1 I. Purpse 1300 W. Park Street Butte, MT mtech.edu Persnal Prtective Equipment Prgram The purpse f the Persnal Prtective Equipment Prgram is t define the basic elements and respnsibilities f the prgram in rder t ensure the safe and apprpriate use f persnal prtective equipment n the Mntana Tech campuses. This prgram will ensure cmpliance with the regulatins gverning persnal prtective equipment, OSHA 29 CFR , 133, 135, 136 and 138. II. Definitin Persnal Prtective Equipment (PPE) means any equipment r clthing designed t create a barrier t prtect a persn frm chemical, physical r mechanical hazards. PPE includes, but is nt limited t, chemical gggles, plain and prescriptin safety glasses with side shields, face shields, welder s helmets, glves, chemical aprns, prtective suits, prtective ftwear, chemical bts, hearing prtectin, respiratrs, and hard hats. III. Respnsibilities A. Deans, Department Heads, Prgram Managers, and the Physical Facilities Directr r their designee are respnsible fr: 1. Identifying persnnel and/r tasks in their areas that may require the use f PPE. 2. Requesting that Envirnmental Health and Safety (EH&S) perfrm a hazard assessment when apprpriate and necessary. See Appendix A fr Hazard Assessment frm 3. Requesting any required training frm EH&S. 4. Prviding PPE determined by the hazard assessment. 5. Enfrcing the use f required PPE. B. Office f Envirnmental Health and Safety is respnsible fr: 1. When requested, perfrming hazard assessments f wrk areas t determine if hazards are present r are likely t be present. 2. Prviding the written certificatin required fr any assessments perfrmed. 3. Assisting in the prper selectin f PPE. See Appendix B fr guidelines. 4. Prviding the required training fr any persnnel wh must wear PPE. See Appendix C fr listing by jb classificatin. 5. Maintaining hazard assessment and training recrds. 6. Reviewing and updating this prgram as apprpriate. C. Mntana Tech Emplyees are respnsible fr: 1. Using nly department-issued r department-apprved PPE. 2. Wearing all required PPE in accrdance with any training received, maintaining PPE in clean serviceable cnditins at all times, and replacing any defective PPE. 3. Attending all required training. 1

7 Guidelines fr Selecting Persnal Prtective Equipment (PPE) Wrk-practice cntrls shuld be implemented befre utilizing PPE t cntrl wrker expsures t hazards in the wrkplace. This is based n OSHA s hierarchy f cntrls which includes: engineering cntrls, administrative cntrls and wrk-practice cntrls. PPE alne shuld nt be relied n t prvide prtectin against hazards. PPE shuld be used in cnjunctin with engineering cntrls and administrative cntrls. PPE is viewed as the last line f defense Factrs t cnsider when selecting PPE: Familiarize yurself with the ptential hazards in the area and the types f PPE that are available Cnsider the hazards assciated with the envirnment (impact velcities, masses, prjectable shape, radiatin intensities, etc.) Cnsider the fllwing basic hazard categries: Impact (falling/flying bjects) Penetratin (sharp bjects piercing ft/hand) Cmpressin (rll ver r pinching bjects) Chemical expsure (inhalatin, ingestin, skin cntact, eye cntact r injectin) Temperature extremes (heat/cld) Dust/flying debris (grinding, chipping, sanding, etc.) Radiatin (nn inizing: UV/IR/light, welding, brazing, cutting, furnaces, etc.) Nise (mechanical rms, machines, jackhammers, etc.) Electrical (shck, shrt circuit, arcing, static) Select PPE that ensures a greater level f prtectin than the minimum required t prtect wrkers frm the hazards. Fit the wrker with the PPE and give instructins n its use and care. It is very imprtant that wrkers be made aware f all warning labels and limitatins f their PPE. Based n the hazard assessment fr (Jb Classificatin), the fllwing PPE is required: Head Hazard Jb PPE 7

10 Appendix B Head Prtectin/Hard Hats Persnal Prtective Equipment General Guidelines fr Selectin and Use 1. Hard hats must be used in areas where a reasnable risk exists fr injury t the head. 2. Hard hats must cmply with ANZI Z Hard hats shuld nt be wrn ver a hat r cap. Special hard hat liners are available if necessary fr prtectin frm cld weather. 4. Hard hats shuld be inspected regularly. Replace the hard hat if it has a crack r hle, r if it has sustained a heavy blw. D nt drill r cut hard hats. 5. Nn-cnductive hard hats (class B r C) are required fr prtectin frm electrical hazards. Eye and Face Prtectin 1. Eye and face prtectin must be wrn in areas where a reasnable r bvius risk exists fr chemical splashes, flying bjects r physical hazards that culd result in an eye r face injury. 2. PPE fr eye and face prtectin must cmply with ANSI Z Fr flying particles, safety glasses with side shields r gggles may be specified fr prtectin. Face shields ver gggles may be required t prtect against a high vlume f flying bjects. 4. When wrking in a lab where chemicals are being used, chemical splash gggles must be wrn. 5. Side shields cannt be remved frm safety glasses. 6. Nrmal prescriptin glasses d nt prvide adequate prtectin frm injury t the eye and d nt meet ANSI eye prtectin specificatins. Safety glasses must be wrn ver regular prescriptin glasses, r prescriptin safety glasses may be btained, but they must have side shields. 7. Inspect eye and face prtectin frequently fr cleanliness, prper fit, and scratches that impair visin. Adjust, replace r have repaired as needed. 8. Cntact EH&S if yu wear cntact lenses and need t use eye r face prtectin. Hand Prtectin 1. Hand prtectin must be wrn when necessary t prtect against chemical expsure and physical hazards such as thermal (ht r cld) burns, abrasins, cuts, slivers, etc. 2. Select the right type f glve fr the jb and cnditins. Appendix B f the Chemical Hygiene Plan fr Labratries cntains a chemical cmpatibility guide fr glves. In general: Leather is a gd chice fr prtectin against rugh surfaces, sparks, chips and mderate heat. Clth prtects in general shp cnditins frm dirt, chafing, abrasins, wd slivers and lw heat. Rubber and nitrile prtect against sme acids, sme chemical burns and electrical shck. Plastic prtects against sme chemicals and crrsives. Refer t Appendix B f the Chemical Hygiene Plan fr Labratries befre chsing glves fr chemical use. 3. Make sure glves fit prperly. 4. Inspect glves ften fr cracks, hles, tears, gd flexibility, and grip. 10
11 Trs Prtectin 1. The purpse f prtective apparel is t prvide prtectin fr the bdy frm injury frm sharp bjects, chemical expsure, and temperature extremes. 2. Lab cats, chemical resistant aprns, and dispsable Tyvek suites are examples f prtective apparel. 3. Prper selectin shuld be based n intended use. Cntact EH&S fr assistance. Ft Prtectin 1. Safety shes r bts are required t prtect against heavy bjects, chemical splashes and spills, and punctures and shuld be wrn when these dangers exist. 2. Safety shes and bts must meet the ANSI Z standard, which prvides fr bth impact and cmpressin prtectin. Hearing Prtectin 1. OSHA requires that all emplyees expsed t a time-weighted nise level f 85 decibels (dba) r greater be included in a hearing cnservatin prgram. N areas r tasks n the Mntana Tech campus have been identified as exceeding this limit. Hwever, hearing prtectin is still highly recmmended in nisy areas r when perfrming tasks with nisy equipment r machinery. 2. Either earplugs r earmuffs are selected fr prtectin against hearing damage r lss. Cntact EH&S fr specific recmmendatins. Respiratry Prtectin 1. Mntana Tech has a Respiratry Prtectin Prgram. The requirements f the prgram include medical evaluatin, fit testing f the respiratr, and training in all aspects f respiratr use. 2. Emplyees wh wear respiratrs must be included in this prgram.
