3 PROJECT INTRODUCTION BCCSA (BC Cnstructin Safety Alliance) is calling fr Expressins f Interest (EOI) frm individuals, sle prprietrs, r crpratins t deliver ne r mre f the fllwing curses: Cnfined Space Entry/Mnitr...(7 hurs f classrm training) Fall Prtectin...(7 hurs f classrm training) Respiratr Prtectin and Fit Tester...(Minimum f 3.5 hurs classrm training) (See curse descriptins belw) The BCCSA ffers a designatin called the Cnstructin Safety Specialist (CSS). CSS has lng been a standard in British Clumbia. It was designed t recgnize thse wh have cnstructin knwledge and practical experience in a range f health and safety tpics. A CSS has a unique set f skills which makes them a valuable health and safety resurce in tday s busy cnstructin marketplace. Acrss Canada, prvincial cnstructin health and safety assciatins (members f the Canadian Federatin f Cnstructin Safety Assciatins (CFCSA)) have cme tgether t develp a natinal standard fr cnstructin safety representatives. BCCSA s CSS prgram will change t the natinal standard, titled the Natinal Cnstructin Safety Officer (NCSO) prgram in January f In rder t meet the new standard, there will be an increase in training requirements, as well as a natinal and prvincial exam. This EOI addresses part f the NCSO training requirement increase and establishes a minimum standard fr high quality and cnsistent delivery f apprved Training Prviders and curse cntent. The BCCSA recgnizes the Oil Sands Safety Assciatin (OSSA) accredited Training Prviders and required curses. The applicatin requirements fr OSSA accredited Training Prvider and curses are different fr mre detail see the OSSA sectin belw. BCCSA BACKGROUND The BC Cnstructin Safety Alliance is a nt-fr-prfit assciatin that prvides services t ver 40,000 cnstructin cmpanies emplying ver 180,000 wrkers. We are funded by cnstructin, plus select aggregate and ready-mixed industries wh pay fr us thrugh a prtin f their WrkSafeBC annual assessments. The BCCSA is gverned by a Bard f Directrs whse members are representative f all areas f the industry: residential, rad building, aggregate, ready-mixed, industrial, cmmercial, institutinal, and heavy cnstructin. Wrker safety is ur number ne pririty. T that end, we ffer a range f services that (a) fcus n injury preventin and creating r enhancing a culture f safety n cnstructin sites; and (b) meet a diversity f needs amng wners, managers, supervisrs, and wrkers. As a safety assciatin recgnized by WrkSafeBC, we prmte and develp wrkplace health and safety in cmpliance with WrkSafeBC s regulatins and guidelines. 4 PROJECT BACKGROUND The NCSO designatin is intended t identify participants as individuals with a unique set f skills. These skills cmbine hands-n experience with the educatin required t supprt health and safety initiatives n the jb. NCSOs will be able t: Assist cnstructin managers t implement and maintain a health and safety management system Recgnize, assess, cntrl, and evaluate health and safety hazards relevant t the wrk Cmmunicate with management, inspectin authrities, and ther grups n health and safety issues Prvide wrkers and ther wrkplace parties with the relevant infrmatin and skills required fr safe wrk In rder t cmplete the NCSO Designatin, participants must: Cmplete the NCSO applicatin Cmplete all curse requirements Prvide prf f 3 years practical cnstructin experience Cmplete the NCSO exams The training requirements cnsist f 10 mandatry curses and tw electives. Fall Prtectin is mandatry; Cnfined Space, and Respiratr Prtectin curses are electives. BCCSA delivers the ther mandatry and elective curses with the exceptin f Level 1 First Aid. Curse tpics wuld include: British Clumbia OH&S legislated standards Identificatin and definitin f a cnfined space Requirements fr wrking in r arund restricted/cnfined space Risk/hazard assessment and cntrl methds fr restricted/cnfined space Atmspheric testing Entry and cnfined space permits Signage and tagging Emergency prcedures Rles and respnsibilities f wrkers, supervisrs, managers and cnfined space mnitrs Certificatin: This curse must have a written exam cmpnent and include equipment demnstratin(s). 5 Fall Prtectin 7 hurs f classrm training designed t prvide participants with infrmatin regarding legislated respnsibilities and requirements and the varius fall prtectin systems available in industry. An effective Fall Prtectin Plan will assist in creating a safe wrk envirnment fr wrkers wh perfrm their daily jb-related activities at heights r depths. Cmpanies will be selected based n their subject-related prfessinal experience, instructrs, training experience and quality assurance prcess/plicies. 7 Instructr Management Training Prviders must have an instructr management prcess/plicies in place and dcumented which include but is nt limited t: Hiring criteria which includes a cmbinatin f ccupatinal health & safety educatin, subject matter expertise, and adult-educatin delivery experience; Hw an instructr prgresses frm being hired t delivering the required curses and maintaining their credentials; An instructr evaluatin prcess t mnitr and evaluate instructinal delivery and t prvide feedback fr cntinuus imprvement; An instructr Cde f Ethics requiring instructrs adhere t high standards f practice when prviding instructin; A prcess in place fr remving instructrs wh demnstrate pr perfrmance. Training Prviders must prvide a list f qualified instructrs, this list must include: Instructr name Identificatin number Date Instructr was fficially apprved by Training Prvider Curses qualified t train (nly include thse relative t this EOI) Curse Management Training Prviders must have a curse management prcess/plicies in place and dcumented t ensure all instructrs prfessinally manage and deliver the apprved curse. These prcesses are t include but nt limited t: Frequency f cmpleting reviews and/r revisins f all curse material including exams; Prcess t infrm instructrs n any administrative r curse material updates and changes; Frequency f reviewing participant feedback frms and evaluating fr pssible prgram changes. Classrm Management Training Prviders must have dcumented prcesses in place that directs and prvide guidance t instructrs t ensure classrm activities are managed cnsistently and similarly by all instructrs. Classrm management prcesses are t include but nt limited t: Prcess fr all instructrs t fllw in the event participants arrive late fr the start f the apprved curse r leave prir t the end f the training sessin; Stating the maximum and minimum class size fr each required curse; Describing the actins required by instructrs t ensure the integrity f the thery and practical testing is adhered t; Ensuring apprpriate learning space/equipment fr classrm training is equipped with a seat and slid writing surface fr each student and classrm space is used exclusively fr the training with sufficient space t cnduct practical exercises. 8 Safety & Equipment Management Training Prviders must have dcumented safety prcesses in place that direct and prvide guidance t instructrs t ensure all training activities assciated with the training prgram are cnducted in a safe envirnment. Training Prviders must be able t demnstrate they have dcumented safety & equipment management prcesses that include but nt limited t: Ensuring instructr s review all safety requirements with participants at the beginning f the training prgram fr bth classrm and field training; Requirement fr instructrs t inspect maintain all tls, materials and equipment prir t classrm training and/r participant use; Ensuring all classrm tls, materials and equipment are regularity maintained and in gd wrking rder as per manufacturer s specificatins and regulatry requirements. Training Prviders must prvide a detailed list f equipment used fr the practical prtin f the required curse which includes but is nt limited t: Manufacturer Name Mdel Date f Manufacture COURSE MATERIAL Training Prviders must ensure all curse material used fr the applicable curses are: Defined with a written lessn plan, clear learning bjectives and instructr ntes; Of gd reprductive quality, cmpliant with cpyright rules and each student receiving their wn cpy; Apprpriate learner language and literacy level; Cmpliant with all regulatins. Training Prviders must submit a cpy f all relevant curse material including but nt limited t: Instructr manual including instructr ntes Pwerpint Participant manual/handuts Prficiency exam Training Prviders must include a curse cmparisn chart that cvers the learning bjectives as stated in the Curse Descriptins abve. CERTIFICATE OF COMPLETION Training Prviders must have a prcess in place t ensure each participant successfully cmpleted the required curse receives an individual numbered certificate f cmpletin with expiry date (if BCCSA Training Prviders EOI Octber, P age

9 applicable) and all student recrds are maintained by the Training Partner in a searchable manner. Training Prviders must submit a generic cpy f a Certificate f Cmpletin fr each curse relevant t this applicatin. FINANCIAL IMPLICATIONS The selected Training Prviders will be recgnized as BCCSA trainers fr the required curses and BCCSA will maintain an active listing f Training Prviders n its website, prmte at BCCSA training sessins r prvide infrmatin upn request. This initial apprval will be dne fr a perid f ne year, subject t cntinual prfessinal perfrmance. BCCSA will nt recmmend ne Training Prvider ver anther if there is mre than ne prvider. Applicatins may be judged nn-respnsive and remved frm cnsideratin if any f the fllwing ccurs: The applicatin is nt received in a timely manner accrding t the terms f this EOI; The applicatin des nt fllw the specified frmat; The applicatin is nt adequate t frm a judgement by the reviewers. BCCSA reserves the right t accept r reject applicatins in whle r in part, t discuss different r additinal terms t thse included in the EOI r in any applicatins n, r t amend r mdify any term in the EOI. BCCSA shall nt be respnsible fr any cst incurred by the prpnent in preparing the EOI r therwise prir t the signing f a recgnized apprval letter with BCCSA. The final decisin is the sle decisin f BCCSA, and the respndents t the EOI have n appeal rights r prcedures guaranteed t them. BCCSA als reserves the right t remve any Training Prvider at any time frm their recgnized list f prviders fr any reasn. The BCCSA may at any time request additinal infrmatin n the Training Prvider s instructrs, administrative prcesses/plicies r curse material and may at any time cnduct a quality assurance audit n any f the required curses at any lcatin. It is the Training Prviders respnsibility t ensure BCCSA remains updated (within 48 hurs) n any changes t their qualified instructr list, curse materials, administrative prcesses r rganizatinal structure.
