2 I. Missin, Visin, and Administratin A. Middle Park 4-H Visin A wrld in which yuth and adults learn, grw, and wrk tgether. B. Middle Park 4-H Missin 4-H empwers yuth t reach their full ptential by wrking and learning in partnership with caring adults. C. Organizatin and Administratin The Cperative Extensin System (CES) was established when the U.S. Cngress passed the Smith-Lever Act in CES educatinal prgrams are centered in the land-grant university in each state. Majr prgram areas are agriculture, family and cnsumer sciences, 4-H yuth develpment, natural resurces, and cmmunity develpment. Clrad State University is the land-grant institutin respnsible fr the administratin f the Extensin prgram in Clrad. The State Extensin directr is ultimately respnsible fr the administratin f all Extensin prgrams. Administratin f the 4-H prgram is delegated t the State 4-H Prgram Leader. Funding fr CSU Extensin faculty and supprt staff is prvided by federal, state, and cunty surces. Middle Park 4-H Cuncil is the Gverning Yuth Organizatin fr the Grand Cunty 4-H Prgram administered thrugh the Grand Cunty Extensin Office lcated in Kremmling. II. Membership and Cmpletin Requirements A. 4-H Membership/Age 4-H age is the age f the individual n December 31 f the current 4-H year. The 4-H years runs frm Octber 1 t September 30. Clverbud: 5-7 years ld Junir member: 8-10 years ld Intermediate member: years ld Senir member: years ld B. Requirements t Jin 4-H Be f the apprpriate age as listed in the previus sectin Cmplete annual 4-H member enrllment frm Enrll in at least ne 4-H prject per year Sign a 4-H member Cde f Cnduct frm Pay State and Lcal 4-H fees (schlarships may be available based n need) C. 4-H Clubs (THIS IS CURRENTLY NOT IN THE DOCUMENT/LIKE TO ADD) All 4-H Members must select a club(s). A 4-H Member can jin as many clubs as they wuld like. Hwever, they must select a primary club which will be their main gverning club. Thus, this is the club that they can represent and be cunted fr 4-H Cuncil vting. Primary Club: the club that the 4-H member selects t be their primary functining club. This is als the club that they will represent and be cunted fr at Cunty 4-H Cuncil. Primary club is als the 4-H leader wh will apprve yur recrd bk & cmpletin

The primary club is the club where a member wuld be encuraged t hld an ffice and perfrm their demnstratin Secndary Club: a club that the 4-H member can jin and participate in but will nt be allwed r cunted fr cunty 4-H Cuncil vting prcedures. Resurce Club: a 4-Her may attend any ther club meeting in the cunty t get expsure in their respective 4-H prject frm that leader r vlunteer. They must have permissin frm that leader prir t attending. This leader/vlunteer will nt apprve the 4-Her s recrd bk r club cmpletin reprt but will simply be a resurce/teacher. An example f this is a hrse leader wh allws members frm ther 4-H clubs t ride with their club. Anther wuld be the dg club allwing ther members t cme see a speaker at ne f their 4-H meetings. The 4-H member des nt have t register in this club. D. 4-H Cmpletin Requirements Participate in a demnstratin. Participate in a cmmunity service activity Cmmunity Service can be either thrugh their 4-H club r thrugh 4-H cuncil. Nte: sme 4-H clubs may have this as a cmpletin requirement in their club bylaws. Be sure t check with yur club leader. Attend a minimum f six (6) 4-H club meetings. (Change t: Attend a minimum f 6 meetings. Of curse we encurage participatin in as many meetings/events as yu wuld like, but a minimum f 6 meetings is required fr prject cmpletin in a 4-H year. Meetings can be a cmbinatin f any f the meetings described belw: 4-H Club Business Meeting: Any time a meeting is called t rder, pledges are read, rll call & minutes are taken. 4-H Prject Meeting: Anytime a member is wrking n his/her prject with a resurce leader r ther adult and it is dcumented in their recrd bks and signed ff n by his/her primary club leader. An example f this might als be when a Cake Prject Member attends a cake decrating wrkshp. Anther example is a Rbtics Prject Member wh has t attend Rbtics Prject Meetings in rder t cmplete his/her prject. Make Up Meetings: Meetings may be made up, with the primary club 4-H leader s apprval & with cnfirmatin frm a 4-H club leader, secretary r ther fficial acknwledging the members participatin in anther 4-H club meeting r event. The 6 meetings must be cmpleted befre the member turns in their recrd bk. General/Hme Ecnmic prjects and recrd bks are due at Exhibit Day & all ther animal prject recrd bks are due the first Friday in September. Exhibit Prject: All members must exhibit their prject. The prject exhibit requirements will be fulfilled if member exhibits at ne f the events listed belw: 4-H Exhibit Day Hme Ecnmics & General prjects nly. Middle Park Fair & Rde all prjects Nrthwest Clrad 4-H Livestck Exp Hrse, Dg, Beef, Swine, Sheep & Gat prjects nly. 4-H Hrse Shw hrse prjects nly. A Rabbit Exp rabbits nly. The Clrad State Fair 4-H classes.

4 A club meeting r tur the Extensin Office needs t be ntified in advance f this arrangement. Cmplete Recrd Bk: Each member must cmplete a recrd bk fr his/her prject(s). (Change t: Each member must cmplete a recrd bk fr his/her prject(s). A cmpleted recrd bk is a scre f 70% r higher n their recrd bk(s) fr each prject.) Any ther requirements n the club level. (Add: All chartered 4-H Clubs are required t have their wn by laws. Thus, every 4-H member shuld g ver any club cmpletin requirements with their club leaders t ensure that they are in cmpliance with their primary club s 4-H requirements.) E. 4-H Member in Gd Standing Participatin in certain cunty, state, reginal and natinal events, is limited t thse members wh are in "gd standing" with their lcal 4-H club and cunty. This includes abiding by the 4-H Cde f Cnduct, meeting deadlines, attending a majrity f club and prject meetings, and the fllwing requirements; exhibit at least ne prject taken during the club year (exhibit may be lcal) participate in a demnstratin r ther speech arts presentatin participate in a club citizenship prgram r activity F. Clverbuds It is neither the intent, nr the bjective, f the 4-H Clverbuds prgram t duplicate the 4-H member experiences that are designed fr ther yuth, nr t create a mini-4-h cncept. While the 4-H Clverbuds prgram is a cmpnent f the verall 4-H Yuth Develpment prgram, and 4-H Clverbud members are recgnized as 4-H members fr the purpses f enrllment, they are cnsidered t be in a special membership categry with regard t prgram and plicy. As a result, the 4-H Clverbuds prgram is fundamentally different than general membership in 4-H. Purpse f the 4-H Clverbuds Prgram The verall purpse f the 4-H Clverbuds prgram is t fster the develpment f life skills that are essential fr the cgnitive, scial, emtinal and physical maturatin f Kindergarten thrugh 3rd graders by prviding a unique educatinal pprtunity. Children in these grades are a distinct audience fr 4-H, with unique learning characteristics and develpmental needs that are different frm lder children and yuth served thrugh 4-H membership. As a result, the 4-H Clverbuds prgram is designed with specific educatinal bjectives and prgram plicies fcused n the 5- t 7-year ld child.

5 Participatin, safety, persnal develpment, learning and fun are the highest pririties in prviding 4-H Clverbuds prgrams. The plicies, guidelines fr the Clverbuds prgram utlined in this dcument seek t ensure that 4-H Clverbuds members remain safe and have psitive, develpmentally apprpriate experiences in 4-H. State and cunty prgrams that ffer the 4-H Clverbuds prgram are expected t utilize age apprpriate prgrammatic gals, plicies, curriculum and cperatin-based methds t give feedback and recgnitin. Cmpnents f the Clverbuds Prgram 4-H Clverbuds prgrams are activity fcused and nt prject-fcused and built n cperative learning, rather than cmpetitive activities. 4-H Clverbud members participate in ccasinal, nn-cmpetitive, sampler-type, age-apprpriate, prperly supervised events r activities spnsred r cnducted by 4-H grups. 4-H Clverbuds members d nt participate in the nging, planned series f activities. The primary difference between a 4-H Clverbuds activity and a 4-H prject is that a Clverbuds member engages in varied activities which fcus n develping a specific skill r cncept utilized in cmpleting the activity rather than fcusing n a lng-term planned curse f study in a specific prject (subject) area. As a result, 4-H Clverbuds members shuld nt have nging prjects, f any kind including animal prjects nr shuld they participate as cmpetitive exhibitrs with animals large r small, because within the 4-H prgram, exhibits are intended t shwcase the culminatin f a lngterm prject. In general, the handling f animals (large r small) requires discipline and mtr skills that have yet t be fully develped in mst children in the K-2 age range and when cupled with the unpredictable behavir f animals, des nt prvide the ptimal safe educatinal envirnment. 4-H Clverbuds members that have engaged in a grup activity may exhibit r shwcase in a nncmpetitive event, r can feature ther items frm their grup activities. Hwever, 4-H Clverbuds members are nt eligible t receive premium funds as a result f exhibitin. 4-H Clverbuds members may receive participatry ribbns but may nt receive regular cmpetitive purple, blue, red r white 4-H ribbns. In additin t the educatinal fcus, 4-H Clverbuds prgrams als require additinal adult supervisin, and d nt cnduct frmal business meetings r elect fficers. 4-H Clverbuds clubs handle their finances differently than clubs r lder children, with the majrity f funding issues handles by the adults. G. Independent Membership The 4-H Yuth Develpment Prgram is an pprtunity fr CSU Extensin t prvide an educatinal envirnment fr the psitive develpment f diverse yuth t enable them t realize their full ptential. The 4-H club is the fundatin fr this envirnment, and ptential members are strngly encuraged t use all f their resurces in an attempt t find a club cmpatible t their educatinal needs, life-skill develpment and family situatin. Hwever, this may nt always be pssible. Therefre, the fllwing set f criteria is used t determine candidacy f individual yuth fr independent membership in cunty 4-H Yuth Develpment prgrams. Each request fr independent membership will be reviewed n an individual basis by prfessinal staff

6 members f the lcal CSU Extensin ffice and/r by the apprpriate cunty cmmittee. Als, cunty level 4-H prgrams can pt t nt allw any independent memberships. Reasns fr independent membership include but are nt limited t: Living utside a 25-mile (ne-way) driving distance f an existing 4-H club. Lack f transprtatin t 4-H club meetings due t persnal circumstances (including parental health r the wrk schedules f parent(s) r guardian(s). Persnal safety r health f ptential member. Irrecncilable cnflicts with available 4-H clubs Requirements fr cunty 4-H independent members. Submit applicatin and written plan f wrk including learning bjectives f what the member is t accmplish in his/her prject wrk. The plan f wrk must include a cmmunity service prject. Written reprts will be required frm the member n specific dates as set by the cunty prgram. An n-site visit may be cnducted by a lcal CSU Extensin agent with prper ntificatin f the independent member. The independent member and his/her family will abide by all cunty and state 4-H Yuth Develpment plicies and rules applicable t members f the 4-H Yuth Develpment rganizatin. Independent memberships will be reviewed annually t determine whether cnditins still exist t qualify the members fr this membership classificatin. Members r families nt abiding by these plicies will frfeit the pprtunity t participate as independent members in the specific cunty 4-H Yuth Develpment prgram. A parent r guardian must enrll as a 4-H Yuth Develpment leader and participate in the cunty leader qualificatin prgram. H. 4-H Membership in a Cunty Other than the Cunty f Residence Yuth participate in 4-H by belnging t a 4-H club, r any recgnized unit f 4-H participatin, usually in his r her cunty f residence. The fllwing plicy is bserved when this is nt the case: Yuth may jin and enrll in prjects in nly ne cunty at a time. Yuth may participate as a 4-H member in nly ne cunty fair per enrllment year, and exhibit a given prject in nly ne cunty per enrllment year. Membership can be transferred frm ne cunty t anther when the family mves, when the 4-H member lives part f the year in ne cunty and part f the year in anther cunty, r as ther situatins arise. Written apprval by the cunty Extensin ffices in bth cunties is required t facilitate the transfer. When a situatin exists that necessitates change f residence in mid-year, state and lcal 4-H fees will be assessed in bth cunties. Shuld a cunty Extensin prgram clse, 4-H members residing in that cunty will nt be allwed t jin 4-H in anther cunty unless they have been enrlled in anther cunty s 4-H prgram prir t the clsure f the Extensin ffice in the cunty f their residence.

7 III. I. Reginal and Natinal 4-H Events Yuth may attend a reginal r natinal 4-H event/cnference/cntest nly nce per qualifying activity. Yuth must be members in gd standing. Participants must be certified as fficial participants by the State 4-H ffice. J. 4-H Driving Plicy Yuth may nt drive passengers t ut-f cunty events withut written permissin frm the parents f the driver and passengers. Yuth wh drive t an event must receive permissin frm the 4-H agent r adult in charge t cntinue use f the vehicle during the event. All drivers must be in cmpliance with State f Clrad laws, including but nt limited t: a valid driver's license, adequate insurance and seat belt use. Furthermre, it is expected that any vehicle used t transprt 4-H members is maintained s that it is "safe and reliable" fr the cnditins, weather and distance in which it is t be driven. Clubs and Chapernes A. Requirements fr 4-H Clubs Club cnsists f at least five members Have a lcal leader guide the club Clubs must have fficers, a cnstitutin, and bylaws Have a written plan f activities Hld regular meetings. The Extensin ffice recmmends hlding regular mnthly meetings frm Octber thrugh August. Cnduct r participate in an achievement event Apply fr and receive a club charter B. Additinal Requirements fr 4-H Clubs and Assciated Organizatins All 4-H grups with any type f bank accunt will receive and reprt the Emplyee Identificatin Number (EIN) assciated with thse accunts t the cunty Extensin ffice. All 4-H clubs, cuncils, assciatins, fundatins, etc. that use the 4-H name and emblem, will cmplete a 4-H Organizatin Financial Reprt and submit it t the cunty Extensin ffice n an annual basis. All Clubs will submit a cpy f all business meeting minutes r cpy f secretary s bk t the extensin ffice befre Octber 1 f each year. Will cmply with federal, state, and lcal requirements fr nn-prfit, educatinal prgram status. All 4-H grups are required by law t submit an annual Affirmative Actin reprt and be pen fr membership t all yuth f eligible age regardless f race, clr, gender, natinal rigin r disability. All 4-H grups which disslve will disperse remaining funds t a recgnized 4-H rganizatin.

8 C. 4-H Events/Chaperns All participants at vernight 4-H events must have a current health frm and cde f cnduct n file with the extensin Office. Staffing (adult chaperns, agents, etc.) f events will meet the fllwing ratis: Minimum Age f Yuth, # f yuth and # f adults 6 7 years ld, 6 yuth t 1 adult 8-10 years ld, 8 yuth t 1 adult years ld, 10 yuth t 1 adult 14+ years ld, 12yuth t 1 adult D. 4-H Name and Emblem Only 4-H clubs, enrlled 4-H members and leaders may use the 4-H name and emblem (the 4-H Clver). Other uses must be authrized by the State 4-H Prgram Leader. E. Vlunteers The vlunteer leader is the heart f the 4-H prgram. A leader serves in a multitude f rles. These range frm wrking at the club level t supervising ther vlunteers at the cunty, reginal, r state level. Frmally rganized grups f vlunteers and Extensin agents serve in advisry rles t administratrs. Their cunsel is sught in determining pririties and cntent fr prgram develpment. They assist with carrying ut the 4-H missin. The purpse f the 4-H prgram is psitive yuth develpment. All decisins and actins carried ut n behalf f the 4-H prgram shuld keep this gal in mind at all times. Negative r abusive treatment f yuth, by staff r vlunteers, will nt be tlerated. Even thugh adult vlunteers are an essential part f the 4-H prgram, the fcus f the prgram is at all times n psitive yuth develpment. F. All 4-H Vlunteers will: Fill ut a vlunteer applicatin frm, including references. Underg a natinal backgrund check. Cmplete and sign a 4-H leader enrllment frm n an annual basis. Cmplete a face-t-face, n-line r self-study rientatin t 4-H. Cmply with federal, state, and lcal reprting and accuntability requirements, including 501(c)3 nn-prfit, fiscal, EEO/Affirmative Actin, etc. Serve at the request f CSU Extensin and that request can be withdrawn at anytime fr any r n reasn. All vlunteers absent frm 4-H fr ne year r lnger will be required t re-apply and cmplete all new vlunteer requirements. All vlunteers will cmply with the 4-H Cde f Cnduct. Authrized vlunteers are prtected frm liability under the Gvernmental Immunity Act ( CRS et seq) and the Risk Management Act ( CRS et seq). Liability prtectin is prvided nly fr actins within the scpe f respnsibility and as lng as such actins are nt willful and wantn. The perfrmance f any jb r in any psitin must be fr the benefit f, at the request f, and under the supervisin f the state. Transfer f a vlunteer leader frm ne cunty t anther requires apprval frm bth cunties.

9 IV. Schlarship and Trip Assistance A. Membership Dues Schlarship Grand Cunty 4-H Cuncil prvides schlarship t help members pay fr their annual dues. An applicatin must be filled ut and returned t the Middle Park 4-H cuncil. All applicatins are submitted annymusly and are subject t apprval. B. Cllege Schlarships The Middle Park 4-H ffers $2,000 dllars annual that is funded thrugh returns n investments as the fund cntinues t grw and supprt mre dllars annually as the schlarship amunt will grw. Applicatins are accepted in the extensin ffice in March r April and an interview f candidates by cmmittee made up f cmmunity members will make a decisin n recipient and amunts f schlarship. The winners will be annunced in May. T be eligible the members must be enrll and cmplete a prject during their Junir year in high schl t be eligible. C. Washingtn Citizen Fcus Each year the Clrad 4-H Fundatin dnates mney t each cunty 4-H Cuncil t assist with funding half f the registratin fr the Citizen Washingtn Fcus trip, up t $600, the ther half is funded by the Middle Park 4-H Cuncil. If there is mre than ne applicatin the applicants will be interviewed t determine hw the schlarship mney will be given. T be eligible yu must be an enrlled member between the ages f 15-19, enrlled in 4-H and a member in gd standing. Applicatins are available frm the Extensin Office in February. D. Trip Assistance Each year the Middle Park 4-H Cuncil prvides trip assistance t enrlled members t attend the district and state leadership cnferences. Cuncil will pay half f the registratin cst fr ne cnference per 4-H enrllment year. The member must have participated in tw f the 4-H Cuncil fundraisers. A request fr funds must be submitted t 4-H Cuncil fr apprval, at least ne meeting befre the cnference registratin deadline. Trip Assistance Applicatins are available at the Extensin Office. V. Prject Plicies A. General/Natural Resurce & Family Cnsumer Science A. Grand Cunty will use the Clrad State 4-H Exhibit Requirements. 10 Animal Prject Related Plicies Please nte that vilatin f these requirements may result in disqualificatin f all livestck prjects fr that year. Premises Registratin f 4-H Livestck Prjects Clrad 4-H plicy n premises registratin with the Clrad Department f Agriculture is as fllws: All 4-H members with livestck and hrse prjects will be required t have a cmpleted, signed, and apprved Animal Care and Husing Frm fr Clrad 4-H Livestck Prjects n file at their cunty Extensin ffice at time f enrllment. It is highly recmmended that Clrad 4-H livestck prject animals (beef and dairy cattle, sheep, swine, gat, pultry, llama and hrse) have a premises registratin with the Clrad Department f Agriculture. Cmpliance with all Clrad laws prhibiting tampering with r drugging f livestck and/r sale f adulterated meat is mandatry fr any 4-H member and/r family member enrlled in a 4-H livestck prject. If legal charges are brught against any 4-H member, the member will be suspended frm participatin in all 4-H livestck activities, pending reslutin f thse charges. If fund guilty, the 4-H member will be prhibited frm all livestck prjects by CSU Extensin 4-H Yuth Develpment fr ne year. MQA Training Requirements 4-H members enrlled in market and/r breeding livestck prjects wh are ages eight t 14, r a first year 4-H member, must attend a Meat Quality Assurance (MQA) prgram. This means that a 4-H member wh attends the prgram as a junir must attend the prgram again when he/she becmes a senir member. Thse members nt attending the prgram (fr example, a 10 year ld) are encuraged t cmplete a Quality Assurance Checklist. This is strictly a tl t review and imprve the verall management f the 4-H prject. 4-H members will be required t attend MQA training twice during the curse f their 4- H career nce as a junir and again as a senir. 4-H members enrlled in market and/r breeding livestck prjects will sign a statement, via the Whlesme Meat Act Quality Assurance frm, indicating their understanding f and cmpliance with the Whlesme Meat Act and that they have cmplied with the Ten Gd Prductin Practices. Additinally, cnsequences fr failing t cmply with the Whlesme Meat Act/Rules f Cmpetitin/4-H Cde f Cnduct may result in remval frm all 4-H livestck prjects fr the member/family. This statement must be filed every time the member signs up fr a market livestck prject. The MQA prgram suggests that recrds be kept n file fr twelve mnths fllwing the sale f the livestck. The abve mentined guidelines are minimum standards, and agents r livestck cmmittees may require mre trainings as needed. Animal Identificatin - All market animals that are 4-H prjects must be individually identified; i.e., ear tags r ther identificatin.

11 4-H Humane Animal Care Guidelines will be reviewed and practiced by every persn enrlled in r participating in 4-H livestck prjects. Primary Care f 4-H Animal Prjects 4-H members will prvide the primary and cntinuus care f their prject animals frm prject beginning t cmpletin (wnership perid). Market swine and market sheep prjects recmmend a minimum 60 day wnership perid, and market steers a minimum 120 day wnership perid. Randm checks are recmmended regarding care and feeding f prject animals during the wnership perid. Primary care means that there may be rare circumstances when the yuth may nt be able t prvide the necessary care fr the animal at a particular time, as in illness, shrt vacatins, etc. On such ccasins, anther individual may be called upn t prvide secndary care. Members are required t cmplete the animal care and husing dcument. Primary Care frms are required fr all livestck, hrse & dg prjects. Helmet Plicy fr 4-H Hrse Prjects A certified equestrian helmet with safety harness fastened in place is required in ver fences classes and gymkhana events, activities and practice sessins. Gymkhana generally refers t hrseback speed events (timed r untimed) that d nt use livestck. Events that usually fall in this categry f events include, but are nt limited t: barrel racing, ple bending, keyhle race, stake race, rescue race, pny express race, etc. Events that are nt intended t be included in the new plicy are events such as calf rping, team rping, gat tying, and team penning that may be timed but use livestck. It is the respnsibility f the parent r guardian f the 4-H member t see that the headgear wrn cmplies with such standards and is in gd cnditin. The State 4-H ffice encurages the use f ASTM certified/sei apprved safety helmets in all equine events. Prtective headgear may be used in all classes and shall nt be discriminated against. Helmet use is encuraged in all 4-H hrse activities. Cunties may establish mre stringent plicies regarding helmet use. C. Clrad 4-H Shting Sprts Plicies Clrad 4-H Shting Sprts Instructr Certificatin A cunty 4-H shting sprts instructr is an individual wh has cmpleted a 15-hur, State 4-H sanctined shting sprts training and certificatin wrkshp. Cunty instructrs are eligible t cnduct cunty level 4-H Shting Sprts prgrams in the discipline in which they have been trained. The Clrad 4-H Shting Sprts Prgram requires the use f trained and certified 4-H instructrs at the cunty level t perate a live-fire range r t cnduct any class in which firearms r archery equipment are handled. In rder t be certified as a 4-H shting sprts instructr in any discipline (rifle, shtgun, pistl, muzzlelader/black-pwder, archery, utdr skills, and relading) the fllwing requirements must be met: Age Requirement Instructr: must be at least 21 years ld Assistant Instructr: must be at least 18 years ld, a 4-H member in a shting sprts discipline fr a minimum f ne year, and have attended a state training. They can nly instruct yuth under the direct supervisin f an instructr and nly if the instructr is present during the instructin. Teen Leader: must be at least 14 years ld, has leader apprval, and has attended a state instructr training. Teen leaders nly functin under direct

12 supervisin f, and request f, a certified instructr wh is present during the instructin. A teen leader is nt t be in charge f a live-fire range. Vlunteers/Parents: May be allwed t assist n the firing line with individual apprval frm bth the cunty Extensin agent and with apprval f and under the direct supervisin f a certified instructr in charge f the firing line at the time f instructin. Must be registered as a current adult 4-H leader in the cunty in which they are instructing. Cunty Level 4-H Leader Screening and Training Instructrs and Assistant Instructrs lder than 4-H age must be screened, trained, and appinted as a current 4-H leader thrugh the lcal cunty Extensin ffice befre attending a State 4-H Shting Sprts wrkshp. Certificatin at a State 4-H Shting Sprts Wrkshp Instructrs must successfully cmplete a 4-H Shting Sprts Instructr Training sessin administered by and/r sanctined thrugh the State 4-H ffice. Training will cnsist f a minimum f 15 hurs f instructin in the use f Natinal 4-H Shting Sprts curriculum, discipline instructin (rifle, shtgun, pistl, muzzlelader/ blackpwder, archery, utdr skills, and crdinatr), safety, risk management, teaching methds, and 4-H prgram management. State Team 4-H Shting Sprts Instructrs 4-H Shting Sprts instructrs must be trained and certified in the discipline that they are teaching at the cunty level. State Team members must be trained and certified at a Natinal 4-H Shting Sprts wrkshp in the discipline they are teaching. Maintaining State 4-H Shting Sprts Certificatin T maintain certificatin an instructr/leader must be active tw ut f three cnsecutive years. If inactive fr tw cnsecutive years recertificatin is required. A State Team Member is an individual wh has cmpleted a 40-hur Natinal 4-H Shting Sprts wrkshp. State Team Member Shting Sprts Instructrs are eligible t cnduct 4-H Shting Sprts prgrams at the cunty level as well as train and certify instructrs as part f the State Team. State Cntest Respnsibilities Prpsed rule and event changes will be reviewed by the State Team and adpted during the State Team meeting. Any changes will be apprved by the Assistant Directr, 4-H Yuth Develpment and/r his designee. The Assistant Directr, 4-H Yuth Develpment will appint the state cntest superintendent. The state cntest superintendent will cnduct the state cntest in accrdance with the current Clrad State Fair Exhibit Requirements, utilizing assistance as needed frm State Team members and vlunteers. Attendance at Natinal Invitatinal - Only senir 4-H members in gd standing participating in the state qualifying match are eligible t attend the Natinal 4-H Invitatinal Sht. Participants

13 must als be enrlled in 4-H and the discipline they are cmpeting in the year they participate at the Natinal 4-H Shting Sprts Invitatinal. They als must nt have reached their 19th birthday befre January 1 f the year the natinal event is held. State team members fr each discipline will be determined at the state cmpetitin. Each team will be made up f the tp 4 places with the 5th place as alternate. An individual may participate nly nce at the Natinal level in any ne discipline. The cach f the invitatinal team will be a certified instructr in the discipline in which they are caching. The cach f the 1st place participant is eligible t be cach. If they decline the psitin mves dwn the placing until the psitin is filled. The Assistant Directr, 4-H Yuth Develpment r designee must certify all state teams, individuals, r grups.
