N. Mesier Ave in Wappingers Falls: Route 9 to E. Main St. 2. Market St in Wappingers Falls: E. Main St to Creek Rd. 3. CR 93 at Old Route 9 in Wappinger. 4. Route 9D in Beacon: Harbour View Rd to Dinan Rd and Coffey Rd to Tioronda Rd. 5. Route 52 in the Town of Fishkill: Old Grange Rd to Town Line. 6. North Mesier Ave, Market St, and Nelson Ave, Village of Wappingers Falls [Note: these are in priority order based on the Village s 2011 Capital Infrastructure Plan, which includes cost estimates. Check if all are federal-aid eligible] Bridge Maintenance (see map) 1. Repair bridges that are structurally deficient or functionally obsolete under FHWA standards and/or deficient under NYSDOT standards. 2. Replace bridge on Route 82 & CR 94/All Angels Hill Rd damaged from trucks. 3. Prioritize maintenance of Newburg Beacon Bridge. Highway Capacity 1. Add a third southbound lane on Route 9 from Mesier Ave to CR 93 (Myers Corners Rd); (Wappinger/Wappingers Falls). 2. Create a secondary street system including a north-south street east of Route 9 to connect New Hackensack Rd to Myers Corners Rd, with east-west connections to E. Main St and Old Route 9, and a northern connection from New Hackensack Rd to N. Mesier Ave (Wappinger/Wappingers Falls). 3. Pursue a new road on the southeast side of Route 9D in the Hughsonville hamlet to create a one-way couplet (Wappinger). 4. Route 9D- Beacon to Wappingers Falls- needs 4 lanes and turning lanes Safety 1. Improve roadway safety at high-incident locations.
2 2. Improve pedestrian safety, especially in the Village of Fishkill & Village of Wappingers Falls. Especially pedestrian traffic crossing Route 9 (at East Main St/Dairy Queen, at Old Route 9/condos, and between McDonalds/Planet Fitness); at Route 9D (at Dogwood Ln & Chiappardi Pl) 3. Improve horizontal alignment, sight distance and safety on CR 93 (Myers Corners Rd) from CR 94 (All Angels Hill Rd) to NY 376 (Wappinger). 4. Realign horizontal curve on CR 93 (Myers Corners Rd) from Pleasant Ln to Cameli Dr (Wappinger). 5. Improve intersection sight distance on CR 93 at Major MacDonald Wy and Ervin Dr (Wappinger). 6. Improve horizontal alignment, sight distance and safety on CR 28 (Old Hopewell Rd) from Route 9 to CR 94 (All Angels Hill Rd) (Wappinger). 7. Install traffic calming devices, including enhanced crosswalks and streetscape designs, along Route 9D (Wappingers Falls). 8. Add high-visibility crosswalks at South Ave (Route 9D)/E. Main St, E. Main St/Remsen Ave, W. Main St (Route 9D)/Convent Ave, W. Main St (Route 9D)/West St, W. Main St (Route 9D)/School St, W. Main St (Route 9D)/Church St, and Route 9 at 9 Plaza (Wappingers Falls). 9. Install distinctive markings or textured crosswalks at the E. Main St/Market St/Mill St and East Main St/West Main St intersections (Wappingers Falls). 10. Construct bulbouts at the E. Main St/Market St/Mill St and E. Main St/W. Main St intersections (Wappingers Falls). 11. Improve pedestrian safety and calm traffic by narrowing the E. Main St/South Ave (Route 9D) intersection along the northern edge (Wappingers Falls). 12. Install raised crosswalks and crosswalk signals along Route 52 where traffic signals are located and where there are significant destinations (Town/Village of Fishkill). 13. Reduce speeds by installing speed bumps along Florence Ave and Weston Ave (Town of Fishkill). Village attorney told the Village this was not legal. 14. Define the Smith St/Elm St intersection with striping and install pavement markings on Broad St, Smith St, and Elm St to improve visibility (Town of Fishkill). (Done) 15. Install traffic calming elements, such as raised crosswalks, on major roads including Beekman St and West Main St (Beacon). 16. Improve Pedestrian safety/crosswalks at Route 9/Route 52; & at Route 9/Church St (to Shop Rite) 17. Vehicles going east from Beacon on Route 52 stop on top of the hill near the Toll Brothers housing development (just east of Town Hall, by Railroad Salvage) and make a u-turn a crash waiting to happen. Consider a sign with a flashing light, reducing the speed limit. 18. Route 9D in the Town of Wappinger: dangerous walkers, bicyclists, especially at night, with no lights, no reflectors worn need help here yesterday! [sidewalks, bicycle facilities] Traffic Operations Town of Wappinger 1. Widen approaches on CR 28 (Old Hopewell Rd) at CR 94 (All Angels Hill Rd) to accommodate turn lanes, improved shoulders, and channelization.
3 2. Implement access management on Route 9 by removing traffic signals, providing left turn lanes, and consolidating driveways to reduce conflict points. 3. Provide left turn pockets on Route 9D (southbound) at CR 93, CR 93 at Route 9D, Old Route 9, Losee Rd, Spook Hill Rd, CR 93 (westbound) at Spook Hill Rd at CR 93, CR 93 (westbound) at Myers Corners Elementary School driveway, CR 93 (eastbound) at DeGarmo Hills Rd, and Route 376 (northbound) at CR Provide right turn pockets on Route 9D (northbound) at CR 93, CR 93 at Route 9D, CR 93 (westbound) at Major MacDonald Wy, CR 93 (eastbound) at Losee Rd, and CR 93 at Route Improve traffic signal timing on CR 93 at Route 9D, Route 9, Marshall Rd, Ketcham High School Driveway, Laerdal Driveway East, and CR 94 (All Angels Hill Rd). 6. Upgrade signal equipment on CR 93 at Old Route 9, Ketcham High School Driveway, and Laerdal Driveway East. 7. Install a traffic signal on CR 93 at Spook Hill Rd. 8. Implement access management on CR 93 at Hannaford Plaza Driveway (right-in/right-out), Blackthorn Loop West (right-in/right-out), Laerdal Driveway West (right-in/right-out), and at DeGarmo Hills Rd (shared access, right-in/right-out at plaza driveways). 9. Construct a roundabout at the CR 93 (Myers Corners Rd)/CR 94 (All Angels Hill Rd) intersection. 10. Realign and signalize intersections on CR 93 at Route 9D and Randolph School driveway; Blackthorn Loop East and Ketcham High School driveway; and Kent Rd and Quaker Hill Rd (if the Cranberry Hills development occurs). 11. Inter-mall parking access (access management at plazas)- especially: at Gold s Gym and the Grand Union Plaza (Main St/Route 52 between Cary & Blodgett) in Fishkill; & on Route 9 (east and west sides) in the Town of Wappinger. Village of Wappingers Falls 1. Convert Reserve Place to one-way. 2. Construct a right turn lane from E. Main St onto South Ave (Route 9D). 3. Improve the Route 9/Mesier Ave intersection to facilitate turns from southbound Route 9 onto Mesier Ave. 4. Create a four-way intersection at Route 9 and E. Main St by providing a new connection on the eastern leg from Imperial Blvd to E. Main St and remove the right turn slip lane at the northwest corner and extend the curb to shorten the crossing and reduce pedestrian-vehicle conflicts. Town and Village of Fishkill 1. Reconstruct the Route 9D at I-84 interchange. 2. Provide separate turn lanes on Cedar Hill Rd to facilitate right turns onto Route Restrict left turns from Route 52 eastbound onto Rapalje Rd. (Done) 4. Reduce cut-through traffic by implementing half closures at the Wood Pl/Luyster Pl and Cary Ave/Weston Ave intersections. Traffic has moved to Florence Ave install a Local Traffic Only sign on Florence (except during church times, when alternate route is
4 needed?); re-time signal at Jackson/Route 52 to accommodate church traffic Saturday PM & Sunday AM. 5. Coordinate traffic signal timing on Route 52 between Jackson St and I Reduce speeds and cut-through traffic by restricting the Route 52/Cary Ave intersection to right-in/right-out only, installing speed tables on Broad St, and making the Smith St/Elm St and Broad St/Jackson St intersections all-way stop controlled. 7. Improve signal timing on Routes 9, 9D, & Traffic from the Beacon Train Station going north on 9D avoids the light to turn onto the Beacon-Newburgh Bridge by driving past the light and making a u-turn on Chiappardi Place to access the bridge entrance [there is a SB slip lane onto the bridge]. This occurs between 3-7 pm. Residents of Chiappardi Pl are in danger when trying to enter the road when several cars are blocking the road to make a u-turn. Van Ness Road is blocked as well. Adjust signal at 9D & I-84 to provide more time for left turns out of the station between 3-7pm, and/or add a second left turn pocket on 9D NB onto the I-84 bridge. 9. Dogwood Ln & Chiappardi Pl are dangerous and difficult to exit due to the speed and volume of traffic. City of Beacon 1. Improve Route 9D between Beekman St and the intersection with I-84 to handle increased traffic. Sidewalks/Pedestrian Facilities (including ADA projects) 1. Improve sidewalks and intersections on State Roads to meet ADA standards (per NYSDOT inventory): a. Route 9: at Scenic Dr in Wappinger. b. Route 9D: at Clinton St and at Givens Ave in Wappingers Falls, and Wolcott Ave at Beekman St in Beacon. c. Route 52: sidewalk segments in the Village of Fishkill. 2. Pursue sidewalks on Old Hopewell Rd from Route 9 to Route 9D (Wappinger). 3. Provide a sidewalk on CR 93 from Route 9D to Route 376 (Wappinger). 4. Pursue sidewalks on Route 9, particularly from CR 28 (Old Hopewell Rd) to CR 93 (Middlebush Rd/Myers Corners Rd) (Wappinger). 5. Construct sidewalks on Route 9 from Mesier Ave north to IBM Rd (Wappingers Falls/Town of Poughkeepsie). 6. Construct new sidewalks on Route 9 (east side) between shopping plazas and CR 77 (Vassar Rd), Route 9D between the Village line and South Hills Mall, and Mesier Ave between Route 9 and Liss Rd (Wappingers Falls). 7. Enhance Rapalje Rd with sidewalks, reduced lane widths, and a speed table to reduce speeds (Village of Fishkill). (cut- residents did not want sidewalks) 8. Install sidewalks on both sides of Route 52 from the Town Hall to the Village of Fishkill, and from the Village of Fishkill to the former A&P Plaza (Town/Village of Fishkill). 9. Create pedestrian connections to Sarah Taylor Park and the Westage Business Center, including safe pedestrian access from the west side of Route 9 to Sarah Taylor Park; from
5 Sarah Taylor Park to Merritt Park Condominiums; a footbridge across Fishkill Creek; bicycle access from Jackson St south into Westage Business Center; and sidewalks on the east side of Route 9 (Village of Fishkill). 10. Add sidewalks on Route 9D north of Beacon-Newburgh Bridge to Hudson View Dr. 11. Create a safe crossing on Route 84 overpass on Route 9D [there is an existing pedestrian facility but it s poor, and bicyclists can t cross safely] 12. Sidewalk conditions are bad on a high percentage of Village of Wappingers Falls roads. 13. The area east of Route 9 in the Village of Wappingers Falls has 20% of Village residents and there are very inadequate pedestrian crossings and walkways. [see crosswalk notes under Safety] Multi-Use Trails and Bicycle Facilities 1. Continue development of the Wappinger Greenway Trail, including a pedestrian walkway along the west side of Route 9 crossing Wappinger Lake (Wappingers Falls, Poughkeepsie and Wappinger). 2. Consider bicycle paths or lanes on Old Hopewell Rd, Myers Corners Rd, Route 376, and portions of New Hackensack and Widmer Rd near Route 9 (Wappinger). 3. Provide five-foot shoulders along CR 93 for bicycle use (Wappinger). 4. Create a greenway trail along the Fishkill Creek in the Town and Village of Fishkill; extend the trail to the Hudson River; connect the Fishkill Creek Trail with the Greenway Trail along the Hudson River and the Dutchess Rail Trail in East Fishkill (Town/Village of Fishkill). 5. Determine the feasibility of using the rail line easement area along Fishkill Creek for a bicycle and pedestrian path (Beacon). Connect with Greenway Trail. 6. Consider developing bike lanes on Route 9D (from I-84 to South Ave), South Ave (from Route 9D to Tioronda Bridge to Grandview Ave to Route 9D), Beekman St, Teller Ave, Fishkill Ave, and Verplank Ave (Beacon). 7. Ensure that new trails connect with existing trails on Stony Kill Farm, Mount Gulian, Scenic Hudson Land Trust lands, and other properties, and with regional trails including the Greenway Trail and the Dutchess Rail Trail. 8. The Village of Wappingers Falls should be linked to the Dutchess Rail Trail presently no connection. Pursue a connection between the Greenway Trail & DRT. Transit 1. Provide fixed route service every 60 minutes or less in the Towns of Fishkill and Wappinger, City of Beacon, and Villages of Fishkill and Wappingers Falls. 2. Add bus stop shelters to bus stops. 3. Explore the feasibility of establishing transit from the Beacon train station at the waterfront to the east end of Main St via the Fishkill Creek rail line. 4. Expand parking at the Beacon train station. 5. Develop and improve satellite commuter parking with bus service to the Beacon train station. 6. Increase the frequency of bus service along Main St in Beacon. 7. Provide a local trolley service along Main St to the Beacon train station. 8. Consider a new fixed bus route on CR 93, with stops at the Hannaford Plaza and Laerdal property (Wappinger).
6 9. Parking at the Beacon Train Station is way too distant-- need a centralized parking facility with a multi-floor parking garage. 10. Provide easier access to the New Hamburg Train Station from the Village of Wappingers Falls. The LOOP bus system is hard to use from the Village. 11. The area east of Route 9 in the Village of Wappingers Falls has 20% of Village residents and there are very inadequate pedestrian crossings and walkways, as well as LOOP access for pedestrians using mass transit. Travel Demand Management (Park-and-Rides, Vanpools, Carpools) 1. Promote employee-sponsored and privately arranged ride sharing. 2. Promote commuter bus service to train stations. 3. Promote paratransit services. 4. Provide additional park-and-ride lots in the Town of Fishkill. Planning Studies/Other 1. Conduct a parking survey of the Village of Wappingers Falls business district to evaluate the need for new municipal parking and provide additional parking in the Village core if needed. 2. The Village would like a parking lot at Franny Reese Park [1 acre site off of West Main St by Wappinger Lake] near the County Players Theater. 3. Village DOT/Police needs to stop harassment of commercial trucks passing through (write tickets for minor issues) truck management issue on Route 9D. 4. Create a Route 9D intermunicipal Task Force. Consider a Corridor Study/Corridor Management Plan for Route 9D to determine the appropriate character & use of the road. 5. Trucks are a problem on Route 52: would prefer trucks to use I-84 as a designated truck route. The planned Hudson Baylor recycling facility will increase truck traffic on Route In new development, consider limiting dead-ends, lollipop streets & have several sources of egress, pass through roads and streets. Too much traffic is directed to singular roads. Safety issue for emergency service vehicles. 7. Build parking in the Village of Fishkill on the Ketcham Motors property [just west of Route 9 on the south side of Main St/Route 52]. Need to identify funding sources. 8. Improve communication and coordination between NYSDOT and local communities.
