2 EMERGENCY RESPONSE POLICY The Emergency Respnse Plicy refers t all BirdLife wrkplaces and is t be used in cnjunctin with the fllwing plicies and prcedures: Emergency Respnse Prcedure OHS Plicy Fieldwrk Plicy Guidelines fr Leading Grups n Outings. POLICY STATEMENT BirdLife Australia (BirdLife) is cmmitted t meeting its respnsibilities under State and Territry Occupatinal Health and Safety legislatin and subsequent regulatins; t prvide fr a safe and healthy wrk envirnment fr all emplyees, vlunteers, cntractrs and visitrs. T this end, BirdLife will endeavur t prvide apprpriate and adequate Emergency Preparedness planning and training in the event f an emergency in any f its wrkplaces. 1.1 Purpse The purpse f this plicy is t ensure BirdLife Australia prepares fr and effectively respnds t an emergency r disaster situatin thrugh the apprpriate use f resurces, including the fllwing: Apprpriate prvisin f resurces and training Apprpriate treatment f wrkplace injuries and illness Prmpt reprting and investigatin f wrk related injuries and illness Implementatin f crrective actins fllwing incidents Plan fr the management f freseeable wrkplace emergencies 1.2 Scpe All emplyees, Vlunteers, cntractrs, and visitrs, when engaged in the rganisatin s activities r emplyment, are expected t be bth aware f and adhere t this Emergency Respnse Plicy. 1.3 Overview Disaster and emergency management planning is being prepared fr events r incidents that stretch ur ability t cpe beynd nrmal day-t-day capacity. BirdLife will endeavur t swiftly and effectively respnd t disaster and emergency situatins, with the fremst gals f preserving life, prtecting the rganisatin s prperty, and restring peratins as quickly as pssible. The intended utcme f emergency preparedness is that emergency situatins are prevented as far as practical and the negative impact f an emergency r disaster situatins is minimised thrugh effective management. 3 Remte BirdLife Australia wrkplaces, fr example bservatries and reserves, need t be t develp their wn specific Emergency Respnse Prcedures including a bushfire plan based upn the specific cnditins f their wrkplace and lcality. 1.4 Definitins Emergency is an unplanned r imminent event that affects r threatens the health, safety r welfare f peple, prperty and infrastructure, and which requires a significant and crdinated respnse. The defining characteristic f an emergency event r situatin is that usual resurces are verwhelmed r have the ptential t be verwhelmed. Disaster is a cnditin r situatin f significant destructin, disruptin and/r distress t a wrkplace. Emergency management is the crdinatin f an emergency respnse and management f recvery. The aim f emergency management is t minimise physical and psychlgical impacts n all parties and t minimise damage t assets, peratins, reputatin and staff prductivity. Hazard: A surce r a situatin with ptential fr harm in terms f human injury r illhealth, damage t prperty, damage t the envirnment, r a cmbinatin f these. Risk: (In relatin t any ptential injury r harm.) The likelihd and cnsequence f that injury r harm ccurring. Risk Assessment: A structured prcess designed t assess the nature f a hazard, the likelihd f expsure and the likely cnsequences. Wrkplace is a place where wrk is carried ut fr a business r undertaking and includes any place where a wrker ges, r is likely t be, while at wrk. 2. RESPONSIBILITIES 2.1 Respnsibilities f the BirdLife Australia Bard Ensure the develpment and implementatin f the Emergency Respnse Prcedure Ensure sufficient resurces have been allcated t supprt this plicy. 2.2 Respnsibilities f BirdLife Australia Management Take lead respnsibility fr the implementatin f disaster and emergency management prcedures, including the fllwing: Ensure ptential disaster and emergency situatins are identified, and apprpriate emergency management plans are in place Emergency flr plans are kept n display and up t date Training (including the inductin f new staff) is rganised and cnducted fr the implementatin f Lcal Emergency Instructins Identificatin f ptential hazardus situatins Develping, dcumenting and cmmunicating emergency respnse plans Reprting n actual situatins Reviewing plicy and prcedures fllwing a disaster r emergency situatin Emergency Respnse Plicy and Prcedure Plicy Number: 2018/004 3 Date Adpted: 17 Nvember 2017
4 Crdinate staff training in disaster and emergency management, such as fire respnse, building evacuatin, etc. 2.3 Respnsibilities f BirdLife Australia Emplyees, Vlunteers, Cntractrs and Visitrs All emplyees, vlunteers and cntractrs and visitrs f BirdLife are: Expected t behave in a way t minimise the risk f emergencies ccurring Respnsible fr fllwing emergency respnse plicy and prcedures Required t cperate with management and bey any reasnable instructin aimed at prtecting their health and safety in the event f an emergency Required t reprt t BirdLife management, any infrmatin that may be f use in the event f r lead up t a wrkplace emergency. 3. RISK MANAGEMENT BirdLife endeavurs t identify, prevent and manage disaster and emergency situatins within its sphere f respnsibility and influence, until the arrival f apprpriate emergency services. The apprach t disaster and emergency management is illustrated in the Risk Rating Matrix in the Emergency Respnse Prcedure. A range f disaster and emergency situatins may ccur n the premises r in the field with the ptential t impact n the safety f emplyees, vlunteers and cntractrs, including but nt limited t: fire gas r water leak vehicle accident chemical, radiatin r bilgical spill bushfire earthquake bmb threat civil disrder r illegal ccupancy hstage r terrrist situatin physical (including sexual) assaults. strm 4. EMERGENCY PREPAREDNESS All staff and vlunteers shuld be prvided with training and cntractrs and visitrs apprpriately briefed t ensure they are familiar with implementatin f site specific disaster and emergency management plans. Particularly thse whm are regularly ut in the field. All emplyees, vlunteers, cntractrs and visitrs shuld familiarise themselves with emergency evacuatin prcedures, including their respnsibilities and the emergency evacuatin assembly pint. 5. REPORTING All serius incidents must be reprted t the apprpriate line manager r vlunteer in charge and the OHS Crdinatr. Utilise bards and sand bags if required Islate/shut ff electricity, water and gas services Prtect valuables and discnnect electrical equipment- cver and/r mve this equipment away frm windws During a severe strm, remain in the building and keep away frm windws. Restrict the use f telephne lines t emergency calls nly (this includes data calls via mdems) After the strm passes, evaluate the need t evacuate if uncntrlled fires, gas leaks, r structural damage has ccurred as a result f the strm Reprt t the Chief Warden regarding the status f the ccupants safety. D nt enter the fld waters Evacuate staff, vlunteers and visitrs as per evacuatin prcedures. Cntact and liaise with emergency services if required Ntify CEO/Manager and/r ther staff r vlunteer in charge. 1.3 Earthquake If yu are indrs: Remain indrs and seek shelter under strngly cnstructed tables, desks r dr frames Keep away frm windws, fixtures, furniture, and items that may becme unstable Evacuate the premises if it is safe t d s. If yu are utdrs: Mve quickly away frm buildings, electrical structures and flammable prducts Prceed t designated assembly area if safe t d s. Vehicles shuld nt be parked in lng grass because f the risk that ht metal will start a bushfire. During extreme r catastrphic fire rating perids pstpne fieldwrk taking int accunt lcal cnditins and activity type. Exercise extreme cautin with all field activities if a high fire rating is predicted. Special cnsideratin shuld be given in perids f high and extreme fire danger as restrictins n access, prcesses, equipment and vehicles can apply. Carefully cnsider the risk f the fieldwrk starting a fire. Ensure the field party: Has apprpriate prtective clthing, select natural fibres due t radiant heat; Can identify fire warning signs; Have a reasnable evacuatin rute and be aware f what t d if trapped. In the event f a bushfire Cntact all staff/vlunteers r grup members in the bushfire zne Evacuate staff/vlunteers r grup members as per the abve evacuatin prcedure. 8 Cntact and liaise with emergency services if required Ntify CEO/Manager and/r ther senir staff r vlunteer in charge. 1.6 Hazardus Material If the spill may give f txic r nxius fumes: Cntact fire emergency services, fire warden and/r a staff member r vlunteer in charge if applicable. Prvide as much infrmatin abut the hazardus material as pssible Ventilate t the pen air if pssible Turn ff air cnditining and recirculatin fans Ntify all persns in the building t evacuate, under instructin frm the Fire Warden (ensure the Assembly Area is upwind) Cntrl the evacuatin t the Assembly Area (if required) D nt attempt t re-enter the affected area Remain at the Assembly Area until advised by emergency services If the spill is a suspected flammable material: Remve any ignitin surces (if safe t d s) Evacuate all persns in immediate danger, under instructin frm Fire Warden (ensure Assembly Area is 200 metres clear f the hazard) 1.7 Gas Leakage Ensure the Fire Warden is ntified (if applicable) Islate the gas supply at the surce (nly if safe t d s) Ntify the emergency services by dialling 000 Ntify the gas apprpriate gas supply cmpany Shut dwn the air cnditining t prevent the spread f any flammable r txic gases Remve any ignitin surces (if safe t d s). Turn ff the electricity supply Reprt t the Fire Warden regarding any actin taken (if applicable) Cntrl the evacuatin t the Assembly Area (if required) Remain at the Assembly Area until further advised by emergency services. If a substance is released, what is it? Hw much is there? Hw will it be released? Observatins abut the caller: gender, age, accent? Any backgrund nise?
