8 DEBRIEFING (AFTER-ACTION REVIEWS) After EVERY emergency r exercise, a review will be held with all staff invlved directly r indirectly in the event as sn as practical in crdinatin with the Emergency Management Crdinatr. The review will include factual events, emtinal impacts and supprt, and an update f the department s plan fr future emergencies. When needed, additinal supprt frm experts n campus r in the cmmunity (e.g. EAP, Cunseling Center, mental health, etc.) will be cntacted fr assistance. An after-actin reprt and updated building safety plan will be submitted t the directr and the Emergency Management Crdinatr within 30 days f the event. 10 EARTHQUAKE Remain calm. Take cver under heavy furniture a table, desk, r bench r within a drway. Keep away frm glass. Wait fr quake r tremr t subside and all falling bjects t cme t rest. Fr small quakes and tremrs with NO apparent damage, return t nrmal activities, building prctrs will survey entire building fr pssible damage such as leaking pipes, fallen bks, etc. All prctrs will meet in designated areas t reprt damages t CSUPD. If damage appears heavy, evacuate ONLY when ntified by emergency persnnel that it is safe t leave. Prceed immediately t the designated rally pint. Stay away frm electrical pwer surces, fallen lines, buildings, r ther tall bjects. D NOT smke. Gas lines may have ruptured. If building is damaged, secure the building against entry. Ntify CSUPD f the damage and evacuatin. D nt reenter damaged buildings. Be prepared fr aftershcks. Aftershcks are usually smaller than the main quake but may be large enugh t d additinal damage t structures weakened during the main shck. ELEVATOR (PEOPLE ARE TRAPPED) Tell passengers t stay calm and that yu are getting help. Call 911 and prvide infrmatin. Stay near the passengers until plice r ther assistance arrives prvided it is safe t d s. D nt try t pry pen the elevatr r extract peple frm a trapped elevatr car. REFER TO YOUR FLOOR PLAN and be familiar with the shrtest path pssible and a secndary exit. Prceed in an rderly manner as quickly as pssible t the nearest exit and then t the designated rally pint. Be alert fr individuals with disabilities r injuries wh may need assistance. Hwever, under n circumstances shuld an individual risk r jepardize his r her persnal safety in an attempt t rescue anther persn. All ccupants wh are physically incapable f exiting the building withut assistance shuld g t the nearest stair twer r area f refuge and await rescue. Ntify the building prctr r respnding emergency persnnel f any knwn individual that may be unable t independently exit the building. Stay at the designated rally pint until yu are instructed t leave. This way an accurate head cunt can be taken. Faculty and lab assistants are respnsible fr the students. Keep streets, fire lanes, hydrant areas and walkways clear fr emergency vehicles and persnnel. Upn arrival f University plice, the prctr will assist them in whatever manner they request r direct. Pudre Fire Authrity staff r the University Plice will clear the building, checking elevatrs, areas fr the physically disabled and labratry areas. Emergency alarms being turned ff DOES NOT mean the building is clear and safe t re-enter. They are silenced s that emergency respnse persnnel are able t cmmunicate with each ther. HAZARDOUS MATERIALS SPILL BENCH TOP SPILLS A bench tp spill is defined as a spill that will nt cntaminate the water supply, sewer, air handling system, r any ther area, is small enugh t be easily and safely handled by staff, and ccurs where there are NOT any injuries t persns in the vicinity. Remain calm. Cnsult the Materials Safety Data Sheet (MSDS). Cntain the spill with absrbent material. IF YOU ARE NOT FAMILIAR WITH THE SPILLED REAGENTS OR YOU DO NOT FEEL COMFORTABLE CLEANING UP THE SPILL, FOLLOW INSTRUCTIONS FOR LARGE SPILLS. LARGE SPILLS A large spill is defined as a spill that may cntaminate the water supply, sewer, air handling system, r any ther area, is t large t be easily handled by staff, and/r invlves injuries. Remain calm. Evacuate and islate the immediate area. Evacuating the entire building is nt required if the spill and fumes r vaprs can be cntained within a single area inside the building. If there is danger t all building ccupants, pull the fire alarm and fllw the building evacuatin prcedures. Call 911 and have the infrmatin belw available, where the spill has ccurred what was spilled hw much was spilled when the spill ccurred if there are any injuries Stay n the line until the dispatcher tells yu t hang up. If calling 911 frm a cell phne, immediately identify yur lcatin at CSU and fllw the dispatcher s instructins. Call the principal Investigatr fr the labratry. ALL LABORATORIES MUST BE EQUIPPED WITH SPILL KITS FOR THE APPROPRIATE MATERIALS BEING USED IN THE LABORATORY, FOR EXAMPLE, ACIDS, BASES, MERCURY, ETC. MAIL (SUSPICIOUS) D nt try t pen the package. Wash hands and expsed skin vigrusly with sap and flwing water fr at least 20 secnds. Antibacterial saps that d nt require water are nt effective fr remving anthrax r ther threatening materials. Identify peple wh may have been expsed t any dangerus fumes fr medical fllw-up. When a cmplaint is received, please try t btain the fllwing basic infrmatin: When the dr r smell was first detected. Exact lcatin f the dr r smell. What type f dr r smell is present (sewer gas, burning electrical, natural gas, etc.). Determine whether there is wrk being dne in r arund the area (inside r utside) where the cmplaint is lcated. Observe suspicius persns but DO NOT TRY TO DETAIN THEM. Ask the victim t remain until plice arrive. Obtain names, addresses, and telephne numbers f witnesses. POLICE RESPONSE D nt run frm a plice fficer when cntacted r instructed in any way. This culd lead t injury t yu r thers, r enfrcement actin being initiated against yu. When interacting with plice, place hands frward and palms up like asking a questin if the situatin is at all cnfrntatinal this allws them t see yur hands and scan quickly fr weapns (they dn t knw yu re NOT the bad guy until they identify yu). Even if yu knw the alarm t be false, yu must STILL fllw all instructins frm respnding plice fficers as well as any prtcls that have been established fr an alarming system within yur building. PREPAREDNESS SAFETY SECURITY INSPECTIONS / VIOLATION REPORTING At least nce a week, check AEDs, Fire Extinguishers, Fire Department Water Cnnectins, emergency exits and rutes, and psted maps t ensure that all are functinal and up t date. If yu have a generatr at yur facility, see that Facilities tests it and advises yu f results r repairs n a scheduled basis. Once each semester, review designated rally pints t ensure that they still fit department needs. Als check secndary (weather cntingency) lcatins and update agreements with ther buildings r departments regarding these. WORKPLACE VIOLENCE RECOGNITION / REPORTING / PREVENTION Ensure that staff are trained t recgnize behaviral warning signs and implied r direct threats. Ensure that staff knw expected reprting prcedures, situatin review prcesses, and dcumentatin requirements and are cmfrtable with them. There shuld be a way t cmmunicate amng all rms where peple are sheltering-in-place. Select an interir rm with the fewest windws r vents. Select several rms if necessary. Classrms may be used if there are n windws r the windws are sealed and cannt be pened. Large strage clsets, utility rms, meeting rms, and even a gymnasium withut exterir windws als may be apprpriate. Clse and lck all windws, exterir drs, and any ther penings t the utside. Clse windw shades, blinds, r curtains. Call emergency cntacts and have a phne available if yu need t reprt a life-threatening cnditin. If directed t d s, use duct tape and plastic sheeting (heavier than fd wrap) t seal all cracks arund the dr(s) and any vents int the rm. Write dwn the names f everyne in the rm, and reprt t yur designated building prctr. Listen r watch fr an fficial annuncement frm emergency persnnel (via lcal radi, CSU r text) and stay where yu are until yu are tld all is safe r yu are tld t evacuate. University and lcal fficials n the scene are the best surces f infrmatin fr yur particular situatin. Fllw their instructins during and after emergencies regarding sheltering, fd, water, and clean-up. SHOOTER If the shter is utside yur building: Turn ff all the lights, clse and lck all windws and drs. If yu cannt lck the dr, try t blck the dr with desks and chairs. If yu can d s safely, get all ccupants nt the flr and ut f the line f fire. If yu can d s safely, mve t the cre area f the building and remain there until the plice tell yu it is safe t leave. D nt respnd t cmmands until yu are certain they are issued by a plice fficer. If the shter is inside yur building: If it is pssible t escape the area safely and avid danger, d s by the nearest exit r windw. D nt take anything with yu. 21 As yu exit the building, keep yur hands abve yur head and listen fr instructins that may be given by plice fficers. If an fficer pints a firearm at yu, make n mvement that may cause the fficer t mistake yur actins fr a threat. Try t stay calm. If yu get ut f the building and d nt see a plice fficer, attempt t call the plice by dialing 911. Tell the dispatcher yur name and lcatin and fllw their instructins.
