3 1.0 Purpse The purpse f the Respiratry Prtectin Prgram (RPP) is t reduce r eliminate ptential harm t emplyees wh may be expsed t respiratry health hazards. This dcument is intended t: Serve as the Cde f Practice gverning the selectin, maintenance and use f respiratry prtective equipment as required by Alberta s Occupatinal Health and Safety Cde; Outline the University s respiratry prtective practices; Serve as a guideline fr emplyees and supervisrs t meet the UfC s respiratry prtectin requirements. 2.0 Scpe The Respiratry Prtectin Prgram (RPP) utlines the practices needed t cntrl ptential expsure t airbrne cntaminants when engineering r administrative cntrls are nt reasnably practicable r adequate. The respiratry prtectin prgram wuld als be implemented during maintenance, repair, r emergency activities where airbrne cntaminants are present and ther cntrls are nt reasnable. The University acknwledges the hierarchy f cntrls as listed belw and recgnizes that persnal prtective equipment, including respiratrs, are nrmally the last resrt in minimizing hazards assciated with airbrne cntaminants. Hierarchy f cntrls: 1) Hazard eliminatin r substitutin 2) Engineering cntrls 3) Administrative cntrls 4) Persnal prtective equipment cntrls The University will meet r exceed the legislative requirements f the Alberta Occupatinal Health and Safety (OH&S) Act, Regulatin and Cde. This RPP is written in cmpliance with the Alberta Occupatinal Health and Safety (OH&S) Act, Regulatin and Cde Part 18, and fllws the guidelines f the Canadian Standards Assciatin (CSA) Standard Z fr the Selectin, Use, and Care f Respiratrs. 3.0 Definitins Administrative Cntrls EHS Emplyee Cntrls that alter the way the wrk is dne, including timing f wrk, plicies and ther rules, and wrk practices such as standards and perating prcedures (including training, husekeeping, equipment maintenance, and persnal hygiene practices). Envirnmental Health and Safety. An individual wh is engaged t wrk fr the University under a cntract f service, that is, there is an emplyer-emplyee relatinship between the individual and the University. Fr clarity, this term includes supprt staff, management and prfessinal staff, the senir administratin grup, researchers, graduate students wh are remunerated by the University, and faculty members. 4 Engineering Cntrls Frmal Hazard Assessment IDLH Manager NIOSH NPAPR Is the preferred methd f hazard cntrl if eliminatin is nt pssible; physical cntrls implemented at the design, installatin, r engineering stages (e.g. guards, aut shutff, etc.). The identificatin f all jbs and tasks perfrmed by emplyees, assessment f the hazards assciated with each task and the priritizatin f the hazards based n the level f risk they pse. At the University f Calgary, frmal hazard assessments are cmpleted using the Hazard Assessment and Cntrl Frm (HACF). An atmsphere that pses an immediate threat t life r that will cause irreversible adverse health effects r impair an individual s ability t escape. An Emplyee wh has management respnsibility and direct reprts. Natinal Institute fr Occupatinal Safety and Health. Nn-Pwered Air-Purifying Respiratr: a respiratr with an air-purifying filter, cartridge, r canister that remves specific air cntaminants by passing ambient air thrugh the air-purifying element. OH&S Persnal Prtective Equipment (PPE) PAPR Qualitative Fit Test Quantitative Fit Test SAR SCBA Supervisr Alberta s Occupatinal Health and Safety Act, Regulatin and Cde Equipment used r clthing wrn by a persn fr prtectin frm health r safety hazards assciated with cnditins at a wrk site (e.g. glves, safety glasses, fall prtectin, respiratr etc.). PPE is used when engineering r administrative methds cannt fully cntrl the hazards. Pwered Air-Purifying Respiratr: A respiratr where the pressure in the facepiece r hd remains psitive with respect t the ambient pressure during bth inhalatin and exhalatin. A pass/fail test methd that relies n the subject s sensry respnse t detect a challenge agent in rder t assess the adequacy f respiratr fit. A test methd that uses an instrument t assess the amunt f leakage int the respiratr in rder t assess the adequacy f respiratr fit. Supplied-Air Respiratr: a respiratr and air supply hse with a hd/helmet, a tight-fitting facepiece, r a lse-fitting facepiece/visr that is supplied with cmpressed breathing air frm a cmpressed breathing air system. Self-cntained breathing apparatus: a respiratr that has a prtable supply f breathing gas and is independent f the ambient atmsphere. 5 4.0 Respnsibilities 4.1 Supervisrs and Managers Cnsider the use f hazard eliminatin/substitutin, engineering cntrls, and administrative cntrls prir t r in cnjunctin with the use f respiratry prtective equipment (RPE); Ensure that tasks that require respiratry prtectin are identified n a Hazard Assessment and Cntrl Frm (HACF); Ensure that Standard Operating Prcedures (SOPs) are develped fr tasks requiring respiratry prtectin and that the SOP(s) are referenced n the HACF; Cmmunicate t wrkers any activities where respiratry prtectin has been identified as a cntrl n their HACF and as part f a SOP; Ensure that wrkers review the HACF and are adequately trained in the SOP; including emergency respnse and the use f apprpriate persnal prtective equipment; Ensure that wrkers review the Safety Data Sheet (SDS) assciated with the hazardus materials in their wrk envirnment; Assist wrkers with cmpleting respiratr selectin frm (part 1) (See Appendix A-1.0) as needed and cntact Staff Wellness fr fit testing; Verify wrkers have cmpleted all fit testing requirements and have demnstrated cmpetency prir t the use f RPE; Maintain training and fit test recrds in persnnel files and verify that wrkers are fit tested every tw years, r earlier if cnditins arise that may alter the shape f a wrker s face, r ptential respiratry hazards change; Prvide RPE as determined by the fit test and ensure that all required RPE is maintained and inspected as per manufacturer specificatins and training; Maintain recrds f cleaning, inspectin and maintenance f respiratry equipment; Ensure any RPE reprted t be defective is adequately repaired r replaced; Ensure that a wrker is retrained every tw years as per fit test instructins (prir t fit testing). Retraining is als indicated if there are cncerns that a wrker is nt cmpetent with the use f their RPE (e.g. Nt perfrming user seal checks r if facial hair r ther ptential seal interferences are present); Ensure EHS and Staff Wellness are ntified if changes t a prcess, equipment, cntrls, chemicals used, r perating prcedures have ccurred t enable verificatin f apprpriate RPE. 4.2 Wrkers Participate in required training (nline training curse, fit testing etc.); Fllw the Respiratry Prtectin Prgram and SOP(s); Review the HACF and SDS; Cnsider the use f hazard eliminatin/substitutin, engineering cntrls, and administrative cntrls prir t r in cnjunctin with the use f respiratry prtective equipment (RPE); Fllw all health and safety standards, rules and regulatins, and reprt any cnditins that may impair the safe use f a respiratr t the supervisr immediately; Reprt t Staff Wellness any changes t the wrker s health that wuld impact their ability t wear a respiratr; Wear, maintain, inspect, and stre RPE as per manufacturer specificatins and received training; including perfrming user seal checks and ensuring n ptential seal interferences are present; Wear nly RPE as identified during the fit test. 6 Remve any defective RPE frm service until they can be adequately repaired r replaced. 4.3 Staff Wellness Review current OH&S infrmatin t ensure the University is cmpliant with regulatry requirements, standards and best practices; Respiratr selectin will be determined in cnsultatin with EHS (if necessary), the wrker and supervisr. Selectin will be based n a review f the activity including: Frequency f expsure Duratin f expsure Cncentratin and quantity f chemical being used Review f ccupatinal expsure limits If expsure t the cntaminant is immediately dangerus t life and health (IDLH) Review f ther pssible cntrls Review submitted health infrmatin and determine fitness t wear a respiratr in cnsultatin with the third party physician if necessary; Infrm necessary stakehlders (WCB, Alberta Health, EHS) if an emplyee has suffered injury r illness due t expsure; Fit test the wrker fr the chsen respiratr; Ensure that at the time f the wrker s fit test, the wrker has cmpleted the required training and demnstrated cmpetency fr using a respiratr including inspectin, cleaning, string, dnning/dffing, perfrming user seal checks, and preventing seal interferences; Ensure cleaning and disinfectin f respiratrs and equipment used fr fit testing; Maintain dcumentatin fr repair, maintenance, and calibratin f quantitative fit test equipment; Maintain dcumentatin related t respiratry prtectin (respiratr user screening, training, medical surveillance and fit test recrds) and add emplyee t a respiratry prtectin expsure grup; Cntact emplyees/supervisrs fr recalls fr fit testing and relevant medical surveillance; Review and update the RPP and any ther assciated dcuments as required with participatin frm EHS. 4.4 Physician When requested, review submitted respiratr selectin frms part 1 and 2 (Appendix A-1.0) fr fit testing, including ptential health effects assciated with expsure t respiratry hazards; Cnduct physical exam fr any emplyees: Wh may require a respiratr in an IDLH situatin Requiring use f a SCBA Requiring use f a SAR Review dcumentatin and perfrm a physical exam (if necessary) fr emplyees requiring a respiratr wh have self-identified a relevant health cnditin; Dcument if the wrker meets medical requirements with reprted limitatins, r des nt meet medical requirements t use RPE; Cmmunicate emplyee s ability t safely wear a respiratr t Staff Wellness. 7 4.5 Envirnmental Health and Safety As needed, review wrk activities t determine if air mnitring is required and/r t prvide directin n the use f cntrls including engineering, administrative, and persnal prtective equipment; Investigate incidents and near misses where there has r culd have been expsure t airbrne cntaminants t evaluate cntrl effectiveness and advise n crrective measures t minimize expsure; Make apprpriate recmmendatins fr respiratr, filter, and cartridge selectin and change ut schedule when requested; Assist in prviding current infrmatin needed t achieve cmpliance with Alberta OH&S legislatin and maintaining best practices as per industry standards. 5.0 Respiratry Prtectin Prgram Overview 5.1 Hazard Assessment Emplyees must be familiar with the hazards and ptential health utcmes assciated with the prducts that they wrk with. Supervisrs are respnsible fr ensuring that their emplyees are familiar with the ptential hazards assciated with their emplyee s wrk. The hazard assessment and cntrl frm must be readily available and must clearly state: The task t be perfrmed; The hazards assciated with the task, specifically identifying the respiratry hazard; The cntrls required t reduce r eliminate the hazardus expsure including: engineering cntrls (e.g. ventilatin, fume hds) reference t this respiratry prtectin prgram relevant SOP(s) details f necessary respiratry prtective equipment (i.e. respiratr type, cartridge required) nline training fit testing Hazard assessments shuld be reviewed and updated n a regular basis and when there is a change. Emplyees and supervisrs shuld bear in mind that hazard assessments require updating if: new hazards are intrduced; wrk prcesses r the wrk envirnment changes; an emplyee s health status changes; Infrmatin n hazardus materials and prcesses can be cllected frm the fllwing resurces (are nt limited t): Manufacture/Supplier infrmatin, example: Safety Data Sheets (SDS) Surce animal infrmatin Pathgen Safety Data Sheets (PSDS) Supervisr Envirnmental Health and Safety (EHS) Department Occupatinal Health Nurse (OHN), Staff Wellness Other Health Care Prviders Other Health and Safety Prfessinals Date Revised: Revisin 2 Page 7 f 25

8 5.2 Air Mnitring At the University, the decisin t cnduct air mnitring is based n a review f the wrk activity including frequency, duratin, cncentratin and quantity f the chemical being used, established ccupatinal expsure limits, and cntrls in place fr the activity. When air mnitring is nt required r feasible based n the activity review, the use f respiratry prtective equipment is left t the discretin f the supervisrs and wrkers under the guidance f EHS and Staff Wellness. 5.3 Pre-Fit Test Dcumentatin T initiate the fit testing prcess, the Respiratr Selectin Frm Part 1: Hazard Assessment (Appendix A-1.0) must be cmpleted by the wrker with assistance frm the supervisr as necessary. Part 1 and Part 2 f this frm will be reviewed by Staff Wellness. 5.4 Training Emplyees are required t cmplete the nline Respiratry Prtectin curse prir t their fit testing sessin; Additinal training will be prvided t respiratr users at the time f fit testing as utlined in Sectin 5.7 Fit Test; If training fr specialized respiratry equipment (e.g. SCBA, Supplied Air Respiratr, etc.) is required, emplyee r supervisr must cntact Staff Wellness t arrange apprpriate training; Supervisrs are respnsible fr ensuring that emplyees receive apprpriate training fr respiratr use. 5.5 Chse Apprpriate Respiratr Staff Wellness will assist with the selectin f the apprpriate respiratr based n a review f the infrmatin prvided by the emplyee and supervisr. This infrmatin will be recrded n the fit test recrd. The prcess fr selecting an apprpriate respiratr is utlined in Figure 1 and Tables 1-2 in Appendix A-2.0. The respiratr chice will be apprved Staff Wellness. 5.6 Medical Review The Respiratr Selectin Frm Part 2: Health Screening (Appendix A-1.0) will be reviewed by the Occupatinal Health Nurse (OHN). The OHN determines if further medical review is required by a physician based n the type f respiratr being used and the health infrmatin reprted by the emplyee. The OHN will prvide a cmprehensive medical review (cnsult physician if necessary) if the respiratr user: Has identified a health cnditin that may affect their ability t wear a respiratr safely A physician medical review will be required if the respiratr user: Will be required t wrk in an immediate danger t life and health (IDHL) situatin Requires the use f a self-cntained breathing apparatus (SCBA) Requires the use f a supplied air respiratr 5.7 Fit Test Once the emplyee has been deemed medically fit t wear a respiratr, a respiratr fit test will be cnducted by Staff Wellness. 9 Educatin n respiratr selectin, use, limitatins, care and maintenance; Qualitative testing with hd and bitrix r sweet slutin (fr N95) if a fit cannt be established using ne f these methds, then the emplyee will be prvided quantitative fit testing Quantitative testing with Prticunt (required fr all reusable respiratrs) If emplyee des nt demnstrate an apprpriate fit, tester will try a variety f respiratr sizes and brands. If a fit cannt be established using a quantitative fit test, then ther ptins fr respiratry prtectin may be discussed with the department. Emplyee must verify understanding f limitatins and demnstrate cmpetency f respiratr use, care and maintenance; Fit testers shall fllw the requirements f the prgram and CSA fit testing standard (Z ) and shall nt perfrm a fit test if they bserve that the persn is nt free frm interference where the respiratr seals t the skin f the face r neck; Recrds f testing are printed and reviewed with the emplyee; Recrds are signed by tester and emplyee (emplyee signature nt required n qualitative fit test recrd) and a cpy is prvided t the supervisr; Recrds will be stred in Medgate; Emplyee returns fr recall: in tw years if there is a physical change t the face that wuld warrant re-testing if a different type f mask is required based n a change in ptential respiratry hazards (e.g. a new hazardus cntaminant is encuntered and requires increased prtectin factr) Respnsibility fr recalls is shared by the emplyee, supervisr, and Staff Wellness. 6.0 Use f Respiratrs Respiratr use is based n the CSA standard Z Selectin, use and care f respiratrs. 6.1 User requirements Befre being assigned any task that requires the use f a respiratr, the user shall meet all the health screening, training, and fit testing requirements in this prgram. 6.2 Tight-fitting respiratr seal with skin Respiratrs requiring a tight fit in rder t perfrm effectively shall nt be wrn when an effective seal t the face r neck f the persn cannt be achieved and maintained. T prmte the safety f persns using tight-fitting respiratrs, the seal t the face r neck shall be effectively maintained in accrdance with the requirements f the Respiratr Interference Cncerns sectin f this prgram dcument (Appendix C) thrughut the perid during which respiratr use is required. If during the curse f wrk, a persn develps any cnditin that degrades the respiratr seal t the face r neck, the persn shall restre the required interference-free cnditin in a nnhazardus envirnment. 10 6.3 Respiratr interference cncerns Wrkers and supervisrs shall ensure that ptential interferences t the fit and functin f the respiratr are effectively managed accrding t the requirements described belw. Individuals wh are unwilling r therwise unable t cmply with the interference-free requirement, r wh are unable t btain an acceptable fit, shall be prhibited frm using a tight-fitting respiratr Facial Hair Individuals shall present themselves fr fit testing free frm interference f hair with the respiratr functin, valves r where the respiratr seals t the skin f the face r neck. The rate f hair grwth varies, fr many this requires being clean-shaven within the previus 24 r preferably 12 h t ensure that hair neither infringes n the sealing surface f the respiratr nr interferes with valve r respiratr functin. See Appendix C fr examples f acceptable and unacceptable facial hair grwth Persnal cnditins Individuals shall present themselves fr fit testing in the same persnal cnditin they wuld expect t be in when using the respiratr. This includes hair styles (e.g., hair buns) and wearing r nt wearing dentures, eyeglasses, r cntact lenses. The use f cntact lenses may be apprved by the Occupatinal Health Nurse after cnsideratin f thse factrs inside and utside the tight-fitting respiratr that culd affect the eyes f the user Persnal effects r accessries Individuals shall present themselves fr fit testing in such a way that persnal accessries such as head cverings, garments, facial jewelry, r ther items shall nt cme between the skin and the sealing surface f the respiratr. Nte: Such accessries can impair respiratr effectiveness by interfering with valve functin, respiratr adjustability, and prper secure psitining. Makeup, creams, r ltins can als interfere with effective respiratr functin PPE integratin When PPE such as eye, face, head, r hearing prtectrs r prtective garments are required t be wrn during respiratr use, they shall be wrn during respiratr fit testing t ensure that the respiratr seal is nt cmprmised. 6.4 User seal check f face-t-facepiece seal The user f a respiratr shall check the seal f the face-piece immediately after dnning the respiratr in accrdance with nline training and fit testing instructins. A user seal check shall nt be used as a substitute fr a qualitative r quantitative fit test. 6.5 Cmmunicatins when using a respiratr The respiratr face-t-facepiece seal shall nt be brken t cmmunicate. 11 Nte: Verbal cmmunicatin while using a respiratr is ften necessary t perfrm specific tasks; hwever, mvement f facial features while talking can adversely affect the seal f the face-piece. The use f varius types f mechanical and electrnic speech transmissin devices can minimize the pssibility f face-piece leakage when the user is speaking. Respiratrs fr use in a hazardus atmsphere that requires intrinsic safety and that are equipped with electrnic speech transmissin devices having an electrical pwer supply shall be intrinsically safe. Nte: In extremely cld weather, battery pwer can be unreliable. 6.6 Change-ut prcedures, schedules and service time A qualified persn shall establish a change-ut schedule fr the replacement f air-purifying filters r cartridges f respiratrs befre their useful service life is ended. Warning prperties f the cntaminant shall nt be relied n fr cartridge/canister change-ut, shuld wrkers detect dur, experience resistance when drawing breath, r experience any irritatin symptms f the cntaminant befre the end f the change-ut schedule, Staff Wellness shall be infrmed and shall re-evaluate this respiratr use, i.e., the change-ut schedule, the wrkplace cncentratins, r ther cnditins f use [relative humidity (RH), wrk rate, etc.]. Nte: Respiratr cartridge change-ut can include end-f-service-life indicatrs, maximum use time, and breathing resistance as apprpriate. The useful service life f a gas/vapur cartridge r canister r a particulate filter is affected by several factrs, including: a) The cntaminant s chemical prperties, physical state, and cncentratin; b) The envirnment, temperature, humidity, and atmspheric pressure; c) The physical/chemical characteristics f the air-purifying element; surface area, vlume; d) The mechanism used t remve the cntaminant; filtratin, electrstatic charge, and absrptin r adsrptin; e) The effectiveness f the air-purifying element against the cntaminants; f) The breathing rate and vlume f the respiratr user; g) The pattern f use, whether cntinuus r intermittent. Recrds must be retained fr 10 years fllwing the date f assessment. Prf f training will be maintained in the University s Enterprise Learning system. Maintenance recrds fr equipment must be retained as per manufacturers recmmendatin and Alberta s Occupatinal Health and Safety Cde requirements. Staff Wellness: Staff wellness is respnsible fr maintaining fit testing recrds fr emplyees. Recrds must be retained fr 10 years fllwing the date f assessment. Emplyee medical infrmatin will be stred by Staff Wellness fr 70 years fllwing date f assessment. 17 Appendix B Supplementary Respiratr Use Infrmatin (adapted frm the CSA standard Z Selectin, use and case f respiratrs) B-1.0 Gas/vapur-remving cartridges r canisters B-1.1 Gas/vapur-remving cartridges r canisters equipped with an end-f-service-life indicatr shall be replaced when the indicatr dictates. B-1.2 Gas/vapur-remving cartridges r canisters nt equipped with an end-f-service-life indicatr shall be replaced based n an established prcedure r schedule that ensures that the cartridge is changed befre the service life has ended. B-1.3 The selectin f air-purifying respiratrs shall include a change-ut schedule calculated by a qualified persn using the manufacturer s prduct infrmatin r estimated based n knwledge f the effectiveness f the cartridge r canister t remve the cntaminant. The respiratr manufacturer shuld be cnsulted fr guidance n the effectiveness f any specific respiratr r air-purifying element against the cntaminant fr which prtectin is needed. B-3.2 Escape frm an IDLH atmsphere Fr escape frm IDLH atmspheres, the SCBA r escape SCBA shall have a rated service time in excess f the anticipated time needed t escape. B-4.0 Breathing Gas Requirements Only cmpressed breathing air meeting the requirements f CSA Z180.1 shall be used in pen-circuit SCBAs, airline respiratrs, and supplied-air suits. Cmpressed xygen shall never be used in respiratrs manufactured fr use with cmpressed breathing air. Nte: Cmpressed breathing air can cntain lw cncentratins f il. Oxygen frms explsive mixtures with rganic materials such as il and grease. Gaseus xygen is a pwerful xidizer and can cnstitute a cnsiderable fire hazard. Cmpressed breathing xygen shall meet the purity requirements f CGA G-4.3. B-5.0 Special requirements fr general industrial use Wrkers that require respiratr use in nn-typical envirnments shuld refer t CSA Standard Z Selectin, use, and care f respiratrs as the details fr use are nt utlined in this dcument. 21 Appendix D Cleaning, inspectin, maintenance and strage f respiratrs (adapted frm CSA standard Z ) D-1.0 General Each respiratr shall be prperly maintained t retain its riginal effectiveness. An acceptable prgram f care and maintenance shall include: a) Cleaning and sanitizing; b) Inspectin, testing, and repair; c) Strage; d) Recrdkeeping. Defective r nn-functining respiratrs shall be identified as ut f service r the equivalent (e.g., by being tagged) and shall be replaced r remved frm service until repaired. D-2.0 Cleaning and sanitizing Respiratrs shall be cleaned and sanitized accrding t the respiratr manufacturer s instructins. Respiratrs designed nt t be cleaned shall be dispsed after use as directed by the manufacturer. Prcedures fr cleaning respiratrs Respiratrs shall be cleaned as fllws: i. Remve filters, cartridges, r canisters. Disassemble face pieces by remving speaking diaphragms, pressure-demand valve assemblies, hses, and any ther cmpnents as recmmended by the manufacturer. Discard r repair any defective parts ii. Wash cmpnents in warm [43 C (110 F) maximum] water with a mild detergent r with a cleaner recmmended by the manufacturer. A stiff bristle (nt wire) brush may be used t facilitate the remval f dirt iii. Rinse cmpnents thrughly in clean, warm [43 C (110 F) maximum], preferably running water iv. Drain v. When the cleaner used des nt cntain a disinfecting agent, respiratr cmpnents shuld be immersed fr 2 min in ne f the fllwing: a. Hypchlrite slutin (50 ppm f chlrine), made by adding apprximately 1 ml f laundry bleach (5 t 6% chlrine) t 1 L f water at 43 C (110 F); b. Aqueus slutin f idine (50 ppm f idine), made by adding apprximately 0.8 ml f tincture f idine (6 t 8 g ammnium r ptassium idide/100 cc f 45% alchl) t 1 L f water at 43 C (110 F); c. Other cmmercially available cleansers f equivalent disinfectant quality when used as directed, if their use is recmmended r apprved by the respiratr manufacturer. vi. Rinse cmpnents thrughly in clean, warm [43 C (110 F) maximum], preferably running water vii. Drain. The imprtance f thrugh rinsing cannt be veremphasized. Detergents r disinfectants that dry n face pieces can result in adverse skin reactins (e.g., dermatitis). In additin, sme disinfectants can cause deteriratin f rubber r crrsin f metal parts if nt cmpletely remved viii. Cmpnents shuld be hand-dried with a clean, lint-free clth r air-dried ix. Reassemble the face piece, replacing filters, cartridges, and canisters where necessary x. 22 When the respiratr is nt individually assigned, cleaning and sanitizing shall be perfrmed befre the next use. D-3.0 Inspectin D-3.1 General Users shall inspect their respiratrs befre and after each use. D-3.2 Inspectin cverage D Respiratr inspectin cverage Respiratr inspectin shall include, where applicable, the fllwing: a) Cnditin f cmpnent parts (e.g., face piece, helmet, hd, suit, head harness, valves, cnnecting tubes, harness assemblies, filters, cartridges, canisters, cylinders); b) Tightness f cnnectins; c) End-f-service-life indicatr; d) Shelf-life dates; e) Prper functining f regulatrs, alarms, and ther warning systems. Respiratrs shall be inspected in accrdance with the manufacturer s instructins. If they d nt pass the inspectin, the respiratr shall be tagged and remved frm service. D Inspectin f cylinders and gauges Pressure gauges f all breathing gas cylinders in service shall indicate that the cylinders are within the Full range. Cylinders with gauges indicating less than the Full range shall be recharged in accrdance with the manufacturer s instructins. D-3.3 Inspectin f SCBA cylinders D General requirements fr inspectin f steel, aluminum, and fibre-reinfrced cylinders A qualified persn shall inspect cylinders externally and internally accrding t: 1) CSA B339 and CSA B340; 2) CGA (Cmpressed Gas Assciatin) C-6, C-6.1, r C-6.2 as applicable; 3) Applicable transprt regulatins; 4) The manufacturer s instructins. Nte: Visual internal inspectins are required fr all cylinders at the time f their hydrstatic testing; see C-6.0 fr hydrstatic testing requirements All cmpsite SCBA cylinders (e.g., fibreglass, Kevlar, carbn-wrapped, r hp-wund) shall be remved frm service n later than 15 years frm their date f manufacture. Steel and aluminum cylinders ver 15 years ld shall have the interir f the cylinder inspected at least annually by a qualified persn when these cylinders are in current use. Nte: This des nt extend the service life f cylinders. After each use f a cylinder and befre it is refilled, a qualified persn shall inspect its exterir fr signs f external damage. 23 Cylinders shwing signs f external damage shall be immediately depressurized and remved frm service and, prir t return t service, inspected in accrdance with the requirements f C Cylinders shwing damage t the paint shall be inspected. If the damaged cylinders require repairs, they shall be carried ut as sn as pssible by a qualified persn in accrdance with the manufacturer s instructins and specificatins. Cylinders stred in accrdance with the requirements f Appendix D 5.4 shall be checked t ensure that the hydrstatic test date is current befre the cylinders are returned t service. D Special inspectin requirements fr emergency-use SCBA SCBA shall be inspected n a schedule t ensure readiness fr emergency use. A manager/supervisr shall maintain a written recrd f all inspectins and service perfrmed n SCBA and cylinder. The inspectin recrds fr emergency-use SCBA shall include: 1) the date f use f the respiratrs and cylinders; 2) the date f inspectin; 3) the physical cnditin f the respiratrs and cylinders; 4) the cleaning and sanitizing f respiratrs; 5) the repairs dne t respiratrs and cylinders; and 6) the tests perfrmed n respiratrs and cylinders and remedial actins taken. D-4.0 Repair and test Any used xygen-generating canister shall be dispsed f in accrdance with the manufacturer s instructins. The spent CO2 srbent in a clsed-circuit apparatus shall be replaced r refilled after each use. Where inspectins specified in Appendix D-3 indicate that repairs r rebuilding, r bth, f a respiratr r cylinder are required, such repairs and subsequent tests and checks shall be carried ut in accrdance with the manufacturer s instructins. Used respiratrs shall be recnditined t accepted manufacturer s standards, and used SCBAs shall be recnditined by the manufacturer r authrized service agents prir t use after wnership is transferred. Qualified persns shall repair and test respiratrs and cylinders, using riginal manufacturer s replacement parts and repair prcedures. The frequency with which the pressure-regulating system f a respiratr is rebuilt shall be gverned by the manufacturer s recmmendatins and as inspectin and perfrmance require. SCBA shall nt be mdified t accmmdate a resuscitatr nr shall it be used as such. D-5.0 Strage Respiratrs shall be stred in a manner that will prtect them against dust, zne, sunlight, heat, extreme cld, excessive misture, vermin, damaging chemicals, ils, greases, r any ther ptential hazard that can have a detrimental effect n the respiratr. Respiratrs shall be stred in a manner that will prevent defrmatin f rubber r ther elastmeric parts. Emergency-and rescue-use respiratrs placed in wrk areas shall be quickly accessible at all times and the strage cabinet, cntainer, r hlder shall be clearly marked. 24 Cylinders nt in current use and thse in lng-term strage shuld be stred at reduced pressure in the vertical psitin (valve up) and never inverted. Ntes: The reductin in pressure is imprtant because crrsin attack is reduced in decreasedxygen partial pressures. Vertical strage reduces the extent f crrsin by minimizing the interface between metal and water Because steel cylinders are mre prne t crrsin activity, vertical strage f them at reduced pressure is especially imprtant. Whenever pssible, cylinders shuld be stred indrs in a warm, dry envirnment. Unpressurized cylinders shuld be stred with the main valve clsed. D-5.2 Rtatin f cylinders in current use Cylinders shuld be numbered, clur-cded, r arranged in a manner that ensures that all f them are used n a regular basis. Nte: Prtective caps shuld be used t prevent physical damage t the cylinder valve threads and prevent dirt and misture frm entering the valve bdy. Prir t using an SCBA cylinder that has nt been used in any 12-mnth perid, the air shall be discarded by slwly depressurizing the cylinder t the atmsphere and refilling it with cmpressed breathing air meeting the requirements f CSA Z D-6.0 SCBA Cylinder Testing, Filling, Marking and Maintenance At the University f Calgary, cylinders shall be filled, marked, and maintained by a qualified individual in accrdance with manufacturer s recmmendatins and CSA B339 standards.
