2 1.0 Scpe This specificatin applies t emplyees r cntractrs wherever a specific Persnal Prtective Equipment (PPE) requirement is psted, in any prcess area, r as their jb task(s) requires as determined by a hazard assessment. Escrted visitrs may nt require full PPE depending upn the area and hazard assessment. 2.0 Hazards Physical hazards (e.g. ht and cld surfaces, nise, verhead hazards, temperature, etc.). Chemical hazards (e.g. acids, caustics, flammable and cmbustible liquids, gases, etc.). Bilgical hazards (e.g. mlds, hantaviruses, etc.). Envirnmental hazards. 3.0 Rles and Respnsibilities 3.1. Supervisrs Ensure PPE is readily available, apprpriate fr the ptential hazards the wrker may be expsed t, is being prperly used and maintained in a sanitary manner. Ensure emplyees receive training in the selectin, use and maintenance f the PPE and its limitatins. Ensure PPE usage in itself des nt endanger r create a hazard t the wrker Wrkers Prperly select and use PPE accrding t the task hazards. Use and maintain PPE in accrdance with this prcess and the applicable manufacturer s instructins. Wear prperly fitting PPE. Inspect PPE prir t usage, remve any nn-functining PPE frm service and btain a replacement as necessary. Reprt PPE malfunctins r failures t their supervisrs. 3 4.0 General PPE Guidelines All persnnel must cnsider PPE as the last defense t prtect wrkers as it des nt prevent incidents r eliminate hazards. It shuld be used in cnjunctin with ther defenses such as engineering cntrls r wrk practices and administrative cntrls. The minimum PPE required t be wrn n CncPhillips Canada (CPC) wrksites include: Hard hat. Safety glasses. Steel ted bts. Prtective clthing/cveralls. Each site may determine additinal PPE as part f the minimum requirements depending n specific hazards at each lcatin. PPE selectin must cnsider the jb task being perfrmed and the hazards the wrker will r may be expsed t. Selectin must cnsider, but is nt limited t, the immediate jb task as well as ther hazards that may be intrduced at a later time, duratin f the jb task, txicity f the immediate cntaminants and by-prducts, lcatin f the jb, ambient cnditins including xygen and LEL levels, temperature, etc. Use Material Safety Data Sheets (MSDSs) when selecting PPE. Jewelry must nt be wrn when perfrming any wrk r task where the ptential fr the jewelry t get caught in, n r between bjects exists. Medic Alert bracelets are the nly frm f dangling jewelry allwed n any CncPhillips Canada wrksite. This jewelry must be secured t prevent it frm becming caught in machinery. Facial piercings/jewelry that may interfere with respiratry prtective equipment are prhibited. If yu perfrm electrical wrk, yu cannt wear any type f jewelry, including watches, rings, necklaces, nse and eyebrw piercings, etc. Manufacturer instructins must be readily available fr all PPE used at a wrksite. All PPE must be inspected prir t use in accrdance with the manufacturer s specificatins and any specific requirements f this dcument Eye and Face Prtectin Prtective eyewear must meet the requirements f the mst current versin f CAN/CSA-Z94.3 r ANSI Z87.1. Prescriptin safety eyewear having glass lenses must nt be used unless wrn behind equipment safety eyewear meeting the abve standards. Safety r prescriptin glasses with side shields, as a minimum, and cnfrming t the CPC Occupatinal Visin Care standard, must be wrn when perfrming jb task(s) utside f the ffice area, cntrl rms, break rms and living quarters. Cntact lenses must nt be wrn where a hazardus substance r cnditin culd adversely affect the wrker unless the wrker is advised f the hazards and adequate precautins are taken. 4 When selecting safety eyewear and face prtectin, cnsider task hazards such as impact, heat, lens fgging/cndensatin ptential, chemicals, dust, flying particles, light and arc flash. Safety glasses prtect against impacts f slid bjects. Use splash gggles fr prtectin against liquid splashes. Plycarbnate lenses prvide the best impact prtectin but are easily scratched. Face shields are used t prtect the face especially where crrsive liquids are used. They must be used in cnjunctin with splash gggles (fr liquids) r safety glasses (fr slid impacts). All-in-ne gggle/face shield cmbinatins may als be used. Full face respiratrs are useful when wrk requires bth respiratry and eye prtectin due t chemical vaprs, dusts, mists r liquid splashes. Gggles r safety glasses that prvide a tight seal arund the eye area must be wrn when safety glasses with side shields are nt adequate t prtect the eyes when perfrming tasks such as, but nt limited t, verhead wrk, wrking in windy cnditins, grinding and where splashing r vaprs may ccur. Face shields must be wrn when perfrming activities that may generate flying particles r chips, splashes frm hazardus chemicals (e.g. acids, caustics, and slvents), ht slag r mlten metal, welding glare, etc. A face shield may nt be wrn withut ther eye prtectin unless addressed in a hazard assessment. Shaded glasses/gggles/hd must be used t perfrm a jb task(s) that invlves welding r lasers. Persnnel wh are nt perfrming the actual task but are required t be in the immediate wrk area, e.g. welder s helper, must use eye prtectin r be prtected by a suitable screen. Safety glasses with side shields are recmmended when perating r riding in vehicles n gravel surfaces Ft Prtectin Prtective ftwear must meet the requirements f the mst current versin f CAN/CSA-Z195 (minimum CSA Grade I - green triangle) r ANSI Z41. Where the risk f electrical shck exists, electrical shck resistant ftwear must be wrn (identified by the range mega symbl). When selecting ft prtectin, cnsider task hazards such as uneven terrain, slipping, weather, impact and crush ptential, chemicals, ht fluids, steam, electrical shck and bjects piercing the sles. Leather bts are permeable t il/gas streams and slvents. Impervius knee-length bts in natural rubber, neprene, urethane, urethane/vinyl cmpsite, PVC and Hazmax (Bata) are permitted. 5 4.3. Head Prtectin When selecting wrk bts, the bt must prvide sufficient ankle supprt fr the wrker t prevent ankle injury. Bt cvers and verbts can be used fr temprary wrk in cntaminated areas. Overbts are available in butyl rubber, nitrile, neprene, Hazmax (Bata), PVC, plyethylene and natural rubber. Safety-ted running shes are prhibited. When using pressure washing equipment, prper ftwear selectin must include metatarsal prtectin t prevent injuries resulting frm cntact with pressurized fluid streams. Ft tractin devices/stabilizers, e.g. cleats, are recmmended fr icy winter cnditins. Area Supervisrs may require the use f ft tractin devices. Hard hats must meet the requirements f the mst current versin f CAN/CSA- Z94.1 r ANSI Z89.1. Metal hard hats are nt allwed. When selecting head prtectin, cnsider task hazards such as falling bjects, flying r thrwn bjects, verhead bstacles and side impact ptential. Hard hats must be wrn as designed and may nt be wrn backwards unless the design specifically permits it. Hats, tques, hds and ther headwear that interferes with the prtective prperties f the hard hat must nt be wrn beneath the suspensin f hard hats. Other prducts designed t wrk in cnjunctin with the hard hat may be used. Hard hat liners must be made f flame resistant materials and installed as recmmended by the manufacturer. All cmpnents, including shell, suspensin, headband, sweatband and any accessries shuld be visually inspected daily fr signs f dents, cracks, penetratin r any ther damage that might reduce the degree f safety riginally prvided. Nte: A hard hat r suspensin which shws any indicatin f deteriratin r has been subject t impact will be remved frm service immediately. Replace the hard hat s suspensin every 12mnths, regardless f appearance. Replace the hard hat after five years f use. D nt stre a hard hat where it is subject t direct sunlight and heat. Hard hats must nt be altered in any way, such as drilling hles, painting, cutting, carving, etc. In British Clumbia, chin straps r ther equally effective means f retentin must be used n safety headgear when climbing r wrking frm a height exceeding 10 feet r are expsed t high winds r ther cnditins that may cause lss f the headgear Bicycles When riding bicycles within a specific lcatin, a hard hat may be wrn if: Rev Date: August 2018 Page 5 f 12 Cntrlled if viewed via the CPC intranet. 6 Speeds d nt exceed 20 km/h. A chin strap is wrn with the hard hat. If the abve cnditins cannt be met, safety headgear must meet the requirements f ne f the fllwing standards: CAN/CSA-D Snell Memrial Fundatin N-94. Snell Memrial Fundatin B-90A. Snell Memrial Fundatin B-95A All-Terrain Vehicle and Snwmbiles When riding all-terrain vehicles r snwmbiles, safety headgear must be wrn that meet ne f the fllwing standards: U.S.A. Federal Mtr Vehicle Safety Standard FMVSS 218 (DOT). Snell Memrial Fundatin Standard M2005. BSI Standard BS 6658: 05. CSA CAN3-D230-M85 (British Clumbia Only). When safety headgear is wrn while wrking in cld cnditins, use a suitable liner and cld weather face guard. Nte: Nte: 4.4. Hand, Arm and Leg Prtectin In Alberta and Saskatchewan, using safety headgear meeting the abve requirement des nt apply if the vehicle is equipped with rllver prtective structures and seatbelts r restraining devices that cmply with the cde. This is nly applicable when travelling n flat terrain within the cnfines f facility leases. In Alberta, the safety headgear wrn while perating an all-terrain vehicle r snwmbile may be wrn in lieu f a hard hat while wrking at a remte wrksite if the wrk is fr a shrt time duratin and the wrk des nt subject the wrker t energized electrical surces. When selecting hand, arm and leg prtectin, cnsider task hazards such as pinch pints, skin absrptin f harmful substances, cuts r laceratins, abrasins, punctures, chemical burns, thermal burns, harmful temperature extremes; electrical shck and bldbrne pathgens. Glves MUST be wrn when entering the wrk envirnment and during all wrk-related activities when there is a ptential fr expsure t chemical, ht/cld material r surfaces, prlnged water expsure, and fr added prtectin against cuts and abrasins t the skin. Apprpriate glves (e.g. impact resistant, cut resistant, electrical resistant, etc.) fr the specific jb task must be wrn until that task is cmpleted. Leather and clth glves are permeable t water and slvents and are nt suitable fr prtectin against chemicals, slvents r il/gas prcess streams. Other glve materials prvide varying degrees f prtectin depending n the type f chemical and the thickness f the glve (generally, the thicker the better). 7 Glves fr use with liquid il/gas streams and chemicals must nt have any stitched seams as these will allw penetratin. Glves MUST NOT be used while wrking n mving machinery (e.g. vertical drill machine, rtary saw machine). Safety pants r chaps must be used when using a chainsaw r perfrming ther tasks where there is a risk f a cut, puncture, irritatin r abrasin t the lwer bdy. Nte: In British Clumbia, the leg prtective devices must meet the standards f the WrkSafeBC Standard Leg Prtective Devices Flame Resistant Clthing (FRC) FRC may be single layer apparel (e.g. shirts, pants, and summer cveralls) r multilayer apparel (e.g. parkas, jackets, rain wear, insulated cveralls, bib veralls, hded garments) as well as hard hat liners and balaclavas. Where FRC is required, it must be wrn as the utermst layer f clthing and must be wrn as directed by manufacturer instructins. It is unacceptable t disable FR clthing by rlling up sleeves r leaving zippers r ther clsures imprperly clsed. Synthetic underclthing must nt be wrn under FRC Levels f Prtectin Emplyees and cntractrs wrking in a hazard risk categry (HRC) 0 r 1, as defined by legislatin (CSA Z r NFPA 70E) must use a FR textile with a minimum incident energy rating f 4 cal/cm². HRC 0 r 1 activities may include functining f electrical breakers up t 600v enclsed within a prperly clsed and maintained breaker cubicle. Emplyees and cntractrs wrking in HRC 2 envirnments must use a FR textile with a minimum incident energy rating f 8 cal/cm². HRC 2 activities may include the functining f electrical breakers up t 600v in pen cubicles as well as trubleshting live circuits. Fr HRC areas 3 and 4, wrkers must wear additinal uterwear (flash suits) rated fr the knwn flash hazards t prvide prtectin in such instances Welding and Mlten Metal Expsure Where the ptential exists fr expsure t mlten metals, the FR prduct selected must be rated fr prtectin frm mlten metals. Where FRC is required when welding, leather gauntlets fr arms, legs and upper trs may be necessary t aid in further prtectin and extend the life f the FRC CPC Emplyee and Cntractr FRC requirements CPC emplyees and full-time equivalent wrkers: FR wrk wear must nly be purchased thrugh the single surce CPC apprved vendr (Acklands Grainger Canada) and will meet the fllwing criteria listed belw: Entire garment must be certified as FRC and include an external tag t indicate FR cmpliance. 8 Arc flash prtectin at HRC-2 with a minimum arc rating f 8.0 cal/cm 2 r greater in a single layer garment. Nte: Emplyees and full-time equivalent wrkers are nly apprved t wear the FRC utlined in the Acklands Grainger Order Frm shwn here. If yu wrk in a HRC 2 r higher envirnment, yu need t ensure yur FRC is rated fr the wrk activities. Cntractrs wrking n CPC sites: Must nly wear Flame Resistant Clthing (FRC) that meets the fllwing criteria: Entire garment must be certified as FRC as defined by legislatin (CGSB r NFPA 2112) and include an external tag t indicate FR cmpliance. Thse cntractrs expsed t arc flash hazards must wear FRC apprpriate t the hazard risk categry (HRC-2) as defined by legislatin (CSA Z r NFPA 70E) and include an external tag t indicate arc flash cmpliance. Garment stripes/bands must be cmpliant with CSA Z96 Class 1, Level 2 and be labelled in accrdance t CSA Z96 and the stripes/bands shall include cmpliant retr-reflective trims meeting the CSA Z96-09 standard FRC Care Fllw the manufacturer s laundry recmmendatins. Garment cleanliness is f extreme imprtance as any cntaminatin f the fabric will cntinue t burn (e.g. grease, il residues and hydrcarbns). Wash heavily siled garments using ht water temperature settings t help with the cleaning f heavily siled garments. Garments with lesser degrees f sil can be laundered with lwer water temperatures which als will be beneficial in retaining garment clr. All garments must be maintained in their riginal cnditin. Rips, tears and abrasins t the fabric are nrmal cnsequences f use and they shuld be repaired as sn as pssible with the apprpriate FR materials. Laundry prducts such as chlrine bleach, fabric sfteners and starch shuld nt be used during the cleaning prcess as they affect the textiles flame resistance Dispsable Prtective Garments When selecting dispsable prtective garments, cnsideratin must be given t FR requirements, nature f cntaminatin (e.g. asbests, refractry ceramic fibers, lead, NORMs, etc.), sizing and dispsal requirements Aprns, Rain Suits and Specialized Prtective Suits Aprns and rain suits in PVC, neprene, nitrile, nyln/plyurethane and natural rubber are permitted. They prvide prtectin against liquid splashes and sprays t the bdy. FR rain suits are available (a blend f neprene and Nmex). Specialized prtective suits are used fr better prtectin than rain suits. Heat stress may be a risk when using these suits because they restrict airflw (see OHOP n heat stress). Verify that all prtective bdy cverings cmply with the FR clthing standards Ht Fluid Sampling Oil Sands Business Unit In additin t standard PPE, when wrking with ht fluid, steam r piping in the fllwing temperature ranges, the additinal PPE indicated must be wrn. 60 C - 88 C Face Shield Chemical / temperature resistant glves Chemical resistant FRC Cat 89 C and abve Face Shield Chemical / temperature resistant glves Chemical resistant FRC Suit including cat and bib veralls 4.8. Immersin Devices and Persnal Fltatin Devices Persnal fltatin devices r lifejackets must be wrn when persnnel are wrking frm a bat r barge, r in an area where a fall int water culd result. Persnal flatatin devices must meet Canadian General Standards Bard specificatin CAN/CGSB Lifejackets must meet Canadian General Standards Bard specificatin CAN/CGSB Immersin suits must meet the standards f TC Marine CAN/CGSB Rescue equipment must be available when wrkers are wearing lifejackets r immersin devices. Additinal safety equipment such as cld water immersin suits, ice rescue picks, safety harnesses and a 30 meter plyprpylene lifeline must be used when n ice r near cld, fastmving water Hearing Prtectin Hearing prtectin must be used in areas where nise levels meet r exceed 82 dba (80 dba in Saskatchewan). Duble hearing prtectin is required where nise levels meet r exceed 100 dba. Hearing prtectin must meet r exceed specificatins in CSA Z94.2. Refer t the CPC Hearing Cnservatin Prgram (CPC-ALL-HSE-PGM-144) fr specific requirements related t the selectin, use and maintenance f hearing prtectin equipment. Persnal Gas Detectin All wrkers must have a persnal-style fur head gas detectin mnitr (prperly calibrated and bump tested) readily available n all sweet and sur facilities, pipelines and well sites. The gas detectin mnitr must be able t detect LEL, O 2, H 2S, and CO as a minimum. Refer t the CPC Gas Detectin Safe Operating Practice (SOP) (CPC-ALL-HSE-PRC-170) fr specific requirements related t the selectin, use and maintenance f persnal gas detectin equipment. All cntractrs must prvide their wrkers with adequate persnal gas detectin equipment Respiratry Prtectin Respiratry prtective equipment must be wrn whenever the wrker might be expsed t any airbrne hazard including dust, fumes, mists r chemicals as well as thse identified in the hazard assessment. Refer t the CPC Respiratry Prtectin Cde f Practice (COP) (CPC-ALL-HSE-PRC-151) fr specific requirements relating t the selectin, use and maintenance f respiratry prtective equipment. All cntractrs must prvide their wrkers with adequate respiratry prtectin as required Fall Prtectin Fall prtectin equipment must be wrn whenever the wrker may fall: A vertical distance f 3 meters (10 feet) r mre. A vertical distance f less than 3 meters (10 feet) if there is an unusual pssibility f injury. Int r nt a hazardus substance r bject r thrugh an pening in a wrk surface. Refer t the CPC Fall Prtectin SOP (CPC-ALL-HSE-PRC-188) fr specific requirements relating t the selectin, use and maintenance f fall prtectin equipment. All cntractrs must prvide their wrkers with adequate fall prtective equipment as required Other PPE The fllwing PPE may be required, depending n the hazards identified during the hazard assessment prcess: Cld weather gear apprpriate fr the ambient weather cnditins must be used r be immediately available t travel t and frm wrk and while perfrming utside jb tasks. Such gear includes, but is nt limited t, jacket r parka, bib cveralls, bts, glves, face mask and hard hat liner r balaclava. High-visibility clthing as determined by hazard assessment including, but nt limited t, when wrking near vehicles r mbile equipment. Persnal lcatr beacns (PLBs) must be utilized when required by the Jurney Management Plan r by crprate requirements. 11 Appendix A CncPhillips Canada Flame Resistant Clthing (FRC) Prcurement Specificatins Garment must prvide arc flash prtectin at HRC-2 with a minimum arc rating f 8.0 cal/cm 2 r greater in a single layer garment (CSA Z462 r NFPA 70E). FR prtectin against hydrcarbn flash fire, with prven independent test results indicating a bdy burn f less than 25% in using ASTM F1930 and must meet the requirements f CGSB r NFPA Garment snaps, enclsures, zippers are t be cvered with FR material s as nt t attract electrical arc and t nt cntact the skin f the wearer. Lay flat cllar r safety cllar with Velcr clsure. FRC stripes/bands are t be in a distinctive standardized pattern including the fllwing detail: Symmetric X n the back extending frm the shulders t the waist. Tw vertical stripes n the frnt passing ver the shulders and dwn t the waist. A cntinuus 360 degree waist-level hrizntal band extending arund the bttm intersecting stripes X n the back and alng the bttm f the frnt vertical stripes. Bands encircling bth arms and bth legs are required and must be at least 50 mm (1.96") away frm the edge f a garment, sleeve r pant leg. The ttal width f stripes/bands must be at least 50 mm (1.96") thrughut. Stripes/bands must be made up entirely f cmbined-perfrmance r retr-reflective material in accrdance t CSA Z96 Class 1, Level FR. All labeling must be in accrdance with CGSB , NFPA 2112, ASTM 1506, & CSA Z96-09 and will include the fllwing at a minimum: Name, trade mark r ther means f identifying the manufacturer r representative. Designatin f prduct type, cmmercial name, r cde. Garment size. Descriptin f FR fabric f the backgrund material. Cmpliance t CSA Z96-09 alng with class and level f cmpliance. Cmpliance t CSA Z Arc Rating (ATPV) in accrdance with ASTM FR designatin. Label must state CGSB listing number in accrdance with CGSB Laundering instructins.
