INTRODUCTION 1 REQUIREMENTS FOR -ENDORSED GOVERNMENT SAFETY INSPECTOR TRAINING CONDUCTED ON AN INTERNATIONAL BASIS 1.1 safety versight assessments and audits have fund that many States are experiencing difficulties with the implementatin f safety versight standards. A detailed prblem analysis was carried ut t ascertain the ptential causes and slutins t the shrtcmings fund in many States t carry ut their safety versight respnsibilities related t persnnel licensing, aircraft peratins and airwrthiness. The analysis examined the symptms and causes f the prblems and made specific recmmendatins fr slutins. This study fund that there were bth training and cmplementary nn-training slutins. 1.2 As a result f these findings, a need was identified t establish training prgrammes that wuld prvide Gvernment Safety Inspectrs, n a wrldwide basis, with unifrm skills and knwledge s that they may perfrm their jbs in a manner that is fully cnsistent with the Cnventin n Internatinal Civil Aviatin and its Annexes. A wide range f training needs were identified. The fllwing functins were identified as the highest pririty fr training: a) certificatin duties; b) surveillance duties; c) enfrcement duties; and d) persnnel licensing. 1.3 At present, there are few civil aviatin training centres ffering this type f training and the magnitude f the need is such that thse that d are unable t meet the demand. It was cncluded that the mst effective and cst-efficient alternative t meet the need fr safety versight inspectr training wuld be the develpment and glbal disseminatin f material-dependent curse materials prepared in accrdance with the curse develpment methdlgy. It was agreed that the develpment f the initial curses wuld initially be a cllabrative effrt between the United States FAA Academy and. 1.4 After a preliminary identificatin f jb duties, the develpment team agreed that the highest training pririty shuld be placed n thse duties related t the certificatin f an Air Operatr (AOC) and Apprved Maintenance Organizatin (AMO). Tw were develped t train airwrthiness and peratins inspectrs in these duties. Tw additinal were develped t prepare instructrs t deliver the respective inspectrs. The high pririty training areas identified in sectin 1.2, abve, will be develped as sn as pssible. Furthermre, as the safety versight prgramme is expanded t cver additinal areas, it is expected that the number f will cntinue t expand In rder t meet the training demand fr Gvernment Safety Inspectrs, the curse materials will be have been distributed t States aviatin training centres that are endrsed by t teach the curses. Initially, will endrse a limited number f training centres t implement the curses n an internatinal basis, with the bjective f establishing standardized safety inspectr training capabilities within each regin. As the need expands fr this type f training, the number f training centres endrsed t prvide this training wuld grw crrespndingly. Training centres that receive endrsement t use the curse materials t train Gvernment Safety Inspectrs will have the pprtunity t expand their gvernment safety versight curricula as additinal curses becme available. 2. BASIC REQUIREMENTS

4 2 2.1 The ability f Gvernment Safety Inspectrs t perfrm their jbs in a unifrm manner wrldwide is cnsidered imprtant t flight safety. Thus the quality f their training shuld be f the highest pssible level. The requirements as utlined in this dcument are intended t ensure a high-level f quality and standardizatin in the training f Gvernment Safety Inspectrs glbally. Civil Aviatin Authrities shall designate the training centres that culd be cnsidered by fr endrsement t prvide Gvernment Safety Inspectr training n an internatinal basis. These training centres shall first be assessed by t determine their capability t cnduct the Gvernment Safety Inspectrs curses t the required quality standard. T retain -endrsement, training centres shall maintain cmpliance with the requirements and shall ffer Gvernment Safety Inspectr training fr internatinal trainees n a regular basis. Mnitring the activities f the training centre will be cnducted by in accrdance with paragraph 9 f this dcument. 3. ORGANIZATIONAL REQUIREMENTS 3.1 The training centres rganizatinal structure shall be depicted in an up-t-date diagram that indicates bth supervisry and functinal lines f respnsibility. The rganizatinal structure will be reviewed during the initial assessment f the training centre t ensure that the structure is apprpriate t the size, nature and scpe f the training centres activities. 3.2 Jb descriptins fr each pst indicated n the rganizatinal diagram shall be available fr review during the assessment. The jb descriptins shall clearly indicate the qualificatins, respnsibilities and functins f each staff member within the training centre including thse functins directly assciated with GSI training. The jb descriptins shall identify the managerial psts accuntable fr instructinal standards, quality assurance and all administrative aspects f perating the training centre. 3.3 The training centre shall have a system t maintain the quality and standard f instructin. Training centre plicies and peratinal prcedures shall be dcumented. The dcument shall specify the quality assurance respnsibilities f all training management and instructinal staff. As a minimum this dcument shall describe the quality assurance prcedures used in the fllwing areas: a) training plicy (perating rules and practices); b) curse develpment; c) instructinal delivery and scheduling; d) training aids maintenance and, if applicable, simulatr maintenance; e) facility maintenance; and f) financial accunting. 3.4 The rganizatinal structure needed t implement Gvernment Safety Inspectr training shall be incrprated as an institutinal part f the training centre. The rganizatinal diagram shall indicate hw this wuld be accmplished. 3.5 If the training centre is invlved in GSI curse develpment r adaptatin, it shall have curse develpment capability that meets with methdlgical standards with at least ne trained curse develper wh meets the cmpetency standards established in the PANS-Training dcument fr curse develpers (see Appendix A). The Curse Develper shall belng t an institutinal part f the training centre structure. 4. FACILITY REQUIREMENTS 4.1 Classrms

5 The primary classrm shall be f sufficient size t cmfrtably accmmdate up t 14 trainees desks arranged, preferably, in a U shape cnfiguratin. The classrm shall be n smaller than eighty square metres in size. Appendix E illustrates a preferred classrm cnfiguratin. The size f the classrm may be reduced if a crrespnding reductin in the number f trainees is made The classrm lighting and windw cverings shall be adjustable s that prjected audi-visual aids may easily be viewed frm all trainee psitins in the classrm. Sufficient illuminatin fr trainees t take ntes shall be available when the lighting is reduced fr prjecting slides r verheads. A cmbinatin f incandescent lighting that may be dimmed thrugh a rhestat and flurescent lighting is recmmended The primary classrm shall be equipped with a white-bard, prjectin screen and large bulletin bard. The audi-visual equipment requirements are specified in Sectin belw A minimum f tw breakut rms is required and shall be in clse prximity t the primary classrm fr syndicate wrk. The breakut rms shall cmfrtably accmmdate up t five peple and shall be n smaller than 16 square metres each. Each breakut rm shall be furnished with a meeting table that will accmmdate up t five peple. The table s surface area shall be large enugh t accmmdate the curse materials f up t five trainees. Each breakut rm shall be equipped with a white-bard and large bulletin bard The heating, ventilatin and air-cnditining system f the primary classrm and breakut rms shall prvide a cmfrtable wrking envirnment at all times. Each classrm and breakut rm shall have individual thermstatic cntrls r means f adjusting rm temperature. The nise level due t the heating, ventilatin and air-cnditining system shall nt interfere with nrmal class activities and be lw enugh that an instructr need nt raise his/her vice in rder fr any trainee in the classrm r breakut rms t hear the instructr. The capacity f the system shall be apprpriate fr the size f classrm, variatins in utside temperature, lighting cnditins and maximum number f peple that will be in the classrm Classrms and breakut rms shall have: a) standardized electrical installatins fr the use f cmputer equipment and prjectin equipment (with sufficient utlets); b) high quality walls and windws prviding gd thermal and sund insulatin. The sund insulatin shall be sufficient s that utside nise r nise frm adjacent classrms will nt interfere with instructinal activities in the primary classrm and breakut rms; and c) high quality paint and flr cverings. Carpeted flrs are recmmended, as they effectively absrb nise generated in a classrm The primary classrm shall be equipped with the fllwing audi-visual equipment: a) ne cmputer capable f displaying all electrnic dcuments, DVD vides r presentatins that are part f the curse materials; b) presentatin system/data prjectr (i.e. system capable f prjecting presentatin graphics);

6 4 c) ne large-screen multi-standard clur TV mnitr (Nte: a presentatin system that can prject a vide signal frm a multi-standard VHS player may be substituted fr the large screen clur TV); ne multi-standard VHS player; c) ne prjectin screen (125cm X 125cm minimum); ne cnventinal verhead prjectr; and g) d) tw laser pinters The classrm and breakut rm facilities, as well as the audi-visual equipment requirements are subject t change as additinal curses s are prepared. 4.2 Trainee Desks The trainee desks shall be large enugh t accmmdate the trainee materials used during the curse. A minimum desk size f 160 centimeters by 80 centimeters is recmmended. All furniture shall be f gd quality. Seating in bth the classrm and breakut rms shall have sufficient padding t allw trainees t be cmfrtably seated fr extended perids f time (i.e. 2 t 3 hurs) The participants wrk statin requirements are subject t change as additinal curses are prepared. 4.3 Instructr Offices Office space fr the instructrs shall be prvided in clse prximity t the primary classrm. The ffice shall accmmdate at least tw instructrs. Each instructr shall be prvided with their wn desk and sufficient wrking space t allw them t prepare curse materials. The ffice shall be large enugh t accmmdate the instructr wrkstatins, bkcases and files. The ffice space shall prvide a minimum f ten square metres per instructr. Each wrkstatin shall be equipped with a cmputer capable f displaying and mdifying all electrnic dcuments and graphics that are a part f the curse materials. At least ne cmputer shall have Internet and access Instructrs shall als have access t the fllwing equipment: a) a gd quality, high speed cpy machine; b) a facsimile; and c) a flat-bed clur scanner. 4.4 Accmmdatins Each training centre endrsed by t cnduct the Gvernment Safety Inspectr curses s n an internatinal basis shall have either an n-site hstel/htel r htel accmmdatins that are in clse prximity t the training centre and are reasnably priced. If an n-site hstel/htel is nt available, the training centre shall prvide lcal transprtatin r suitable public transprtatin shall be available. On-site r ff-site accmmdatins shall be equivalent t at least the lcal standards fr a tw r three star htel. Rms shall accmmdate n mre than tw persns each. Each rm shall have private tilet facilities. Rms shall be f sufficient size t accmmdate a desk fr each trainee when sharing a rm.

7 A cafeteria r catering service shall be available at the training centre r easily accessible t the training centre fr cffee/tea and lunch breaks. Trainees shall have cnvenient access t banking facilities. 5. COURSE MATERIALS 5.1 Gvernment Safety Inspectr curses s will be prvided, thrugh, nly t training centres that have met the requirements utlined in this dcument and have been endrsed by t teach the curses n an internatinal basis. shall prvide electrnic master cpies f Gvernment Safety Inspectr curses s t training centres thrugh the secure website endrsed training centres that adapt, translate and develp GSI curses s t reginal requirements shall cmply with curse develpment methdlgical standards as specified in the PANS-Training dcument. T ensure cmpliance with Internatinal Standards and Recmmended Practices and the methdlgical standards, will review new and adapted curses that will be used fr training n an internatinal basis. 6. INSTRUCTOR REQUIREMENTS 6.1 Tw instructrs are required fr each class; an instructr and an assistant. will maintain a register f qualified instructrs.

Gvernment Safety Inspectr instructrs shall be evaluated n at least a yearly basis. will be granted access t the instructrs evaluatin reprts, n a cnfidential basis, during regular fllw-up assessments. 6.3 The results f each trainee s perfrmance n all end-f-mdule tests, including thse f the instructr training prgramme, will be kept n file by the training centre. These recrds will be made available fr review by during regular fllw-up missins. 6.4 Trainees will cmplete end-f-mdule and curse pinin questinnaires during and after each implementatin f a curse. The pinin questinnaires will be kept n file and made available fr review by. 7. SUPPORT REQUIREMENTS 7.1 Clerical Supprt A substantial number f dcuments will need t be reprduced bth prir t and during the implementatin f each curse. There shall be a sufficient amunt f clerical supprt (secretaries r assistant instructrs) t supprt the dcument reprductin needs Sufficient clerical supprt will be prvided t supprt the fllwing recrd keeping requirements: a) trainee recrds including trainee test results n all end-f-mdule tests; b) end-f-mdule and curse pinin questinnaires; and c) instructr recrds, including instructr evaluatin reprts.

16 Administrative Supprt Administrative supprt will be required during an internatinal curse t assist participants in their travel arrangements, accmmdatins and fellwship/schlarship details, if applicable. In additin, at least three mnths prir t the cnduct f a curse that is available fr internatinal participatin, an infrmatin sheet shall be sent by facsimile t all interested States giving the details shwn in the example (see sample prvided at Appendix B). 8. ASSESSMENTS 8.1 As prerequisite t endrsement, will cnduct an initial assessment f the capability f a training centre t meet the requirements, as specified in this dcument. Chief, Flight Safety Standards and Systems Sectin shall designate the Officer wh will cnduct the assessment. The training centre receiving the initial assessment r the Civil Aviatin Authrity, as applicable, shall meet transprtatin and living expenses. will invice the training centre r Civil Aviatin Authrity, as apprpriate, fr the transprtatin, terminal expenses and daily subsistence allwances. Charges fr transprtatin, terminal expenses and daily subsistence allwance will be in accrdance with s Staff Rules and United Natins daily subsistence allwance rates. 8.2 The initial assessment missin will be fur wrking days in duratin. This dcument sets frth the criteria fr initial assessments, as well as the terms f reference. The terms f reference fr an initial assessment are utlined in Appendix C. 8.3 A cnfidential reprt utlining the findings f the initial assessment will be frwarded t the assessed centre and/r Civil Aviatin Authrity, within 28 wrking days f the last day f the missin. MONITORING 9.1 shall mnitr the results f each Gvernment Safety Inspectr s curse cnducted n an internatinal basis. Training centres cnducting the Gvernment Safety Inspectr curses n an internatinal basis shall prepare and frward a reprt that details the fllwing: a) the results f the trainee perfrmance in all end-f-mdule tests; b) cpies f all end-f-mdule and curse pinin questinnaires; c) a shrt narrative describing the cnduct f each mdule f the curse, indicating any prblems encuntered; and d) a list prviding the full names f all participants and cntact infrmatin fr each trainee and instructr. 9.2 r its designated assessr will assess training centres t ensure that the requirements, as utlined in this dcument, cntinue t be met and that the training centre maintains the standards f quality required. Fllw-up assessments will be cnducted at least every three years, r mre frequently if deemed

The quality level f the curse will be assessed based upn direct bservatin f a curse, trainee perfrmance, instructr evaluatins, trainee pinin questinnaires and a review f the training centre facilities. The fllw-up assessment will be carried ut during a three t five fur day missin. The terms f reference fr a fllw-up assessment are at Appendix D t this dcument. 9.3 Transprtatin, terminal expenses and daily subsistence allwances shall be met by the training centre r Civil Aviatin Authrity, as apprpriate, fr the fllw-up assessment, r the rganizatin f the designated assessr will invice the training centre r Civil Aviatin Authrity, as apprpriate, fr the transprtatin, terminal expenses and daily subsistence allwances under the cnditins specified in the bilateral agreement. The charges fr the transprtatin, terminal expenses and daily subsistence allwance will be in accrdance with s Staff Rules and United Natins daily subsistence allwance rates. 9.4 The fllw-up missin will be timed s that the fficer r designated assessr cnducting the assessment may bserve a part f a Gvernment Safety Inspectrs curse as it is being cnducted. Trainee perfrmance recrds, pinin questinnaires and instructr evaluatins will be made available fr the fficer fr review. 9.5 A cnfidential reprt f the fllw-up assessment will be frwarded t the training centre and/r Civil Aviatin Authrity within 28 wrking days f the last day f the missin. will withdraw its endrsement t cnduct Gvernment Safety Inspectr training n an internatinal basis if a training centre des nt cntinue t meet the requirements utlined in this dcument, including the cnduct f fllw-up assessments, prvided the training centre has been given ntice f the deficiencies, a reasnable time frame t rectify the said deficiencies, as determined by in cnsultatin with the Civil Aviatin Authrity, and has failed t d s with due diligence., in its decisin t withdraw its endrsement, will take int accunt prgrammes that have already cmmenced by the training centre with a view t minimizing the disruptin and incnvenience caused t the participants. A training centre may retain r regain, as applicable, endrsement by prviding substantiatin, acceptable t, that the deficiencies were crrected. A reassessment wuld be required t regain -endrsement if a training centre were unable t prvide such substantiatin. The training centre r Civil Aviatin Authrity, as apprpriate, shall meet transprtatin and living expenses f the fficer cnducting the re-assessment ENDORSED GOVERNMENT SAFETY INSPECTOR TRAINING CONDUCTED OFF-SITE endrsed Gvernment Safety Inspectr curses s may be taught at lcatins away frm the training centre (i.e. ff-site training) prvided that all requirements specified in this dcument, including thse cntained in sectins 2 t 7 9 are met. When instructrs frm mre than a single training centre teach a curse, a Civil Aviatin Authrity shall be designated as the respnsible authrity Prir t cnducting training at an ff-site lcatin, the Civil Aviatin Authrity respnsible fr Gvernment Safety Inspectr training will rganize a site visit t ensure that the facilities meet the requirements specified in sectin 4 f this dcument. The Civil Aviatin Authrity will advise n hw the site visit will be cnducted. Prir t teaching an -endrsed Gvernment Safety Inspectr curse ff-site, the Civil Aviatin Authrity shall prvide a statement t the effect that it is satisfied that the curse can be delivered in accrdance with all the requirements specified in this dcument The mnitring by f the endrsed training (sectin 9 abve refers) can include, at the discretin f, an inspectin f the facilities used fr ff-site training.

18 All Gvernment Safety Inspectrs curses s shall be taught as designed. Curse materials may be adapted t meet natinal regulatins r lcal perating prcedures. Hwever, any adaptatin t an a curse be apprved by prir t the Training Centre using such materials fr the delivery f -endrsed Gvernment Safety Inspectr training. 11. COORDINATION AND SCHEDULING 11.1 The scheduling f Gvernment Safety Inspectr curses, pen t internatinal participatin, shall be crdinated thrugh the Air Navigatin Bureau, Aviatin Training Plicy and Standards Unit (ATPS) in rder t facilitate internatinal attendance and reduce duplicatins in effrt when pssible. The ATPS shall be ntified at least six mnths in advance f a Gvernment Safety Inspectr curse that is available fr internatinal participatin Crdinatin meetings, including all training centres endrsed by t cnduct Gvernment Safety Inspectr training n an internatinal basis, will be cnvened by every three years. The intent f the meetings will be t crdinate activities and t exchange ideas and experience in using the Gvernment Safety Inspectr curse materials. The crdinatin meetings will be n mre than three five days in duratin. The findings f the meeting will be dcumented in a C-19 mem t the Air Navigatin Cmmissin. 12. RESPONSIBILITIES 12.1 In respect f training centres that are endrsed by t prvide Gvernment Safety Inspectr training n an internatinal basis, shall: a) cnduct the initial assessment and fllw-up assessments in accrdance with paragraph 8 and 9 f this dcument; b) prvide electrnic master cpies f Gvernment Safety Inspectr curses materials that are cnsistent with its Internatinal Standards and Recmmended Practices and the curse develpment methdlgical standards; c) mnitr the results f the Gvernment Safety Inspectr training in accrdance with paragraph 9 f this dcument; d) apprve all new r adapted Gvernment Safety Inspectr curse materials; e) prvide technical and methdlgical supprt, t the extent pssible by crrespndence, t adapt, as required, and implement curse materials. Cnsultants apprved by r Regular Prgramme Staff shall prvide direct technical supprt. Hwever, Regular Prgramme Staff will be made available n a time permitting basis nly; f) crdinate with ther training centres and rganize triennial crdinatin meetings in accrdance with paragraph 11 f this dcument; g) ntify Cntracting States when a training centre endrsed by t teach Gvernment Safety Inspectr curses is prviding training n an internatinal basis thrugh State letter and the hmepage n the Internet; and

19 17 h) maintain a register f qualified instructrs fr each Gvernment Safety Inspectr curse In respect f the establishment and peratin f -endrsed Gvernment Safety Inspectr training, the Civil Aviatin Authrity shall ensure prvisin f the fllwing: a) the facilities and equipment as utlined in paragraph 4 and, alternatively, paragraph 10 f this dcument; b) qualified instructrs in sufficient numbers as specified in paragraph 6 f this dcument; c) cpies f all training materials required by instructrs and trainees, including cmmercially available textbks and audi visual aids as required t implement Gvernment Safety Inspectr curses; d) rganizatinal, clerical and administrative supprt as specified in paragraphs 3 and 7 f this dcument; e) schedule f Gvernment Safety Inspectr curses in accrdance with paragraph 11 f this dcument; f) transprtatin, daily subsistence allwance, and any ther required allwance fr the fficer cnducting the initial assessment and fllw-up assessments in accrdance with paragraphs 8 and 9 f this dcument; g) transprtatin, daily subsistence allwance, any ther required allwance and, as applicable, cnsultancy fees fr regular prgramme staff r cnsultants that prvide technical supprt; h) CAA, training management and instructinal staff t participate in triennial Gvernment Safety Inspectr Training Crdinatin Meetings, at n cst t ; and i) quality assurance f the training centre in accrdance with paragraph 3 f this dcument Civil Aviatin Authrities are required t submit a letter f applicatin t t btain an endrsement f their training centre t cnduct Gvernment Safety Inspectr training n an internatinal basis. The letter f applicatin shall cnfirm the willingness f the cncerned Civil Aviatin Authrity t adhere t the respnsibilities utlined in this dcument. Furthermre, this requirements dcument, initialed n each page, shall be included as an attachment t the applicatin letter. Upn receipt f the frmal applicatin letter and successful cmpletin f the initial assessment, will issue a Letter f Endrsement. This will include the riginal letter f applicatin and requirements dcument as an attachment. The requirements dcument may be amended r mdified by mutual cnsent between a Civil Aviatin Authrity and. Sectins 2 thrugh 12 f this dcument are subject t change based upn the experience gained in the implementatin f the prgramme, as well as needs that may arise, as new curses are made available The Civil Aviatin Authrity may, by giving nt less than ne year s ntice in writing t, discntinue -endrsed Gvernment Safety Inspectr training prgrammes cnducted by its training centre.
