2 Message frm the CEO The need t have in place an effective and ready-t-mbilize plan t prepare fr, respnd t and recver frm ptential disrupting events n ur campuses is bvius. It is certainly in the best interest f ur students, ur emplyees, ur cmmunities and ur sharehlders that each campus be capable f managing any situatin that impedes ur primary missin helping students transfrm their lives by teaching skills that enable them t becme successful in their chsen field. ECA is cmmitted t prtecting the welfare f all f its stakehlders and the peple, prperty and intellectual assets f ur facilities. Fr this reasn, the leadership team has created an Emergency Respnse Plan fr each campus. Executing this plan with the active participatin f campus faculty and staff members shuld help mitigate the impact f an emergency and return the campus back t nrmal peratins in as shrt a perid f time as pssible. This can nly be pssible if we are all wrking tgether in an rganized fashin. T facilitate this bjective, the plan identifies specific teams, the makeup f each team, and their functins in the event f an emergency. Orchestrating the effrts f the teams is the respnsibility f the Campus President in cnjunctin with the campus cmmunity and ECA crprate resurces. An emergency respnse plans is nly as gd as the capability t execute it prperly. Therefre I ask that all members f the faculty and staff becme familiar with the Emergency Respnse Plan and evacuatin maps fr yur campus. Knw what needs t be dne when an emergency situatin ccurs and wh t call. Knw yur campus evacuatin prcedures. Understand the peratin f yur facility s fire and life safety systems, and knw where fire alarms are lcated and where t assemble s all can be accunted fr in the event f an evacuatin. And mst imprtantly, understand yur rle in supprting and executing the plan. Whether it is in the preparatin, the respnse, r the recvery phase, knwing what actins yu shuld take and hw yur actins will psitively impact the respnse and recvery are critical t the safety cmmitment we have made t ur students, ur emplyees, and the cmmunities we serve. There is ne final cmment I wuld like t make be sure yu test and practice the plan. Regular drills n severe weather / fire / lckdwn / earthquake prcedures will help students and staff react calmly and quickly. Mst emergency respnse and recvery plans are quite thrugh. But the reasn that s many are unsuccessful when an emergency actually ccurs is that the plan has nt been tested and mdified based n the test results. My expectatin is that each campus will test its plan annually. S take the drills seriusly. Exercise the plan and suggest imprvements where there appear t be gaps. Intrductin t Emergency Respnse Planning Planning fr emergency respnses in the event f an emergency situatin at an ECA Campus is a cmplex prcess, requiring input and cperatin frm multiple stakehlders frm the campus, the cmmunity and crprate headquarters. Ultimately the respnsibility fr preparatin, respnse and recvery frm any disaster r emergency event that disrupts the business and educatinal prcesses f the cllege resides with the Campus President and his staff and faculty. This dcument is designed t prvide clear directin t this team fr crdinating all apprpriate actins that lead t the full recvery f campus peratins in as shrt a perid as pssible. Use f this dcument This plan is intended t prvide specific guidelines and actins t: 1. Respnd t an emergency event 2. Assess the extent f the emergency 3. Prtect and cnserve life and prperty 4. Cmmunicate apprpriately t all stakehlders in the event f an emergency 5. Recver all critical business and educatinal functins t nrmal perating levels As such, faculty and staff, and in particular thse individuals wh are identified as a team member fr respnding t and recvering frm a disaster shuld becme familiar with the cntents f this plan. Key cntact infrmatin shuld be kept current and persnally kept with the team members at all times. The dcument als serves as a fundatin fr training and preparatin fr many types f emergencies. Emergency respnse shuld be an agenda item n a regular basis at staff meetings and the plan dcument shuld be used t cnduct peridic tests, Suggested imprvements identified during the peridic tests shuld be made t the administratr f the plan. The plan is rganized in five sectins: Sectin I prvides general infrmatin abut the dcument and cvers the design f the plan, including infrmatin assciated with the verall structure f emergency respnse planning at ECA. Sectin II prvides specific guidelines fr the respnse t emergency situatins. Sectin III addresses recvery prcedures fr the varius levels f the incident. Sectin IV details the Leadership Tree. The Campus President serves as the leader f all drills. In the event the Campus President is nt n site, refer t the Leadership Tree t determine the leader f the drill. 6

7 b. Purpse f the Emergency Respnse Plan ECA is a business entity that prvides educatinal services t its students. The students, the faculty and staff, and the sharehlders, depend n the nging peratin f the campus. This plan utlines the prcedures t be used n campus in the event f an emergency situatin. It defines rles and respnsibilities fr individuals and teams, cmmunicatins channels within the cllege system, headquarters, and the cmmunity, and specific guidelines fr respnding t a variety f emergencies, including vital cntact infrmatin fr bth internal and external resurces. At its cre, the purpse f the plan is t prvide prcedures fr: 1. Prtectin f life during and immediately fllwing an emergency Preparatin and planning fr emergency events is critical t minimizing lss f life r injury, which is the primary bjective f the plan. 2. Stabilizing the emergency A key cmpnent f emergency respnse is t cntain the emergency s as t mitigate and/r prevent further injury r damage t peple and cllege assets (i.e. physical prperty, r intellectual assets). This depends n the quick respnse by the teams and deplyment f internal and external resurces. A key element t this is the rganizatin and decisin making by the emergency respnse teams. 3. Emtinal and physical well-being during an emergency Many emergencies can be devastating bth physically and psychlgically. Executin f the plan includes meeting vital human services needs f students, faculty and staff. This respnse aids in a faster return t nrmal peratins. 4. Effective cmmunicatins thrughut an emergency respnse and recvery Cmmunicatins is a vital element t the success f any plan. This includes nt nly wh initiates the cmmunicatins, and t whm, but als frequency. Cmmunicatins must be accurate and timely and fllw agreed upn prtcls and pririties. 5. Prperty cnservatin during a state f emergency Recvery is impacted by physical assets needed t cnduct business. Just as critical prcesses are identified, assets necessary t supprt these prcesses, including recrds and dcuments must be prtected r recvered in the early phase f an emergency. 6. Full recvery f business and educatinal peratins The ultimate success f the plan is measured in hw quickly a campus can return t nrmal peratins. 7

8 c. Plan Develpment and Maintenance At the directin f the CEO f Educatin Crpratin f America, an Emergency Respnse Plan has been develped fr all campus peratins. The implementatin f the plan is a jint effrt invlving the Campus President, his/her team and crprate headquarters, and primary respnsibility fr the plan resides with the campus. Crprate will ensure that there is cnsistency f the plan fr all campuses, and that the apprpriate resurces are available t execute the plan, such as infrmatin systems, supplies, and cmmunicatins. The Campus President is respnsible fr the planning, preparatin and testing f the plan. d. Respnsibility The Campus President is respnsible fr maintaining the plan and updating semiannualy the Emergency Cntact and Media Infrmatin frm in SharePint. Only Campus Presidents and Campus Administratrs have the ability t update the Emergency Cntact and Media Infrmatin frm in SharePint. As reviews and tests f the plan are cnducted, the Campus President is respnsible t ensure that any changes t imprve the plan resulting frm this activity are dcumented and disseminated apprpriately t headquarters staff. e. Test Schedule Testing f the Emergency Respnse Plan is an essential part f preparedness. Individual cmpnents f the plan will be tested via drills cnducted n a regular basis. Additinal drills may be cnducted as determined by the Campus President. Emergency Declaratin and Respnse A crisis situatin r state f emergency can be declared by the Campus President, r his r her designee. This declaratin will result frm sme frm f ntificatin r indicatin f an emergency r pssible emergency situatin. Ntificatins can cme frm varius surces within and external t the campus such as campus persnnel, cmmercial radi r televisin, NOAA/Natinal Weather Service radi, building smke detectin r sprinkler system, emergency siren, web/internet, private citizens, r the lcal plice and fire department. Several surces shuld be mnitred t assist in determining when emergency situatins exist since n ne system can cver all circumstances. 8

9 When such a state is declared, all r part f the Emergency Respnse Plan will be activated, depending upn the situatin. Campus access will be limited t faculty and staff, registered students, pre-authrized cntract services, and emergency persnnel, including law enfrcement and fire department fficials. g. Emergency Cmmunicatin Rapid and timely cmmunicatin f infrmatin t the schl public during emergency situatins is critical. In additin, accurate and timely cmmunicatin f infrmatin t incident respnse persnnel is required fr adequate respnse t emergency incidents. SchlCast is a web-based rapid emergency alert and ntificatin system that enables yu t reach students and emplyees within mments thrugh a variety f current cmmunicatin methds including: landline, cell phne, and . Fr detailed instructins, see SchlCast Instructins. SchlCast cmmunicatins systems must be tested annually in Octber. Access t SchlCast will be at the discretin f the Campus President. These individuals are respnsible fr distributing their wn SchlCast alerts t infrm students and emplyees f clsing r delays due t varius emergencies. The Campus President is respnsible fr emergency cmmunicatin via SchlCast. h. Release f Infrmatin t the Public It is the Plicy f ECA t prvide all cnstituents, including the public, with timely and accurate infrmatin regarding any emergency situatin that ccurs n r arund the campus. The Cmmunicatins/Public Infrmatin Team is respnsible fr directing all meetings and discussins with any media and with the general public during a state f emergency. This team will prepare and/r apprve any press releases t the media. In cnjunctin with the Human Resurces department, the team will cmmunicate all pertinent infrmatin regarding the status f the emergency t all ECA campuses faculty, staff and students. Campus staff has the supprt f Crprate Cmpliance as needed and requested. 10 II. Emergency Respnse Prcedures a. Natural Disaster Weather related emergencies can ccur at any time f the year. If there is a severe weather warning, ECA campuses may clse. Ntice f a clsing r delayed pening will be cmmunicated t all students, faculty and staff by lcal media utlets and SchlCast fr faculty and staff. These guidelines are intended as a reference and d nt replace cmmn sense, sund judgment, and prudent actins in respnse t emergency situatins. 1. Pre-Emergency Planning Actins Cnduct a severe weather / trnad drill in March and September. One drill t be perfrmed during the day and the ther at night s that all persnnel will be prperly trained t react. Ensure campus has a wrking Weather Alert Radi. Identify a cntractr in advance t bard up windws and prepare structure fr heavy weather (i.e. hurricane.) Designate an interir meeting area that is away frm drs and windws. Utilize a flr plan t divide the campus int gemetric znes by establishing quadrants fr designated meeting places. The quadrants will be based upn the nearest drs and stairwells. Ensure yur campus has a first aid medical kit readily available. First aid medical kits are available fr rder via Cupa. The first aid medical kit generally is lcated in the manager s ffice, csmetlgy, and Culinard, but this varies by campus. The Campus Administratr r Campus President is respnsible fr ensuring the campuses have a first aid medical kit. The Campus President and /r Campus Administratr will maintain an Emergency Respnse binder including the Emergency Respnse Plan, evacuatin maps, and key cntact infrmatin. 2. Trnad Alert r Warning Determine when t clse the campus. a. Annunce t all campus persnnel thrugh SchlCast emergency ntificatin system. b. Ntify TV and Radi News surces regarding campus clsings. The Campus President serves as the leader f the evacuatin. In the event the Campus President is nt n site, refer t the Leadership Tree (Sectin IV) t determine the leader f the evacuatin. If a Public Annuncement system is utilized, the Campus President will make an annuncement This is a severe weather / trnad alert. Please safely and rderly make yur way t the nearest interir designated meeting place. If n Public Annuncement system is available, the Campus President must determine the best means f cmmunicatin fr the drill (bull hrn, SchlCast, wrd f muth, etc.) Campus Leadership Team Members will direct ccupants t the nearest designated interir meeting area and assist anyne needing help. Seek shelter inside the determined meeting area. The designated meeting area must be in the cre f the building away frm drs and windws n the lwest flr pssible. Reinfrced rms such as bathrms, clsets r ther interir spaces are best. 10

11 Prtect yur head and make yurself as small a target as pssible by cruching dwn. Ensure thse with special needs are prvided the assistance they need t get t the designated interir meeting area. Sweep all ffices, wrkstatins, restrms, break rms, and cpy centers in the predetermined, designated areas within the building as a final check. If there is n shelter nearby, lie flat in a ditch r lw spt, shielding yur head with yur hands. D nt use elevatrs because the pwer may fail, leaving yu trapped. NEVER seek shelter in a vehicle r under a bridge. Once all ccupants f the building reach the designated interir meeting area, they are t be seated n the flr with their backs against the wall. Occupants will remain in the designated meeting area until advised that the severe weather / trnad event has passed and it is safe t leave the area they are in. Each functinal leader shuld take rll fr their specific areas. Receptin: Take the guest sign in sheets. Escrt all visitrs in the lbby t the designated interir meeting area. Reprt t the Campus President r primary backup The Campus President, Dean r Manager n duty will receive a head cunt frm each Directr f Enrllment, Finance Supervisr / Area Directr, Campus Administratr, and Prgram Directr. 3. Appraching Hurricane Determine when t clse the campus. Annunce t all campus persnnel thrugh SchlCast emergency ntificatin system. Ntify TV and Radi News surces regarding campus clsings. Unplug all unnecessary electrical equipment and appliances, especially sensitive items such as cmputers and lab equipment Cver and stre equipment in an interir designated area away frm windws and drs if pssible Ensure all windws and glass drs are barded up. 12 Arrange and cmmunicate an alternate lcatin in the event pwer lss will exceed 5 business days. 6. After the Natural Disaster N unnecessary mentin r public annuncement shuld be made f natural disaster ccurrences. Any type f media cverage shuld run thrugh the Crprate Marketing Grup. An incident reprt shuld be cmpleted fr every incident n campus (i.e. assault, theft, injury etc.) Incident reprts must be input in SharePint by the Campus President r Campus Administratr. If a persn denies medical treatment r transprtatin, cmplete the Release f Liability frm imbedded in the Incident Reprt in SharePint. b. Fire Fires are uncmmn but can ccur. A fire situatin culd be in the frm f actual fire r smke, a reprted fire r a fire alarm. In all cases, this shuld be taken seriusly and respnse shuld be quick and rderly. These guidelines are intended as a reference and d nt replace cmmn sense, sund judgment, and prudent actins in respnse t emergency situatins. 1. Pre-Emergency Planning Actins Cnduct a fire drill in May and Nvember. One drill t be perfrmed during the day and the ther at night s that all persnnel will be prperly trained t react. Designate a campus representative t walk thrugh the building t ensure n fire hazards are present (at least nce per 8 hur shift.) Ensure all fire extinguishers are charged, n the hk and are visible t ccupants. Maintenance will crdinate with the apprpriate lcal mnitring and testing cmpany fr annual inspectin, servicing, r replacement f fire extinguishers. Ensure fire alarms are tested regularly and in accrdance with fire system cntractr r installer. Identify evacuatin assembly areas r primary gathering pints. The Campus President must designate the primary gathering pint fr all evacuatins (i.e. the faculty parking lt). This area shuld be central t all exits, well lit and ut f the way. Assembly pints must be at least 50 feet frm the building. Cmmunicate with staff n what t d if a fire is detected. Maintenance is respnsible fr testing exit lighting biannually t ensure batteries are prperly charged and lights functin in the event f a pwer utage. Ensure that a set f master keys is maintained by the Campus President and / r Campus Administratr. Ensure yur campus has a first aid medical kit readily available. First aid medical kits are available fr rder via Cupa. The first aid medical kit is lcated in the manager s ffice, csmetlgy, and Culinard. The Campus Administratr r Campus President is respnsible fr ensuring the campuses have a first aid medical kit. The Campus President and / r Campus Administratr will maintain an Emergency Respnse binder including the Emergency Respnse Plan, evacuatin maps, and key cntact infrmatin. 12

13 2. If Fire Alarm Activates Assume the alarm is real. Immediately call 911 prviding dispatcher with: 3. When the alarm sunds, if a Public Annuncement system r bull hrn is utilized, the Campus President will make an annuncement. The fire alarm has been activated. Please safely and rderly make yur way t the nearest exit and prceed t designated areas fr further instructins. D nt leave the campus. If n Public Annuncement system is available, the Campus President must determine the best means f cmmunicatin fr the drill (bull hrn, SchlCast, wrd f muth, etc.) Fllw the evacuatin steps ntated abve. Clse all drs nce a rm is evacuated t cnfine the fire Instruct students t fllw the exit sign arrws t the nearest exit. Once utside f the building, everyne shall meet at the primary gathering pint. Ensure thse with special needs are prvided the assistance they need t get t the designated primary gathering pint. Sweep all ffices, wrkstatins, restrms, break rms, and cpy centers in the predetermined, designated areas within the building as a final check. Once ut f the building, infrm first respnders f the lcatin and size f the fire if knwn; if ccupants remain in the building; and any ther knwn infrmatin relating t the nature f the fire The leader f the evacuatin als has the master keys. All keys are taken and delivered t the fire department. N ne shuld remain at the rear r frnt f the building. These lcatins are in designated fire lanes and will bstruct mvement f fire and emergency equipment. Each functinal leader shuld take rll fr their specific areas. If Trained and it is Safe t Attempt Use a Fire Extinguisher Identify a clear escape rute never place yurself in a psitin where the fire is between yu and the exit Attempt t extinguish r cntain the fire using a prtable fire extinguisher using the PASS technique Pull the pin ut in a twisting mtin Aim the extinguisher nzzle at the BASE f the fire Squeeze the handle t release the chemical Sweep side t side t put ut the fire Attempt nly small fires in a limited area Never return used fire extinguisher t hk 6. Overview The actual mvement f the grund in an earthquake is seldm the direct cause f injury r death. Mst casualties result frm falling bjects and debris r cllapsing structures. Injuries are cmmnly caused by: Partial building cllapse, such as falling masnry, cllapsing walls, falling ceiling plaster, etc. Flying glass frm brken windws. Overturned bkcases, filing cabinets, fixtures, furniture, ffice machines and appliances. Fires, brken gas lines, these dangers may be aggravated by lack f water due t brken mains. Fallen pwer lines, inapprpriate actins resulting frm panic. These guidelines are intended as a reference and d nt replace cmmn sense, sund judgment, and prudent actins in respnse t emergency situatins. 2. Pre-Emergency Planning Actins Cnduct an Earthquake drill in March and September. One drill t be perfrmed during the day and anther at night s that all persnnel will be prperly trained t react. Earthquake drills are intended fr campuses that are prne t earthquakes (i.e. San Dieg). Ensure campus has a wrking Weather Alert Radi. Prepare a tailred Earthquake plan f actin fr yur campus in advance. Establish an Emergency Assembly Area (EAA) designated by the Campus President. Identify the suggested rutes n yur evacuatin map t get t the EAA. Identify safe places in yur wrk area t Drp, Cver and Hld On. Knw at least tw ways t exit the building safely after an earthquake.
