1 TOOLS (HAND, POWER AND EXPLOSIVE) PURPOSE AND SCOPE This HSE infrmatin prvides additinal directin and guidance n the use f hand tls, pwer tls, explsive pwered tls, cmpressed air and nuclear density meters. The principles f this infrmatin dcument shall be applied. Hwever the practical applicatin in the field may differ accrding t circumstance prviding the standards are nt lwered r safe utcmes are ptentially cmprmised. HAND TOOLS Hand tls shall be used fr their intended purpse Use the crrect tl, size and type fr the jb N hmemade tls are t be used n the jb Inspect tls regularly fr signs f damage r wear. Hammers with lse heads r damaged shafts, mushrm-headed chisels, hammers and drifts, sprung spanners and bent bars shall be repaired r replaced. Check fr wear f jaws and pivt pints. Ensure any wrn r damaged tls are withdrawn frm service and replaced When using hand tls, watch ut fr persns wrking nearby. Dn't vercrwd a wrk area. Never use attachments fr extra leverage, unless specifically designed fr that use Stw tls securely when nt in use. Dn't leave hand tls lying arund t cause a hazard r becme damaged. Take particular care when stwing sharp edged tls t prevent damage and persnal injury Tls shall be secured by wrist straps r lanyard where there is a risk f falling frm heights POWER TOOLS PURCHASING OF POWER TOOLS All new pwer tls purchased shall be suitable fr the intended task, and shall cmply with the relevant Australian Standards and Wrk Health Safety Regulatins Purchasing specificatins shall nminate required safety features, as applicable t the intended task(s) All pwer tls shall be identified and registered. The register shall be used fr the hazard identificatin and risk assessment prcess, and fr scheduled maintenance and inspectins.

2 HSE Infrmatin Tls (Hand, Pwered and Explsive) (Rev ) Sectin 2 GENERAL REQUIREMENTS Persns perating such equipment must ensure it is used in the crrect manner and nly fr the purpse fr which it is intended Persnnel perating pwer tls shall use the apprpriate Persnal Prtective Equipment. All persns perating pwer tls shall be adequately trained in the crrect use f the tls and where required qualified and certificated. Electrical pwer tls are t be tested and tagged by a licensed electrician at intervals as required by legislatin. Untagged tls are nt t be used. Electrical pwer tls are nt t be used in wet r damp cnditins An inspectin and maintenance prgram is t be in place fr pwer tls Pwer tls are t be used fr intended purpses Electrical pwer tls are t be earthed when in use except fr duble insulated tls Residual Current Device (RCD) is t be fitted at electrical supply surce Pwer tls are nt t be used unless guards and ther prtective devices are in place. Guards are nt t be remved r lcked pen. Befre use check fr damage t switches, cnnectins, leads, guards etc. D nt use faulty equipment. Pwer tls are t be stred in clean, dry cnditins Defective electrical equipment shall be remved frm site r repaired as sn as practicable. Whilst waiting fr remval defective equipment must be tagged "Out f Service". Operating switches r levers requiring cnstant pressure fr peratin are nt t be tampered with t make the tl perate withut cnstant hand r finger pressure Always switch ff pwer and remve plug befre making any adjustments r changing attachments Nise and dust cntrl must be managed Ensure there is suitable training and cmpetency verificatin in the crrect use f the tls and where required qualified and certificated Prvide adequate lighting Pwer tls shall nt be mdified unless in accrdance with manufacturers recmmendatins and apprval given by the manufacturer High impact resistant clear face shield plus medium impact safety glasses/gggles shall be wrn when perating high velcity pwer tls Clamp everything dwn, if drilling r cutting material d nt rely n hand pressure alne t keep the wrk piece frm mving

3 HSE Infrmatin Tls (Hand, Pwered and Explsive) (Rev ) Sectin 3 CONTROL OF VIBRATION The vibratin risk assciated with hand-tls shall be identified and assessed. The assessment shall take int cnsideratin at least the fllwing: The vibratin level The frequency, directin and acceleratin f the surce f vibratin The lengths f time wrkers are expsed t the vibratin Cntrl measures t reduce expsure t hand-arm vibratin may invlve finding alternative ways t d the wrk that eliminates the need t use vibrating equipment r t purchase tls that prduce less vibratin. Cntrl measures t manage vibratin may als include: Speed adjustment t reduce vibratin. Internal damping. Vibratin-islated handles (e.g. rubber r fam) Autmatic shut-ff when the tl is nt in peratin Rtatin f wrkers Glves shuld nt be relied upn t prvide prtectin frm vibratin. They nly prvide prtectin frm cld temperatures, water and cuts and abrasins. The use f thick glves may wrsen expsure by wrkers applying increased grip frces t the tl and increase transmitted vibratin. ANGLE GRINDERS Angle grinders shall nly be used when the wrk cannt be perfrmed by a safer methd The use f 9" (230mm) grinders is nt allwed The use f 7" (175mm) grinders is nly allwed when dcumented by risk assessment as the safest methd and apprved by the Prject Leader and Reginal Safety Manager Deadman switch fitted and peratinal (Nt capable f being lcked in the ON psitin) Guards and handles must be in place and secure Always check the Angle Grinder fr defects, damage r missing cmpnents (i.e. guard missing), befre using it If fund t be unsafe, place an "Out f Service" tag n the angle grinder and reprt it t a Supervisr immediately Smaller wrk pieces that may mve while grinding, must be held securely by mechanical means A Ht Wrk Permit is required fr any grinding wrk nt dne in a Bilermaker/Fitters wrkshp. i.e. In a Cnfined Space Near Hazardus r Flammable Materials Wherever there is ptential f fire r explsin as identified by a Risk Assessment

4 HSE Infrmatin Tls (Hand, Pwered and Explsive) (Rev ) Sectin 4 Make sure the grinding area is free frm cmbustible r flammable materials A fire extinguisher shall be in clse prximity f the grinding activity Welding face shields shall nt be wrn when grinding, a high impact resistant clear face shield plus medium impact safety glasses/gggles shall be wrn Hearing Prtectin Equipment t be wrn when using Angle Grinder The Angle Grinder must have a current electrical test tag and an RCD (Residual Current Device) used Cutting wheels r discs shall nt be used fr grinding wrk, and grinding wheels shall nt be used fr cutting jbs Wheels designed fr a particular revlutin speed shall NOT be used n machines f different speeds Wheels shall be used nly fr the specific material and purpse fr which they are designed Wrn r damaged wheels shall be discarded and NEVER used n smaller machines Guards and handles are fitted and secure Always make sure the Angle Grinder has been discnnected frm its pwer surce befre changing accessries r servicing it D nt use damaged r secnd hand discs CHAINSAWS Chainsaws shall nt be used n LORAC prjects until written permissin has been btained by the Prject Leader and the fllwing has been satisfied: N alternative methd can be fund t perfrm the wrk ther than using a chainsaw A risk assessment has been cmpleted and apprved by the Prject Leader and/r Safety Advisr All persnnel invlved in the task are t be experienced in the use f chainsaws, have under gne training with a cmpetent persn and verificatin f cmpetency in the use f a chainsaw in the applicatin prpsed A minimum f 2 meters exclusin zne is applied t the area f chainsaw peratin All required PPE is prvided and wrn Check the chainsaw thrughly befre every use Make sure the bar, chain and sprcket are in tp cnditin Check the bar il is flwing and the chain brake is wrking Sharpen the chainsaw and tp up with bar il each time yu stp t re-fill with fuel Never use saw t cut anything abve shulder height Carry a chainsaw with mtr ff and saw blade pinting t the rear Keep ther peple away frm the wrking area, barricade and sign where required The chainsaw is t cut timber nly

5 HSE Infrmatin Tls (Hand, Pwered and Explsive) (Rev ) Sectin 5 Avid using a chainsaw in wet r windy cnditins r in pr light Wait fr the mtr t cl befre refueling When using chainsaws, the fllwing persnal prtective equipment shall be wrn: Medium impact safety glasses Full face mesh face shield Full length chaps Lng sleeved shirt Lng Trusers Kevlar Glves (minimum requirement, riggers glves nt allwed) EXPLOSIVE POWERED TOOLS An explsive-pwered tl (EPT) is defined as a tl r device whereby a stud, pin, dwel, screw, rivet, spike r ther bject is driven against, int r thrugh a substance by means f an explsive. It des nt include a nail gun, by definitin, as an explsive charge is nt used. The use f EPTs shall be carried ut in accrdance with AS1873 and any relevant State and Territry Acts and Regulatins. An inspectin f the wrk area shall be cnducted prir t cmmencement f wrk Task requirements assessed t determine access and apprpriate fastener and charge t suit material and base t be fixed Explsive pwer tls, attachment and equipment selected cnsistent with requirements f jb, checked fr serviceability and any faults reprted t supervisr Apprpriate persnal prtective equipment selected, crrectly fitted and used Safety hazards identified and crrect prcedures used t minimise risk t self and thers EPT peratins carried ut in accrdance with manufacturer s recmmendatins A risk assessment must be carried ut prir t any explsive pwer tl being used. The risk assessment is t address but is nt limited t: Flying Particles This is the majr hazard. On impact, materials may break up, blw apart, r spall ff. This ften happens when fasteners are fired t clse t a crner f masnry r cncrete r when they strike materials such as glazed tile, hllw tile, r thin marble tile. Ricchets These usually result when the tl is nt held at right angles t the base material, r the fastener hits a particularly hard material such as stne r hardened steel. Always check the base material t ensure that it can safely accept the fastening device. Nise Pwder-actuated tls create an extreme pulse f sund when fired. Operatrs and thers in the area shall wear hearing prtectin especially when the tl is perated in a cnfined space. Sprains and Strains These injuries usually result frm using the tl repeatedly in awkward, cramped, r unbalanced psitins. Operatrs shuld try t wrk frm a balanced psitin n a slid surface.

6 HSE Infrmatin Tls (Hand, Pwered and Explsive) (Rev ) Sectin 6 Explsins There is always the risk f explsin r fire when the tls are used in atmspheres cntaminated by flammable vapur, mist, r dust. The wrk area must be ventilated mechanically if necessary. Blw-Thrugh When the base material des nt ffer enugh resistance, the fastener may pass cmpletely thrugh and fly ut the ther side. This is particularly dangerus when fasteners penetrate walls, flrs, r ceilings where thers may be wrking. If necessary, areas behind, arund, and under material shuld be kept clear f peple. Where practical, barricade ff the area in which it is intended t use explsive pwered tls Use the crrect strength charge fr the specific task. Always use the weakest charge first t test the strength f the charge needed fr the jb. D nt leave explsive charges lying arund at any time EPTs shuld nly be laded at the place it is t be used and when it is ready fr immediate use The EPT peratr must wear apprved eye (AS1337) and ear prtectin (AS1270) Never use an EPT where there is flammable gas r vapur, in cmpressed air, r in extreme heat, as the charge may explde Fr the safety f thers the EPT peratr must check the area arund and behind the firing area and clear the surface f all lse particles befre firing. Alternatively, a sptter' may be engaged t keep persns at least six metres clear f the area. The EPT peratr must call fire' three secnds befre firing When firing, hld the EPT perpendicular t the wrk surface, never at an angle Erect sufficient and apprved warning EPT signs (black wrding n yellw backgrund and at least 500 mm by 300 mm) in apprpriate places, where ther peple can see them COMPETENCY EPT Operatrs shall be trained and verified as cmpetent cnsistent with CPCCCM2007A - Use explsive pwer tls (frmerly BCGCM2007B) COMPRESSED AIR - UTILITY SERVICES Cmpressed air is capable f eye penetratin, rupturing eardrums and entering the bld stream causing extreme pain and pssible death The fllwing safety devices shall be fitted t tls and equipment and be peratinal befre use as per manufacturer's specificatins: Flw cntrl valves shall be fitted n supply lines Apprved safety clips fitted t all jins & cuplings Safety chains used if fitted Ensure hses are crrectly cnnected and are nt crimped, tied r damaged. Hse cnnectins t be tightened as necessary. Check quick release cuplings t prevent separating under pressure

7 HSE Infrmatin Tls (Hand, Pwered and Explsive) (Rev ) Sectin 7 Servicing f equipment shall be carried ut as per manufacturer's specificatins and recrds maintained The distance between the cmpressr and the wrkface shall be minimised (by mving the cmpressr) t avid delays in switching ff the cmpressr in the event f an emergency Air hses t be prtected against crssing vehicular and pedestrian traffic D nt use any pneumatic tl that has a faulty perating valve r gvernr Check that the exhaust air ducts n the tls are clean and that the casing is nt damaged Where mtrised cmpressr are t be used near excavatins, pits r cnfined spaces a risk assessment regarding the accumulatin f exhaust fumes in wrk areas must be perfrmed and any required cntrl measure t be put in place prir t wrk cmmencing NUCLEAR DENSITY METERS Nuclear density meters are a device used t determine cmpactin f material used in cnstructin f embankments and pavements. The devices are cntrlled thrugh legislatin. Where it is a requirement t use nuclear density meters n a prject, cntract ut the material and prduct testing requirements t a NATA registered labratry. LORAC des nt take n an inspectr/regulatr rle with respect t testing methds and equipment/devices used fr testing.
