General requirements The present HSE (Health prtectin, Safety technlgy and Envirnment prtectin) requirement system cntains the appendices f all service prcurement cntracts (and prcurement rders that d nt require cntracting). During the perfrmance f such cntracts, the cntractr and/r its sub-cntractrs enter int the relevant MOL Grup sites (including als the line-bund facilities) and perfrm varius peratins accmpanied with HSE-related risks (e.g.: all types f prject implementatin, maintenance, recnstructin wrks, etc.). The appendix f the present Cntract prescribes the requirements standardised fr every MOL Grup site and line-bund facility fr the cntractr, while the mre detailed HSE requirements applicable nt the respective businesses are available at the fllwing link: brken dwn t the relevant MOL Grup businesses. During the perfrmance f the service cntract, the cntractr shall cmply with the fllwing rules: all legal requirements applicable nt the cntractr s activity and in effect in the territry f the cuntry where the relevant wrks are perfrmed (i.e. the Hungarian laws in Hungary), irrespective f the fact whether they are specifically and explicitly mentined in the appendix f the present cntract r n the website available at the fllwing link: r nt all requirements available in the appendix f the present cntract r n the website at the fllwing link: The cntractr shall implement every actin required fr ensuring that all materials and prcesses applied r used during its activity will impse n danger, hazard r risk nt the health and safety f persns perfrming such activity r peratin and staying within the radius f effect f the given peratin, and nt the elements f the natural and man-made envirnment, and cannt cause any damage r harm t MOL Grup. MOL Grup will cnclude cntracts fr perfrming wrks with high-level HSE-related risks nly with cntractr, which has a valid s-called Cmplex pre-audit (i.e. HSE + quality management + prfessinal) with ACCEPTABLE qualificatin, i.e. successfully met the requirements f the cmplex pre-audit perfrmed by MOL Grup r its representative at the cntractr s wn site. The cntractr will be entitled t invlve sub-cntractrs (perfrmance agents) int the perfrmance f its cntractual bligatins, but the maximum number f such parties can be three in case f prject implementatin by MOL Investment r directly by the relevant business, whereas tw in case f Petrlszlg s implementatin. Sub-cntractrs may be invlved int the prcess nly reprted in writing, with detailed explanatin and reasns, and subject t the apprval f the rdering unit. The cntractr is nt entitled t transfer nt anther sub-cntractr thse parts f its cntractual bligatins, which are the cre activities f the technical cntent. In case f such intentin, the sub-cntractr shall infrm MOL Grup and btain its apprval theret. The cntractr shall apply and enfrce the requirements specified in the appendix f the present cntract in the cntracts cncluded with the sub-cntractrs, and shall blige the sub-cntractr t incrprate the present HSE requirement system int the cntracts cncluded with its subcntractrs. 3 The (main) cntractr will hld full respnsibility and liability fr all members f the subcntractr chain it emplys. 2. Pre-wrk HSE requirements T ensure efficient delivery f the relevant HSE requirements t the cntractr the fllwing MOL cntact fficers may be cntacted related t the perfrmance f all service cntracts, wh will prvide pprtunities fr the cntractr and/r its sub-cntractr in clarifying the emerging HSE-related issues (e.g.: site hazards, cmments t the HSE plan, interpretatin f MOL HSE regulatins, etc.), r they will ffer cnsultatins if and when required. - During the pre-cntracting phase: MOL Prcurement - During the pst-cntracting phase: prject manager f the Investment (in case f investment r prject wrks), Petrlszlg Kft prject manager (in case f maintenance wrks) r the MOL manager (site manager, plant manager etc.) cmpetent pursuant t the site f the physical wrk perfrmance. During the perfrmance f the service cntracts MOL Grup s respnsible representative shall prir t starting the wrk infrm the cntractr n hazards relevant t the given plant/site/technlgy, and in case f line-bund wrks n hazards relevant t the given ruting in the fllwing frm: - in case f HSE critical wrks: by filling in the HSE plan hazard list - in case f ther wrks (nt subject t HSE Plan): by filling in the permit t wrk hazard list. The cntractr shall take the abve mentined criteria int cnsideratin during the implementatin f the technical cntent f the cntract. If the activity t be perfrmed is subject t HSE Plan in accrdance with MOL HSE regulatins, then the cntractr (and sub-cntractrs) shall participate in the preliminary site visit at the technlgy/area f wrk, and MOL Grup will secure this area and prvide the infrmatin required fr preparing the relevant HSE Plan. In case f cnstructin and implementatin activity, a safety and health prtective plan shall be prepared if the directin f the cnstructin implementatin activity will be freseeably lnger than 30 wrking days and mre than 20 emplyees are simultaneusly wrking at the same time, the vlume f the planned wrk will be higher than 500 mandays, mre than three (3) r mre cntractrs are wrking at the same place f wrk and at the same time n the implementatin f a given prject (main cntractr and its subcntractrs), the peratr s requires. The plan shall be first prepared during the planning phase, and then it shall be updated during the implementatin phase with the eventual changes. When the cntent is finalised, requirements specified in the relevant legal regulatin (Jint Law Decree nr. 4/2002. (II.20.) 4 definitin f activities that can be perfrmed nly cnsecutively, definitin f prtective equipments and prtective actins, relevant regulatins aiming at preventing entry f unauthrised persns. The safety and health prtectin crdinatr (expert authrised fr perfrming specialised wrk safety activity) shall prepare the abve referred plan, t incrprate the required mdificatins and als he will be respnsible fr checking cmpliance with the plan during its implementatin. The main cntractr will be respnsible fr appinting and emplying the crdinatr. The crdinatr r in his absence his deputy appinted in writing shall be available at the site f implementatin during perfrming parallel activities. The respnsible technical manager shall recrd the crdinatr persn (i.e. key persnal data) in the cnstructin lgbk. The crdinatr s respnsibilities will be qualified as special safety activity. Crdinatin f perfrmance f parallel wrks If in a given area sub-cntractrs under the cntrl f ne given main cntractr perfrm parallel wrk, then the main cntractr shall crdinate these wrks in cnfrmity with the Safety Act and t appint a persn as the fficer respnsible fr HSE crdinatin in rder t ensure safety at wrk. The peratr (as the emplyee respnsible fr the area) shall supply all required infrmatin fr the main cntractr in rder that the given actin can be respnsibly implemented, and a permit t wrk fr the given area can be issued nly with his representative s preliminary cnsent. The sub-cntractrs shall act in cnfrmity with his instructins. If the cntractr cmpanies wrking in the given area belng t several main cntractrs r there is n hierarchical relatinship between them, then MOL Grup will perfrm the crdinatin f the parallel wrks, and it will appint the respnsible emplyee. In this case, the cntractrs shall nt prepare a separate plan fr harmnising the activities f varius cmpanies, but shall act in cnfrmity with the instructin issued by the appinted crdinatr. The cntractr shall prepare a s-called HSE plan in accrdance with MOL Grup HSE regulatins cvering wrk prcesses that are regarded as expsed t key risks. These prcesses will always be assessed individually in respect f the given prject, tender r rder, etc., but a general aspect shall be applied namely that HSE plan shall be prepared fr thse wrk prcesses that include at least ne amng the fllwing activities: fire hazard wrk (in case f perfrmance f parallel wrks) cnfined space wrk wrk at height earthwrk (1,2 m belw surface level) critical lifting peratins first pening f equipment cntaining dangerus material clean-up wrk using chemicals high-pressure clean-up wrk (higher than 300 bar pressure). If during a cnstructin r implementatin activity a safety and health prtective plan and a HSE Plan shall be als prepared in accrdance with MOL Grup HSE regulatin, then this MAY BE PREPARED COMBINED IN ONE DOCUMENT, ensuring cmpliance with the relevant requirements applicable n bth. 5 The cntractr s HSE plan will cntain three main sectins: The cntractr s data, which shall be filled in by the main cntractr(s) and prvide infrmatin related t the main cntractr and his sub-cntractrs, where the exact activity he will perfrm frm the given assignment will be defined. A surface cntaining hazards arising frm the technlgy related t wrks, and the cntractr shall fill-in this surface, presenting in details the surces f physical hazards and dangerus materials arising frm the technlgy. MOL Grup will prvide the relevant preliminary infrmatin during the preliminary site visit. Detailed descriptin f risks is the respnsibility f the main cntractr, where he will define the ptential risks and the methd f prtectin in accrdance with varius steps f perfrming the activity (als cnsidering the sequence f such steps). Prtective and safety methds and tls t be used during such activities and methds and tls fr preparatins fr emergency shall be specified using this surface. Steps f the wrk prcess shall be defined at a level f details that enables identificatin f the cmplete wrk prcess, the applied tls and prtective equipments. The HSE plan shall be prepared in the frmat specified by MOL Grup, which is available at the fllwing link: Prir t the first entry at the area f wrk the cntractr s cmpetent manager shall cntact the lcally cmpetent MOL Crprate Security service fr hlding cnsultatins n actins related t safety (entry passes, using cars, transprt f materials in and ut, etc.). 3. Persnal cnditins The emplyees f the cntractr and/r its sub-cntractrs may enter fr purpses f wrk perfrmance int MOL Grup s sites and line-bund facilities nly having successfully passed the valid MOL Grup HSE training and exam. MOL Grup has a three-level HSE training system: HSE basic training (fr all cntractrs emplyee) Operatin-specific HSE training (fr all cntractrs emplyees, a cncrete wrking area relevant training) HSE supervisr training (nly fr supervisrs, MOL Grup standardised). Every cntractr's emplyee (including als the supervisrs) wh intend t wrk at MOL sites r premises shuld participate in basic HSE training and specific training fr the given area and pass the relevant exam. Every supervisr, wh is recrded as supervisr n the permit t wrk shall participate in HSE supervisr training. MOL Grup, r its representative will rganise and cnduct the relevant HSE training curses and exams. The are-specific basic HSE training will be valid fr a given site f a MOL Grup business unit, thus the cntractr s emplyees shall participate in all site-specific HSE training curses related t the perfrmance f the cntract. The supervisr HSE training will be standardised n MOL Grup level and valid fr and acceptable in every site. In case f bth training curses, the successful HSE training will be registered in the s-called HSE bklet, and the emplyee shall always keep this dcument at hand during his wrk. The cntractr will pay the csts f the basic HSE training and exam in case f certain MOL Grup sites. The HSE training will be valid fr ne (1) year, and prir t its expiry date it shall be renewed. 6 Detailed regulatins n the HSE training curses fr varius MOL Grup sites (including als the exact cst) can be fund at the fllwing link: The cntractr s emplyees shall hld an entry pass valid fr the given MOL Grup site (except ff-site wrk e.g. at pipelines etc., r where MOL Grup has nt installed the card-based entry system), such pass shall be applied frm the Crprate Security cmpetent in the given site. The pre-cnditin fr issuing such entry pass is the participatin in the HSE training and the successful exam. Detailed regulatins n the HSE training curses fr varius MOL Grup sites (including als the exact cst) can be fund at the fllwing link: Wrk can be perfrmed at MOL Grup sites nly in pssessin f the relevant dcuments entitling the hlder fr the given wrk, as it fllws: dcument verifying the educatin/training backgrund, qualificatin, exams, etc. dcument verifying the valid ccupatinal-health fitness fr duty specific fire prtective exam (in case f areas with A and B fire prtectin categries, and ccupatins specified in the relevant regulatins) mining safety exam (in areas supervised by mining authrity, when the activity als affects the technlgy) entry pass with phtgraph (where the entry system has been installed) hand-ver/take-ver prtcl f the area f wrk (if it was handed ver), the apprved HSE plan (in case f critical activities in accrdance with the internal regulatins f MOL subsidiaries), HSE bklet list f wrking tls and instruments, peridical audit prtcls safety data sheets f the applied chemical materials peridical audit prtcls f lad lifting equipments, binding elements and machines appintments f first aid prviders, the dcument verifying their training wrk rder appintment issued by the cmpany in writing fr the given wrk perfrmance permit t wrk. The cntractr shall cntinuusly check and ensure that his wn and his sub-cntractrs emplyees shw up and perfrm wrk in a status enabling them t wrk (i.e. nt under the effect f medicines, drugs, alchl, etc.). Any cnstructin r implementatin activity can be perfrmed under the supervisin f a respnsible technical manager registered in the list f experts prescribed by Gvernmental Law Decree nr. 191/2009. (IX. 15.) (skilled wrkers hlding qualificatin fr the given type f cnstructin r implementatin wrk is entitled t perfrm cnstructin r implementatin activity als withut the supervisin f the respnsible technical manager, if n ther subcntractr is required fr the wrk). The respnsible technical manager shall cntinuusly be available at the site and ensure his availability thrugh a mbile telephne. If he is prevented in perfrming his duties, he shall appint a persn with the required cmpetences and experiences, and this shall be cnfirmed by recrding the appintment int the cnstructin lgbk, and MOL Grup cntact fficer shall be als infrmed. 7 The cntractr shall select and appint a s-called wrk supervisr fr each area and wrk grup (respnsible supervisr in accrdance with Para (4) Article 51 f Act XCIII f 1993, the Safety Law). The persn s appinted fr supervisin f wrk at the site shall meet the fllwing requirements, in additin t the general emplyment criteria: prfessinally capable f supervising and cntrlling several persns, is aware f hazards and surces f hazards typical in the given wrk envirnment, can fully meet all health prtectin, safety and envirnmental prtectin requirements prescribed fr the given wrk. The supervisr s main respnsibilities and bligatins: t maintain cntact with MOL Grup cntact fficer during the implementatin wrks t crdinate the perfrmance f the daily implementatin wrks t cntrl and manage the activity f the wrking team shall always wear a gd-visibility red armband during every wrk perfrmance t cperate in the permit t wrk prcess, t prpse fr issuing and/r mdifying the permit t wrk, t give back the permit t wrk when the emplyee leaves the area f wrk and he has finished the wrk at his earliest, and t lck up this dcument when the wrk is finished. t cnduct a site audit prir t starting the wrk, and then t give permit t start the relevant wrk that causes n danger t health and its perfrmance is regarded as safe t audit the site and t take actin (if required) in rder t ensure cmpliance with the requirements specified in the HSE Plan t hld regular audits befre and after starting the wrks t check and ensure that all persnal and bjective cnditins and requirements specified in the permit t wrk are cmplied with t cntinuusly check the prper husekeeping and physical rder in the area f wrk, and t maintain this status during the entire wrk perfrmance prcess, and t give back the area f wrk after the wrk has been finished in a perfect status regarding safety, fire and envirnmental prtectin if the supervisr temprarily leaves the area f wrk, t appint a qualified and suitable persn as his representative r substitute fr supervising the wrk and t infrm the relevant emplyees n this appintment the supervisr is allwed t perfrm actual wrk nly if he is still able t mnitr and watch the emplyees under his supervisin and t safely fllw any changes that might cause hazards and events, and t take actins in time fr evacuating the area expsed t danger r fr eliminating the relevant event f hazard t take actins in rder that emplyees perfrming wrk at in the area can expse n danger r hazard thrugh their wrks t each ther when the validity f the permit t wrk is t be extended, t check any eventual change that might have ccurred amng the emplyees engaged in the relevant wrk and the cnditins f such wrk in case f wrks invlving entry int cnfined space, he may be assigned nly with mnitring respnsibilities, in additin t his supervisry duties Date f Issue: /46 Versin number: v1 HSE Appendix f Prcurement Cntracts

8 if he identifies r detects any irregularity during the wrk perfrmance, he shall immediately suspend the wrk and reprt the event t the peratr s representative t reprt any and all HSE events t MOL Plc cntact fficer t represent the cntractr during the HSE audits held by MOL Grup. The supervisr shall be always staying and make himself available at the site. In case he is prevented t perfrm his duties as the supervisr, he shall appint, in writing r verbally, anther persn with the required qualificatin, cmpetences and experiences, wh is als identified in the relevant permit t wrk. Such appintment related t the site supervisr shall be cmmunicated t every emplyee wrking at the site. This appintment shall be als recrded int the cnstructin lgbk, and MOL Grup cntact fficer shall be als infrmed. 4. Objective cnditins fr wrk perfrmance 4.1 Requirements t wrking and prtective clthes and prtective equipments The cntractr shall prvide prtective clthes, shes/bts and ther prtective equipments fr its emplyees wrking at MOL Grup sites and fr the given wrking area and wrk prcesses assigned t the cntractr in cnfrmity with the degree f dangers r hazards in place in relevant wrk prcesses and cnditins f wrk, but at least with the same prtective capacity as the equipments used by emplyees wrking at MOL Grup site, and prtective equipments fr its emplyees with the prtective capacity as required by the dangers and hazards arising frm the cntractr s wn activity, as well as t ensure that such equipments are indeed used and applied. In case f cntract that will be perfrmed in several facilities f the site having different safety classificatins r hazard categries, the clthes requirements in effect fr the area r facility f the strictest classificatin r categry shall prevail. The fllwing basic prtective equipment s shall be wrn and used in the technlgy area irrespective f the given activity: prtective helmet (MSZ EN 397:2012, 2. prtective categry), supplemented with prtective mask if required (chemical and/r mechanical prtectin) eye prtectin: prtective glasses minimum against flying particles (MSZ EN 166, 1. ptical categry, F. prtective categry), safety r prtective shes/bts, exclusively bts (with il-resistant sle, tecap, anti-static, (MSZ EN ISO 20345:2012, S1 prtective categry). Wearing rdinary shes is nt allwed. Prtective clthes, anti-static, flame-prf r flame retardant as required fr the wrking area (MSZ EN 340:2004, MSZ EN ISO 11612:2009, MSZ EN :2008. prtective categry). The relevant permit t wrk may prescribe als ther prtective equipments fr the activities and surces f hazard, but thus nt taking ver the emplyer s respnsibility in this respect (the cntractr will be respnsible fr selecting the type f the fllwing prtective equipments, in accrdance with the risks existing at the wrking place): ear prtectin with the required prtective capacity, ear plugs r ear muffs, prtective glves (in line with the harm r hazard), respiratry prtective equipment (as required: filter-type mask, r LSS Life Supprt System, with cmpressed air supply r ver-pressure type unit), anti-fall prtective equipments; safety harness and fixing rpe, r anti-fall safety rpe (rdinary belt is nt acceptable!). 9 The cntractr will be respnsible fr identifying and prviding the supplementary prtective equipments required fr the given activity based n the relevant risk assessment, and als fr ensuring that they are used. The cntractr shall cntinuusly ensure cmpliance f the abve described prtective equipments with the laws and maintain their full-prtectin status, including repair r replacement in case f damage. These prtective equipments shall be always available fr checking their prtective status at the wrking place. 4.2 Cmpliance f wrking equipments The cntractr may bring wrking equipments, tl and machines t the wrking area and technlgy area which are in perfect technical status and is accmpanied with the prescribed peratin manual, dcumentatin, certificate, cmpliance dcument and cmmissining dcument in accrdance with its hazard categry r cntrl revisin prepared in Hungarian language and specified in the relevant legal regulatins, and all the required peridical revisins r inspectins have been perfrmed n these equipments. In case f a nn-dangerus wrking equipment the dcuments specified in Article 4 f Law Decree nr. 14/2004. (IV. 19.) FMM, whereas in case f dangerus wrking equipment, the dcuments verifying the revisin specified in Article 4 f Law Decree nr. 5/1993. (XII. 26.) MüM shall be available fr audits held by MOL Grup. In case f wrking equipments used fr the wrks and subject t statutry peridical revisin, the cntractr shall verify the perfrmance f the last peridical revisin by displaying a signage r label (with gd visibility) n the wrking equipment, r with ther dcument (e.g.: lifting machine lgbk, peridical revisin prtcls, etc.). Every wrking equipment and tl subject t statutry peridical revisin shall have an individual identifier (ex-wrk number r inventry cde). 4.3 Requirements fr the applied chemical materials When dangerus materials and preparatins required fr the cntractr s activity are selected and applied, the hazards existing in these materials/preparatins, and at the site f the activity, wrking area, technlgy area and their inter-actins shall be taken int cnsideratin. When activities are perfrmed using dangerus materials and preparatins, the cntractr shall keep the safety data sheets f such dangerus materials and preparatins at the site r in the vicinity f the wrk (e.g. within the site). N materials/preparatins with damaged r incmplete packaging and/r unidentifiable items will be allwed t bring int the site f the activity, wrking area, technlgy area. If a dangerus material might expse any lad nt the envirnment, surface r undergrund waters, drainage netwrk r airspace f the Operatr r any third party, then the cntractr shall infrm the lcal peratr s representative prir t starting the relevant peratin. The given activity may begin nly pursuant t the preliminary permit f MOL Plc. s representative. 4.4 Requirements fr vehicles Any third party-perated vehicle and wrking machine r equipment entering int the technlgy areas shall have the fllwing; Date f Issue: /46 Versin number: v1 HSE Appendix f Prcurement Cntracts

Fr passenger cars: minimum 1 piece f 1 kg charge dry pwer fire extinguisher, fr mbile lifting machines: minimum 1 piece f 2 kg charge dry pwer fire extinguisher, fr railway lcmtives: 2 pieces f minimum 6 kg charge dry pwer fire extinguishers (certified fr 30 kv vltage). 4.5 Prvisin f prtective equipments The cntractr shall have the required number f gas cncentratin measuring instruments fr detecting gases specified in the given permit (leased, r self-wned) subject t the wrking area and the activity. Only a qualified peratr can be selected fr perating the instrument, t be appinted by the cmpany. The dcument certifying the peridical revisin and the s-called bump test f the instrument prescribed by the manufacturer shall be available at the site. If the presence r appearance f any material that may cause fire r is regarded as dangerus (harmful, txic, etc.) in the wrk are r space cannt be excluded fr sure r the wrk area r space has limited ventilatin, then cntinuus gas cncentratin measurements shall be maintained thrughut the entire wrk perid, irrespective f the preliminary gas cncentratin measurement prir t issuing the permit t wrk, and this will be the respnsibility f the cntractr wh perfrms the wrk in the given area r site. The fllwing parameters shall be measured prir t issuing the permit t wrk, and als cntinuusly during the wrk perfrmance: Harmful and/r txic vapurs/gases; Cmbustible vapurs/gases (ARH Lwer Explsin Limit); O 2 in case f wrks that require entry int cnfined space. Cntinuus cncentratin measurements can be cnducted using persnal gas cncentratin measuring instruments r cncentratin measuring instruments suitable fr area mnitring. It is essential that the equipments can issue sund and light alarm signals indicating the hazard, when cncentratin rates reach the pre-set values. The measuring instrument shuld be calibrated and made in an explsin-prf versin, and its s-called Ex prtectin categry shuld meet the minimum requirements fr Zne-1, applicatin categry II., the relevant gas sub-grup (A,B,C), and it shuld belng t the apprpriate temperature categry (T1-T6) (II 2 G E Ex d/i//p/q IIA/B/C T1-6). 11 In case f individual gas cncentratin measurements, and if several emplyees wrk tgether directly clse t each ther, and safe mnitring f the wrk site can be secured using fewer equipments, then there is n need fr prviding separate equipment fr every emplyee. In case f wrk sites, where there is a hazard fr emplyees t fall in r dwn, r persns staying in r near t the wrk site may be injured by falling bjects, these emplyees shuld be prtected by arranging cllective prtectin, fencing ff, barricading, cvering the relevant area, r using ther suitable methd, r with individual prtectin. The cntractr shall prvide the fire extinguishers and ther fire fighting equipments specified in the ht wrk permit, and inspected in cnfrmity with the effective legal regulatins that are suitable fr killing the fire eventually emerging in the wrking area. 4.6 Prvisin f scial and first aid tls During his wrk at MOL Plc. sites r facilities the cntractr shall ensure cmpliance with the minimum safety and health prtectin requirements specified fr mining peratins in Law Decree nr. 3/2002 (II. 8.) SzCsM-EüM, and Law Decree nr. 4/2001. (II. 23.) GM when securing the wrk envirnment and wrking cnditins. If a site is qualified as a cnstructin wrking site, then the minimum safety requirements fr cnstructin sites specified in Law Decree nr. 4/2002. (II.20.) SzCsM-EüM shall be als fllwed. The cntractr shall prvide drinking water, prtective drinks and ther fd r drink prducts in cnfrmity with the type f wrk and the relevant weather, as well as cleaning and hygienic articles in cnfrmity with the given activity and wrk. The cntractr will secure the bjective, subjective (persnal) and rganisatinal cnditins fr first aid services at the wrk site in cnfrmity with the type and lcatin f wrk, surces f hazards, and the emplyee headcunt. When cntainers t be prvided by the cntractr are installed, the regulatins specified in Pint 6.3. f the appendix f the present cntract shall be als taken int cnsideratin. MOL Grup infrastructure cannt be used fr ensuring cmpliance with the requirements specified abve. If such need may emerge, MOL Grup s apprval will be btained. 5. Rules fr area hand-ver In case f prjects and cmplex maintenance wrks, the s-called area hand-ver/take-ver prtcl shall be perfrmed prir t the cmplete wrk prcess. Participants in the prcess: MOL area manager (issuer f the permit) MOL prject manager /technical supervisr MOL HSE Main cntractr s representative Sub-cntractrs representatives. 12 preparatin f the HSE plan and recrded in writing in a wrking area hand-ver/take-ver prtcl. The area hand-ver/take-ver prcess shall be perfrmed als between the Operatr and the Main Cntractr, and the Main Cntractr and the sub-cntractr(s) mbilised fr wrk at the wrking site, if the Main Cntractr has the view that such area hand-ver t the sub-cntractr is necessary. The HSE regulatins that might be different (in sme cases with less rigrus requirements) versus MOL HSE regulatins shall be recrded in the wrking area hand-ver prtcl, depending n hw the surces f hazards culd be mitigated during the area preparatins r e.g. in case f s-called greenfield r brwnfield prjects, where hazards related t r arising frm MOL-perated facilities were riginally limited. Such individual HSE regulatins might refer t the permit t wrk prcess, persnal prtective clthes requirements etc., but they will never be different t the legal regulatry requirements. When certain pints f the wrking area hand-ver/take-ver prtcl are filled in it will be sufficient t nte that the relevant actin is implemented in cnfrmity with the HSE plan, if this plan is available fr every stakehlder party. Every participant in the hand-ver/take-ver prcess shall sign the dcument and thus assume respnsibility that its cntent is true and fair, and the participants accepted the cntent f the dcument. If a wrking area is given back and taken back, this shall be recrded als in the same prtcl. The frm fr the area hand-ver prtcl is available at the fllwing link: 6. Rules fr using MOL Grup infrastructure 6.1 Cnnectin t energy netwrks MOL Plc. will define the technical slutins fr the energy supply required by the cntractr/sub-cntractr (electric, steam, inert gas, fire water, etc.) and it will infrm the cntractr s cntact fficer. The energy cnsuming equipments applied by the cntractr shall cmply with the requirements specified in the relevant laws and regulatins. An inspectin prtcl shall verify that the temprary electric energy netwrks can cmply with the electricity safety requirements. 6.2 Rules fr release int the drainage system If the cntractr intends during its maintenance, recnstructin and prject wrks t carry ut an activity that may cause pllutin t water and/r drainage system (e.g. equipment clean-up wrk), it shall reprt it in writing t and btain the permit frm MOL Grup cntact fficer. In case f chemicals prpsed fr utilisatin fr the first time, the safety data sheet f such chemical, detailed descriptin f the technlgy and the methd f treatment f the prduced waste material(s) shall be attached t the reprt. If further investigatin is required fr releasing the given chemical material int the drainage system, then the cntractr will pay all emerging cst. 13 6.3 Installatin f cntainers and regulatins n smking MOL Grup s representative shall issue the permit fr installing cntainers t be installed by the cntractr at MOL Grup sites. This permit can be issued nly if the fllwing mandatry pre-cnditins are met: unambiguus identificatin, satisfactry status r stability, acceptable physical, aesthetic and hygienic status, suitability fr the purpse, apprpriate status f drs/windws, heating facility (if required) and dcumented cmpliance f the electricity systems f the given cntainer. The permit f the lcal supervisr shall be always btained fr the cntainer installatin. Smking will be allwed nly in areas specifically designated and marked by MOL Grup and in pen smking cntainer apprved by MOL Grup. 7. Appintment and permit t wrk Pre-cnditins fr starting wrks at MOL Grup sites: a written appintment issued fr the emplyees f the cntractr (as their emplyer) fr perfrming the given wrk prcess HSE Plan (fr HSE Critical activities) permit t wrk issued by the MOL Grup representative. The cntractr shall prepare the Appintment prir t starting the wrk, and in case f HSE critical activities (r if MOL s requires) it shall have and hld the apprved HSE Plan. In the pssessin f the said dcuments it may apply fr the permit t wrk t the lcal representative f the given MOL Grup site. Frm f every dcument will be pre-defined, and they will be available, including the fill-in instructins, at the fllwing link: In MOL Grup sites where the electrnic permit t wrk system has been intrduced, the relevant rder number shall be als recrded nt the appintment, therwise the appintment will be invalid. The cntractr s wrk supervisr may apply fr the permit t wrk, and he will be respnsible fr understanding the cnditins specified in the permit t wrk, passing the relevant requirements nt subrdinate emplyees, as well as ensuring cmpliance with the prescribed cnditins and checking the cntinuus cmpliance. The standardised permit t wrk shall be applied nt: simple wrks (when there is n risk f ptential fire r entry int cnfined space) ( General wrk cell), activities accmpanied with sparking / risk t ptential fire ( Ht wrk cell), wrks that require permit fr entry int cnfined space ( Cnfined space wrk cell) and driving int the technlgy area by vehicles ( drive-in with vehicles cell). The issuer f the permit (peratr) will select the relevant permit type(s) amng thse shwn n the permit t wrk that can best fit t the given wrk, based n the technical cntent f the wrk. 14 One single permit t wrk may cntain nly the same cmpany s emplyees, thus in case several cmpanies are perfrming wrk at the same time, the permit t wrks shall be prepared and issued separately fr every cmpany. Except the permit t wrk issued fr entry int cnfined space, where emplyees f tw cmpanies may be included int the same permit if the watchman activity is perfrmed by a third cmpany s emplyee, i.e. nt invlved int the wrk perfrmed in the cnfined space. The appintment dcument shall be required separately fr every cmpany. Prir t issuing the permit t wrk the main cntractr, the wrk supervisr and the issuer f the permit (Operatr) will jintly inspect the site f the wrk perfrmance, where the issuer f the permit shall identify and evaluate the dangers and hazards related t wrk, and shall issue the permit t wrk in cnfrmity with the results and findings. If cnditins fr safe wrk can be defined by simply filling-in the permit t wrk frm, then nly the permit frm shall be filled-in. Hwever, in case f HSE-critical activities a HSE plan shall be prepared prir t the wrking area hand-ver prcess, including the peratin instructin and hazard identificatin, which shall be signed als by the Operatr and the Main Cntractr, and it shall be managed as the inseparable part f the permit t wrk, and it shall be written int the Cmment cell f the basic permit that this permit is valid nly with the attached instructins and hazard assessment. Whenever the cntractr leaves the wrking area fr whatever purpse he shall reprt it t the issuer f the permit t wrk. When the wrk is cmpleted, the cntractr shall btain a clsure fr the permit t wrk by the issuer f the permit, and will acknwledge that by virtue f this actin the permit will becme invalid. If during the perid f wrk perfrmance ne r mre emplyees recrded n the permit is/are transferred nt any ther wrking area, then there is n need fr applying fr anther permit r its mdificatin. If during the wrk perfrmance ther emplyee(s) may jin t thse recrded n the permit, wh are nt shwn n the riginal permit, then the supervisr shall apply fr issuing a new permit. The permit t wrk will becme invalid in case f an emergency alarm. Then all activities under the permit shall be stpped and every persn shall immediately leave the area in a safe manner fllwing the rules fr emergency evacuatin, r lck up in the designated place until further instructin! MEFTIR system Prir starting wrk in areas, where MOL Grup has intrduced the electrnic permit t wrk system, the cntractr will, fr issuing the permit t wrk after the cntracting, send the data f its emplyees invlved int the implementatin activity t the data wner f the MEFTIR system in rder that permit t wrk can be prepared. One f the purpses f MEFTIR system with prviding electrnic supprt fr the wrk permit prcess is t ensure its full cntrllability and als that the permit can be issued nly fr emplyees wh hld the qualificatin and cmpetences, permits prescribed by the relevant and effective laws and regulatins, and specified by MOL Grup. 15 Permit t wrk can be issued nly fr emplyees f ur partners, wh gave perfrmed the fllwing data supply bligatins, and thus the relevant data have been recrded in the MEFTIR system, and the date f validity f the given dcuments have nt expired when the permit t wrk is issued. The emplyees data shall be recrded prir t starting the actual wrk. The valid emplyees data can be dwnladed using the web surface, filling-in the fllwing excel file: Emplyeei_databekérés.xls. The excel file (fr recrding the emplyees data) cntains tw wrkbks, the first is a data lading, where the required data shall be recrded fr each emplyee. Each cell can cntain nly ne data (date, number f certificate, etc.). If fr example an emplyee has several fire prtective exams r certificates, these shall be recrded in new lines alng with the emplyee s name and Scial Insurance Identifier (s-called TAJ number). Data recrded n the data lading page will be autmatically trans-laded nt the Emplyee data_print wrkbk, and it can be printed ut and the emplyees shwn n this dcument shall sign it in each line. The cmpany s manager exercising the emplyer s rights shall verify the accuracy f the emplyees persnal data by its signature. The cpy shall be sent minimum 2 wrking days prir t starting the wrk in electrnic xls, and duly signed by the emplyer and its emplyees in pdf frmat t the fllwing address: meftir@ml.hu. The data supplying cmpany will be respnsible fr the accuracy f the data cntent and fr supplying any change in these data in time, and fr btaining and frwarding the emplyees cnsent. The cmpany s representative shall send the changes in the emplyees data within ne (1) wrking day fllwing such change. The prcess will be similar as described fr the first data supply, but simpler that the xls, and pdf frmat (the later duly signed by the emplyer and its emplyees) shall be sent nly with the changed data t the fllwing address: meftir@ml.hu, i.e. the cmplete emplyee list shall nt be again sent. MOL Grup s representatives will be entitled t check the accuracy f data recrded int the MEFTIR data base at the cntractr s site r MOL Grup site thrugh randm checks. In case f deviatin, a prcedure may be launched against the cntractr, and it may lead t impsing penalty, blacklisting the emplyee r terminatin f the cntract, depending n the weight f the case. Management f sub-cntractrs: After the SAP rder has been prepared, the Suppliers data will be attached t the rder and sent, thrugh an interface int the MEFTIR system, where the preparatin f the permit t wrk required fr the wrk can begin. Sub-cntractrs emplyed by Suppliers cntracted by MOL Grup shall be als recrded in the MEFTIR system, and they shall have the required cmpetences and SAP identifiers. In this case the Supplier recrded in the SAP will be respnsible fr infrming the MOL Grup fficer (shwn n the rder) n invlving a third party and fr infrming the relevant subcntractr n the required data supply bligatin (i.e. t send emplyees data t the fllwing e- mail address: meftir@ml.hu). 16 The Supplier shall minimum 2 wrking days prir t starting the wrk infrm a MOL Grup cmpetent fficer the fllwing data: name f the sub-cntractr(s) name f the cmpany, the cmpany SAP identifier f the sub-cntractr(s) and SAP SM rder number recrded n the rder frm. Identificatin f rders: Every participant invlved in the sub-cntractrs chain shall recrd the SAP SM rder number shwn n the rder nt the frm titled Wrk rdered by the emplyer at MOL Grup site (briefly: Appintment), and t reprt with this frm fr the permit t wrk, in rder t accelerate identificatin f cntractrs and the permit t wrk prcess. Please nte that supplying incmplete r incrrect emplyees data, failure in perfrming the sub-cntractrs reprting bligatin and missing SAP SM rder number n the Appintment the peratr reject r may reject issuing the permit t wrk. 8. HSE regulatins fr varius activities 8.1 Activities as ht wrks r perfrmed in envirnments expsed t fire and/r explsin (Zne 1-2) Ht wrk will mean an activity, where the lcal temperature may exceed the ignitin temperature r flash pint f cmbustible materials in place in the envirnment, r it is accmpanied with pen flame, and glw, sparks r cinders as a surce f ignitin. We shall ensure the status fr the wrking area and its envirnment where ht wrk can be safely perfrmed. The Operatr (issuer f the permit) will be respnsible fr the crdinatin f the clean-up wrks, misturising, ensuring safe cver / barricade fr trenches, remving all cmbustible materials (frm the technlgy systems, trenches, etc.) in the area prir t issuing the permit, r in certain cases, t transfer such respnsibilities nt the cntractr, clearly identifying these wrks n the permit t wrk. The cntractr will be respnsible fr implementing the Operatr s instructins and t ensure the relevant cnditins cntinuusly during the wrks. N ht wrk shall be perfrmed alne! Persns appinted fr cntrl / audit by bth the cntractr and the Operatr (issuing the permit) shall cmply and ensure cmpliance with the rules specified in the issued permit, and regularly fllw and mnitr the wrk perfrmance and wrking cnditins. In case the cnditins specified in the permit t wrk may change, the wrk shall be stpped, and prpsals shall be submitted fr mdifying the cnditins laid dwn in the permit (if and as required), and a mdified permit shall be issued. 17 In case f peratins perfrmed in places expsed t fire hazard, and in envirnment expsed t fire and explsin (nt including the wrks in cnfined space) and if the presence r appearance f cmbustible r ther dangerus materials (harmful, txic, etc.) cannt be excluded fr sure, then in additin t cnducting the preliminary gas cncentratin test prir t issuing the permit, the cntractr shall als implement cntinuus gas cncentratin tests. The fllwing parameters shall be measured prir t issuing the permit (peratr), and then cntinuusly (cntractr) during the wrk: harmful/txic vapurs/ gases xygen (O 2 ) Cmbustible vapurs/gases (LEL); If the ht wrk peratin requires als entry int a cnfined space, then all the relevant safety requirements applicable nt this wrk shall be als fully cmplied with. In the event harmful/txic vapurs/gases might be present r appear in the wrking area (space), then measuring their cncentratin and the methd f prtectin shall be als defined in the permit t wrk. If there are n harmful/txic vapurs/gases present in the wrking area (space) and their appearance can be excluded fr sure, cntinuus measurement f the cncentratin f cmbustible vapurs/gases nly (LEL) will be acceptable. If there are n harmful/txic vapurs/gases present in the wrking area (space) and their appearance can be excluded fr sure (e.g.: ffice rms and changing rms nt lcated in the technlgy zne, etc.), then the initial and cntinuus gas cncentratin measurement will nt be a pre-cnditin fr issuing the ht wrk permit. If appearance f cmbustible vapurs/gases r the enrichment f their cncentratin cannt be excluded fr sure in the envirnment f a ht wrk perfrmance, then their cncentratin (LEL) shall be cntinuusly measured thrughut the wrk perfrmance prcess If the cntaminatin f the airspace remains lwer than LEL 5 % and this rate can n way be enriched during the wrk perfrmance prcess, the ht wrk permit may be issued. If during the perfrmance f ht wrk the cncentratin f any cmbustible material exceeds LEL 5 % in the wrk area, then every wrk shall be immediately stpped, every ptential ignitin surce shall be eliminated and every persn shall evacuate the area f cntaminatin as sn as pssible! Ht wrk may be cntinued nly f the cncentratin f the cmbustible material drps belw the limit value (LEL 5 %), and nly in the pssessin f the prlnged r new ht wrk permit. If during the wrk perfrmance any material susceptible fr aut-ignitin / pyrphric cmpund may emerge r is present, then they shall be permanently kept in wet r humid status in rder that they can be checked and the chance fr eventual warm-up r dehydratin (causing danger r hazard) can be prevented. Every such material shall be stred separated r islated frm all ther cmbustible materials and ensuring their wet status, in air-tight metallic drums r barrels, far away frm envirnment expsed t fire and explsin. If the presence r emergence f cmbustible and ther dangerus, harmful, txic materials can be excluded in the envirnment f ht wrk perfrmance (e.g. n such material can get access int this area even frm the adjacent facilities), and the wrk activity itself des nt lead t the Date f Issue: /46 Versin number: v1 HSE Appendix f Prcurement Cntracts

18 emergence f such cmbustible r hazardus materials, and further the ventilatin f the area is efficient and nt limited (e.g. greenfield prject area), then the permanent gas cncentratin tests may be disregarded. The Operatr issuing the permit t wrk shall decide in this issue, based n the relevant and actual circumstances prevailing in the area. In such situatins less expsed t fire hazard, the Operatr (issuer f the permit t wrk) shall define the specific regular tests that are eventually required including their frequency n the ht wrk permit. Only persns hlding the prescribed specific qualificatin and the relevant fire prtectin exam, and wh have participated in the prper fire prtective training fr the given ht wrk will be allwed t perfrm such ht wrk. If a ht wrk permit is issued, it will NOT mean that the general smking prhibitin in effect in the given area is n lnger valid, cnsequently smking will be permitted nly in the designated smking areas. During the perfrmance f ht wrk, every electric equipment used fr large metallic surfaces, where appearance f an alien ptential might cause a danger f electric shck, can be supplied with pwer nly thrugh an islatin transfrmer. In case f electric arc welding is perfrmed simultaneusly at several lcatins r wrk bjects it shuld be ensured that n vltage difference specified in the relevant standard can emerge between surfaces that can be simultaneusly tuched, and the wrking places shall be arranged t have the same vltage ptential. 8.2 Cnfined space wrks Wrks that require entry int cnfined space can be perfrmed nly in pssessin f the relevant permit t wrk in cnfined space. In accrdance with MSZ standard, every activity will qualify as wrk in cnfined space, which can be perfrmed by leaning int r staying inside an equipment r machine, if this space was nt designed fr human stay, but it can meet each f the fllwing cnditins: The space is enugh fr minimum ne emplyee entry and/r stay; The entry r exit pening (manhle) is narrw (limited entry/exit). Cnfined spaces will be qualified as strage tank, trenches, drainage ducts, large diameter pipelines, smke channels, technlgy equipments, devices (clumns/twers, reactrs, bilers, fire space f furnaces, etc.). Wrks perfrmed in places lcated deeper than 1,2 meters frm grund level (pits, depressins, ditches, trenches, etc.) will qualify as wrks that require entry int cnfined space. During the perfrmance f wrk in cnfined space, every electric equipment used fr large metallic surfaces where appearance f an alien ptential might cause a danger f electric shck, can be supplied with pwer nly thrugh an islatin transfrmer. The end-pint f such islatin transfrmer cannt be distributed amng mre pwer cnsumers. If the presence r appearance f any fire hazard r ther dangerus (harmful, txic, etc.) material in the wrking area (space) cannt be excluded fr sure, r the a wrkspace ventilatin is limited, then cntinuus gas cncentratin measurement will be bligatry Date f Issue: /46 Versin number: v1 HSE Appendix f Prcurement Cntracts

19 thrughut the ttal perid f wrk, irrespective f the preliminary gas cncentratin measurement perfrmed prir t issuing the permit t wrk. The fllwing parameters shall be measured prir t issuing the permit, and then cntinuusly during the wrk: harmful and/r txic vapurs/gases; Cmbustible vapurs/gases (LEL, a Hungarian abbreviatin fr Lwer Explsin Limit); Oxygen (O 2 ). The instrument shall be able t deliver autmatic alarm. In case when several emplyees enter int the same cnfined space, nt every such persn shall have a persnal gas detectin device, and in this case the peratr will define the number f such instruments in the permit t wrk. The cntractr perfrming the wrk in cnfined space will be respnsible fr perfrming cntinuus atmsphere air test, and prviding the persnal air measuring instrument. If several emplyees wrk at the same time in the same place, the peratr shall define the cnditins fr wrk, and the emplyer (cmpany) shall prvide the required equipments. If harmful/txic vapurs/gases are r might be present in the wrking area (space), and their cncentratin might increase, the wrk irrespective f the xygen cncentratin, can be perfrmed nly in prtective clthes ensuring full bdy prtectin and a self-cntained clsed circuit. In this case cntinuus test f cmbustible vapurs/gases (LEL) in the air will be sufficient, but it will be statutry under all circumstances. Under the full bdy prtectin clthes (if the presence f dangerus material that can be absrbed thrugh the skin can be disregarded) a clsed anti-flame prtective clthes shall be used prviding prtectin against flame. A self-cntained clsed circuit respiratry equipment will mean a cmprised air r fresh air supply equipment. The use f full-bdy prtective clthes and self-cntained clsed circuit respiratry equipment can be disregarded (but nt the prtective clthes) if the activity (e.g. audit) perfrmed in a cnfined space can fully and cmpletely establish the fllwing: it was frmerly fully cleaned ut, presence f any dangerus material (cmbustible, harmful, txic, etc.) can be excluded, neither can the activity itself lead t the appearance r generatin f dangerus materials, the ventilatin f the cnfined space is efficient and nt limited, i.e. the xygen cncentratin is cntinuusly higher than minimum 19 v/v%. Cntinuus gas cncentratin measurement will be bligatry als in the said cases. If cnditins d nt require a mre rigrus slutin, then every wrk team shall wear minimum ne cntinuus gas cncentratin measuring instrument, r it shall be installed in the direct envirnment f wrk. This will in practice mean that minimum ne-ne cntinuus gas cncentratin measuring instrument shall be rendered t every cnfined space permit. If during the wrk in a cnfined space the O 2 cncentratin might drp belw 19 vl% (e.g.: using inert gases) r abve 23 vl%, then the use the clsed circuit respiratry apparatus will be bligatry, and using a filter-type gas mask will be PROHIBITED. If wrks in cnfined space are perfrmed in inert gas atmsphere, presence f inert gas shall be checked with cntinuus air test. 20 Wrk in inert gas atmsphere will be allwed nly if the emplyees cncerned wear a dual safety respiratry system. The cylinder-supplied equipment prescribed in MSZ EN 12021:2000, and helmet with Life Supprt System can meet the relevant requirements, as it is equipped with a safety lck preventing pening by the user and an installed n-line cmmunicatin system. If wrk in a cnfined space is perfrmed in an atmsphere, where the xygen cncentratin may be higher than the rdinary level (21 v/v%), then the air shall be cntinuusly tested and the cncentratin shall be secured belw 23 v/v% in rder t prevent the high-level fire hazard. If the xygen cncentratin is between 21 and 23 v/v%, n ht wrk can be permitted fire hazard activity, and nly explsin-prf electric devices and intrinsically safe (spark-free) tls can be used. If the xygen cncentratin is higher than 23 v/v%, any wrk can be permitted and perfrmed nly in accrdance with the written peratin instructin prepared and apprved by every party invlved int the wrk! If the cntinuus measurement shws any increase in cncentratin, and the cncentratin f cmbustible material reaches 5% f LEL, then every fire hazard activity shall be immediately stpped! If the cncentratin f the cmbustible material in the wrking area (space) is higher than 5% f the LEL, h wrk r using tls causing the hazard f sparks CANNOT be permitted. If the LEL value is between 5 % and 10 %, nly general wrk can be permitted, between LEL 10 % and 20 % permit may be issued nly fr inspectin/audit and clean-up wrks in cnfined space, if these activities d nt lead t r cause ht wrk, ignitin r sparking. If the LEL value is higher than 20 % NO wrk in cnfined space can be permitted in the cnfined space! If during a cnfined space wrk the cncentratin f any cmbustible material is higher than LEL 20 % in the wrking area (space), then every wrk shall be immediately stpped, and every ptential surce f ignitin shall be eliminated and the plluted atmsphere shall be evacuated as sn as pssible! 21 Any further wrk may be perfrmed nly after the cncentratin f cmbustible material drps belw the abve mentined limit and ensuring cmpliance with the prescribed cnditins, and in pssessin f a new permit. In case f wrk in cnfined space, the cntractr shall appint and delegate, in additin t the persns actually perfrming the wrk, in the cnfined space, als watchman persn(s) in number defined in the permit t wrk, wh will be primarily respnsible fr prviding security fr the persns wrking in the cnfined space, and, if s required, fr immediately rescue them. Watchmen cannt be assigned with any ther wrk. Every watchman shall have prtective equipments and prtective clthes with at least the same prtectin capacity as thse used in the cnfined space. If appearance f gas with dangerus cncentratin might prbably ccur als utside the given device, equipment and strage tank, minimum ne instrument fr cntinuus gas cncentratin measurement shall be ensured. The watchman persns shall ensure and maintain cntinuus cntacts with the persns entering int cnfined space, and they shall be trained, cmpetent, suitable and equipped fr perfrming rescue peratins. In case f wrk in cnfined space, the number f persns wrking in cnfined space and watchmen shall be specified in the relevant permit t wrk r in the HSE plan, in cnfrmity with the fllwing basic principles. If an equipment (strage tank, trench, etc..) is plluted with HC material, the number f persns wrking in cnfined space cannt be higher than tw (2) fr each entry pint (e.g.: manhle, trenches, ladder helping descend and ascend, etc.). The bligatry number f watchman staff (wh cannt be assigned with any ther duty r wrk ther than watching and eventual rescue peratin during the perid f cnfined space wrk) will be minimum tw (2) persns fr ne entry pint (nly pints used fr cnfined space entry shall be cunted), and after every additinal cnfined space pint 1-1 head. Deviatin frm the abve prcess might be permitted, subject t the hazards in the wrking area and activity, and being aware f the risk mitigating actins, but this shall be always recrded in the HSE plan that MOL will preliminarily accept. If the equipment (strage tank, trench, etc.) is free f hydrcarbn (islated, cleaned up, steamed ut, ventilated, etc.), then the number f entrants can be mre than tw (2) by each entry pint. In this case the relevant HSE Plan, and then the permit t wrk will define the number f entrants. The statutry number f watchman (wh cannt be assigned with any ther respnsibility but the watching and eventual rescue while the wrk in cnfined space is ging n) fr ne entry pint will be minimum tw (2) (nly persns assigned fr the cnfined space wrk shall be cunted), and 1-1persn after each cnfined space entry pint. Wrk in cnfined space inside equipment can be perfrmed nly by cntractr (main r subcntractr), which has fr the entry int and wrk perfrmed in cnfined space has the required expert staff (ver 18 years f age, physically fit, authrised in writing), has the required headcunt (staff) available (fr wrk and watchman) has prperly trained emplyees (regarding technlgy, first aid, etc.) has emplyees in health fitness fr wrking in cnfined space, and regarding the technlgy and ther risks, has all machines and wrking equipments in the required status (peridically inspected, in the required classificatin), has all the prescribed prtective and safety equipments (cnsidering the ptential risks) and trained the emplyees fr safely using these equipments. Only thse persns can be assigned fr watchman, wh have been trained fr prviding eventual rescue, are physically fir and have acquired the relevant first aid skills. 22 In case f wrk perfrmed in cnfined space reliable cmmunicatin shall be secured between the emplyees wrking in cnfined space and the watchmen (e.g.: verbal, signal rpe, radi), but when selecting the relevant slutin every circumstance shall be cnsidered (distance, explsinprf znes). Persns watching ther persns wrking in cnfined space shall wear a yellw armband. During the entire wrk prcess mnitring f persns wrking in cnfined space shall be cntinuusly secured, and this will be implemented thrugh cllecting their entry passes r HSE bklets at the relevant entry pints. 8.3 Lifting peratins During lifting peratins carried ut in facilities in MOL Grup using cranes, frklifts and ther lad histing equipments perated and installed by the cntractrs (twer, prtal, mast, etc.), and similar but mbile (trucks, vehicles, caterpillar, etc.) units the relevant requirements specified in 47/1999. (VIII. 4) GM Lifting Machines Safety Regulatin as several times amended. The peratr f the lighting machine wrking in MOL Grup will be allwed t use fr any and all peratins nly lifting machine and ther lad histing equipment which are equipped with the fllwing: safety cmpliance certificate, safety-fcused preliminary inspectin and cmmissining permit cmmissining permit (the peratr will issue), in case f mbile lifting machines: installatin prcedures (plan), peratin instructin in Hungarian language, lading diagram, crane bk (frk lift datasheet) (t be updated regularly), lifting machine lgbk (t be updated regularly), peridical revisins: - pre-shift inspectin (peratr will dcument it in the lifting machine lgbk) - structural inspectin, - main inspectin, - lad test, - safety technlgy inspectin and peridical safety inspectin (if applicable) certificate and test prtcls, and their validity date until the cmpletin date f the cntracted wrk, the prtcl verifying the regular technical maintenance and its results r valid peratin permit. The peratr shall be able t present the abve mentined dcuments at MOL Grup s request. The peratr may exclusively emply persns appinted in writing fr handling and perating the abve mentined machines and equipments in cnfrmity with the relevant laws and regulatins, and the peratr shall be able t present these dcuments. The lifting machine peratr wh enters int and perfrms wrk in MOL Grup area shall prir t starting the lifting peratin deliver the cpies f dcuments verifying the cmpliance f the lifting machines and ther lad histing equipments and their assignment fr wrk t the lcal cmpetent lifting machine fficer f MOL Grup. 23 presented dcumentatins, and register them in accrdance with the valid dcument management regulatin. The validity f the registratin will expire at the calendar year-end, but maximum until the expiry date f the submitted dcumentatins. Prir t starting the lifting wrk the lifting machine peratr shall prepare a lifting plan in the fllwing cases: if he wrks in an area, where safe perating cnditins f lifting machines wrking within each ther s radius shall be prepared, several cranes are wrking at the same time fr the lifting peratin, if the lifting peratin is perfrmed in a envirnment f a public area (public rads, railway tracks), if the lifting machine is installed and perated in the vicinity f ppulated areas (residential buildings) in this case the prcedures f the wners, peratrs r managers f the facilities shall be als fllwed), in case f lifting peratins, where persns are lifted (requirements specified in MSZ /D 86/ cnstructin standards and 47/1999. (VIII. 4.) Law Decree shall be strictly cmplied with), the plan shall cver the entire wrk prcess, if the lad t be lifted exceeds 65% f the nminal lad capacity f the lifting machine (lad capacity range fr the crane bm), if the lad t be lifted exceeds 50% f the nminal lad capacity f the lifting machine, (lad capacity range fr the crane bm) and an eventual breakdwn may jepardise the existing facilities, if a lifting beam r clumn is applied fr the given lifting peratin, if the lad is mre than 15 tn, and this lad is lifted abve existing peratinal facilities, if the lad is mre than 1 tn and this lad is lifted abve r near t existing peratinal facilities, if peple are wrking in the direct vicinity f the suspended lad which is mre than 1000 kg r assembly peratins shall be perfrmed under such lad (fixing/anchring/binding, welding), if lifting peratins are perfrmed in the vicinity f high and lw vltage subsurface electricity verhead line, if the plant manager wh secured the wrking area s request due t the technlgy prcesses ging n in the area, in case f regularly repeated lifting wrk a s-called type-plan can be submitted (e.g. lifting an electric mtr frm the grund level). The lifting plan (lifting technlgy instructin) shall cver the preventin f hazards arising frm the installatin, peratin, cmbined peratin, envirnment, based n the ptential risks. The lifting plan (lifting technlgy instructin) shall include: identifier f the applied lifting machine(s), crane(s), lad capacity f cranes in varius wrking psitins, installatin psitin f the cranes, in accrdance with the scaled lcatin drawing, the applicatin methd f the cranes (e.g. bm was left withut supprt r nt), the applied ther lad histing equipments, chrnlgical sequence f the peratins, mvements and speed, ttal mass f the lad and mass parts per each crane, binding pints and methd f lad fastening, presentatin f the lad path (in space), maximum permissible wind velcity, hazards (e.g. sil cnditins, electricity verhead lines), dangerus areas and the required islatin and lck-ut actins, Date f Issue: /46 Versin number: v1 HSE Appendix f Prcurement Cntracts

24 supplementary safety actins, signals related t the peratins and wrk (infrmatin), their methds and tls, requirements relevant t persns invlved int lifting peratin, their respnsibilities and tasks, and their exact psitins during the wrk, supervisr f cmbined lifting peratin, identificatin f the peratin area, barricade, signpsts and rientatin equipments. In the event a lifting plan is required pursuant t the abve rules, then a cpy f the lifting plan prepared in accrdance with the relevant regulatins and apprved by the lifting machine fficer identified by the rdering party and a cpy f the technlgy instructin shall be submitted t MOL Grup cntact fficer. The cntractr shall infrm the stakehlders n the cntent f the technlgy instructin and this shall be dcumented. 8.4 Wrk at height Law Decree nr. 4/2002. (II. 20.) SZCSM-EüM prescribes the relevant minimum safety requirements applicable nt wrk perfrmed at height n cnstructin sites and in cnstructin prcesses. Law Decree nr. 14/2004. (IV. 19.) FMM t specifies the relevant requirements applicable nt equipments and machines used fr temprary wrks at height. Every activity, where the level f wrk is at least 2 m abve the grund level and there is n antifall prtectin (e.g.: guard/railing 1 m high 3-line prtective guar/railing (upper and middle railing element and ftway), platfrm fr wrk r traffic) shall be qualified as wrk at height. In this case appraching the wrking site and the wrk itself might be cnditinal and dangerus, thus the fllwing requirements shall be cmplied with: as far as pssible, wrk shall be perfrmed standing n a firm psitin (installed platfrm), where the persn is prtected with a minimum 1 m high 3-line guard/railing against falling, if there is n installed platfrm, the fllwing ptins will be available: - t cnstruct a standardised scafflding (standardised walkway, 3-line prtective guard/ railing), where the wrking area can be safely apprached and the wrking site is als safe fr mvement and wrk perfrmance, - using ladders secured against slipping r skidding fr appraching the wrking level and perfrming shrt lead-time rutine-type wrks (t apply simple and light tls e.g.: screwdrivers) up t 2 m height. - use f anti-fall prtectin. When selecting the persnal prtectin equipment, the fullbdy harness shall be always used. The use f simple waist belt is NOT permitted. The methd fr fixing the equipment t the pint f fastening shall be selected in accrdance with the wrk type. This can be secured by using a psitining Y rpe r an anti-fall harness fixed t a higher pint r rpeway. When selecting the persnal prtective equipment, cnditins f the given wrk shall be always cnsidered (e.g.: in case f wrk within explsin-prf zne, exclusively anti-static bdy harness and anti-fall harness shall be used). 25 If the wrk in an area higher than 2 m can be perfrmed nly by remving r breaking up the safety elements (railing) r leaning thrugh such railing, then anti-fall prtective equipments shall be used. Pints f fixing/anchring shall be selected s that they have the required lad capacity and be preferably psitined abve the persn at wrk. When the anti-fall harness is selected, the height f the wrking level and the pint f fixing/anchring abve the grund level (r versus the structure belw) shuld be cnsidered in rder that the emplyees fall can be stpped belw befre hitting t the grund withut the persn s injury. A wrk at height is qualified as dangerus activity, thus minimum 2 persns will be required. These persns shall have a perfect health status (fr wrk at height), and they shall be trained fr using the relevant prtective equipments. In case f wrk height all tls, spare parts and machines shall be psitined (machines shall be fixed) s that they can cause n additinal risk if they may accidentally fall. During the perid f wrk perfrmance traffic under the wrking area shall be secured r restricted thrugh rganisatin f wrk. If machines r equipments are installed under the wrking level, then they shall als be prtected against eventually falling bjects. The cmpany perfrming the wrk will be respnsible fr and bliged select the persnal prtective equipments used fr the wrk at height, prviding them fr the emplyees, regular inspectin and dcumented training regarding the use f such equipments. Qualificatin f the equipments and dcuments f their peridical inspectin shall be made available n the spt f the wrk r at ther available lcatin in rder that these dcuments can be presented fr any eventual audit. Damaged prtective equipments r if they were nt peridically inspected shall NOT be used. If ladders are used the 3-pint cntact shall be always permanently secured. When a wrker mves using the ladder he shall NOT carry any wrking equipment in hands, and perfrm any wrk frm the ladder, and fr this purpse a tl carried r tailr-made hlder shall be used. Scafflding and ladders shall be installed n slid fundatin r base, and, if required, they shall be fixed against falling. 8.5 Earthwrks Earthwrk is qualified as an activity, when manual r machine interventin is perfrmed at least in 30 cm depth versus the riginal grund level (earth remval, drilling, pile driving, terrain arrangement). Law Decree nr. 4/2002. (II. 20.) SZCSM-EüM cntains the general rules fr sil wrking and earthwrks. 26 qualified as high HSE risk peratin and a cnfined space permit shall be btained if any human activity is perfrmed in the area. In case f earthwrk invlving machines the peratr shall prvide the detailed map fr the given area, as the appendix f the rder. If the earthwrk may crss the line f a sub-surface facility r it is clser than 1 m, an explratry trench shall be prepared at a depth f the planned earthwrk plus 20 cm. This explratry trench shall be prepared manually maintaining a gradual prgress. Once the signalling band r cver sil is reached, pickaxe shall NOT be used, and intensified attentin and carefulness shall be secured fr the subsequent excavatin wrks! Earthwrk using machines shall be perfrmed nly with apprpriate cnsideratin and care. In areas, where manual excavatin is prescribed n wrk using machines is allwed. In case when machine is used fr the wrk ne (1) head watchman shall be secured, wh will supervise the wrk perfrmed by the machine beynd the effect radius f the machine in rder t prevent and avid any eventual damage t the pipeline r cable that are nt shwn n the maps. If the cntractr identifies any unidentified pipeline, cable r bullet/grenade in the cnstructin area, then it shall immediately stp the wrk and infrm the technical supervisr, the area manager, and the cmpetent manager wh rdered the wrk. The cntractr shall recrd this situatin int the cnstructin lgbk. Every cable and pipeline fund undergrund shall be regarded as energised, r under pressure, respectively as lng as it has been identified and nt energised and de-pressurised. Cable with damaged insulatin r cut cables shall NOT be tuched due t risk f electric shck. In case a cable and pipeline is cut r damages, it shall be immediately reprted t the peratr s cntact fficer. The event shall be recrded int the cnstructin lgbk. The lcatin f default/deficiency shall be marked / barricaded with gd visibility methd, and shall nt be cvered with earth/sil. Interrupted earthwrk can cntinue nly if it expses n hazard and this is cnfirmed by a specialist expert, and the area manager apprves such cntinuatin, als mdifying the cnditins f wrk, if s required. Re-filling wrk can start nly hlding a new permit (t start wrk, t lit fire, cnfined space entry). Prir t starting re-filling wrk the Crprate Security s representative shall be infrmed. In case f earthwrk the wrking trench shall be prepared in accrdance with the requirements specified in Law Decree nr. 4/2002. (II. 20.) SZCSM-EüM in rder that the lifted earth cannt fall back int the wrking trench (thrugh installing a 0,5 m rupture plane), wrk trenches walls can be secured against falling r cllapsing (with timbering r apprpriate slping), the chance fr safe escape frm the wrking trench can be always secured fr the emplyees in case f danger under all cnditins (this shall be typically secured with a ladder, which shall remain in its place thrughut the peratin.). In case f earthwrk the cnstructin lgbk shall be kept (bligatry), and the cntractr perfrming the earthwrk will be respnsible fr ding s. 8.6 Dangerus equipments primary pening f vessels (equipments) Every pening f vessels r equipments which during rdinary peratin may prduce dangerus material/sediment and when pening this in itself expses hazard (e.g.: txic catalyst), r if cntacting air it may lead t a risk (e.g. cntact f pyrphric material with air). These activities will always qualify as activities subject t HSE Plan, and during such wrk the fllwing rules shall be cmplied with: prbability f leakage r release f materials and energy etc. int the pen air during the activity shall be assessed, including its ptential cnsequences, capture, strage and treatment f the leaking materials shall be secured, apprpriate prtective equipments shall be secured fr persns perfrming the wrk based n the eventually leaking materials; if required by prviding a full-bdy prtectin clthes, and a self-cntained clsed circuit respiratry equipment, persns at wrk shall be infrmed n ptential hazards, if presence f pyrphric material can be assumed, then cntinuus watering shall be secured, Date f Issue: /46 Versin number: v1 HSE Appendix f Prcurement Cntracts

28 gas cncentratin test shall be secured fr the leaking cmpnents, the wrking area shall be delineated in accrdance with the cnditins and entry f unauthrised persns shall be prevented, minimum tw persns with the required cmpetencies shall perfrm the wrk and wh have been trained regarding the risks related t the wrk prcess, and have the required prtective equipments, if the wrk includes the pening f several equipments, then the cntractr shall apply fr the relevant permit fr each such equipment. 8.7 Chemical clean-up wrks Using dangerus chemical materials (txic, harmful, irritating, explsive, inflammable, xidising, crrsive, dangerus t the envirnment) fr clean-up wrk/washing/rinsing f technlgy equipments in which nt nly clean water was/culd be under rdinary circumstances. The chemical clean-up wrks require permit t wrk even in case f area hand-ver. Cleaning the technlgy equipments with chemical treatment is qualified as activity invlving dangerus materials and preparatins, thus during the wrk prcess the cntractr shall cmply with the requirements specified in Act XXV f 2000, the Chemical Safety Act (Kbvt). Wrk invlving dangerus material/preparatin (chemical treatment) can be perfrmed nly, if: the dangerus material/preparatin has the required safety data sheet, and bth the material and the activity have been reprted t the cmpetent authrities, the risk assessment fr the parameters/qualities f the dangerus material/preparatin and the nature f the relevant activity has been prepared, and the actins pursuant t its findings and required fr risk management (t avid, prevent r mitigate t tlerable levels) have been implemented, emplyees perfrming the wrk are cmpetent and qualified fr the activity, and are aware f the risks, just like ther stakehlders, n carcingenic cmpund will be applied during the activity. This activity may be perfrmed in MOL Grup area in cnsideratin with the fllwing: The system shall be clsed regarding the circulating liquid, whereas the rdering party will decide n the need fr a clsed system regarding the leaking r emerging gas, based n the cnditins! If release f directly txic (e.g.: hydrgen sulphide) is pssible, the system shall be clsed als fr gas s that the released gas can be neutralised in the technlgy, r the released gas can be safely captured and remved. Hwever, if the emergence f a nn-directly txic gas is pssible (e.g.: carbn-dixide in an pen space!), then there is n bligatin fr installing a clsed technlgy, and the peratr s apprval shall be always btained. Thrughut the peratin minimum tw (2) self-cntained clsed circuit respiratry equipments shall be secured n the spt, if dangerus gases may be released. Prtective equipments shall be used (as bligatin) during critical peratins (e.g. clean-up wrks invlving the appearance f dangerus r majr vlume f gas), and during rescue peratins. During the activity a cntinuus persnal air analyser unit shall be used including an instrument calibrated fr the eventually emerging gases, and this instrument shall be lcated in the vicinity f the breathing zne f the persn at wrk (e.g. fixed nt his clthes). 29 Dangerus area/space shall be indicated with a physical delineatin/barricade in rder t prevent entry f unauthrised persns. Strage vessels used fr circulating chemicals shall be installed at an area with gd ventilatin and quick and safe accessibility. The cnnecting hses shall be equipped with fix cnnectins t prevent eventual dislcatin. Wind bag, etc. shall be installed in the direct vicinity f the activity. The manager issuing the permit will prvide infrmatin t the applicant f the permit n the dangerus materials in the technlgy system by filling-in the Operatr s data sectin f the chemicals clean-up data sheet. The manager issuing the permit will prepare and submit a prpsal (by filling-in the Cntractr data sectin f the data sheet) n the applied technlgy prcess (the data sheet will nt substitute the elabratin f the detailed technlgy and the related risk assessment). Persns identified in the Apprval sectin f the data sheet will verify the apprval f the prpsal. Hazards and risks caused during the chemicals clean-up wrk caused by the used dangerus materials shall be cnsidered (based n the safety data sheets) and prtectin shall be secured against the harmful effects thrugh rganisatinal actins, cllective r individual prtectin (face and eye prtectin, hand prtectin, breathing prtectin, etc.), and these actins shall be als described in the HSE plan and the permit t wrk. Presence f harmful and txic materials that may be released during the clean-up wrk shall be als cnsidered, in additin t the used dangerus materials. The chemicals clean-up data sheet is available at the fllwing link: In case f wrking envirnment, where vapurs f txic and harmful materials might be present, respiratry equipment shall be used. In case f wrk in cnfined space and envirnment shrt f O 2 exclusively clsed circuit respiratry apparatus can be used. Respiratry equipment based n ther filtering methd can be als used, if the nminal prtective factr f the breathing prtectin can secure the required level f prtectin against the emerging dangerus vapurs. In an atmsphere full f inert gas nly clsed circuit respiratry apparatus equipped with dual safety respiratry system can be used. Chemicals clean-up wrk shall nt be perfrmed alne even if the prcess is clsed and fully autmated. During the activity permanent gas cncentratin test shall be required in the breathing zne fr the eventually emerging gases and vapurs and O 2. Dangerus area/space shall be indicated with a physical delineatin/barricade in rder t prevent entry f unauthrised persns. 30 In case f high-pressure clean-up systems transfrmatin f energy may expse certain hazards and individual prtectin shall be always used as prtectin against such hazards. In case f high-pressure waters clean-up wrk r bead (abrasive) blasting the fllwing supplementary persnal prtectin shall be used: full-face prtectin respiratry equipment (in case f bead (abrasive)blasting) hand prtectin (against chemical and mechanical effects) prtective clthes. The cause f this hazard might be the direct water r bead jet and particles flying back frm the surface. In case f bead (abrasive) blasting with rdinary quartz might cause silicsis, thus it is extremely imprtant t select the apprpriate respiratry equipment. In case f bead (abrasive) blasting in cnfined space exclusively clsed circuit respiratry apparatus shall be applied. 8.9 Scafflding wrks Scaffldings shall be designed, prepared and maintained s that they cannt cllapse r be dislcated. They shall be cnstructed exclusively using standardised elements. Scafflding fr wrk, planks and scafflding ladders shall be prepared s that they can prevent emplyees and ther persns staying in the vicinity f the wrk fall and that they can secure prtectin against falling bjects. Law Decree nr. 4/2002. (II. 20.) SZCSM-EüM specifies the general safety rules fr scafflding. Every wrking level, ramp, passageway higher than 2 m shall be equipped with prtective railing (minimum 1 m high 3-line prtective railing (with upper and middle railing element and ftpath). Size, dimensin, shape and structure f scafflding: it shall meet the type f wrk, it shall have the planned lad capacity (the maximum lad capacity shall be displayed), it shall allw safety wrk perfrmance and mvement. The persn authrised fr inspectin (emplyee f the cmpany that cnstructed the scafflding) shall inspect the scafflding and it shall be dcumented: prir t cmmissining, in case f structural mdificatin r de-cmmissining, after unfavurable weather (strm, earthquake, etc.), after every accident r safety event that culd have had effects nt its structural elements r stability, in case f a lnger interruptin in use (after 1 week the inspectin shall be repeated and dcumented). 31 The exact time and results f the inspectin shall be recrded in writing. The scafflding can be cmmissined nly if its results are satisfactry and in accrdance with the relevant permit. During the peridical inspectin the status f the eventually damaged scafflding shall be secured with supplementary bracing, binding and fixing, and fastening the screws. The scafflding can be used again nly after cmpleting the said actins. The inspectin shall cver the fllwing: cmpliance with the scafflding plans, durability and stability f the structural elements (e.g.: fundatin, splicing, bracing, binding and fixing), safety equipments (e.g.: ramp, railing, ftbard, lad capacity, ther signage, fire prtectin, lighting prtectin, lights). In additin t the dcumented inspectins, daily audits shall be held prir t starting the wrk, and this will be the respnsibility and bligatin f the emplyees and the supervisr wh directly cntrls the wrk. A scafflding plan shall be prepared fr erecting the scafflding, except buck scafflding made f elements defined in the prduct standards, ladder scafflding nt higher than 20,0 m and made f metal designed and erected fr a lad capacity nt higher the 2000 N/m2. Scafflding made f elements defined in the prduct standards can be erected based n a structural layut plan, ladder scafflding nt higher than 6,0 m and made f metal designed and erected fr a lad capacity nt higher the 2000 N/m2. If a plan is required fr erecting the scafflding, the party rdering the wrk shall supply the required data and prepare r rder the plan. Issuer f the permit (peratr) required fr wrks n installed scafflding shall be always enabled t get access and lk int the layut plan f r the structural layut plan the scafflding and the written dcumentatin f the preliminary inspectin. Permit t wrk can be issued nly the abve are secured. Mbile (rlling) scaffldings shall be fastened prir t use against dislcatin. When mbile scafflding is mved, the fllwing shall be taken care f: during its mving, n persn is allwed t stay n the scafflding, its height shall be reduced t maximum 4 m, all electricity cables r lines r technlgy elements shall be checked alng the planned ruting and the need fr a smth surface shall be als cnsidered. The width f the flr f the scafflding cannt be less than 0,6 m. The width f the flr shall be adjusted t the width f the scafflding frame. The scafflding shall be fastened using perpendicular stiffeners (crss braces). Special ladders r stairs shall be used fr appraching the scafflding, and these shall be fixed against falling. 32 Minimum tw (2) persns shall be secured fr erecting the scafflding. Scafflding cnstructin r demlishing wrks can be perfrmed nly under the supervisin f persn wh has the prescribed prfessinal qualificatin (as specified by laws) and authrity fr actin, and wh is als respnsible fr ensuring cmpliance with the safety prcedures. Every emplyee invlved int the scafflding wrk shall use the prescribed persnal prtective equipments and safety prtectin equipments, and the cntractr shall prvide these equipments and ensure that they are used and wrn. Every rganisatin and persn perfrming scafflding wrk shall strive fr high-quality and crdinated wrk thrugh enhanced care and disciplined wrk rganisatin, irrespective whether the scafflding is used fr itself r thers. Every scafflding cnstructin wrk can begin nly in pssessin f the valid "Permit t Wrk " issued by the area manager, and ensuring full and strict cmpliance with the relevant prvisins. Prir t cnstructing scaffldings (pipe scafflding, frame scafflding) erected with elements specified by Hungarian prduct standards and elements f scaffldings mentined in the fllwing sectins, the cntractr shall regularly inspect: cmpliance with standards; visual inspectin and lad capacity test f scafflding planks, ladders, pipe clamps, ther scafflding elements and accessries, hanging r suspended scafflding, rpe ladders; peridical test and marking prescribed by standards, and nly scafflding erected frm inspected elements (including their dcumentatin in writing ) can be cnstructed. (t be specified in the cntract). In case the scafflding is erected using mdern pre-fabricated elements that are nt included in the prduct standard (e.g. Layher, Krause, Plettac, Hünnebeck, etc.) it shall have an applicatin dcument issued by the fficial certificatin rganisatin, and an peratin instructin and cnstructin technlgy descriptin prepared by the manufacturer r distributr, (and translated nt Hungarian language). The cntract shall blige the relevant party t present this dcument. The scafflding, irrespective f size and dimensin, can be used nly after the receptin f the Scafflding hand-ver/take-ver prtcl specifically prepared and intrduced fr this purpse. The party cnstructing the scafflding will be the delivering party, and party rdering the wrk will be the accepting party. The cmpletin reprt f the scafflding can be submitted nly after the prtcl is drawn up. If this prtcl is missing, r the scafflding is nt in full cmpliance with the requirements, n wrk is permitted n this scafflding! If the cntractr erects the scafflding fr its wn purpses, the prtcl shall be still drawn up. Perfrmance can be verified nly by attaching the duly signed prtcl. Emplyees using the scafflding shall nt change the scafflding structure n their wn initiative, and nly the builder f the scafflding will be entitled t d s! If any f the emplyees finds that the scafflding may expse a surce f hazard, this shall be immediately reprted t the wrk supervisr, and he shall prpse an actin Radiactive activity The cntractr shall reprt the radiactive activity prir t starting the wrk. Wrking alne is frbidden in the fllwing activities: wrk in cnfined space (in shaft/cellar, strage tank, high-pressure vessel, trench with 1,2 m depth r deeper), and in vertical cylinder strage tank equipped with flating rf, if the emplyer shall g ut t the strage tank rf, primary pening f dangerus equipments, chemicals clean-up wrk wrk in explsive air, e.g. wrk that requires pening f the pressurised parts f the technlgy system, emergency trans-lading peratins, cutting the technlgy and its accessries, drilling under pressure, welding, and strength test and tightness pressure test, ht wrk, wrk at height higher than 2 m (n ples, clumns,, scafflding), wrk in energised places (in electricity peratr rm, switching rms in electricity plant), peratin with aggregatr during the wrk, material mvement using machine, lifting lads, revisin and maintenance f installed signal and alarm systems aiming at prtectin f life, and pressure islatin equipments / valves, in case f ther wrks s defined by the issuer f the permit t wrk, marshalling railway wagns, scafflding cnstructin wrks, ther wrks that require energy islatin, physical wrk perfrmed n the technlgy area. The permit issuer shall always make sure that headcunt required fr the given wrk is available (e.g.: prir t issuing the permit t wrk) Traffic rules There are specific and individual traffic rules in effect in every MOL Grup site regarding the speed limit. The security service is authrised fr hlding regular speed limit cntrl f vehicles using radar equipments. Drivers wh may breach the speed limit may face penalty. Rules f the Traffic Cde will be applied nt traffic within sites and ff-sites, and line-bund wrkplaces. Dcuments t be kept n the wrking site The cntractr shall keep and present at audits the fllwing dcuments at the wrking site: permit t wrk, MOL entry pass issued n the emplyee s name and als shwing the cntractr s name (where the has been intrduced), HSE bklet, dcument(s) in accrdance with the type and cnditins f the perfrmed wrk activity, verifying the qualificatin and cmpetences required fr the relevant wrks, and the relevant valid written permit(s), valid dcument verifying valid the ccupatinal-health fitness, wrking area hand-ver/take-ver prtcl (if there was any such hand-ver), the apprved HSE plan (in case f critical activity), safety data sheets f dangerus materials and dangerus preparatins used during the wrks, permit, license and certificate depending n the type r nature f the given activity, and arising frm r related t the legal regulatin r ther external r MOL internal regulatins, the prtcl drawn up fr the last gas cncentratin calibratin test, if there is n identifiable signal r mark fixed nt the instrument related t the test, the updated list f wrking equipments used fr the wrk and bliged fr peridical inspectin, and dcuments verifying the last inspectin k (e.g.: lifting machine lgbk, peridical inspectin prtcls, etc.), in case f cnstructin r demlishing wrk: cnstructin lgbk. 10. MOL Grup HSE audits and ptential cnsequences The cntractr accepts that during the wrk, MOL Grup s representatives will perfrm n-thesite audits in rder t audit the cmpliance f the wrk with the relevant regulatins, and it will cperate in such audits. These audits are fcusing nt ensuring cmpliance with the requirements specified in the effective and relevant laws and in MOL Grup HSE regulatins. The cntractr accepts that MOL Grup will be entitled t impse the fllwing sanctins fr events f nn-cmpliance identified and dcumented during the n-the-site audits, subject t the weight f the given event f nn-cmpliance: t call upn fr supplementing the missing dcument, etc. (immediately, r by a deadline) t rder t repeat the HSE training t cancel / withdraw the permit t wrk t impse a HSE penalty t ban the cntractr s emplyee(s) frm entry int MOL Grup site fr a definite perid t terminate the cntract with immediate effect. The cntractr accepts that MOL Grup may impse HSE penalties described in Attachment 1. nt the cntractr fr event f nn-cmpliance identified during the n-the-site audits. Causing and reprting HSE events and eventual cnsequences The cntractr shall reprt every fire, accident, near miss, envirnmental pllutin, extrardinary event, technical accident and traffic accident t the manager f the wrking area r technlgy area (Operatr) and t the rdering party (the persn, wh was defined in the cntract as the rdering party s representative) that happen in the wrking area, and during the wrk perfrmed by itself r its sub-cntractr, and such reprt shall be later repeated als in writing. The cntractr shall supply any and all data and details required by the representative f rdering party and the Operatr in rder that it can enable the preparatin f all reprts and dcuments fr the rdering party. The cntractr shall invlve the HSE the representative f rdering party int the accident investigatin prcess thrugh cnsultatins, and deliver a cpy f the investigatin prtcl t this persn. The cntractr shall recver the cst arising frm the damage caused by the cntractr r its subcntractr int assets in MOL Grup area (buildings, technlgy equipments, vehicles, rads, barriers f the entry system, ther engineering bjects, etc.) and such cst shall be directly paid thrugh immediate invicing based n the prtcl drawn up when such damages incur. The cntractr shall reprt all events f damage and crime against prperty t the lcal security service. If any emplyee f the cntractr r its sub-cntractr causes technical accident, fire r explsin in MOL Grup area, the cntractr shall recver, in additin t the direct damage r lss, als the cst related t the technical interventin and fire fighting n behalf f MOL Grup r its fire brigade (fire fighting materials, used technical and human resurces, etc.). 12. Actins in case f emergency The cntractr shall get acquainted with the rules f the alarm system in effect in the site, the methd f alarm, assembly and lck-up places, emergency phne numbers, and the expected rule f cnduct. Rules f the alarm system f each MOL Grup site are available at the fllwing link: Waste treatment, materials strage and husekeeping The cntractr shall depsit all dangerus and nn-dangerus wastes wned by the Operatr and generated r prduced during wrk perfrmed at MOL Grup sites, plants and units at the cllectin site designated by the Operatr in an envirnmentally-friendly manner. N waste wned by the Operatr may be transprted frm MOL Grup site. The cntractr shall cllect all wastes generated r prduced during its activity and in its wnership (e.g. paint bxes, aersl cylinder, ther packaging materials, cmmunal wastes) at the wrking site, in an envirnmentally-friendly manner and having the relevant label r signage, and transprt such waste frm the site at the cnclusin f the daily wrk. 36 The cntractr shall cntinuusly ensure the prper husekeeping in the wrking area during the wrk perfrmance, and t maintain perfect status f the wrking area thrughut the weekly and the entire wrk prcess in respect f safety and fire prtectin, with cnsideratin t the regulatins applicable nt treatment and strage f wastes. The hand-ver and take-ver f wrk can be perfrmed nly in case f fully acceptable husekeeping in the area. 14. ADR requirements related t the transprtatin f dangerus gds and dangerus wastes The cntractr shall ensure that all dcuments (ADR training certificate, driving license in the required categry) permits and licenses (apprval dcuments fr the relevant transprted gds) required fr the perfrmance f the present agreement and prescribed by laws and regulatins are available, thrughut the term f the agreement. Transprtatin peratins can be perfrmed nly staff having the relevant and valid qualificatin required by the effective laws and regulatins. The cntractr will be respnsible fr ensuring the transprt peratins are perfrmed by emplyees, wh are aware f and cmply with the traffic cde, i.e. the Law Decree nr. 1/1975. (II.5.) KPM - BM (hereinafter referred t as: KRESZ), and if required Act CXXVII. Of 2003 prvisins f the Law n Excise Duty and distributin f excise duty prducts (hereinafter referred t as: Jöt.), and f the Nemzetközi Közúti Szállításáról szóló Európai Megállapdás, including its amendments in effect (hereinafter referred t as: ADR) prmulgated by the Law Decree nr. 19 f n the transprtatin f Dangerus Gds (mineral il prducts), and transprtatin by tanker truck, and have acquired the treatment and handling f lading equipments at the supplies and clients site and the dwnlading equipments perating n the destinatin. The cntractr will have exclusive and full liability fr the legal cnsequences f vilating this bligatin and the damage caused t the rdering party by such vilatin. The cntractr will assume the bligatin fr ensuring the transprtatin f prducts/gds in accrdance with the prvisins f the valid ADR and Jöt. The cntractr shall always btain waybills (and the attached dcuments), and ADR accmpanying dcuments (ADR transprt dcument and Emergency Infrmatin Sheet, hereinafter referred t as: VIL) prescribed and required by the relevant and effective laws and regulatins fr the transprtatin f gds and with the relevant adapt cntent. Accmpanying dcuments arising frm the sender s bligatin shall be required frm the rdering party in due time, but the cntractr shall receive them at the pint f delivery when the gds are delivered, as the latest. The cntractr shall keep these dcuments at hand when the gds are transprted. Actins will be required t ensure that the cntractr s vehicles can be equipped with gd visibility signage and markings in cnfrmity with the transprted gds, i.e. signage and labels indicating the danger if required. The cntractr can use fr transprting dangerus gds nly tanker trucks suitable fr lading. The equipments installed nt the tanker trucks shall cmply with the effective laws and regulatins and ADR prcedures. The cntractr shall emply the services f and assign a dangerus gds transprtatin advisr in accrdance with the Gvernment Law Decree nr (I.11.) and send the agreement cncluded with this advisr r his appintment within 15 days fllwing the cnclusin f Date f Issue: /46 Versin number: v1 HSE Appendix f Prcurement Cntracts

37 agreement r appintment in writing t the rdering party s dangerus gds transprtatin advisr. Hwever, the rdering party will retain the right fr ensuring that its wn safety advisr(s) can evaluate the transprtatin activities f the cntractr regarding transprting the dangerus gds. The cntractr will be expsed t the legal cnsequences arising frm the fact that such advisr is nt emplyed, and this will be qualified as a breach f cntract. The cntractr will acknwledge that it is respnsible fr ensuring that emplyees and subcntractrs will cmply with the laws and regulatins relevant n the emplyment f expatriates. The rdering party will be entitled but nt bliged t check cmpliance with the requirements. The cntractr will be respnsible fr ensuring that its emplyees hlding freign citizenship can always be in pssessin with the required dcuments. The cntractr cannt use emplyees fr perfrming the agreement wh d nt have valid wrk permit. The cntractr will have exclusive and full respnsibility fr the legal cnsequences f vilating this bligatin and fr damages caused by this t the rdering party. The cntractr shall regularly cntrl and audit, invlving the dangerus gds transprtatin advisr if and when required, that the tanker trucks and their drivers, and equipments and machines prescribed in the ADR and the Traffic Cde can fully cmply with all relevant regulatins. The cntractr shall draw up a prtcl n this audit and infrm the rdering party n the results and findings. The rdering party and its safety advisr will be entitled t cntrl at any time whether drivers f trucks transprting dangerus gds perfrm their wrk in cmpliance with the relevant regulatins, the vehicles have the status prescribed in the relevant legal regulatins, and ask fr the relevant dcuments. As per the bligatins prescribed in the ADR, the cntractr shall ascertain that the transprted prducts/gds can be indeed transprted in accrdance with the ADR standards. He shall als ascertain that all the prescribed dcuments are available n the vehicles. He shall make sure by visual inspectin that the vehicles have n deficiency r default, the tank is nt leaking, there is n rupture r crack n its wall and nne f the required equipments is missing. He shall inspect the expiry date f the peridical inspectin dcument f the tanker truck, and ensure that the vehicles are nt ver-laded, the prescribed marks, signs, labels and bards are displayed n the vehicles. The cntractr shall ensure that the rdering party, and, if required, the cmpetent authrities and the insurance cmpany f the rdering party, can immediately receive a reprt n all extrardinary events. Such events will primarily include bjectins raised by the cmpetent authrities, accidents, envirnmental damages, etc. The rdering party will demand the cntractr t cntact the rdering party s dangerus gds transprtatin advisr in every issue in cnnectin with the transprtatin f Dangerus Gds and affecting the rdering party if these issues may lead t a dispute. The cntractr shall immediately reprt all the detected actual r assumed deficiencies affecting the rdering party t the rdering party. If the cntractr receives an instructin that may jepardise the safe perfrmance f the transprtatin peratin, it shall reject this transprtatin, and reprt the case t the rdering party s dangerus gds transprtatin advisr. 38 The cntractr shall cmply with the rdering party s lcal regulatins applicable nt the given site. The cntract shall send in advance the updated list f the vehicles transprting the Dangerus Gds (plate numbers) and the names f the truck drivers the rdering party s dangerus gds transprtatin advisr. In case f any change in these data, the cntractr shall reprt it t the rdering party s dangerus gds transprtatin advisr. Dangerus waste may be transprted nly with the peratin permit issued by the cmpetent Authrity f Envirnmental Prtectin, Nature Cnservatin and Water Management (KTVF). During the transfrmatin peratins requirements specified in the Gvernmental Law Decree nr. 98/2001. (VI.15.) decree shall be fllwed. The cntractr may transprt nly dangerus waste cvered by the relevant permit, further it shall agree nt t exceed the limit vlumes specified in the permit. The cntractr shall reprt in writing t the rdering party any and all changes ccurred versus thse shwn in the permit issued by KTF prir t the cnclusin f the present agreement. When dangerus wastes are transprted, the cntractr may start the transprtatin nly, if it has checked the s-called SZ dcument issued by the rdering party, and fund that these data are crrect and relevant t the given gds. This SZ dcument will escrt the transprt all the way. The 4 th cpy f the SZ dcument will remain at the rdering party. The cntractr will cllect and keep the 1 st, 2 nd and 3 rd cpies tgether with the ther required dcuments thrughut the transprtatin prcess. The addressee (the receiving party) will verify the delivery by signing the said dcument and keep the 2 nd cpy fr dcumentatin, whereas the 1 st and 3 rd cpies will be left at the addressee (the receiving party). The receiving party will return 3 rd cpy after accepting the dangerus waste t the rdering party, thus cnfirming the acceptance f the dangerus waste t the rdering party. The cntractr can deliver the dangerus waste nly t parties that have valid permits frm the cmpetent authrity. The prvisins f the effective ADR and the Gvernmental Law Decree nr. 1/2002. (I.11.) will apply n every ther issues related t the transprtatin f Dangerus Gds and nt addressed here in detail (Gvernmental Law Decree nr. 1/2002. (I. 11.)n the standardised prcess applicable n the transfrmatin f dangerus gds n rad). Every prvisin defined abve and relevant t the transfrmatin f dangerus gds n rad by the parties will apply nt every third party and sub-cntractr invlved int the peratin by the cntractr.
