4 PRESIDENT S MESSAGE Dear Waverley Tennis Players & Club Officials, Welcome to the Summer Season ; a special welcome to the new tennis clubs and all players who will be experiencing their first season playing in Waverley Tennis; we hope you have an enjoyable experience. Congratulations to all the finalists in the Winter Season 2017, in particular the winners and runners-up. Melbourne s fickle weather again played its tricks with the Sunday morning juniors; however, we got there in the end. Waverley Tennis thanks all players and administrators for their efforts and cooperation throughout the Winter Season and the Final Series. Team entries for the Summer Season totaled 827 as the Handbook closed off prior to printing. There will be 317 Saturday morning junior teams, 219 Sunday morning junior teams (again a record number) and 291 Saturday afternoon senior teams (marginally down some 32 teams overall compared to last Summer Season), again indicative of the healthy state of Waverley Tennis weekend competitions. Further teams will be added when entries are to hand for the Term 4 ANZ Tennis Hot Shots Match Play conducted by Waverley Tennis on an inter-club basis. The PRESIDENTS CUP will again be the top section in the juniors, while the RON HORNE CHALLENGE CUP will again be the top section in the Open Singles/Doubles senior competition. The Premier Club Award is back and will be much sought after by those eligible tennis clubs with the requisite number of junior and/or senior teams competing in the Summer Season. Club officials and players are reminded that the Waverley Tennis website at provides all tennis clubs and their players with regular information on the Summer Season competitions, tournaments and news from around the tennis clubs; please check out the website from time to time throughout the Summer Season. Again, please observe the tennis etiquette for non-umpired matches, tennis attire regulations, the Rules of Tennis and our By-Laws to ensure that all matches are played in a sportsmanlike manner and are enjoyed by both players and spectators alike. I draw attention to the need to have all matches, at both junior and senior levels, including matches at outside venues, properly administered and supervised. At junior matchplay, the role of the Venue Supervisor is all important. Any issues/complaints arising from matches should be promptly reported to the Association Secretary as per By-Law 28. The Waverley Tennis BY-LAWS and GUIDELINES TO COMPETITION BY-LAWS (the latter for Junior Tennis) govern the administration of the Summer Season; if in doubt, don t hesitate to firstly seek to contact the Match Committee Convenor at any time, or one of the Record Secretaries from the Match Committee, for assistance and interpretation. 6 Waverley Tennis Association Meetings All Waverley Tennis Council and Match Convenors Meetings are scheduled to be held at the Nottinghill Pinewood Tennis Club, Baker Avenue, Glen Waverley, commencing at 7:30 p.m. sharp. All match results must be entered via CLUB ZONE on the Waverley Website at 2. All weekend results must be entered by 5:30 p.m.on the Tuesday following the match. The system will not allow entries after this time. 3. Scoresheets must be signed by both captains and retained by the captain or club for the entire season. In the event of a disputed score the scoresheet must be forwarded to the Record Secretary concerned immediately. All information recorded in the Comments section must be entered by the home club. 4. The carbon copy in the result book must be handed to the away team at the conclusion of the match. 6. 8 USEFUL INFORMATION Change in Order of Merit (Juniors): A Club may request a change to the playing order only up to the final home and away match. No changes are permitted during the Finals series. Choice of Ends & Service: The choice of ends and the choice to be server or receiver in the first game shall be decided by toss before the warm-up starts. The player/team who wins the toss may choose: a) To be server or receiver in the first game of the match, in which case the opponent(s) shall choose the end of the court for the first game of the match; or b) The end of the courts for the first game of the match, in which case the opponent(s) shall choose to be server or receiver of the first game of the match; or c) To require the opponent(s) to make one of the above choices. Commencing Time of Matches: All Saturday Junior matches shall commence at 8:15 a.m. (9:00 a.m. Sunday) and all Senior matches shall commence at 1:00 p.m. Actual starting times (not the start of the initial hit-up) and finishing times are to be recorded on the scoresheets. Commencing times for the Mid-Week Men s Competitions is 9:30 a.m. Conduct: No alcoholic drinks are to be consumed by players at Waverley match venues until such players have completed all matches in which they are involved. Final Series Matches: At the completion of the home and away matches, the four leading teams in an 8-team section and the top three teams in a 6-team section shall play off in a final series. All conditions relating to these matches are covered by By-Law 24. In 4 team sections, the final shall be between first and second teams only. Club Secretaries will be advised via the Waverley Tennis Website where their Club s teams are to play and of matches to be held on their Club s courts. Individual players should direct their enquiries to their Club s Secretary in preference to Association s Officers. The home club MUST provide a Supervisor for each home match, who is not a member of any participating team on the day. (Ref By-Law 17 (b)). The use of Substitute Players in Final Series matches must be strictly in accordance with By-Law 15. In cases of doubt, contact the Association Secretary or any other member of the Waverley Match Committee for advice and/or decision. Grading: All players shall have a personal grading of A, A Reserve, B Special, B, C Special, C, D Special, or D. This grading will be retained from season to season, unless changed by Club selectors or the Tennis Association, and subsequently ratified by the Tennis Association. Teams as submitted will be graded by the Match Committee into similarly named gradings. Junior players competing in Senior Competition. When competing in Senior Competition Junior players may play 2 grades below their Junior personal grading, for example, A Res graded Junior player may play B Grade Senior level. Please note the Senior Match Convenor will monitor such players to ensure that they are not strengthening the team. USEFUL INFORMATION (cont d) Match Results: Match results are to be entered on line by the Home Club by 5:30 p.m. on the Tuesday following the match. Where non-attendance at a match is agreed to due to inclement weather or heat out, both teams must enter their player lists via the By Ph feature on the Waverley Tennis Club Zone website. Match scoresheets must be retained by Home Clubs for the entire season and supplied to the record secretary upon request. Failure to supply requested scoresheets promptly can result in a loss of points and/or fine. Duplicate advices of results supplied within 24 hours of request will not incur loss of all points scored by the HOME TEAM. (By-Law 22 LATE RESULTS). Morning/Afternoon Tea: For Junior matches Home Clubs are encouraged to provide light food and refreshments. For Senior matches home teams shall provide adequate afternoon tea for their visitors. President/Challenge Cup Junior Players. When competing in Senior Competition, such players may not play below A Reserve level without prior Match Committee approval. Rules of Tennis: All Clubs should have access to an up to date copy of the Rules of Tennis as approved by Tennis Australia. Singles/Doubles: In Senior competition, Singles/Doubles will be available in certain grades each season on Saturday afternoons. Teams shall be graded on the strongest nominated player. Eligibility: No player may play below his approved grade (unless such player has been approved to play as a permanent player in a lower graded team). Once a player plays more than three matches in any team, that player cannot play for another team in a lower grade, or lower section within grade, without prior permission of the Match Committee. Emergency registrations of players may be made by filling in the necessary particulars on the scoresheets refer to By-Law 11 for full details. No phone emergency registration will be permitted or accepted. Tennis Attire: As covered by By-Law 19; regulation tennis attire shall be worn at all matches. Refer to Dress and Equipment Regulations on pages 66 & 67. Tennis Balls: For all Senior matches, 4 new balls, for all Junior matches, 2 new and 2 good used balls. Refer By-Law 18 for full details. Tie Breaker: A 12 point tie breaker is played by all Senior and Junior teams (except D Grade) at 6 games all in any set. A Match tie breaker is used to decided the third set of Best of 2 rubbers. Both tie breakers are conducted as set out on pages 62 & 63. Use of Outside Venues: A club which uses an Outside Venue must ensure that the visiting club is notified no later than the Wednesday prior to the match. All club officials and players should note that this information should be used in conjunction with the By-Laws of the Tennis Association

Matches played without a chair umpire 5.1 General rules All players should be aware of the following basic principles when playing a match without a Chair Umpire:- 1. If in doubt, the player must give the benefit of any doubt to his/her opponent, in particular regarding line calls. 2. Each player is responsible for all calls on his/her side of the net, however it should be noted that a Court Supervisor or Referee is permitted to reverse an incorrect line call. This reversal may be made by the official located within (whilst adjudicating) or outside the court enclosure. On the first occasion where this occurs the point will be replayed (regardless of whether it was a point winning shot or not) and for subsequent incorrect calls the player loses the point. 3. If in the opinion of the Court Supervisor or Referee an incorrect line call is a deliberately blatant action, the offending player will automatically lose the point and may receive a code violation for Unsportsmanlike conduct. 4. All out or fault calls should be made promptly after the ball has bounced and must be loud enough for the opponent to hear. 5. If a player incorrectly calls a ball out and then realises that the ball was good, the point should be replayed, unless it was a point winning shot or unless that player made an incorrect out call earlier in the match. In these circumstances, the player who called out loses the point. 6. A service Let may be called by either player/team. 7. Foot faults may only be called by an official standing on court or by a chair umpire. Players may be requested to correct their foot faulting problem by a Referee or Court Supervisor, who will require the player to make an effort during the match to rectify the problem. The receiver may not call a foot fault against the server. 8. The receiver must play to the reasonable pace of the server. Both players must ensure they restrict their warmup time, and minimise time between points and at change of ends. TENNIS AUSTRALIA ETIQUETTE & RULES FOR NON-UMPIRED MATCHES (cont d) 9. To avoid controversy over the score, the server should announce the game score before starting a game and the point score prior to serving for each point, and must be loud enough for his/her opponent to hear. 10. If players cannot agree on the score, they should calmly discuss the points/games that are disputed. All points or games which the players agree on stand and only those in dispute should be replayed i.e. two players cannot agree on whether the score is or and disagree only on who won the first point in the game. The game shall continue from 30 30, since both players agree that they have won two points each. When the game score is in dispute the same principles applies i.e. two players cannot agree on 4 3 or 3 4, and disagree only on who won the second game. The match shall continue from 3-3, since both players agree that they won three games each. The player who received in the last game that was played will serve in the next game. Where there is a score dispute, a player must make a reasonable effort to remember the actual score i.e. points/games played. 11. When a player has created an involuntary hindrance (ball falling out of pocket, hat falling off, etc.), the first time a let should be called and any similar hindrance thereafter will be ruled deliberate. 12. Any hindrance caused by a player that is ruled deliberate by the relevant official will result in the loss of a point. 13. Where a ball interrupts play, either by rolling/bouncing onto the court, and/or creating a visible interruption behind the court a let should be played. Either player can call a let in these circumstances provided they do so in a timely manner. Where this is between a 1st and 2nd serve, a second serve only should be played. 14. In a situation where a ball is lying on the court at the commencement of the point (1st or 2nd serve) it will be deemed to be part of the court during the rally. Movement of this ball during the rally does not constitute hindrance. 15. Players are entitled to request their opponent to remove the ball from the court prior to the commencement of the point

When ball persons are not available, all balls on your side of the net are your responsibility to pick up and return directly to the server. 17. The receiver should not return the first service if it is an obvious fault let it go by or ground it. 18. Either player is allowed to call a foul shot or not up, providing this occurs in a timely manner. 19. Players should only leave the court for a toilet break, or any other reason, with the permission of Referee or Court Supervisor. 5.2 Matches Played without a Chair Umpire 1. If at the completion of a match, the players involved realise that the scoring format used was incorrect, the match result shall stand provided all players have left the court enclosure. If the mistake is realised before the players have left the enclosure, the correct scoring format should be used to finalise the match. If this is not possible (i.e. the match has progressed beyond the point where the correct scoring format can be implemented), then the score based on the incorrect format stands. (Refer to correcting errors in the Rules of Tennis). 2. Where a Code Violation second offence/point Penalty is determined by the Referee or Court Supervisor this may be applied at any time during the specific game where the offence occurs. If the point penalty cannot be issued during the specific game a code violation second offence will still be issued. It should be noted that any code violation second offence between games is deemed to be part of the following game. 3. Screaming regularly and loudly, whether in relation to winning and/or losing a point is likely to cause interference to play on nearby courts and may be considered Unsportsmanlike Conduct. 4. Constant overt celebration directed at an opponent may be considered intimidation, and therefore unsportsmanlike conduct. 5. If a player is unhappy with his/her opponent s actions or decisions, he/she should call the Referee or Court Supervisor immediately. TENNIS AUSTRALIA ETIQUETTE & RULES FOR NON-UMPIRED MATCHES (cont d) 5.3 Matches played on Clay COURTS For matches played on clay courts, there are some additional procedures that all players should follow: 1. A ball mark can only be checked on a point ending shot, or when play is stopped (a return is permitted, but then the player must immediately stop). 2. Players are prohibited from checking the mark of the ball on their opponent s side of the court, unless invited by their opponent to do so. 3. If a player erases the mark, he/she is conceding the call. 4. If there is a disagreement over a ball mark, the Referee or Court Supervisor can be called to make a final decision. However, where a player is consistently making incorrect calls resulting in numerous ball mark inspections, a Code Violation may be applied. 5. If a player calls a ball out, he/she should, in normal circumstances, be able to show the correct mark. 6. If a player incorrectly calls a ball out and then realises that the ball was good, the player who called out loses the point. Players who do not fairly follow these procedures could be subject to the Hindrance Rule and the Unsportsmanlike Conduct provision of the Code of Behaviour. Any questions on these procedures should be referred to the Referee. 5.4 Etiquette 1. Players are expected at all times to shake hands with their opponent(s) at the completion of a match. 2. Do not enlist the aid of spectators, including parents, coaches in making line calls, or attempting to determine the score or other on-court matters. 3. Wait until a point is over before walking behind a court where a match is in progress. 4. To retrieve a ball from another court or to return a ball to another court, wait until the players have completed a point. 5. Do not stall, sulk, complain or practice gamesmanship. 6. In doubles, when returning service, the partner of the receiver should generally call the service line for him/her. The receiver should generally call the centre and side service lines. The call needs to be loud enough to stop their opponents/ partner playing

By Laws 1. Courts The type, condition and surroundings of the courts of each competing Club shall be subject to the approval of the Committee of Management. 2. Match Committee The Match Committee shall be responsible for grading of players, emergencies and teams and to do all things which it shall consider necessary or desirable to conduct the pennant matches with the exception of disputes which shall be adjudicated by the Committee of Management. The Match Committee shall be subject to directions of the Committee of Management. 3. Amendment of By-laws by Council By-Laws may be revoked, altered or amended by Council. Notice of alteration to By-Laws must be lodged in writing with the Association Secretary at least thirty-five (35) clear days prior to the meeting and shall appear on the notice paper. Any By-Law passed by Council may not be altered by the Committee of Management. 4. Attendance at Council Meetings Each Club must have at least one delegate at each Council meeting. Failure to comply will result in a fine. 5. Transfer of a Player to Another Club No player shall transfer from one Club to another during the currency of a Competition Season without the consent of the Committee of Management, and then only if he/she shall have obtained a clearance from the Club by whom he/she has been registered; seven (7) days clear notice of such application to be given to the Association Secretary. For the purposes of this By-Law, the currency of a competition includes the period from the official closing date of team entries for that particular Competition Season up until the opening match date of the Competition. By-Laws Index BY-LAWS (cont d) A clearance letter, with reasons for the clearance, must be lodged with the Association Secretary for approval by the Association. Such a letter shall be signed by the Secretary of the Club with whom the player is currently registered and also by the Secretary of the Club to which the player wishes to transfer. 6. Club Fines Automatic fines shall be operative for breaches of the By-Laws as listed on Page 14. The Committee of Management, as provided for in the Rules, shall be empowered with the setting of the actual fines applicable for breaches of the Association s By-Laws. Whenever possible, the ruling fines will be published in the Official Handbook and Fixture issued at the commencement of each Pennant Season, although the Committee of Management does have the right at any time to introduce fines for additional breaches, as required to effectively conduct the Pennant Competition. Any additional fines so introduced will be announced to all Clubs at the first available opportunity. 7. Tennis Rules The Rules of Tennis issued with the Approval of Tennis Australia shall apply to all matches except as hereinafter modified. 8. Composition of Teams/Type and Order of Play All sets shall be first to six games, excepting that in all Senior play and Junior Singles/Doubles Sections a 12 point tiebreaker shall be played at six all. Note variations in paras (a) and (b) below for the Mixed and Mens Rubbers formats, and in para (e) below for the Junior President s Cup. In all Senior and Junior Rubbers matches, players should not leave the court except for a toilet break. For all Junior Rubbers matches, players may only leave the court with the permission of the Junior Supervisor. No communication with, or coaching by, parents is permitted during a match or between sets in a Rubbers match.

27 By-Laws Index BY-LAWS (cont d) (f) Junior Saturday / Sunday Triples Singles / Doubles Sets Boys/Girls/Open Three Players (any combination) This is preferably a two court competition. Home and away matches and FINALS MATCHES shall consist of six six game sets comprising three doubles sets and three singles sets as per the order of play detailed below. Tie breakers at six games all will apply to all Grades except D Grade. Matches shall be decided by the team with the most sets. If sets are equal then games to decide. All matches are to start at 8:15 a.m. (Sat), 9:00 a.m. (Sun) and MUST finish at 12:15 p.m. (Sat) and 12:30 p.m. (Sun). Any game (not set), if commenced, may be completed. If play has not commenced by 10:00 a.m. because of court/weather conditions then, unless mutually agreed to by both Captains, the match shall be called off. Match Results Must be entered online by 5:30 p.m. Tuesday by the Home Club. Order of Play Each team home and away matches, also finals series 2nd Boy/Girl/Player & 3rd Boy/Girl/Player Doubles, played concurrently with 1st Boy/Girl/Player Singles 1st Boy/Girl/Player & 3rd Boy/Girl/Player Doubles, played concurrently with 2nd Boy/Girl/Player Singles 1st Boy/Girl/Player & 2nd Boy/Girl/Player Doubles, played concurrently with 3rd Boy/Girl/Player Singles (g) Playing with One Player Short Notwithstanding By-Law 8 (a, b and h ) in an emergency a team with only 3 players available shall play the match instead of giving a walkover. Under these circumstances, games won or lost will be scored by both teams, the sets for which a player is not available being forfeited 6 games to love. Likewise, in Saturday and Sunday Triples matches, the team shall play two players instead of giving a walkover. In all Senior formats except Singles/Doubles, a team with only 3 players available shall play the match instead of giving a walkover in which case By-Law 12 as it relates to complete team in attendance will not apply. Under these circumstances, games won or lost will be scored by both teams, the sets for which the player is not available being forfeited to love. In all Junior and Senior singles/doubles rubbers matches, one player does not form a team. The result shall be recorded as a forfeit. (h) Mid-Week Mens Competition Type of Competition: Four a Side Autumn & Spring Format of Competition: Matches shall consist of six eight game doubles sets, tiebreaker at seven all, in which each man shall play one set with each other team member. The majority of sets shall decide the match, if sets are equal, games to decide. By-Laws Index Time of Competition: Wednesday mornings, commencing at 9:30 a.m. Finals: Refer to By Law 24(b) and 24(c) No. of Courts: Each team to provide 2 courts for its home match. General: (i) To play in the competition a player must be a member of a club (ii) BY-LAWS (cont d) affiliated with Tennis Victoria. A player who has played four games as emergency with the same team in another club, cannot return to his own team. This does not limit a player who plays more than four games as an emergency for a number of teams. (iii) To be eligible to play in the Finals Series, a player must have played at least three (3) matches for his team during the Season. (iv) There is no time limit on matches and play should continue until a result is achieved. (v) Guidelines as published from time to time and available on the Waverley Tennis Mid Week Men s web page, allow some departures from Waverley Tennis rules. (vi) All other matters not specifically highlighted for the running of the Mid Week Men s Competition are governed by the existing Association By Laws. (vii) The Home Clubs are responsible for ensuring that the Match Results are entered on time. 9. Number of Teams each Section Each section shall consist of 8 teams in summer and winter pennant with two complete rounds of matches. If appropriate, the Match Committee may approve 6 team sections. 10. Registration of Players (a) All players will receive an individual grading as a player of either A, A Reserve, B Special, B, C Special, C, D Special or D. (b) Once a player s grading as above is approved, this grading is retained from season to season unless a change is approved or made by the Association. (c) At the start of each season, team lists and emergencies with the required grading information must be submitted on the prescribed form. (d) Teams as submitted will be graded by the Match Committee in grades as mentioned above (or as advised from time to time by the Match Committee). More than one section may be required in certain grades in which case teams will be graded into sections within these grades. (e) All players listed in the teams as submitted by clubs must play in the grade and section as graded by the Match Committee. No listed player will be permitted to play in a lower grade, or section within grade, without prior permission from the Match Committee. (f) Emergencies cannot play below the grade (or section within grade) assigned to them by the Association which will be that nominated by the Club unless otherwise advised by the Association.

28 By-Laws Index BY-LAWS (cont d) (g) New registrations may be submitted for approval by either letter or to the appropriate Record Secretary. In an emergency, a player is deemed to be submitted for approval once entered correctly on the scoresheet (i.e. scoresheet shows Club Selectors grading and indicates Emergency E ) and always provided the scoresheet shows all particulars, for example, Date of Birth and Club personal grading, as is required on Emergency Entry form. (Grading is to be Selectors not team Captain s). This emergency registration does not mean that the player is automatically accepted in that grade. If unacceptable, player will be regarded as an unregistered player for that grade. No phone emergency registration will be accepted. Emergency players must not strengthen a team, in the opinion of the Match Committee. (h) In the event of a player being nominated for registration by more than one club, the player concerned shall have the right to say which nomination shall stand. (i) The Committee of Management shall have the right to reject any registration. 11. Eligibility (a) No players may play below their approved personal grade unless such players have been approved as permanent players or emergencies in that grade, or section within grade. (b) Once a player plays more than 3 matches in any higher grade, or section within grade, or plays more than 3 matches in different higher level teams, that player cannot play for another team in a lower grade or lower section within grade, without prior permission of the Match Committee. This applies irrespective of whether the player was nominated as a regular player in a lower graded team at the start of the current season. (c) Emergency players may interchange between Mixed, Mens,Ladies and Open and may play any number of matches in a higher grade, or higher section within grade, until tied as in 11(b) above. (d) In the event of a Club being represented by more than one team in the one section, no player having participated in more than three matches with one team shall be eligible to play thereafter in the other team. (e) No player may play in the final series unless they shall have played three home and away matches of Mixed, Mens or Open. For Juniors, date of birth must also have been provided. (f) All players registered must be financial members of the Clubs registering them. (g) Except with Match Committee approval, no players may play in matches if they have already played in another Association whose matches are played concurrently on Saturday mornings and Sunday mornings (for Juniors) and Saturday afternoons (for Seniors). (h) No player shall compete in more than one Association Senior or Junior fixture listed in the same round for simultaneous play. (i) To be eligible for Juniors, players must in any season they play be 18 years of age or under as at midnight on the date of the scheduled Saturday/Sunday Grand Finals for that season. Players so eligible can continue to compete in any delayed finals for that season, i.e., a player is ineligible if he/she should turn 19 during the currency of the season. By-Laws Index BY-LAWS (cont d) (j) No player may represent more than one Club during the currency of the same Competition Season, unless formally cleared in accordance with By-Law 5. (k) The Match Committee shall have sole discretion on making decisions on the eligibility of players not specifically provided for within the By-Laws. (l) Junior or Senior players who compete in Saturday or Sunday competitions DO NOT qualify for the finals on the alternative day to their regular competition. (m) As Saturday and Sunday Junior competitions are separate competitions, players may play for a different club in these competitions. (n) Heatouts and/or Washed-out matches do not qualify as a match towards Finals eligibility. 12. Commencing / Finishing Time of Matches All Saturday junior matches shall commence at 8:15 a.m.and Sunday junior matches shall commence at 9:00 a.m. (First set hit-ups should be prior to these times.) All Senior matches shall commence at 1:00 p.m. (First set hit-ups should be prior to these times.) All Home and Away matches MUST be played at the designated times as stated above. If either team is unable to put on any set (listed on the scorebook} within 15 minutes of the scheduled start time, the offending team shall forfeit the first set / first set of rubber to nil. If play does not commence within 45 minutes of the scheduled start time, the next scheduled set shall be forfeited to nil. Upon completion of the first and/or each subsequent set, if opposition is not available to commence play within 10 minutes, the next set shall be forfeited. In applying this By-Law, matches are to be considered to be played on ONE COURT ONLY, regardless of the availability of a 2nd court. Except where a team is playing with one player short (By-Law 8g) a complete team must be in attendance by 9:30 a.m.for Saturday juniors, 9:40 a.m. for Sunday juniors and 2:00 p.m. for Seniors, otherwise the match shall be lost by the defaulting team as a forfeit - see also By-Law 6 re Club Fines and By-Law 8(g) - Playing With One Player Short. A short hit-up is permitted prior to the 1st set for each player in a match. No other hit-ups are allowed. All Junior matches will conclude at 12:15 p.m. Saturdays (12:30 p.m. Sundays) If in the middle of a set, the GAME that is in progress will be completed, but not the set. 13. Completion of Scoresheet Prior to Match Before the commencement of any match the opposing captains must enter team members names in order of play on the scoresheet. Once scoresheets have been filled in no changes to order of play are permitted

29 By-Laws Index BY-LAWS (cont d) Before the commencement of any Finals match, the opposing captains must pass their separate lists showing names of players in order of play to the home club supervisor who shall fill out the scoresheets on behalf of both captains. Scoresheets should then be readily available throughout match for reference, as required. Once scoresheets are filled out, the playing order cannot be altered. The only exception permitted to this latter requirement shall be in the case of a resumed match involving a substitute player and then only in the event of the match not having been commenced on the total washout date. 14. Weather / Court Conditions Waverley Tennis has adopted the Tennis Australia Extreme Weather Policy. Full guidelines of the policy may be found on the Tennis Australia website. A copy can also be downloaded from our website. Extreme Weather, as defined by this policy, includes Extreme Heat, Wet Weather, Lightning, High Winds and Smoke. For the purposes of this section, Waverley Tennis has taken a more conservative approach than is given in the Tennis Australia policy and we require that: All play must be suspended (on completion of the current game) and no further matches are to commence if the temperature is 35 C or greater. (a) In the event of extreme weather, individual matches may be cancelled without teams attending the courts, providing that it is mutually agreed by both captains, otherwise players must attend courts. Mutual agreement is only when the captains communicate with each other, and agree to cancel the match. Cancellation of matches in advance by phone message left on voic and/or answering machine is not acceptable. Should a visiting team wish to contact a venue club to clarify if a match will proceed, it is recommended to ring either the club phone or the Junior Convenor s mobile number. For Junior and Senior matches, in the event of lightning and thunderstorm play must be stopped immediately. For Junior matches, upon agreement by both club s Junior Convenors, a match may be cancelled without both teams attending the courts. Where there is no attendance both teams must enter their player lists using the By Ph feature on the Club Zone website. Junior matches: When play is stopped due to weather or court conditions the home club Venue Supervisor is responsible for making the decision to abandon any match, taking into account current court conditions, the likelihood of further play interruptions and time needed to restore courts to a safe playable state in time for matches to be completed in the normal time frame. Senior matches: If play is stopped due to weather or court conditions, both captains must agree before the match is abandoned. However, if play has not resumed within one and a half (1 ½) hours after the cessation of play, then either captain shall have the option to abandon the match. By-Laws Index BY-LAWS (cont d) (b) On days of extreme heat when the temperature reaches 35 degrees as provided by the Bureau of Meteorology ( ), individual matches may be cancelled without teams attending courts providing it is mutually agreed to by both captains otherwise players must attend courts. Where there is no attendance both teams must enter player s names using the By Ph feature on the Club Zone website. Notwithstanding the foregoing, play may be cancelled below this temperature with consent of both captains. (c) The home Club has the right to decide as to whether courts are unfit for play, however, either captain shall have the option to stop play during rain, even it the court surface is deemed fit for play. In all junior matches, only the club supervisor or junior convenor may cancel a match due to inclement weather by initialling the scorebook. (d) If the home Club deems, in the preceding days to scheduled matches, that its courts have been rendered unplayable by wind damage, or by flooding, and a reasonable effort has been made by the home Club to restore the court/s in time for scheduled matches, each match unable to be played will be declared a wash-out. In such circumstances, the home Club, in the case of Junior matches, must notify the Secretary of the opposing Club/s and the Association Secretary before 8:00 p.m. on the day preceding the match/es. For Senior matches, the home Club must notify the Secretary of the opposing Club/s and the Association Secretary before 10:00 a.m. on the actual match day. The requirements pertaining to the non-attendance of teams (ref. By-Law 14a) shall apply. (e) If Junior matches have not commenced by 9:45 a.m., play will be called off. If Senior matches have not commenced by 2:30 p.m., and unless otherwise mutually agreed to by both team captains, play will be called off. (f) Players from both Senior and Junior competing teams are required to bag and water courts after each set. In the event of inclement weather it is expected that players from both competing teams will assist with preparing the courts ready for play. 15. Substitutes During Match (a) A substitute shall be allowed to take the place of any player who is prevented, through illness, injury or any good and sufficient reason from continuing the match, however, all remaining games of the incomplete set shall be forfeited. In both Junior and Senior Rubbers Matches where a player is injured or ill the remaining unplayed games/sets of the rubber shall be forfeited. A replacement player may commence from the start of the next rubber (b) Matches completed using a substitute player are designated as played under protest unless the opposing captain signs the match scoresheets after confirming the substitution as being fair. A fair substitution is where the substitute player has the same personal grading, or lower, when compared to the Competition grade in which that player is being used as a substitute. (c) A team requiring a substitute player shall be allowed thirty minutes, from the time of the occurrence of the event which led to the need for a substitute, to arrange such a player to be in attendance and on court ready to play

30 By-Laws Index BY-LAWS (cont d) (d) The By-Law covers both home and away matches and final series matches, except that, in the case of an unfinished final, a substitute player is allowed to take the place of a player unavailable on the next scheduled match date without penalty, with play resuming from where it left off. Unless special permission is granted in writing by the Waverley Tennis Match Committee, such substitute must be eligible as per By-Law 11. NOTE: Clubs wishing to substitute players in resumed final series matches should seek the approval of the Tennis Association, preferably in writing, before making substitutions on the day of the resumed matches. (e) In Junior finals where Clubs have rotating teams, clubs have the option of allowing all team members to take part. Where a substitute player is used, the position and sets in which this player competes must be shown in the Comments section of the scorecard. (i) For each final the team must be nominated as usual however teams are allowed to substitute the nominated players with any other rotating team members. Each substitute player is allowed one set only (except where provided under By-Law 15(a)-injury) and must comply with the team s order of merit. (ii) All such substitutions must be declared on the scoresheets prior to the start of the match and no changes may be made once the match has commenced (except as provided for in By-Law 15(a) - Injury or 15(d) - Unfinished Finals). (iii) To be eligible the rotated substitute players must have played at least 3 matches for the team over the season. Example: a 4 or 5 person rotating Triples team in a final, the club has the option of playing the number 3 player for two (2) sets and substituting the number 4 player for the number 3 player s third set. In this way the number 1 & 2 players have three sets as normal, the number 3 player has two sets and the number 4 player has one set only. The substitute may play either singles or doubles, and replace any player from the team, but order of merit must still be maintained. Further, a fifth player may be used under the same conditions as above, that is, must have one set only (singles or doubles), and play in accordance with the order of merit. 16. Late Finishing Matches / Light-Up Time In Summer Senior Competition, unless otherwise mutually agreed to by both team captains, no set or sets shall commence after 6:30 p.m. In Winter Senior Competition, unless otherwise mutually agreed to by both team captains, no set or sets shall be commenced after Official Light-Up Time (page 93) or after local street lights are activated should that be earlier. If a GAME has commenced prior to either of these times, it shall be completed, then play shall cease. Official Light-Up Times are as published in the Winter Handbook. Except for Finals, clubs are not permitted to use lights in order to complete matches even if is dark before Official Light-Up time, with the exception of Indoor Venues which may use lights throughout match play if required. By-Laws Index BY-LAWS (cont d) In both Summer and Winter Competition, points for any sets which have not commenced by the designated time shall be shared, as is the case for an uncompleted set (refer By-Law 20. POINT SCORE). In Junior Competition, no set or sets shall be commenced beyond 12:15 p.m., (12:30 p.m. for Sunday Matches), except that any GAME that is in progress will be permitted to be completed, but not the set or sets (ref. By-Law 12). Points for any sets which have not commenced by the designated time shall be shared, as is the case for an uncompleted set (refer By-Law 20. POINT SCORE). The above provisions for Senior and Junior Competition do NOT apply during the Final Series, when all Finals matches must be played out until a result is achieved. 17. Umpires & Supervisors (a) Home & Away Matches Senior & Junior Competition: Umpires may be arranged by either team or by the Junior Supervisor. If the entire match is being umpired, the home team has the right to appoint an umpire for the first set/rubber and thereafter the right shall alternate. Individual sets/rubbers may be umpired by either team or by the Junior Supervisor or his/her appointee. For Junior matches the home club shall provide a senior member to act as a Junior Supervisor and referee in the case of a dispute. A Junior Supervisor must be in attendance at each venue used by the home club (includes outside venue/s). For D Grade junior matches, the home club should provide an additional supervisor/s for all home and away matches, who may be positioned on court. (b) Finals Series Matches Senior Competition: In final series matches, the Match Committee shall convene all matches on the courts of the finalists, with the team finishing in the higher position being declared the home team. The Match Committee has the right to vary the finals venues as required. The home club shall provide a supervisor for each home match and who is not a member of any participating team on the day. Failure to provide a supervisor/s shall result in a club fine. Umpires may be arranged as in (a) above. (c) Finals Series Matches Junior Competition: In finals series matches, the Match Committee shall convene all matches on the courts of the finalists, with the team finishing in the higher position being declared the home team. The Match Committee has the right to vary the finals venues as required. The designated Club Junior Convenor of the host venue club shall arrange for an appropriate level of supervision to be present at all matches played at the venue or at an outside venue used by the host venue club. Failure to provide appropriate supervision shall result in a club fine. Umpires may be arranged as in (a) above. The level of supervision for all D Grade junior finals should be adequately provided and may involve the placement of an additional supervisor on court to assist the proper conduct of a match. Should a visiting club wish to have a supervisor on court, prior approval must first be obtained from the home club supervisor. (d) For all junior matches, home and away and finals, a responsible adult/ parent from the visiting team must be in attendance for the duration of the match. Failure to observe this By-Law will result in a Club fine

31 By-Laws Index BY-LAWS (cont d) 18. Balls The home team shall provide balls of a brand approved by Tennis Victoria (refer Tennis Australia website) as follows: For all senior matches 4 new balls. For all Junior matches, 2 new and 2 good used balls. In final series the home team shall provide four new balls. Extra new or good used balls may be used at the commencement of any set providing they are supplied by the team requesting them and with the agreement of the opposing team captain. For all D Grade Junior matches, it is mandatory for all clubs to use low-compression green balls. 19. Tennis Attire Regulation tennis attire shall be worn in all competition matches and shall comply with the ruling TENNIS AUSTRALIA DRESS AND EQUIPMENT REGULATIONS. (Refer to pages 66 & 67). However, for local Waverley Tennis matchplay, the following local modifications shall apply: - Shirts without collars may be worn providing they are neat and constitute tennis sportswear. Tracksuits may be worn during the warm-up period and only during match play in inclement weather. No ripple soled shoes and no black or coloured marking soled shoes (on acrylic courts) shall be worn at any time. Home clubs shall have the right to refuse the wearing of footwear that they consider could cause damage to their court surfaces. Clubs shall monitor compliance to these Correct Tennis Attire Dress Regulations and shall report any flagrant breaches in respect to incorrect clothing or footwear to the Waverley Tennis Match Committee Convenor. 20. Point Score Points will be awarded to each team as follows: 2 points for a winning match or, 1 point for a draw or wash-out or where result has not been reached, or, 2 points for a forfeit (to non-defaulting team only) plus 1 point for each winning set (no points allocated for winning rubbers), half a point for each uncompleted set (rubber to be taken to 2 sets unless it is the third set that is uncompleted). If a set or rubber is forfeited during the match, the non-offending team shall receive one point for each forfeited set. (rubber to be taken as 2 sets). Where the complete team is not in attendance and this is deemed a forfeit as per By-Law 12 the non-offending team shall receive one point per set (each rubber to be taken as 2 sets). Note: Forfeiting teams do not receive any points for unplayed sets. See separate By-Law re club fines. In the event of a complete washout, a team can only gain a maximum of half the match points but a team can lose points if it plays an ineligible player. By-Laws Index BY-LAWS (cont d) If a set or rubber is forfeited during the match, the non-offending team shall receive one point per forfeited set or rubber. Where the complete team is not in attendance and this is deemed a forfeit as per By-Law 12 the non-offending team shall receive one point per set or rubber. 21. Match Results Emergency players must also be written on scoresheets as an emergency. For Junior matches, individual players gradings are not to be shown. In the case of new emergencies however, personal gradings are to be shown. Match Results are to be entered on line through the Waverley Tennis Club Zone website. Where non-attendance at a match is agreed to due to inclement weather (see By-Law 14) both teams must enter their players names using the By Ph facility on the Club Zone website. In the event of a total washout in the Finals Series, or an unfinished Finals match, the names of all participating players shall be filled out on the scoresheets and the home club supervisor shall retain the scoresheets and bring them to the continuation of the match. 22. Late Results One or more late match results from a Club for matches on the day may result in a fine and/or loss of points. Failure to have a duplicate advice in the hands of the Record Secretary within 24 hours of receiving phone or advice for non-receipt of result/s will incur loss of all point scores for such match/es by the home Club. 23. Uncompleted Matches In home and away matches, where a match is not completed on the scheduled date there shall be no further play. In the final series, matches will continue at the same venue until a result has been reached at the next available Saturday, excepting Grand Final matches which may continue at the same venue until a result has been reached on the first available date within the next week as agreed upon by opposing teams, umpires and the Club at which the match is being played. Should there be no unanimous agreement, the match will continue at the same venue until a result has been reached at the next available Saturday. Advice of delayed Grand Final matches, and the alternate playing arrangements agreed to, shall be provided to the Association Secretary, and relevant Record Secretary, not later than 9:00 p.m. on the day of the match. The eventual results of all Grand Final matches must be entered on line by either team by 5:30 p.m. Sunday or as otherwise advised by Waverley Tennis. Any variation to the above arrangements for continuation of final series matches shall be at the discretion of the Committee of Management

Final Series (a) At the completion of the home and away matches the four leading teams in an 8 team draw, and the top three teams in an 6 team draw shall play off in a final series. All finals are to be played on the venues of the finalists as announced by the Waverley Tennis Match Committee. (Refer By-Law 17b & 17c). Grand finals of highest sections will be convened at a single venue. (b) For 8 team draw sections (& 10 team sections) Semis: 1st plays 4th and 2nd plays 3rd Grand Final: Winner of 1st semi-final plays winner of second semifinal. (c) For 6 team sections Preliminary: 2nd plays 3rd, 1st team has Bye. Grand Final: 1st placed team plays winner of preliminary final. (d) The team first mentioned is regarded as the home team. (e) In all final series matches, in the event of a draw, the players from the last doubles set to finish shall play a 12 point tie breaker to decide the winning team. In the event of the last doubles matches finishing together then the last doubles as listed on the scoresheet shall play the tie-breaker. (f) The Committee of Management has the right to vary the finals format and the scheduled date, time and venue for any matches, in order to ensure a satisfactory completion of the season. (g) For late finishing senior finals lights may be used to enable the final to be completed on schedule. 25. Unable to Arrange A Team (Forfeit) A Club unable to arrange a team for Junior matches must notify the Junior Convenor of the opposing Club before 8:00 p.m. on the day preceding the match. Similarly, for the forfeit of a Senior match, the club must notify the Senior Convenor before 8:00 p.m. on the day preceding the match. The forfeiting Club is subject to a fine unless an acceptable explanation is provided to the Match Committee. The non-forfeiting team must enter their players names using the By Ph feature in the Club Zone website. In the event of a fourth forfeit by the same team, that team shall be automatically eliminated from the Competition and all points will be withdrawn from the teams who have played against the defaulting team up to that stage of the Season. In other words, the defaulting team s place in the Section will be regarded as a Bye. 26. Ineligible Players If any team plays an ineligible player that team shall forfeit each set in which that player participates to nil and the non-offending club will receive one point for each set/rubber in which the ineligible player participated. By-Laws Index BY-LAWS (cont d) 27. Protests / Disputes The Committee of Management shall have the power to inquire into all disputes arising out of or in connection with the result of all pennant matches, and the final allocation of points for such matches, and its decision shall be final. Any Club referring a dispute to the Committee of Management shall, within three days after the completion of the match in dispute, forward a statement in writing of the matter in dispute to the Association Secretary. In the event of the dispute being deemed frivolous, a $15 fine shall be imposed on the club lodging the protest. The Committee of Management shall have the power to decide all questions arising out of Association matches and tournaments not provided for in these By-Laws. 28. Club / Player / Parent Complaints All complaints must be lodged with the Association Secretary By a club official in writing Within three (3) days of the incident leading to the complaint (fax/ acceptable) Complaints should not be copied to the club to whom the complaint is being directed against. (a) Sub-committee Appointment/Composition The Committee of Management shall appoint a complaints subcommittee to deal with misconduct and misbehaviour complaints received against clubs, players, parents, spectators and the like. The complaints sub-committee shall comprise a Complaints Convenor as chairperson and other co-opted members as required. (b) Sub-committee Scope The complaints sub-committee shall consider and deal with all complaints, reporting to the Committee of Management. Such reporting to include:- Results of investigations into complaints received. Advising of actions taken (including penalties imposed if any). Consideration of issues referred to it by the Committee of Management. Recommendations to the Committee of Management on any changes to the Association By-Laws, Rules and Guidelines. 29. Trophies The winning team and the runners-up team in each section of each grade shall be awarded a trophy as determined by the Committee of Management

33 12 POINT TIEBREAKER Example of How Played: A and B play C and D How Played: Next server shall serve one point from the right court. Thereafter, each player shall serve two points in turn beginning from the left court. Players shall change ends after every six points, and at the conclusion of the tiebreaker game. Winning Margin: The first to seven wins the tiebreaker game (and set) provided there is at least a two-point margin (say 7 to 5). Otherwise, at six points all, continue until a two-point margin is achieved (say 8 to 6). Comments: First server has only one serve to the forehand court (from the right court). Thereafter, each player serves two points, the first to the backhand court (from the left court). (continued next page) During the tiebreaker, total points should always be odd before the next server commences. Change ends when total points are 6, 12, 18, 24 etc. The server at this time serves only one point from each end. Umpire should officiate, if not call out score after each point played. The tiebreaker is regarded as one game played, therefore, in a rubber, the pair who served first in the tiebreaker shall receive service in the first game of the following set of that rubber, and at the opposite end to where they finished the tiebreaker. Match Tiebreaker: The first to ten wins the match tiebreaker game (and set) provided there is at least a two-point margin (say 10 to 8). Otherwise, at nine points all, continue until a two-point margin is achieved (say 11 to 9). Waverley Mid-Week Ladies Competition The Mid Week Ladies competition is held each Thursday commencing at 9:30 a.m. Players of all standards are welcome and catered for. Two seasons are held each year. The annual Gill Quillinan Memorial Tournament is held in July of each year. Proceeds raised from the tournament as well as all fines incurred during competition play are donated to our chosen charity, the Ovarian Cancer Research Foundation. 37 JUNIOR DEVELOPMENT SQUAD Junior Development Squad Program The Waverley Tennis Junior Development Squad is a series of progressive squads where players can enter at the appropriate level and be guided through their development to ultimately become more complete and successful tennis players. Each squad caters for players at different stages of their tennis development. Aims: 1. To provide supplementary training to enhance the player s private coaching program, and enable the player to hit regularly against players of similar standard. 2. To provide a clear and co-ordinated pathway for junior players towards achieving their own optimal performance. Goals: Individual Advancement through squad levels. Player: Participation in junior tournaments in metropolitan and country areas appropriate to the player s development level. Association: Provision of competent players for participation in Inter Association challenge matches, tennis carnivals and Junior Pennant Competition conducted by Tennis Victoria. Squad players are required by the Association to participate in a minimum of two (2) tournaments conducted by Waverley Tennis in the same calendar year. Mayfield Park ANZ TENNIS HOT SHOTS MATCH PLAY ANZ Tennis Hot Shots Match Play offers a new and exciting junior modified competition, delivered by Waverley Tennis on an inter-club basis within local council boundaries. Modified balls, smaller courts and time friendly formats are just some of the key features of this new competition. New competitions start each term. Waverley Tennis is in partnership with Tennis Victoria in offering Match Play across a number of Council areas as advertised from time to time and and all Waverley Tennis Affiliates are invited to respond to invitations to participate or seek further information - see ad opposite. Sunday mornings offer two competitions and at other times TBA. 10/u orange ball competition (ages 7-10) from 9:15 a.m. - 10:15 a.m. 11/u green ball competition (ages 9-11) from 10:30 a.m. - 12:00 noon. Matches are time based, orange ball up to 20 minutes of play per set and green ball up to 30 minutes of play per set and/or first to 4 games, whichever comes first. Each player plays one singles and two doubles matches in the allotted time of 60 minutes (orange ball) and 90 minutes (green ball). The home clubs are to provide the balls, courts, the amenities for the making of afternoon tea and a supervisor. Courts should be ready for play at least fifteen (15) minutes prior to the official commencement time of the match. 4. In some instances, Clubs are required to provide courts only. Again, the courts and facilities should be open and ready for the arriving teams and supervisors at least fifteen (15) minutes prior to the scheduled match time. SUCH VENUE CLUBS SHOULD ENSURE THAT SATISFACTORY LOCKING-UP ARRANGEMENTS ARE IN PLACE. 5. In the event of a total washout, or an unfinished match, the home club supervisor shall phone in the exact position of the matches and shall retain the scoresheets and, if the matches have been able to commence, the tennis balls. The scoresheets (and balls) should then be brought by the home club supervisor to the continuation of the match, as announced. 6. SUBSTITUTE PLAYERS: The use of Substitute Players in Final Series matches must be strictly in accordance with By-Law 15 (and By-Law 11). Clubs wishing to substitute players in resumed matches should seek the approval of the Tennis Association, preferably in writing, before making substitutions on the day of the resumed matches. In cases of doubt, contact the Association Secretary or any other member of the Waverley Tennis Match Committee for advice and/or decision. 7. In the event of a draw, refer to By-Law 24(e) for method to decide the winning team

47 FINALS PROCEDURE (cont d) 8. When a cut throat FINAL SERIES IS BEING PLAYED, 1st plays 4th and 2nd plays 3rd in the Semis; the two winners play off. The Grand Final shall be at the venue of the team finishing in the higher position (Refer By-Law 17b & 17c). 9. Captains Exchange of Players Names Ref. By-Law 13 Before the commencement of any Finals match, the opposing captains MUST pass their separate lists showing names of players in order of play to the home club supervisor who will fill out the scoresheets on behalf of both captains. Scoresheets should then be readily available throughout match for reference, as required. Once scoresheets are filled out, the playing order cannot be altered. 10. Inclement Weather Ref. By-Law 23 Should a FINALS match be uncompleted because of inclement weather, the provisions of By-Law 21 shall apply. Team captains should read and understand this important By-Law before going to the match. Junior tennis organisers should also be fully conversant with the provisions of the By-Law. 11. UMPIRING/SUPERVISION: JUNIORS The provisions of By-Law 17 apply. During the final series, the home Club must have a SUPERVISOR IN ATTENDANCE FOR EACH D GRADE JUNIOR MATCH being played. Such supervisor must be positioned on court. Only one supervisor per court is permitted, and no parent is to supervise their own child s match. It is also noted that, in JUNIOR FINAL SERIES MATCHES, the home Club is to provide a SENIOR MEMBER to act as a SUPERVISOR AND REFEREE. This applies equally to those situations where the home Club is using another club s courts for the convening of the match. All adult supervision should be thoroughly conversant with the By-Laws under which the matches are being played and with the Rules of Tennis. Clubs providing courts only will NOT be providing any adult supervision, and are not to be expected to do so. 12. UMPIRING SUPERVISION: SENIORS In accordance with Waverley Tennis By-Law 17 (b), for each final match, the home team shall provide a Senior Supervisor. He/She shall not be a participating player in any senior team on the day. Any outside Venue used shall also require an additional Senior Supervisor. 13. JUNIORS / SENIORS SINGLES / DOUBLES RUBBERS In Finals, the Doubles rubber is to be played first, followed by the two Singles Rubbers. 48 Duties of the junior / senior Supervisor are as follows: a. Ensure that the club facilities are open, that courts are ready to commence play at the official starting time, and that scoresheets have been provided. b. Should know and apply the Waverley Tennis By-Laws, Rules of Tennis, Correct Dress Regulations and the Code of Conduct and be able to make decisions, while maintaining a commonsense approach. (Rules for Non-Umpired Matches and Correct Tennis Attire are detailed in the current Handbook). c. For Code of Conduct infringements, a verbal warning can be made to the player/s or spectators. If the problem continues (e.g. repeated bad language, racquet or equipment abuse) a written report shall be forwarded to Waverley Tennis Committee of Management. d. On issues such as foot faulting, teams may be invited to nominate persons to umpire and provide a foot fault judge for the remainder of the match. e. To assist players in the resolution of scoring disputes as per the Rules for Non-Umpired Matches. f. To ensure that off court disturbances are kept to a minimum without interfering in smooth flowing matches. Always be approachable, calm, consistent and fair. g. Keep a visible presence near the courts you are supervising for the duration of the match.
