Backgrund This plicy describes and sets ut plicies and prcedures related t: the accreditatin f Operating Engineers/Operatr training prviders the apprval f Operating Engineers/Operatr training prgrams mandatry requirements fr maintaining accreditatin TSSA auditing f training prviders and training prgrams sanctins fr nn-cmpliance with this plicy. Pursuant t the Technical Standards and Safety Act, 2000 (the Act ), the bjects f the Technical Standards and Safety Authrity ( TSSA ) include t undertake public safety services, including training, in relatin t the matters assigned t TSSA under the Act and its regulatins. 1 The directr, perating engineers (the Directr ) is authrized t establish the qualificatins, training and experience that are required fr regulated persns, and establish their duties and respnsibilities. 2 Fr perating engineers, these certificatin and training requirements are set ut in Ontari Regulatin 219/01 (Operating Engineers). Any persn applying fr a reductin in qualifying experience requirements, tward an perating engineer certificate, that has successfully cmpleted an apprved curse f training, such prtin f the time spent by the applicant in cmpleting the curse f training that the chief fficer apprves may be included in the calculatin f qualifying experience under Table Definitins In this plicy: training prgram means an educatinal curriculum intended t satisfy the training requirements f an perating engineer certificate under O. Reg. 219/01. training prvider means a persn wh prvides r ffers t prvide a training prgram t any persn. accredited training prvider means a training prvider accredited by TSSA in accrdance with this plicy t prvide an apprved training prgram t the public. apprved training prgram means a training prgram apprved by TSSA in accrdance with this plicy fr delivery by an accredited training prvider t the public. 3. Practical Experience Time Reductin TSSA apprves training prgrams fr the fllwing Operating Engineers/Operatr classificatins: 1 st Class 1 Sectin 3.6 f the Act. 2 Sectin 32(1) f the Act. 3 O. Cmpressr Operatr 1-mnth reductin frm the required 9 mnths practical experience by successfully cmpleting a minimum ne-mnth training prgram. A further 6 mnth time reductin is allwed if the candidate has had a minimum f six mnths Chief Officer apprved experience in the servicing and/r repair f registered and peratr attended cmpressr plants. Refrigeratin Operatr A 1-mnth reductin frm the required 12 mnths practical experience by successfully cmpleting a minimum ne-mnth training prgram. Refrigeratin Operatr B 1-mnth reductin frm the required 9 mnths practical experience by successfully cmpleting a minimum ne-mnth training prgram. A further 6 mnth time reductin is allwed if the candidate has had at minimum f six mnths Chief Officer apprved experience in the servicing and/r repair f registered and peratr attended refrigeratin plants. Steam Tractin Operatr: 40 hur reductin frm the required 160 hurs practical experience by successfully cmpleting a minimum 24-hur training prgram. T be eligible fr the practical time reductin allwance, an applicant must successfully cmplete the full time training prgram, including the practical field/c-p training. A partial time reductin allwance will nt be permitted. Nte: it is the respnsibility f the certificatin candidate (student) t attain the practical field/c-p training fr the classificatin being sught; hwever, a training prvider shuld recgnize its bligatin t take all reasnable steps t assist a student t meet this requirement. Training Prgram Requirements Prgram Requirements A full-time training prgram fr Operating (Pwer) Engineering, Cmpressr and Refrigeratin Operatrs is deemed t cnsist f a minimum f 20 hurs f instructin per week, classes t be held a minimum f 3 days/week. In apprved training prgrams that are prvided n a prgressin basis, i.e. 4 th t 3 rd, 3 rd t 2 nd, 2 nd t 1 st, it is required that the student must successfully cmplete and pass each apprved training prgram befre prgressing t the next certificatin level prgram. N prtin f the required practical field/c-p training cmpnent can be used t reduce the minimum specified academic cmpnent, and cnversely, n prtin f the required academic cmpnent can be used t reduce the minimum specified practical field/c-p training cmpnent. If a student btains any, r all, f the practical field/c-p training during the academic cmpnent, the academic duratin shall be extended accrdingly. Fr example: ttal academic and practical field/c-p training fr a 4th Class candidate cannt be less than nine mnths. The 4 th & 3 rd Class prgrams shall have apprximately 60% classrm thery and 40% practical (lab, shp, and training plant). The 2 nd & 1 st Class, Cmpressr & Refrigeratin Operatr prgrams can have up t 90% thery, the remainder shall be practical and is t invlve: start-up/shutdwn, peratin, disassemble/assemble f related pwer plant equipment and cmpnents. Steam Tractin prgrams must have sufficient practical steam tractin technlgy equipment and cmpnents t supprt the thery presentatins. Areas f Training The training prgram is t include all aspects f the required TSSA syllabus. The Operating Engineers training prgram shall be cmprised f the fllwing fur (4) distinct types f technlgies as listed in the Operating Engineers Regulatin: Steam/Pwer plant; Steam prime mver plant (steam turbine, steam engine); Refrigeratin plant; Cmpressr plant. Cnsequently, any apprved training prgram will require students t have perating and maintenance experience n these items and their respective related auxiliary equipment. It is strngly recmmended that training prviders prvide their students with the pprtunity t btain field/c-p perating experience in mre than ne plant. Expsure t several industrial and/r large cmmercial registered attended plants cmpliments the in-schl learning cmpnent. Instructrs and Teaching Staff Page 5

6 Curse and prgram teaching staff are t be fully cnversant and familiar with the Pwer Engineering prfessin and have Operating (Pwer) Engineering and/r Operatr Certificatin that is equal t r higher than the level being taught. It is recgnized that teaching staff with related expertise such as, but nt limited t, mathematics, electrical, welding, pipefitting, etc. may be utilized t assist in the teaching prcess. Training prgrams must be delivered by instructrs designated in the applicatin materials (unless therwise apprved by TSSA in writing). Training Plant The training prvider shall have access t a fully peratinal TSSA registered attended plant (minimum 4th Class) used fr training purpses. The plant wuld have a fire tube and/r a water tube steam biler, water treatment and testing equipment, an air cmpressin system, a refrigeratin system, a steam prime mver and all related auxiliary plant equipment. Each site must be pre-apprved fr use by TSSA (which may necessitate a field inspectin). In the absence f a schl based peratinal training plant, an industrial hst plant may be acceptable and shall be reasnably and timely accessible fr the students t be given equivalent perating and maintenance training. Such hst plant must be able t accept the ttal student interface engagement and prvide independent equal and safe access and experience functins, as wuld be required in a schl based training plant. All labratry/shp/skills training/training plant prjects and practical field c-p training prjects shall be marked and be a cmpnent f the students final grade. It is expected that there will be sufficient practical and physical resurces t allw single student engagement and related prjects marking. Other Resurces The fllwing resurces must be made available t effectively carry ut the training prgram: Classrm: rm r rms in which theretical training is nrmally prvided. Has resurces including black / white bards, flip charts, verheads, prjectin equipment, etc. Library: selectin f text bks and audi/visual presentatins cvering all subjects relating t the Operating/Pwer Engineering syllabus and prfessin and als a selectin f Pwer Engineering peridical publicatins. Cmputer Class Space: fr general cmputer instructin and general simulatr presentatin. Drafting/Drawing Class Space: fr instructin and applicatin f drafting/drawing experience. Labratry: rms / spaces cntaining (small scale) peratinal pwer plant equipment, mckups f cmpnents and systems, trainers, simulatrs, displays, etc., that can be either started and perated, used fr experimentatin and ding analysis and trubleshting. These cmpnents are t reinfrce pwer plant equipment thery and the training plant learning. Shp: rms / spaces cntaining a brad range f pwer plant equipment and related auxiliaries, parts / cmpnents, safety devices and cntrl items that can be assembled / disassembled, Page 6

7 repaired, dead weight tested, etc. and cntains sufficient wrkbenches and apprpriate tls t allw single student engagement. Skills Training: Skills training will be necessary fr Pwer Engineering students t be given practical prject marked skills training and t perfrm actual wrk prjects in specific technical shps n the fllwing items: Millwright and tls shp Bench wrk prjects (use f tls n specific prjects) Safe use and applicatin f hand and pwer tls with related prjects Use and applicatin f precisin measurement devices Basic millwright fitting, shaft alignment, pump packing, valve repair, gauge glass repair, gasket fitting and general dismantling, maintenance and assembly f typical pwer plant equipment Electrical shp/lab Electric wiring, switchgear training, mtr and generatr cnnectins and electrical systems repair and maintenance with related prjects Pipe fitting shp Basic pipe layut, cutting, threading, fitting and hydrstatic pressure testing (steel and cpper pipe prjects) Welding shp Basic gas and electric welding, brazing, sldering and xy-acetylene gas cutting Curriculum Revisins/Enhancements T accmmdate changes and develpments in technlgy and equipment, TSSA will review, revise and enhance the training standard/syllabus cntent as necessary. Upn the issuance f a revised/enhanced syllabus, training prviders are required t update their training prgrams t ensure that it accrds with the revised syllabus. TSSA will verify that training prgrams are in alignment with the established standard during the audit prcess. 5. Applicatin Cntents and Assessment In rder t becme accredited, training prviders must submit an Applicatin fr Accreditatin as an Operating Engineer Training Prvider in the prescribed frm, tgether with all required supprting materials. Once received, TSSA will review and assess the applicatin and ntify the applicant f any missing r deficient infrmatin. In preparing applicatins, applicants shuld bear in mind that thery instructin must be treated as an integral part f each prgram and must be prperly supprted. Audi/visual equipment, flip charts, and ther training materials and prps such as parts and tls that assist in the training shuld be used. Labratry/wrkshp requirements must als be highlighted in applicatin. Applicatins shall be cmplete, submitted in hard cpy r electrnic frmat, and the syllabus fr each classificatin applied fr must be sequentially rdered. Applicatins nt meeting these requirements will be returned t the applicant and/r may be subject t delay in prcessing. Page 7

8 Prpsed training prgrams submitted by a training prvider will be assessed by TSSA against the training prgram standards and syllabus established in the applicable Certificatin and Examinatin Guides, which are available at Training prviders must be accredited befre prviding r ffering t prvide (advertising) a training prgram t any member f the public. TSSA des nt accept applicatins r declaratins fr certificatin submitted n behalf f students by training prviders wh are nt accredited. A request fr a prgram apprval must be submitted in a frmal indexed 3-ring binder, and shall cntain the fllwing infrmatin: 1. The names f all instructrs wh will deliver training prgrams, including, fr each: a. a resume r CV; b. phtcpies f all relevant and current/valid trade r ccupatinal certificates; c. a descriptin f teaching r training delivery experience; d. identificatin f all mdules fr which they will be cnducting training; and e. a descriptin f industry experience nt cntained in the abve. 2. Prgram utline(s), including bth theretical and practical training aspects fr the relevant class. a. Curse/Prgram name, duratin, curse layut and descriptin, syllabus, and related curriculum timetable indicating days/week, hurs/day, thery, labratry, shp and training plant practical hurs. b. Cpies f the varius labratries, shps, training plant and field/c-p assignments/prjects student is required t successfully cmplete. c. A descriptin/layut/phtgraphs f the class facilities, library, labratries, shp and training plant. Submissin t include cmpnents, texts, resurces, equipment, tls available fr instructin purpses; a cpy f the training plant registratin certificate. 3. A cpy f the written agreement between the training prvider and the Cmpany, if the training prvider is using an ff-site lab, shp, and/r registered training plant (including a cpy f the plant registratin) spelling ut the frmal and legal availability and use f the facility fr the purpse f training students. 4. Cpies f the Recrd Keeping Requirements, including but nt limited t: a. Sign-in/attendance recrds; and b. the training prgram certificate f cmpletin. TSSA reserves the right t request additinal infrmatin frm applicants, and will wrk cperatively with the applicant t expedite the apprval prcess. TSSA may require that an applicant submit t ne r mre cnsultatins and/r inspectins f the facility where the training is intended t take place. In sme circumstances the applicant may als be required t perfrm a mck training sessin fr TSSA staff, which will be reviewed fr cntent, cnfrmity t the standards, training prvider and instructr cmpetence and the examinatin/assessment prcesses. 9 6. Accreditatin and Renewal Rights, Privileges and Obligatins Once accredited, training prviders receive and are entitled t the fllwing: Frmal accreditatin by TSSA t deliver apprved training prgrams. Accreditatin cnfirms that the prgram(s), as submitted t TSSA, have met all f the required standards and criteria, which will als be dcumented in the frmal apprved-curse-fr-practical-experience- time-reductin letter issued by TSSA. The right t use f the phrase TSSA Accredited in any advertising and prmtin materials, but nly where such use is specifically assciated with the accredited training prvider and at least ne apprved training prgram. This des nt include the right t reprduce r use the TSSA lg in any fashin. Access t syllabus dcuments (including future revisins and/r enhancements), which will be available nline at Accreditatin Renewal Training prvider accreditatins are time-limited and will expire n the date indicated at the time the accreditatin is issued. In rder t renew an Operating Engineer, the training prvider must submit t TSSA a cmpleted Applicatin fr Accreditatin as an Operating Engineer Training Prvider. Accredited training prviders must mnitr the date f expiratin n their accreditatin, and shall submit their renewal applicatin n later than 30 days prir t the date f expiry. In additin t these requirements the accredited training prvider must cmplete and pass an annual training prvider audit, while prviding a full-time training prgram t an annual intake f students fr each apprved training prgram. An accreditatin will nt be renewed until the time the renewal applicatin materials have been received and accepted by TSSA. In additin, an accreditatin may be revked at any time depending n the severity f the nn-cmpliance and the ptential risk t public safety. Training prviders shall ensure that all instructrs have access t the latest editin and revisin f the cde(s) applicable t the classificatin n which they are assigned t prvide training, and that they will have full wrking knwledge f such cdes, the Act and the Operating Engineers regulatin. Organizatins/Individuals shall nt represent themselves as training prviders r ffer t prvide the services f a training prvider unless and until they have been frmally accredited by TSSA fr thse activities. 7. Recrd Keeping and Reprting The training prvider shall keep the fllwing infrmatin and recrds, and must prvide same, upn request, t TSSA: All students f the training prgram, whether registered, current, r past. Sign-in/attendance recrds, including but nt limited t: curse dates, curse name, students names, instructr s name, instructr s signature, and date (as applicable). Recrds f cmpletin fr each prgram mdule (as applicable). Page 9

10 Cpies f Certificates f Cmpletin issued, which must include the student s name, prgram name, prgram date, and signature f the prgram signing authrity. All the abve recrds shall be maintained fr a five-year perid. The training prvider shall reprt t TSSA within 15 days any knwn breach f its bligatins under this plicy, including but nt limited t: Issuance f a certificate/diplma, etc. t an individual wh did nt attend and cmplete the required prgram material. Instructrs acting in cntraventin t this plicy. 8. Auditing f Training Prviders and Training Prgrams TSSA may audit any training prvider r training prgram, in rder t ensure that the terms and cnditins f accreditatin and apprval are being met and that public safety is nt being cmprmised. TSSA will review the prgram cntent against the applicable training standard/syllabus, assess the instructr(s), training equipment and presentatin aids and labratry/cntent. Specific auditing activities may include, but are nt limited t: Evaluatin f in-class training prgrams Evaluatin f training material Evaluatin f training recrds and lgs Evaluatin f instructrs Student interviews (in camera) Evaluatin f labratry cntent After a training prvider audit, TSSA will prepare a written reprt t the training prvider describing the findings f the audit and prviding recmmended and mandatry imprvements. The reprt may als prvide frmal ntificatin f any deficiencies fund, and require that such deficiencies be addressed, including assciated deadlines. As required, inspectin rders will be issued t the training prvider where public safety may be cmprmised. TSSA may perfrm fllw-up audits r require fllw-up actin by the training prvider t determine whether any deficiencies fund in an audit have been adequately addressed. Frequency: audits will take place annually r at an extended frequency if deemed necessary by TSSA. TSSA will endeavur t minimize any disruptin t training prviders r training prgrams. Training prviders must cperate with all auditing activities and shall allw unhindered access t the TSSA representative t the training prgram. Audit activities that entail attendance by TSSA inspectr cnstitute inspectins under s. 17 f the Act. As such, training prviders are reminded that they must fully cperate during such inspectins, and that it is Page 10

11 an ffence t prvide false r misleading infrmatin t a TSSA inspectr r t bstruct him r her during an inspectin. 9. Sanctins fr Nn-Cmpliance TSSA will take prgressive actin against any training prvider fund t nt be cmplying with any part f this plicy, depending n the severity f the nn-cmpliance and the ptential risk t public safety. Upn discvering a nn-cmpliance, TSSA may: Issue an rder relating t the nn-cmpliance t the training prvider, including directins n any crrective actin that must be taken and the deadline fr cmpleting such actin. Impse cnditins (including restrictins and limitatins) n the training prvider s accreditatin. Suspend the training prvider s accreditatin. Revke the training prvider s accreditatin. TSSA is nt bliged t take prgressive actin in all circumstances. TSSA may immediately carry ut any f the abve actins where a serius public safety cncern exists r where TSSA has reasn t believe the nn-cmpliance will nt be addressed by less severe actin. A training prvider is prhibited frm prviding training prgrams at any time when its accreditatin has been suspended (whether prvisinally r nt) r revked, and n refund will be issued fr any fees paid by the training prvider t TSSA fr any such time perid. Individuals wh have been trained by a training prvider fund in cntraventin f the standards will nt have their applicatins prcessed and will be required t re-train in rder t qualify fr the practical time reductin. 10. Administrative Cancellatin f Accreditatin TSSA may cancel a training prvider s accreditatin r a training prgram s apprval if: a training prvider has nt delivered any part f a cmplete training prgram in the previus year; nn-payment f any amunt payable by a training prvider t TSSA fr ver 90 days; a training prvider lacks r n lnger emplys certified and/r qualified instructrs. Re-accreditatin f a training prvider by TSSA requires the training prvider t submit a new applicatin, including all requirements established in Sectin 5: Applicatin Cntents and Assessment. A training prvider may cancel its accreditatin r withdraw an apprved training prgram by ntifying TSSA in writing. Page 11

Legal Disclaimers By applying fr accreditatin, the applicant agrees t indemnify and hld harmless TSSA and its emplyees, agents, successrs and assigns frm any and all damages, actins, suits, claims r lss fr any act r missin related t the accreditatin f the applicant as a training prvider r the apprval f any f its training prgrams. TSSA shall nt be liable fr any damage, injury, lss f life r prperty resulting frm training delivered by a training prvider. The training prvider accepts full liability t individual trainees, t the entire exclusin f TSSA, in the event that a trainee s accreditatin is revked by TSSA wing t deficient training. The accreditatin prvided by TSSA is exclusively fr purpses f delivering training prgrams. Under n circumstances des TSSA hld itself r represent that the accreditatin cnstitutes an endrsement f the training prvider r its business fr any ther purpse, nr will the accreditatin necessarily result in certificatin f trainees. Respnsibility fr btaining such certificatin is exclusively that f the trainee. Ntwithstanding accreditatin, TSSA expressly reserves the right t review, apprve r nt apprve a trainee s applicatin fr such certificatin. Under n circumstances will TSSA review a trainee s applicatin r examinatin r enter int discussin with a training prvider regarding the persnal applicatin fr certificatin f a trainee. 12. Amendments t this TSSA may amend this plicy frm time t time, and the amended plicy will then becme applicable and mandatry t all accredited training prviders. TSSA will endeavur t prvide all training prviders and the public at large with at least 30 days ntice f any majr change t this plicy. Page 12
