1 City of Steamboat Springs & Steamboat Springs Redevelopment Authority Request For Proposal Design Services Ski Area Arrival Experience Addendum #2 Issued: April 4, 2016 To: All Planholders of Record This addendum modifies the RFP documents as noted below. Questions & Answers: 1. Do you have a project budget covering this work? The budget for the Ski Area Arrival Experience Study is provided by the Steamboat Springs Redevelopment Authority (SSRA), the governing body of the tax-increment financing district at the base area. The SSRA appropriated funds in aggregate for the 2016 capital budget covering multiple project activities, including this one. While a specific dollar figure was discussed, the pricing proposed by each respondent to the RFP will be an important factor in the selection process. 2. What role does Steamboat Mountain Resort seek to play in the development of the Plans? The Steamboat Ski & Resort Corporation (SSRC) is a founding member of the Urban Redevelopment Authority Advisory Committee (URAAC). Both SSRC and URAAC will be key stakeholders in the process. 3. Do you expect this proposal to include our attendance at any public meetings with the City of Steamboat (i.e. PC or Council)? A public meeting with the City of Steamboat Springs is not necessary to select the Design Team for the Ski Area Arrival Experience Study. However, paragraph D.2.K.iii of the RFP specifies three on-site meetings by the Design Team representatives that must be incorporated in the price of the proposal. 4. Can you provide any further information on the quality of the existing surveys? Do they include right-of-way, topography, key features and aerial photography? The City does not believe that a complete survey of the Mt. Werner Road/Mt. Werner Circle corridor is necessary for this study. However, we are gathering survey data on file from previous submittals from adjacent private development as well as City right of way th Street, P.O. 2 projects as helpful inputs. We expect this survey data to relate to some, but not all, of the critical points along the Mt. Werner Road/Mt. Werner Circle corridor. Where available, this survey data will include line-work on topography and key features, but not aerials. The City GIS interactive map provides recent imagery from non-winter timeframe: 5. Related to wayfinding, do you expect this project to result in the development of a specific plan and associated design for signage or a more general wayfinding approach? Many wayfinding elements, which are called out in the Streetscape and Public Improvement Master Plan (one of the critical resource documents provided in the RFP), have already been constructed. We do not have any pre-conceived notions about any one possible element of the conceptual design produced by the Ski Area Arrival Experience Study. Additional signage might be included, but other elements designed to build the sense of arrival also would contribute to wayfinding. As the RFP stated, the whole should be greater than the sum of the parts. Yes 6. Must the final concept plans to be provided in AutoCAD format? 7. Can you provide the other activities associated with Phase 3 of the URA plan as reference to this work? Yes, please see attached. 8. Does the bus system have ridership information that might indicate where people get on and off? We can provide ridership information as part of the information download with the selected Design Team. After initial discussions with the Steamboat Springs Transit Manager, one possible future bus stop might be located on the southeast corner of the Steamboat Boulevard/Mt. Werner Road intersection.
