1 General Order O-8 Subj ect RESPIRATORY PROTECTION PROGRAM Distr ibutin Date Published Page A 26 September f 12 POLICY The Respiratry Prtectin Prgram, as required by law, is designed t prtect members frm expsure t respiratry hazards t include, but is nt limited t: Weapns f Mass Destructin, Hazardus Material Releases, and Immediately Dangerus t Life r Health cnditins. By utilizing training, prper equipment and prcedure/prtcl, members may minimize expsure t respiratry hazards during their curse f duty. SCOPE AND APPLICATION The Respiratry Prtectin Prgram applies t all swrn members f the Department wh may be expsed t such hazards during an emergency. OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION (OSHA) REGULATIONS (c) The Respiratry Prtectin Prgram is develped with the required wrksite-specific prcedures t include, but is nt limited t: Medical evaluatin f members required t use respiratrs; Fit testing prcedures fr tight-fitting respiratrs; Prcedures fr prper use f respiratrs in rutine and reasnably freseeable emergency situatins; Prcedures and schedules fr cleaning, disinfecting, string, inspecting, repairing, discarding, and therwise maintaining respiratrs; Training in the respiratry hazards t which they are ptentially expsed during rutine and emergency situatins; Training in the prper use f respiratrs, including putting n (dnning) and remval (dffing) f respiratrs, and their maintenance; and, Prcedures fr regularly evaluating the effectiveness f the prgram. MEDICAL EVALUATIONS The Mercy Medical Center s Public Safety Infirmary (PSI) shall perfrm medical evaluatins by using the OSHA Respiratr Prtectin Questinnaire and/r a medical examinatin. (The medical examinatin btains the same infrmatin as the questinnaire.) The infrmatin requested by either medical evaluatins shall cmply with OSHA Regulatins. PSI shall ensure that fllw-up medical examinatins are prvided n an as need basis. The fllw-up medical examinatins shall include any medical tests, cnsultatins, r diagnstic prcedures that the Physician r Other Licensed Health Care Prfessinal deems necessary t make a final determinatin. The Respiratry Prtectin Equipment is mandatry issued departmental equipment fr thse medically qualified.

O-8 RESPIRATORY PROTECTION PROGRAM Page 2 f 12 COMPLIANCE This prgram cmplies with all respiratry standards as stated in The Cde f Federal Regulatins 29 CFR DEFINITIONS Air-Purifying Respiratr - A respiratr with an air-purifying filter, cartridge, r canister that remves specific air cntaminants frm the breathing air befre it is inhaled. An air-purifying respiratr des nt supply air t the user. Atmsphere Supplying Respiratr - A respiratr that supplies the user with breathing air frm a surce that is independent f the surrunding atmsphere. Atmsphere supplying respiratrs include Supplied-Air Respiratr (SAR) and Self-Cntained Breathing Apparatuses. Canister r Cartridge - A cntainer with a filter, absrbent r catalyst (r cmbinatin f these items), that remves specific cntaminants frm the air passing thrugh it. Emergency Situatin - Any ccurrence such as, but nt limited t, the release f Weapns f Mass Destructin, equipment failure, rupture f cntainers r the failure f cntrl equipment that may r des result in the uncntrlled, significant release f an airbrne cntaminant. Filter (r Air - Purifying Element) - The part f a respiratr that remves slid r liquid aersls frm the air that is breathed. Fit Test - A prcedure used t qualitatively r quantitatively evaluate hw well a respiratr fits an individual. Each member is required t be Fit Tested annually. The Fit Test is nt ptinal. Immediately Dangerus t Life and Health - An atmspheric cncentratin f any txic, crrsive, r asphyxiant substance that pses an immediate threat t life, r wuld cause irreversible r delayed adverse health effects, r wuld interfere with an individual s ability t escape frm a dangerus atmsphere. Occupatinal Safety and Health Administratin (OSHA) - A Federal Agency f the Department f Labr that regulates health and safety in the wrkplace. Physician r Other Licensed Health Care Prfessinal - An individual whse legal scpe f practice (as defined by license, registratin r certificatin) allws him/her t prvide - whether independently r when delegated the respnsibility t d s - sme r all f the health care services required by OSHA Respiratry Prtectin Standard. Qualitative Fit Test - A pass/fail assessment f hw well a respiratr fits that relies n the individual s respnse t the taste r smell f the test agent. Quantitative Fit Test - An assessment f hw well a respiratr fits that measures the specific amunt f leakage int the respiratr. Respiratr - A wearable device that prtects the user frm breathing airbrne hazards. There are several types f respiratrs, including:

Atmsphere supplying respiratrs, which prvide surces f clean air (such as airline respiratrs and Self-Cntained Breathing Apparatuses). Self-Cntained Breathing Apparatus - An atmsphere supplying respiratr fr which the user carries the surce f breathing. Service Life - The perid f time that a respiratr, filter, absrbent, r ther respiratry equipment is expected t prvide adequate prtectin fr the user. User Seal Check - A test cnducted by the user t determine if the respiratr is prperly sealed t his/her face. RESPONSIBILITIES The Educatin and Training Sectin is respnsible fr the verall administratin f the Respiratry Prtectin Prgram fr the Baltimre Plice Department. The Educatin and Training Sectin shall als assign a Prgram Administratr. REQUIRED ACTION Member All members shall be required t wear respiratry prtectin whenever and wherever respiratry hazards exist. During perids f heightened security levels r during knwn hazardus cnditins, members are required t keep respiratry prtectin n r directly near their persn at all times. All swrn members must adhere t OSHA respiratry standards. All swrn members must cmplete the OSHA Respiratr Prtectin Questinnaire. The OSHA Respiratr Prtectin Questinnaire must be cmpleted every tw (2) years. NOTE: The OSHA Respiratr Prtectin Questinnaire is cnfidential. When the OSHA Respiratr Prtectin Questinnaire is cmpleted, it will be sealed in an envelpe and frwarded t PSI fr review. It may be necessary fr PSI t request additinal infrmatin thrugh a fllw-up medical evaluatin nly if respnses n the OSHA Respiratr Prtectin Questinnaire warrant further evaluatin. (Fllw-up medical evaluatins are required by OSHA regulatins.) Members designated fr fllw-up medical review must respnd t PSI and cperate with medical persnnel. If n additinal medical review is necessary, PSI will frward all Respiratry Clearance Letters t the Educatin and Training Sectin s Prgram Administratr. Upn receipt f the Respiratry Clearance Letter, the Educatin and Training Sectin shall cnduct a Fit Test.

4 G.O. O-8 RESPIRATORY PROTECTION PROGRAM Page 4 f 12 Medical clearances given by PSI will be issued at ne f the fllwing three levels as determined by the licensed physician. Level One - Member is cleared fr all duties. Level Tw - Medical restrictins will be impsed upn the member in which certain types f respiratry equipment can r cannt be used. This als includes the limited use f respiratry equipment t enable a member t escape frm a hazardus envirnment nly. Level Three - Member is nt medically qualified t wear any type f respiratry equipment. Fllwing cmpletin f Fit Testing, the issuance f the respiratry equipment will be crdinated by the Educatin and Training Sectin and the Quartermaster Unit. Each individual wearer will stre their individual respiratr in the issued carrying case, which must be kept with the rit gear bag. All members f the Department will inspect their issued respiratry prtectin n a weekly basis. Each individual member will be respnsible fr the cleaning, care and maintenance f his/her respiratr and respiratr equipment. In the event that the respiratr becmes damaged r needs repair, the member will respnd directly t the Quartermaster Unit r Educatin & Training Sectin. Only members f these Units wh are certified by the Drager Crpratin can perfrm these repairs. In the event that the respiratry equipment cannt be repaired, an administrative reprt will be cmpleted and the Quartermaster Unit will issue replacement equipment. Medical evaluatins may be cnducted n a member at the request f their supervisr r if the member s physical health has changed in such a manner as t prevent them frm wearing a respiratr. Any member may request a medical evaluatin t assess his r her ability t wear a respiratr at any time. Members are reminded t fllw the prcedures put frth by General Order G-6, Hazardus Materials Incidents. EQUIPMENT The primary respiratr used by the Baltimre Plice Department is the Drager Panrama Nva P Mask Mdel Number used with a Rapid Adapter Mdel Number , and P100 Filter (dispsable) alng with the Drager NBC Escape Canister. This P100 Filter will remain sealed until use. (This will prevent damage). After each use, the P100 Filter will be prperly discarded. The Quartermaster Unit will issue a new P100 Filter t the member.

O-8 RESPIRATORY PROTECTION PROGRAM Page 5 f 12 Specialized Units in the Baltimre Plice Department may als use the Mine Safety Appliances Millennium Chemical-Bilgical Gas Mask, Mdel Number used with Millennium CBA/RCA (Chemical, Bilgical Agent / Rit Cntrl Agent) Canisters, Mdel Number Members f these specialized units will be issued and trained t use bth types f masks, after being medically cleared and Fit Tested. N ther type r make f unit will be used by any members while perating at emergencies, withut the written permissin f the Prgram Administratr. DONNING/DOFFING THE DRAGER MASK See Annex A. DONNING/DOFFING THE SUIT See Annex B. QUANTITATIVE FIT TEST PROCEDURE Only persnnel apprved by the Prgram Administratr, in accrdance with the afrementined standard, will perfrm a Fit Test. NOTE: The Fit Test is nt ptinal. In additin, each member is required t be Fit Tested annually by members f the Educatin and Training Sectin. N member will be Fit Tested until the Prgram Directr at Educatin and Training Sectin receives a respiratry clearance letter frm Mercy Medical Center s Public Safety Infirmary. N member will be Fit Tested if they have smked any tbacc prducts within ½ hur f the start f the test. Members cannt have any freign bjects in their muth during this test as it may cause them t chke. The Fit Test will be cnducted using a Prtacunt machine and cmputer generated fit test reprt. Quantitative Fit Test Prcedure - Prgram Administratr Befre starting, the tester will ensure that the member has n facial hair that will interfere with the face piece seal. Members must fllw prper dnning and dffing techniques as utlined in Annex A and Annex B. If the member fails t emply prper techniques, the testers will educate the member as t the prper methd. A user seal check will be cmpleted prir t attaching the filter cartridge.

6 G.O. O-8 RESPIRATORY PROTECTION PROGRAM Page 6 f 12 The member will be referred t the PSI if he/she exhibits any difficulty in breathing. Each Fit Test will cnsist f seven exercises lasting ne minute each. These exercises will simulate different types f physical activity that the member will experience while wearing this mask. If the member fails any ne f these exercises, he/she will fail the test and a secnd test will be cnducted. If the member fails a secnd time, he/she will be ffered a third pprtunity t take the test. If the members fail the third test, a dcumented failure recrd will be maintained. The Fit Test will be cnducted using a Prtacunt machine and cmputer generated fit test reprt. EYE GLASSES Use f standard eyeglasses within a Self-Cntained Breathing Apparatus face piece is nt permitted. Cntact lenses r crrective lenses that can be wrn within the face piece will be permitted. (Apprved Drager Spectacle Kits are available fr use with facepieces.) N ther devices are t be used by members withut prir apprval f the Prgram Administratr. Members wh wear glasses will be prvided with a Spectacle Kit free f charge upn request. Upn issuance f the Spectacle Kit, the member will then take the Spectacle Kit t his/her ptmetrist and have the eyeglass prescriptin filled in accrdance with the City f Baltimre Eyeglass Prgram. TRAINING All members that are medically cleared, and fit tested t wear a respiratr will receive instructin n the respiratr equipment that cvers: Methds f recgnizing respiratry hazards. Instructin in the hazards and hnest appraisal f what culd happen if the prper respiratry prtectin device is nt used. Respiratr Prtective Equipment s capabilities and limitatins. Instructin and training in the actual use f respiratry prtectin equipment and clse and frequent supervisin t assure that it cntinues t be prperly used, t include the functin, crrect dnning, clearing prcedures, care, cleaning, and strage. Classrm and field training t recgnize and cpe with emergency situatins. RETRAINING If a supervisr feels that a member needs retraining in respiratr r Self-Cntained Breathing Apparatus use, they must review the situatin with the member and then cntact the Prgram Administratr, in writing, dcumenting their cncerns. The Prgram Administratr will review the written dcumentatin and, if necessary, with the member invlved. If it is deemed that the member invlved needs t be trained again, the member will nt be allwed t wear Self-Cntained Breathing Apparatus r respiratr in the wrkplace until successful cmpletin f the retraining.

O-8 RESPIRATORY PROTECTION PROGRAM Page 7 f 12 Hazard Evaluatin - Atmsphere Any atmsphere that is prven t be ptentially hazardus shall be cnsidered t be an Immediately Dangerus t Life and Health area r structure until therwise prven t be safe. Examples f such atmspheres include, but are nt limited t: interirs f buildings r vehicles that are n fire, avenues f smke travel, plumes, cluds, vaprs, dust r any particulate matter in the air. N member shall discntinue the use f Self-Cntained Breathing Apparatus r respiratr until given directin t d s by the ranking fficer at the scene. Cmmand shall nt give such an rder until atmspheres can be tested and are shwn t be safe. The parameters used t make decisins n the safety f atmspheres will be based n either Threshld Limit Values frm American Cnference f Gvernmental Industrial Hygienist r Permissible Expsure Limit frm OSHA data. GAS DETECTION METERS WILL BE USED EXCLUSIVELY TO DETERMINE IF THE ATMOSPHERE IS SAFE, as determined by the Baltimre City Fire Department, r ther City, State r Federal agencies using air mnitring r ther equipment. Members shuld nt wait t use respiratry prtectin in any situatin in which they feel it is required. It is better fr a member t err n the side f cautin by wearing the respiratry prtectin, than nt t wear the respiratry prtectin at all. N member will make entry int the Immediately Dangerus t Life and Health area r structure: With less than a tw-member team. Until a back-up team is psitined utside the Immediately Dangerus t Life r Health area r structure. At least ne member f the back-up team will have n ther functin at the incident scene except t mnitr the first team. The secnd member f the back-up team will be allwed t functin in ther capacities n the incident scene, as necessary. Any ther functins perfrmed by the secnd member f the team shuld nt interfere with his r her ability t aid in an immediate rescue peratin, shuld it becme necessary. The first team shuld remain in visual r audi cntact at all times. All members f bth teams shall always have in their cntrl a prtable transceiver. NOTE: If a member wearing the Respiratr Prtective Equipment begins experiencing any nausea, sickness r any health related issues, the member shuld immediately ntify their team member and the ranking fficer at the scene. Duratin f wearing the equipment can vary frm each individual, depending n the weather, level f fitness and ther factrs. O-8 RESPIRATORY PROTECTION PROGRAM Page 9 f 12 ANNEX A Dnning/Dffing the Drager Mask Equipment List One Drager Panrama Nva P Mask One RAP Adapter One P100 Filter (Dispsable) One Drager NBC Escape Canister General Members must be clean-shaven and free f any facial hair that may cme between the sealing surface f the mask and the face. The presence f facial hair will cause leaks. Examples f facial hair include, but are nt limited t, beards, gatees, sideburns, and excessive lng hair. Prcedure Attach the RAP adapter t the bttm f the inlet cvering until yu hear it click. Cup the respiratr in yur hand with the nsepiece at fingertips, allwing the headbands t hang freely belw yur hands. Psitin the respiratr under yur chin with the nsepiece up. Pull the tp strap ver yur head and psitin it arund the back f yur head. Using tw hands, mld the nsepiece t the shape f yur nse by pushing inward while mving dwn bth sides f the nsepiece. Pinching the nsepiece using ne hand may result in less effective perfrmance. Face Fit Check The respiratr seal shall be checked befre each use. T check the fit, place bth hands cmpletely ver the respiratr and exhale. If air leaks arund yur nse, adjust the nsepiece as described in the last step abve. With yur hands still cupped cmpletely ver the respiratr, inhale deeply. The frnt respiratr shuld cllapse slightly. If air leaks arund the edges, adjust the straps back alng the sides f yur head and recheck. Take the Drager NBC Escape Canister and screw it n. If yu cannt achieve a prper fit, d nt enter the islatin area. Use anther respiratr. Remval Instructins Cup the respiratr in yur hand t maintain its psitin n face. Pull bttm strap ver yur head.

Prperly dispse f the Drager NBC Escape Canister filter after use. Cleaning the Mask and RAP Adapter In the event f a bi-hazardus incident, the Baltimre City Fire Department will prvide a decntaminatin area fr all members expsed. After an expsure r pssible expsure each member is t prperly discard the Drager NBC Escape Canister filter and prperly clean the mask and RAP adapter with the A-33 liquid prvided at the scene. NOTE: If a member wearing the Respiratr Prtective Equipment begins experiencing any nausea, sickness r any health related issues, the member shuld immediately ntify their team member and the ranking fficer at the scene. Duratin f wearing the equipment can vary frm each member, depending n the weather, member s level f fitness r ther factrs. Supervisrs Include the respiratry equipment as a part f the equipment inspectinal prcess. Inspect members nce they have been suited.

Remve the suit frm yur rit bag. (This bag als cntains yur rit helmet.) Remve any persnal items (wallet, keys, jewelry, etc.), including yur badge, which may puncture the suit. Remve yur gun belt. Have a place where yu can sit t put n the suit. While it is nt intended t place members int the ht zne (direct expsure t a hazardus material), it is pssible that members may be expsed t the hazard thrugh wind shift, secndary devices and exigent circumstances. Decntaminatin, cnducted by the Baltimre City Fire Department, will be necessary. Any persnal items will be depsited int decntaminatin bins and yu will walk ut with a Tychem suit nly at the end f the decntaminatin line. Prcedures Using the buddy system t help dn the suit, members will begin by placing their feet int the ne-piece suit, pull the suit up t the waist, and then sit dwn. Members with large feet will have t remve their shes r bts befre placing their feet int the suit. The suit has a built-in bt; hwever, yu shuld nt walk arund withut the uter bt. This will avid damage t the inner bt. Place the uter bt n each ft. While standing up, yur partner will assist yu in getting the suit ver yur shulders and inserting yur arms. The frnt f the suit is zipped shut, and the flap is taped dwn ver the zipper by placing yellw adhesive tape ver the zipper. Dn the Drager Mask - See Annex A. Place yur gun belt n. Keepers are nt needed. Have yur partner place the yellw adhesive tape arund yur mask area, where it meets the hd. Place the black rubber Butyl glves n yur hands. Have yur partner tape yur wrists where the glves meet yur suit area; d the same with bth legs. Yur entire suit shuld be cmpletely sealed.

If a small tear ccurs in the suit while perfrming this exercise, place a piece f adhesive ver the tear t cmplete the seal. Once this has been cmpleted, assist yur partner in dnning his/her suit. NOTE: If a member wearing the Respiratr Prtective Equipment begins experiencing any nausea, sickness r any health related issues, the member shuld immediately ntify their team member and the ranking fficer at the scene.
