1 Capitol Area Council Boy Scouts of America 2016 RPORT TO STAT PARAD VT PLA February 6, 2016, Austin, Texas Scout Me in Y all 2 February 2019 Join the 70th annual Boy Scout Parade, Report to the State of Texas and kick-off the 10th anniversary celebration of the Scouting movement! Downtown Austin will become a sea of Scouts from all over Texas marching up Congress Avenue to the Capitol. A Scout Spirit Rally will be held on the South Steps of the Capitol at 9:40 am. An agle rededication ceremony will be held on the south steps as conclusion to the Spirit Rally. Scout Delegates from each Texas council will report their accomplishments from the previous year to an elected official. After the parade, we invite you to visit some of the many historical and local points of interest in the Capital City to make a memorable and educational event for your Scouts and their families. There is no cost to participate in the parade, however your unit can pre-order souvenir patches for $8 each through January 21st for each participant. ($10 each after January 21) Pick up your patches at the northwest corner of Congress & Cesar Chavez outside the LI Hotel. (formerly Radisson) Pick up and sign for your unit packet of souvenirs by unit number. Please encourage patch sales among your unit membership. Patch sales are the only income stream for this event and determines its success and continuation. Rising parade operating costs necessitate $8 patches. Sponsors for this event are needed and encouraged to contact Rick Denison, , to promote their cause and help offset some of the hard costs associated with this parade. FLOAT AD MARCHIG UIT RGISTRATIO: Please use the council event registration system to register your unit for a float or marching unit and purchase patches for your participants. Adult Leaders can register multiple youth members for patches and participation. All patches will be placed in a UIT PACKT for pick up. Individual unit members will need to get their souvenirs out of their UIT PACKT. Questions? Keri.Smeaton@Scouting.org 1. General Information - The parade will begin step off at 9:00 a.m. a. Participants must be in place no later than 8:30 a.m. and no earlier than 7:30 a.m. Upon arrival report to the parade marshals for staging and line up on the Ann Richards Congress Ave Bridge. The order of march for units will be determined on a first-come; first-serve basis. Wear Scout Uniforms and dress appropriately for the event and weather. This is a rain or shine event. b. V.I.P. Reviewing Stand at 7th and Congress. DO OT STOP AD PRFORM AT TH VIP STAD c. Unit Identification - To identify your unit while passing the reviewing stand, each unit must carry a Unit Flag or a sign no smaller than 24" x 30", indicating pack, troop, team, crew, ship, or post and unit number, unit leader, sponsoring institution, and location. This sign must be carried at the right front of the unit so that it may be seen by the announcer. Without a unit sign, we can't tell who you are! d. UIT PACKT of souvenir patches distributed at the Patch & Information Booth located at the corner of Congress & Cesar Chavez at The LI Hotel alcove, facing west toward Congress Ave.. Order of the Arrow, Tonkawa Lodge 99 members will be stationed along the parade route to provide service. Lost and unfound Scouts and siblings can go to the OA representatives for assistance. They will be recognizable by their Order of Arrow sashes (red arrow on white background). Lost children will be escorted to the Patch & Information Booth and kept there until they are picked up by a parent or unit leader. Please inform your Scouts to look for the OA members in sashes if they need assistance. f. Cub Mobiles/Soap Box Derby allowed. Cub Mobiles/ Soap Box Derby cars are allowed, but must be pushed or pulled by another person. (O VHICLS CA PULL CUBMOBILS) The no-vehicle pulling rule is due to the need to maintain the time limit for the parade. Cub Mobiles cannot be dropped off on the bridge out of vehicles or trailers. They must be walked up to the bridge. We strongly suggest that you drop off your Cub Mobiles at a designated parking spot and walk them onto the bridge for staging in the parade. Please help your volunteer Parade Marshals avoid unpleasant situations by sharing this information with your Cub families. All participants on wheeled vehicles, including bicycles, must wear helmets. o exceptions. (Continued)

3 PLA OF OPRATIO FOR PARAD (Continued) 2. Detailed Plan for the Parade a. Assembly/Staging Area for the Parade - Staging area will be on the Ann Richards Congress Ave. Bridge. All units must be in assigned spaces no later than 8:30 a.m. We suggest you assemble your unit at a convenient location and go as a group to the parade location. Please do not use the bridge as a gathering point. This causes a great deal of confusion. Please use the park and pay lots in the downtown area. Floats and vehicles must enter from the south onto the bridge. b. Order of March - will be lined up facing north on Congress Avenue. All U.S. flags will be massed and each unit will send their U.S. flag bearer to assemble in the area of massed flags. o U.S. flags will appear after the massed flags unless a part of the unit's theme. (This is proper flag etiquette) Unit floats will be placed in position by the parade marshals on a first-come, first-served basis according to the attached chart. are encouraged to promote the theme: Scout Me In Y all c. Route of March - will proceed north on Congress to. Walking units will proceed onto the grounds of the State Capitol up to the South Steps for the Scout Spirit Rally and disperse from there. DO OT block the parade route or the area. Floats and vehicles will turn left on and return south as directed by the detour signs and barricades. After turning left on, riders on floats and in vehicles can disembark and join Scout Spirit Rally on South Steps of Capitol. d. Because of safety considerations, animals may not be used in the parade and please do not throw candy, gum or other items from floats. 3. Registration for parade and payments for patches can only be made online: a. Registration must be completed and paid by January 21, 2019 to receive the $8 per patch pricing. Orders must be picked up at the Patch & Information Booth outside the LI Hotel. o patches will be ordered without prepayment. After January 21, a limited number of patches may be available for $10 but are not guaranteed. 4. Security measures at the Capitol will require passing through a metal detector and may require random searches of bags and backpacks. Please instruct your Scouts and adults to leave all knives and multi-tools at home or in your vehicles as they will be confiscated. Scouts and adults can enter the Capitol through any door South, ast, West or orth. If there is a long line at one door, please circle the Capitol to find a shorter line. 5. Park in park & pay lots: 6. RTS Sponsorship Opportunities are available. The Report to State Committee is looking for sponsors to help offset some of the costs associated with providing this parade. Patch sales are the parade s only income source and falls approximately $4,500 short of covering costs annually. Those costs include: parade permits, Capitol DPS Security, barricade company, police, rental of Capitol, traffic control plan, porta-cans, and other items too numerous to mention.
