4 Frequently Asked Questions Q: What traffic safety measures are cluded the project? A: The Rd/75th St project will clude several elements that are expected improve safety, cludg: Better defed travel lanes, reduced travel lane width, better defed parkg stalls, which will encourage morists on Rd/75th St slow down. A center two-way left-turn lane on the highway between Warner Ave East Ave/Hallam Ave that will separate turng traffic from through traffic by removg left turng traffic from the through lane. This will reduce potential for rear end crashes, discourage drivers from swervg around turng vehicles. The two-way left-turn lane along with narrowed through travel lanes will encourage slower speeds for traffic improve safety. Right turn lanes at the all-way sp at Warner Ave closg the Mahmedi City Hall entrance closest the sp will separate through traffic from turng traffic, prevent traffic from cuttg through the city hall parkg lot. Reconstructg the tersection of Rd/75th St East Ave/Hallam Ave with a new traffic signal dedicated turn lanes on East Ave/Hallam Ave from Rd/75th St will separate through traffic from turng traffic allow traffic from East Ave/ Hallam Ave easier/more predictable access on the county road. Turn lanes added the signalized tersection at Hiln Trl/CSAH 29 will separate through traffic from turng traffic improve signal operations. Q: What improvements are beg made on TH 244? A: TH 244 is located just outside the limits of the Rd/75th St (CSAH 12) study area. This study does not address any changes TH 244. Q: Why didn t the study recommend tersection improvements at 75th St (CSAH 12) tersection with Jamaca Ave/ CSAH 9? A: Washgn County the TAC considered a variety of tersection concepts at the 75th St/ CSAH 12 Jamaca Ave/CSAH 9 tersection, cludg: 1) a roundabout; 2) a traffic signal; 3) a free right turn from the north leg of Jamaca Ave on westbound 75th St. All of these concepts were carried forward. Analysis showed that these changes the vestment were not necessary meet existg future travel dem. Additionally, the free southbound right turn from Jamaca Ave on westbound 75th St would have created additional safety issues for pedestrians. Even though this tersection will not be reconstructed as part of this project, Washgn County will contue monir this tersection for safety other operational issues. Addg lightg at this tersection was considered but not carried forward. The City of Grant may pursue lightg at this location separate from this project. Q: Does the project clude changes the speed limit on CSAH 12? A: MnDOT, not Washgn County, has the authority change the speed limit on Rd/75th St/CSAH 12. After constructg the project, Washgn County will consider coordatg with MnDOT request a speed study. Q: My property is identified for a temporary or permanent easement. What does this mean? A: Roundabouts were considered along Rd/75th St at tersections with: Mahmedi Ave/Wildwood Rd, Warner Ave, East Ave/Hallam Ave, Hiln Trl, Jamaca Ave. All roundabout concepts were dismissed from further consideration due one or more of the followg issues: lack of traffic operation benefits, impacts property natural resources; costs compared other tersection concepts. Q: What streetscape lscape elements will be cluded the project? A: The County s cost sharg policy allocates 3% of tal project costs for streetscapg elements match local contributions. Technical Advisory Committee members from local communities expressed support for baselevel streetscapg amenities (e.g., decorative pavement scorg, stard tersection lightg, trash receptacles, basic bollards retag walls as necessary). Due cost concerns, the Committee did not support additional lscapg treatments.

5 Frequently Asked Questions Q: How will the project improve safety mobility for bicyclists pedestrians? A: Improvements that will directly improve the safety of pedestrians bicyclists travellg along the Rd/75th St clude: Contuous non-morized accommodations throughout the corridor that will improve non-morized transportation /from local destations, cludg busesses, restaurants, library, post office, senior livg facility, Gateway State Trail, bus sps. Non-morized traffic accommodations are recommenced along the entire north side of Rd/75th St on the south side from the west project limit Ideal Ave. Geometric road changes will encourage drivers slow down. This clude narrowg vehicle travel lanes, bumpouts, matag or creasg the distance between morized traffic sidewalks trails. Bumpouts will make pedestrians more visible at tersections, shorten the distance of highway that they must cross. Providg an ADA compliant environment will also allow for greater mobility the corridor. These improvements clude addressg obstructions (e.g., stairs the middle of sidewalks) close existg gaps by providg contuous trails sidewalks. Q: How will the project improve connections across the highway for non-morized travelers east of Hiln Trl? A: Washgn County recognizes that connectg destations by non-morized means is important. East of Hiln Trl, the project will clude: Repairg the existg trail on the north side of CSAH 12 from Wildwood Rd/Mahmedi Ave Ideal Ave. Improvg the pedestrian crossg at the Hiln Trl tersection Addg a new off-street sidewalk/trail on the south side of CSAH 12 between Hiln Trl Ideal Ave. Durg the study, Washgn County received several comments requestg a trail on the south side of the highway between Hiln Trl the Middle School Entrance /or a pedestrian crossg at Ideal Ave. These concepts were considered but not recommended because: Washgn County is concerned that providg a pedestrian crossg at Ideal Ave, with flashg lights or other pedestrian treatments, could result a false sense of security pedestrians. Additionally, the Middle School campus lacks pedestrian facilities at the entrance, so that those who d cross the highway travelg the schools would not encounter a trail or sidewalk. A traffic signal at Ideal Ave is not warranted was therefore not considered. The project will clude a pedestrian connection on the south side of Rd/75th St between Hiln Trl Ideal Ave. This connection cludes a pedestrian crossg at Hiln Trl will connect the Gateway Trail Mahmedi schools from the trail on the north side of Highway 12. This trail is not currently identified as a p priority by the City of Grant Q: Are pedestrian improvements that would provide access the Mahmedi High School Middle School cluded the project? A: The project cludes a pedestrian sidewalk connection between Hiln Trail Ideal Avenue. This will allow students travelg from south of Rd/75th Street safely cross at a the Hiln Trail traffic signal then use the trail on the north side of the highway travel the schools. The new traffic signal at the Middle School entrance (constructed summer 2017) is able accommodate a pedestrian crossg if/when a trail is added the south side of Rd/75th St between Ideal Avenue the school entrance. Q: Will the project impact vehicle parkg? A: Early on the study process, Washgn County heard from downwn local busess owners that parkg is a valuable resource. Vehicle parkg was cluded goals performance measures that were developed for the study. The table below compares the existg # of onstreet parkg spaces available compared the # of on-street parkg spaces that will be available after the project is constructed. Six on-street parkg spaces will be added the downwn area, between Mahmedi Ave/ Wildwood Rd Warner Ave. All on-street parkg will be removed between Warner Ave Glenmar Ave. No off-street parkg will be affected by the project. The County recognizes the importance of parkg the economic health viability of a downwn area. However, given the function of Rd/75th Street as a county highway, the County s first foremost priority is ensure that the highway function as tended. Washgn County encourages the Cities of Mahmedi Willernie contue considerg opportunities provide additional parkg best serve their communities l uses.
