulfil the fllwing rles: Prgramme Management Identify clear fficer leads fr each f the 19 recmmendatins frm the Cycling Inquiry. 1

2 Be respnsible fr managing prgress against the 19 recmmendatins within the Cycling Inquiry - mnitring the perfrmance, prgress and implementatin f the recmmendatins, identifying key variances frm the prgramme, any resurce r capacity issues, and apprpriate mitigatin actins. C-rdinatin Prvide strategic advice and directin fr all cycling related wrk within the city Understand and map cycling activity within the city t avid duplicatin and t engage existing key partners T jin up the cmmunicatin f cycling wrk ensuring there is a clear cmmunicatin plan which captures all activity and pprtunities and the benefits f cycling Build n the Tur de France and develp wrk which will prvide a legacy fr the city Infrastructure Ensure that a lng term strategic cycle netwrk plan is prduced and a delivery plan setting ut hw it will be implemented Develp in cnsultatin with partner rganisatins, safe cycle rutes t schls, majr emplyment areas and ther key facilities e.g. NHS, Universities, SCC sites, Graves, Cncrd and Nrth Active (Natinal Centre fr Sprt Exercise Medicine) Review current prgrammes and prjects t assess strategic fit, gd practice and any scpe t imprve cycle infrastructure delivery Plicy Develpment Oversee the develpment and/r revisin f plicies in relatin t cycling including the incrpratin f the Cycling Visin int the Visin fr Excellent Transprt in Sheffield and the update t the Sheffield Cycle actin Plan. Ensure that there are clear links t wider agendas including Playing Out Schemes, Walking, 20 mph wrk etc. Ensure that this wrk fits with the principles f the Mve Mre prgramme e.g. addressing the plicy and envirnment which influences physical activity; wrking tgether; building pprtunities frm the bttm up; cnsistent messages. Develp cycling prgrammes and pprtunities which will cntribute t the utdr ecnmy and encurage turism in the city. Link t the Majr Events Strategy: twin tracked apprach t mass participatin and majr events. Activities and events SCC and partner rganisatins t ensure they have apprpriate schemes and pprtunities t increase cycling participatin within their rganisatin - fr staff t learn t ride, t be cnfident and safe n a bike and have bike t wrk schemes in place t encurage uptake f cycling Training, develpment and Best practice Advice n cycling prvisin in relatin t planning f new develpment and buildings including cnsidering the need fr a Sheffield Guide fr Cycling. Wrk t the Public Health Outcmes Framewrk. 2

3 Funding and resurces Be respnsible fr identifying any ptential funding streams and in give advice and supprt in writing bid applicatins. T identify and resurce gaps (staff and funding) and identify any ptential t draw n the resurces f wider partners t ensure the Cycle Inquiry recmmendatins are delivered. 4. Membership The Cycling Strategy Grup membership will include representatives frm the relevant disciplines acrss Sheffield City Cuncil wh have the knwledge, expertise and capability t drive frward the cycling agenda and implement the 19 recmmendatins f the Cycling Inquiry fr Sheffield. The Cuncil s cmmitment t c-prductin means that we want t have regular representatin frm CycleSheffield and als Sustrans. We will cnsider widening ut representatin as the wrk f the Strategy Grup prgresses including inviting sectr representatives r key stakehlders fr specific items n the agenda. Membership will include: Sheffield City Cuncil Directr f Develpment Services (Chair) Cllr Tny Dwning Transprt Strategy Manager Dick Prctr Head f Activity Sheffield Diana Radfrd Head f Public Health (Place) Dawn Lckley Team Manager Culture & Envirnment Paul Steel Cmmunicatins Nassim Kriba Other stakehlders Cycle Sheffield representatives Sustrans 5. Meetings and rganisatin Meetings will take place bi-mnthly Actin pints will be taken and distributed within 2 weeks f the meeting Any member unable t attend a meeting shuld, where pssible, send a deputy. 6. Principles f wrking The success f the Strategy Grup will be dependent n hw it perates. A number f key principles fr wrking are set ut in Appendix 2. 3

4 Appendix 1 Cycling Inquiry Visin fr Cycling in Sheffield T realise the full ptential f cycling t cntribute t the health and wealth f Sheffield, and the quality f life in ur lcal cmmunities, and t play its part in a fully integrated transprt netwrk that will encurage reduced car usage, alleviate cngestin and ease pllutin acrss the whle f the city. We believe this is bth pssible and necessary. We need t get the whle f Sheffield cycling: nt just healthy peple r sprty yung males, but peple f all ages and backgrunds, in urban and rural areas. We need t change the culture f hw we use ur rads, s that peple are n lnger afraid t cycle r allw their children t d s. Our streets, rads and lcal cmmunities, need t becme places fr peple, where cycling and walking are safe and nrmal. We endrse the aim f the Get Britain Cycling reprt t see cycle use increase t 10% f all jurneys in 2025 and 25% in

5 Appendix 2 Principles f hw the Cycling Strategy Grup perates The Strategy Grup is there t prvide an hnest and early review f hw the 19 recmmendatins frm the Cycling Inquiry are prgressing the assurance rle f the Grup is key. Strategy Grup members shuld prvide cnstructive and psitive challenge t strategy, prgramme r prject delivery where necessary. Strategy Grup members shuld share their experiences t encurage best practice and t learn frm mistakes. The Strategy Grup shuld lk at the big picture and reprt prgress by exceptin highlighting key variances and challenges nly rather than reprting n the detail f each prject r recmmendatin. The Strategy Grup shuld celebrate successes and share these acrss the Cuncil and with wider partner rganisatins where the pprtunity arises, including cnsidering pprtunities t submit fr awards. The Strategy Grup will fcus n the utcmes and benefits f prgrammes and prjects nt just the csts and utputs. The strategy Grup shuld cnsider pprtunities fr c-prductin, jint wrking acrss rganisatins and crss-disciplinary wrking t achieve the visin and recmmendatins fr cycling in Sheffield. 5
